As part of its oversight role, the Freedom Front Plus (VF Plus) attended a tribunal last week to determine whether the proposed development of Meyersdal Extension 31 in Alberton complies with all relevant requirements and legislation.
Various residents approached the party to raise their objections. They are particularly concerned about the project’s legality, infrastructure readiness and the long-term impact of the development. Other causes for concern include access to the area being restricted and the possible destruction of protected plant species.
These environmental and practical concerns have caused significant dissatisfaction among the community.
The Meyer farm, where the development will take place, has historical value. The farm was established as early as 1850 and contains graves, a farmhouse and outbuildings. The house and surroundings were even captured on canvas by the renowned painter Pierneef.
These heritage elements make the site archaeologically and culturally sensitive. For this reason, the South African Heritage Resources Agency (SAHRA) confirmed in a letter that any land development larger than 0,5 hectares without their approval is unlawful.
Activities affecting heritage resources without the necessary permits constitute an offence under the National Heritage Resources Act. Consequently, SAHRA is dissatisfied because the development affects a heritage site and may not proceed without the required approvals.
During the tribunal, the estimated costs for large-scale infrastructure development were communicated: R8,58 million for roads, R61,69 million for storm water drainage, water and sanitation, and R20,33 million for sewerage infrastructure related to the Ekurhuleni Water Care Company (ERWAT).
The Freedom Front Plus sought clarity on who will be responsible for funding all this. If the developer is unable to cover all the costs, it will leave the Metro with the responsibility of completing the project which will, in turn, burden taxpayers.
The Freedom Front Plus fully endorses responsible development that is lawful, transparent and sustainable. A project of this scale may not proceed while legislation is not fully complied with, infrastructure funding is uncertain or the possibility exists that costs may be shifted to existing communities.
The party will keep a close eye on the matter to ensure that residents’ rights and the Municipality’s sustainability are safeguarded.
