Massive training of unemployed set to be rolled-out nationally

Massive training of unemployed set to be rolled-out nationally

The Unemployment Insurance Fund (UIF) Labour Activation Programme (LAP), which is set up to provide training for employment and entrepreneurship programmes, is up-and-running and set to be rolled-out in other provinces, says Employment and Labour Minister, Thulas Nxesi.

Addressing an employer’s breakfast session at the Kempton Park Civic Centre on Friday, Nxesi said South Africa finds itself in the throes of an ever-changing technological era, and this calls for adaptation.

“We are living in a technological era. This massive training is now needed to be implemented on a large scale to multi-skill the unemployed [so they can] adapt to the ever-changing world of technology,” Nxesi said.

Last week, Nxesi announced that the Department of Employment and Labour, through the UIF’s LAP,has launched a R23.8 billion programme to fund the training for employment and entrepreneurship programme.

Nxesi said government plans to help business, especially small enterprises, because the “big employer is small business”.

The Minister appealed for partnerships at district level to ensure integrated interventions as part of the District Development Model (DDM).

“It is unacceptable that Gauteng, as the country’s economic hub, has a high unemployment rate and this situation could be even be worse in other provinces,” Nxesi said.

During the employer breakfast, a number of service providers were handed certificates confirming their participation in the programme.

Small Business Development Minister Stella Ndabeni-Abrahams, who shared the podium with Nxesi, reiterated the role of partnerships.

Ndabeni-Abrahams said the National Development Plan (NDP) envisioned the creation of 11 million new jobs by 2030 and that most of these should come from small business.

She said that the only way to make South Africa work is to grow small business.

“We have to also look at developing new industries. We are continuously advocating for more incentives to be given to business, especially those geared towards promoting small business,” the Minister said.

Ndabeni-Abrahams also emphasised the need to support informal businesses to transition to formal business.

The employer’s breakfast session was held alongside the Jobs and Careers Fair held in Tembisa.

The event is part of an initiative to engage with individuals seeking employment, providing them with the opportunity to interact with potential employers and gain insights into crucial career paths. – SAnews.gov.za

Nzimande appoints new NSFAS administrator, addresses other matters

The Minister of Higher Education and Innovation, Professor Blade Nzimande has announced the appointment of Sithembiso Freeman Nomvalo, as the administrator of the National Student Fund Financial Aid Scheme while also explaining the reasons for dissolving the scheme’s previous board.

At a media briefing held in Pretoria on Sunday, the Minister said Nomvalo possesses extensive knowledge and an impeccable record of accomplishment in public finance and government processes.

He has been tasked to take over the governance, management, and administration of NSFAS for 12 months depending on  progress made.

His task also involves resolving the data integration challenges as a matter of urgency, finalising all the necessary funding decisions and outstanding payments including student accommodation, and overseeing the opening of the 2025 online applications process.

Nomvalo has over 25 years of working experience, 17 of which were at senior level both in the public and private sector.

He was the first African and longest-serving Accountant-General of a democratic South Africa.

Responsibilities

In explaining the reasons for dissolving of the board of the National Student Fund Financial Aid Scheme (NSFAS), the Minister said the board had failed in carrying out its “basic” responsibilities.

“Through various formal engagements, as Minister, I have consistently raised my concerns and unhappiness with the outgone NSFAS Board, about the inability of NSFAS to carry out and implement some of the most basic responsibilities allocated to it,” he said.

READ | Nzimande dissolves NSFAS board

He said the board has faced several challenges. One of the critical issues pointed out by him was the termination of the contracts of direct payment service providers, who were appointed without following due process. The board was dissolved on 11 April 2024 and the scheme was placed under administration the next day.

The decision was also made due to the board’s failure to oversee the timely payment of student allowances by the management.

“This has resulted in unnecessary stress for students and their parents, and also continues to threaten the very stability of some of our TVET [Technical Vocational Education and Training] colleges and universities.”

He pointed out that the Board has been unable to resubmit an accurate annual report to Parliament, manage and finalise the close-out report, and address significant capacity deficiencies within the organisation, including the non-functional call centre, which is still not functional.

According to Nzimande, the Board also failed to respond to student queries in a timely and efficient manner and consult on the guidelines for the missing middle funding.

“In an attempt to resolve these challenges or mitigate their impact, as Minister, I engaged the board on several occasions on various solutions, including a turnaround strategy, which has not been achieved within agreed timelines.

“Despite several engagements with myself, NSFAS continues to face serious challenges in its business processes, IT [information and technology] systems, capacity, and policies and controls,” he explained.

The Minister is of the view that this has impacted the well-being of students negatively but has also brought serious reputational damage to NSFAS, the department and government.

NSFAS achievements

Nzimande said the institution has supported more than five million beneficiaries since its inception, producing hundreds of thousands of skilled professionals and the middle class, especially from within the poor and working-class sections of society.

“This is definitely one of the most important achievements of this government over the past 30 years of our democracy and this must be celebrated as such.

“Flowing from this, I am also sensitive to the public expectation on NSFAS, as it relates to its role in enabling poor and working-class families to give their sons and daughters the gift of education.”

Continuity

The Minister said the dissolution of the board will not affect the normal functioning of NSFAS, including all payments that have to be made.

“The decision to dissolve the NSFAS board was not a light one and I wish to assure the public that, in taking this decision, I have considered all possible implications, including the impact that it might have on NSFAS employees and the students.”

However, he said he aimed to ensure that deserving students receive the necessary financial support and that NSFAS remains focused on its mandate, which is to provide financial assistance to students from poor and working-class backgrounds. -SAnews.gov.za

Business confidence in the Western Cape highest in South Africa

Location: Business

Republic Of South Africa: Western Cape Provincial Government
Download logo

According to the most recent RMB/BER Business Confidence Index (BCI), business confidence in the Western Cape is higher than any other province and higher than South Africa's business confidence level.

The BCI reported a 3-point uptick in confidence levels in Western Cape's from 2023Q4 to 2024Q1, improving from 37 points to 40, out of a possible 100.

Provincial Minister of Finance and Economic Opportunities, Mireille Wenger announced that “When we combine the BCI with the fact that 4 out of 5 (78.9%) of all net jobs created over the 5 years were in this province, we get a good indication that our economic action plan, ‘Growth for Jobs', which seeks to enable private-sector led growth to achieve a R1 trillion, jobs-rich, diverse, resilient and thriving economy, growing at between 4% and 6% by 2035 – is having an impact.”

“This is the third consecutive increase in business confidence in the province and the longest sustained increase in Western Cape business confidence since quarter two of 2018. It is also notable that the Western Cape business confidence far exceeds its provincial counterparts, Gauteng and Kwazulu-Natal, who are at 23 and 18 points, respectively, for the same period,” Minister Wenger added.

“Make no mistake, we have a lot more work to do. But this tells us that the policies, plans and actions taken by the Western Cape Government to enable the private sector to do what it does best – grow and create jobs – are having a positive impact on businesses in the province,” she continued.

The Western Cape is showing resilience to national challenges, as seen in the divergence from the national trend and may be due to the strong tourism sector recovery, and spending in related sectors.

“The Western Cape Government is more determined than ever to attract and welcome business and investment to our province. We know that it's only with the right policies, the right plans and decisive action toward a clear goal of economic growth, that leads to prosperity. We will continue working to create more jobs that improve the lives of the people of the Western Cape as a priority,” she concluded.

Massification of skills development and job creation programmes to combat unemployment

Massification of skills development and job creation programmes to combat unemployment

By Minister Thulas Nxesi

I believe that we can all agree that, at the end of the day, a decisive reduction in the unacceptably high level of unemployment is dependent on higher economic growth resulting in more jobs. This process is led by business investing in the private sector with resultant economic development and rising employment.

Nonetheless, as the President has argued, government as the largest employer in the country and a large-scale procurer of goods and services, has a major role to play both to create an environment conducive to investment, growth and development, but also to directly mitigate the impact of unemployment through social protection measures, demand-led training, targeted job creation and preservation.

To this end government, has strived to strengthen and expand its programmes for skills development and job creation, particularly in respect of the youth, seeking to mobilise and coordinate resources across government. In so doing, government has also sought to deepen and increase the areas of cooperation with the private sector. Initially focused on the strategic areas of energy security, port and inland logistics, and crime and corruption, cooperation has been expanded to include issues of skills and employment.

Which brings us to the expanded roll-out of government jobs and skills projects. First, I need to flag that this orientation and vision has a very long pedigree. Indeed, it is captured in the National Development Plan 2030 adopted in 2011. The earlier example of the Expanded Public Works Programme has been in existence for over two decades, and is utilised by local governments of all political persuasions.

So the present roll out of UIF Labour Activation Programmes (LAP) which started on April 6th in Gauteng – in tandem with the provincial Nasi Ispani Project - is part of this long tradition, expanded now to pool resources across departments and provinces, and in partnership with the private sector.

Following the 2019 elections, the mandate of the old Labour Department was expanded to become the Department of Employment and Labour. The reconfiguring of the Department to reflect the mandate has been taking place ever since. Part of this process is to leverage the existing resources of the Department for job creation and preservation. The Labour Department had long been involved in skills training of the unemployed. One of the things we did after 2019 was to re-orientate training towards in-demand and scarce skills with the guarantee of a job at the end of the programme, replacing the previous training for training’s sake mentality. Another critical part of the reconfiguration of the Department was to undertake a structural architecture review of the funds – the UIF and Compensation Fund – carried out by an independent analyst, and with the express purpose of greatly strengthening client service and ensuring necessary financial controls, systems, governance, accountability, risk and compliance mechanisms are in place.

I need to say more about the central role of the UIF in the work of the Department. The UIF is best known for paying out unemployment and maternity benefits, drawing on the contributions of employers and employees, but, in fact the UIF Act gives it a much larger mandate to mitigate unemployment, and includes funding:

  • Job preservation in the form of the temporary employer/employee relief scheme (TERS) – administered by the CCMA enabling distressed companies to continue to pay their employees, and the business turnaround and recovery programme run by Productivity South Africa;
  • training of the unemployed for employment (now anchored on a demand-led approach, with jobs at the end of it);

And job creation through:

  • supporting enterprise development and entrepreneurship; and
  • economic growth and job creation through investment of the reserves of UIF and the CF.

It was in furtherance of this mandate that the UIF established the LAP, where these kind of programmes have been running since before 2019, and will continue after the 2024 election. (The bizarre claim that the current LAP projects are a ‘rip off’ of the irregular Thuja proposal is historically inaccurate.) The decision of government to ‘massify skills development and job creation’ in response to persistent high levels of unemployment and sluggish growth utilises the LAP platform – expanded to pool resources across departments and entities, and to partner with the private sector. The funding model for the current expanded LAP provides a sliding scale of funding support for programmes with 70% of partners contributing, and a maximum 30% would being non-contributors (i.e. receiving 100% UIF/LAP funding), together with projects across government departments and entities on a rand-for-rand funding basis, for example including working with the IDC and the Department of Basic Education to recruit and pay salaries for Teacher Assistants designed to employ 200,000 unemployed graduates (part of the Presidential Youth Employment Stimulus programme).

The current expanded LAP ‘Training for Employment and Entrepreneurship’ programme sets ambitious targets: 2 million opportunities over three years, consisting of jobs preserved and created; demand-led skills training and entrepreneurial opportunities. Currently, 333 projects have been recommended for implementation across every province, with planned some 704,000 beneficiaries. Some 55,000 opportunities were announced for Gauteng on 6th April with the launch of the Nasi Ispani Project, supported and jointly funded by the LAP across 24 sectors: Agriculture, Services, IT, Construction, Engineering, Wholesale and retail, safety and security, hospitality, social services, textile, transport, furniture manufacturing; education, energy, food and beverage, health and wellness, aviation, insurance, jewellery, hygiene, arts and culture, and financial sector. The partnering with the Gauteng provincial government seeks to ensure that government maximises the impact of its spending by pooling resources and eliminating duplication.

I also need to flag that the LAP projects have been – or still are to be - subject to meticulous quality assurance processes to ensure:

  • they are compliant – with policy and legislation;
  • all necessary controls are in place;
  • there is capacity and necessary resources in place,
  • and that these programmes produce real outcomes in terms of jobs and entrepreneurial prospects.

Labour activation programmes are not a silver bullet to end the challenge of unemployment, but they are a viable force-multiplier that can be used together with other initiatives and interventions as part of a response to mitigate unemployment.

The sectors and industries that will contribute significantly to the creation of these opportunities include economically growing and in-demand sectors such as agriculture, ICT, construction, engineering, manufacturing, education, transport and mining.

An initial amount of R15 billion has been budgeted for the expanded LAP roll-out, eventually rising to R23.8 billion funding permitting. Opportunities will run between 12 and 36 months. The money invested in the plan will be recouped by the UIF through contributions and revenue generated from investments, as has been in the past sustainability model of the Fund.

There is this saying that: “the proof is in the pudding.” The UIF has proven that it is capable of taking strategic measures when required – such as the Covid-TERS benefits – distributing R64 billion to 5 million laid off workers and their families during the pandemic – whilst remaining financially sound.

The official national launch of the expanded LAP programme takes place in KZN on 16th April with a progressive roll-out of projects province by province, district by district culminating in the Northern Cape on the 9th May to coincide with the Presidential Imbizo in Kimberly.

Details of other launches and the impact to be derived from these projects will be communicated on an ongoing basis. This demonstrates our serious commitment to creating opportunities for our people, and to embed these processes and programmes into the future.

Mashatile, CoGTA and businesses to convene dialogue to strengthen local government

Deputy President Paul Mashatile, in partnership with the National Business Initiative (NBI), will hold a dialogue to enhance service delivery through strengthening local government in cooperation with the Ministry of Cooperative Governance and Traditional Affairs (CoGTA).

The discussion will revolve around co-creating a functional and efficient society, and how the public and private sectors can collaborate to strengthen local government.

Deputy President Mashatile, CoGTA Minister Thembi Nkadimeng, and Deputy Minister Parks Tau will lead the dialogue on Wednesday, 17 April 2024 in Sandton.

“The dialogue will also see prominent government leaders across the three spheres of government, business leaders, non-governmental organisations, state institutions and international organisations come together to build a best practice forum, that will guide the public-private partnership model for a successful running of local government,” the statement read.

The Presidency described this engagement as an important step towards implementing the District Development Model (DDM) strategic partnership framework.

The Deputy President is tasked to assist the President in the rollout of the DDM through effective coordination of the different spheres of government, which will improve the functioning of municipalities and address community concerns.

“In this regard, the desired output of the dialogue is a collective implementation plan anchored on the DDM. It is within this context that a call for partnerships and collaborations is pursued, to harness all society’s efforts through the cooperation between the National Department of Cooperative Governance and the NBI.”

According to the statement, the dialogue will reflect on the achievements of the last 30 years of freedom and democracy as well as build on the good work going forward towards the seventh administration. – SAnews.gov.za

Progress made in addressing socio-economic inequalities

Progress made in addressing socio-economic inequalities

Government has made significant strides in addressing socio-economic inequalities through social welfare programmes in housing, healthcare, education and social services.

“Over the past few decades, the South African government has taken significant steps to address historical injustices and strive towards achieving social cohesion and socio-economic empowerment for all its citizens,” said Deputy President Paul Mashatile on Tuesday.

The Deputy President was delivering a special public lecture on the 30th anniversary of South Africa’s democracy at the invitation of the University of Johannesburg’s School of Public Management, Governance and Public Policy, in partnership with the College of Business and Economics.

He also touched on the Broad-Based Black Economic Empowerment (BBBEE) policies, which he believes have promoted economic transformation and ensured the marginalised become part of the mainstream economy.

To demonstrate government’s commitment to building an inclusive and growing economy, he said the state has raised R1.5 trillion in new investment commitments, of which over R500 billion has already flowed into the economy.

“We have made further strides in addressing load shedding, ensuring energy security, enhancing logistics systems, and improving ports and rail networks.”

In addition, the country’s second-in-command said government was on track to accelerate land redistribution. Black South Africans, he said, now own around 25% of farmland, while the state supported 1 000 industrialists in Black-owned firms.

However, despite these achievements, challenges remain in achieving a more inclusive and equitable society.

“The triple challenges of poverty, unemployment, and inequality, as well as corruption, continue to pose obstacles to the nation’s progress. In addressing these challenges, we are conscious that, as government, we must strengthen social compacts by working together with all sectors of society.”

Achievements

Deputy President Mashatile highlighted the achievements that have been made over the past 30 years.

These, according to the Deputy President, include investment in transport infrastructure such as the Gautrain, the Freeway Improvement Project and Bus Rapid Transport, the agricultural sector, the financial services sector as well as a thriving automotive sector.

He said infrastructure investment was key to the country’s growth and told guests that projects worth about R21.4 billion have been completed.

“I would like to see more young people and women-led businesses being involved in these projects because young people are the future of our country and women carry the hardest burden of communities.”

The Deputy President also took the time to acknowledge some of the challenges that the youth in the country face. “Hence, over the years, we have been investing in initiatives for the development of our youth and our future.”

Water and sanitation

In addition, he said government has decided to move with speed to professionalise the public sector.

“I would like to assure you and the people of our country that, as the government, we are committed to the delivery of quality services to our people.”

This includes dealing with increased water and sanitation issues, as well as the energy availability factor.

President Cyril Ramaphosa appointed the Deputy President to lead a task team on the water crisis in the country, and one of the urgent priorities is to fix the ageing infrastructure.

“We have already started this work. Just this evening, we are meeting as the Water Task Team; on Friday we will be visiting eThekwini as well as other regions later on to engage with the province as to how best we can resolve the eminent water challenge.”

Since the announcement of the Water Task Team’s establishment, his office has received numerous requests from individuals seeking to assist and collaborate with the government.

He said the Department of Water and Sanitation has already allocated R10.1 billion to municipalities through the regional bulk infrastructure grant, R4.6 billion through the water services infrastructure grant, and R1.4 billion through the municipal recovery disaster grant to address water challenges. – SAnews.gov.za

SA a better place to live in since 1994

SA a better place to live in since 1994

Marking the historic milestone of South Africa celebrating 30 years of democracy, government has highlighted how the South Africa of 1994 is significantly different to the South Africa of 2024, while also emphasising that it is a better place to live in.

Addressing the launch of Freedom Month, which coincides with the celebration 30 Years of Democracy in the country, Minister in the Presidency Khumbudzo Ntshavheni said since 1994, the economy has grown significantly and government has improved the educational prospects for previously disadvantaged communities. It has also supported infrastructure development programmes and social welfare initiatives.

“In 30 years, we have achieved what few dared to dream. We know there are more hills to climb because South Africans aspire for a better future and a prosperous South Africa. The South Africa of today is not only built by government but also built by the private sector, labour and civil society.

"The South Africa of today... is where the size of the economy has more than tripled since 1996, where the collection of revenue from our tax collectors moved from R143 billion in 1996 to over R2.1 trillion last year,” Ntshavheni said on Tuesday.

The Minister said the National Student Financial Aid Scheme has played an invaluable role in supporting access to higher education.

“South Africa today is a South Africa where Mam Mkhize’s children can go to a university or a tertiary institution paid for by government, without needing to apply to a Minister for permission to access a university because they were previously excluded to attend universities. South Africa today is where a young child from Soweto can dream to be a pilot or a robotics mechanic.

“The South Africa of today is where children who go to school receive three meals at school because there is a school feeding scheme, which ensures that no child goes to bed hungry,” the Minister said.

Through various initiatives like the National School Nutrition Programme, Early Childhood Development, the SAFE schools sanitation programme and the Second Chance programme for matriculants, government is working to ensure that the constitutionally guaranteed right to quality education for all is achieved.

“The South Africa of today is where the women of Bizana in the Eastern Cape know that tomorrow they will be able to trade their goods internationally because they have been supported as Small, Medium and Micro Enterprises (SMMEs).

“The South Africa that we celebrate embraces not only all in our diversity - but acknowledges the challenges that confront us, which we together as government, business, civil society and our international partners work together to  confront on a daily basis,” the Minister said.

This year marks 30 years since millions of South Africans cast their ballot in the first democratic election of 1994 for the first time in their lives.

The 30-year celebration in the country will be premised on celebrating the gains, achievements, and the milestone of 30 years of democratic rule as well as living in a free and democratic society.

Annually, the month of April is designated as Freedom Month in South Africa.

“As we mark these celebrations, which are going to be a yearlong celebration, we are going to be telling stories of the people of South Africa and the narrative of what government has done since 1994.

“We invite all South Africans to join in the national celebration of our 30 years. Let it be a celebration of all of us; a celebration of what we are still to achieve as we work in partnership to grow our country,” the Minister said. – SAnews.gov.za
