Monyepao’s Dismissal Provides No Answers Regarding R2 Billion Loss

The Freedom Front Plus (VF Plus) is left with more questions than answers after the release of the progress report on the disciplinary process against the Ekurhuleni Metro’s former Chief Information Officer, Moloko Monyepao.

The process, which began more than a year ago following serious allegations regarding the mismanagement of information and communication technology (ICT), has already racked up costs of more than R1,56 million. Additional legal costs are also expected. The employer has now closed its case and the matter is expected to be finalised by the end of August 2026. Monyepao has since been dismissed.

The matter relates to an estimated revenue loss of approximately R2 billion caused by manipulation of the Metro’s billing system (Solar), inaccurate meter readings, account manipulation and serious security flaws. The Metro described it as a “digital state of emergency”.

Forensic investigations revealed cyber-attacks, possible internal involvement and that nearly all ICT controls collapsed.

Both the Council and the public are still waiting for a detailed account of the actual financial impact, how much of the money has been recovered, or who will ultimately be held accountable.

The Freedom Front Plus demands answers to the following:

  • How much of the financial losses has been recovered?
  • Have the flaws that made the cyber-attack possible been adequately addressed?
  • Have all officials, service providers and any other relevant role players been thoroughly investigated?
  • Will everyone found guilty of fraud, negligence or misconduct be held disciplinarily, civilly and criminally accountable?

Council cannot properly exercise oversight if it merely takes note of progress reports, but fails to take into account the full financial impact, the recovery of losses and consequence management.

Ekurhuleni residents deserve the truth, accountability and decisive action.

On 4 November, residents have the opportunity to vote for the Freedom Front Plus, which puts taxpayers’ interests first.
