The Freedom Front Plus (VF Plus) insists that the relevant provisions must be complied with in the transfer of six school premises in Mamelodi from the Tshwane Metro to the Gauteng province.
The sites are already used exclusively for educational purposes and it is, therefore, essential that the province assumes ownership of the land.
The Freedom Front Plus insists that the following measures be adhered to:
- A proper market-related valuation of the land – on which property rates are levied – should be conducted.
- The transfer has to be approved by the Council.
- The entire process should be transparent.
- If the land is ever used for anything other than education, it has to be returned to the Metro.
- The agreement between the Metro and the province should clearly stipulate who is responsible for maintenance and infrastructure.
- The financial impact of the transfer should be fully disclosed to the public.
Without these steps, the transfer could contravene the Municipal Finance Management Act (MFMA) and applicable regulations.
The Freedom Front Plus, furthermore, requested that the Metro’s asset register be updated in addition to a clear breakdown of the Metro and the provincial government’s respective duties and responsibilities.
This transfer could increase accountability and improve service delivery, but only if taxpayers’ interests are safeguarded and the process is transparent, lawful and fair.
