DPWI exploring strategies to improve the management of assets

DPWI exploring strategies to improve the management of assets

Public Works and Infrastructure Minister, Sihle Zikalala, says his department is exploring various strategies to improve the management of its assets.

Zikalala said the Department of Public Works and Infrastructure (DPWI) manages an extensive property portfolio of 28 683 registered and unregistered land parcels on which about 77 537 improvements (buildings and structures) are located across 52 client departments countrywide.

Addressing the Western Cape Property Sector engagement in Cape Town on Thursday, Zikalala said at present, the immovable asset portfolio under the custodianship of the DPWI comprises approximately 30 000 land parcels or 4.7 million hectares of land on which roughly 90 000 facilities (equivalent to 33.9 million m² of floor space) are located.

The DPWI is a custodian of the Government Immovable Asset Management Act, 2007 (GIAMA) which provides a regulatory framework of basic principles in terms of which national and provincial departments must manage the immovable assets that they control in executing their mandates.

“We can have a revitalised, attractive state owned property where there is optimal utilisation of state owned buildings, curbing of illegal occupation of buildings, reduced reliance on private leases while promoting longer term lease arrangements that will contribute to property upgrades, and improve energy efficiency.”

Zikalala said in collaboration with industry, the department has an opportunity to put state owned properties into good use to create value, generate income to support the ailing economy, provide sustainable employment, and drive transformation.

“To effectively deliver on our legislative mandate as the real estate agent of the state, we seek to leverage on available expertise, resources, and innovation within the property sector for the benefit of users of the accommodation space.

“We have seen, for an example, how [a] lack of maintenance results in dilapidated buildings and invites social ills such as crime and environmental degradation which in turn affects business; improper surroundings fail to attract investments.

“We only have one country and it is in our hands to work together for the common good. The ‘us and them’ paradigm only creates tensions and misunderstanding and as a result all parties suffer in the process,” the Minister said.

Zikalala said many parts of South Africa lose economic opportunities as a result of the failure to maintain and commercialise state buildings.

“Failure to adopt proactive asset management strategies in the public sector and lack of maintenance of existing buildings speed up their deterioration process.

“As you would know, several government buildings are old and some are more than 100 years old, and the number of vacant buildings is growing. Such vacancy increases the costs of maintaining and upkeep of these buildings without a return on investment,” Zikalala said.

DPWI’s focus is on public land and building assets and infrastructure and the way in which they can be utilised to stimulate and sustain economic growth in the built environment.  – SAnews.gov.za

Eskom working on returning lost units back to service

Eskom working on returning lost units back to service

With the implementation of Stage 6 load shedding, Minister in the Presidency responsible for Electricity, Dr Kgosientsho Ramokgopa, has assured citizens that Eskom is working to ensure that generating units that have been lost are returned to service and that the emergency reserves are replenished.

Addressing a media briefing on Friday, the Minister said the implementation of Stage 6 load shedding is a significant setback but government remains confident in its ability to resolve the energy security challenge.

Stage 6 load shedding was implemented from 12pm today and is expected to end on Monday at 5am due to the loss of five generating units over the past 24 hours, the need to replenish emergency reserves and an increase in demand.

“We think that in the next two weeks, we will have an additional buffer. We are expecting Unit 2 of Kusile to come online by the end of this month and we expect Unit 5 at Kusile to come online by the third week of December,” Ramokgopa said.

He said Eskom is sitting at about 14 590 megawatts (MW) of unplanned capacity loss factor (UCLF) and the vacuum losses are about 807MW.

“If you put it together, we are talking about 15 300MW. That is not out of the norm if you look at [it in relation to] the winter plan. We had over committed our reserves for purposes of protecting the grid.

“We need to ensure that we continue to protect reserves so we are not going to engage them at a high intensity and as a result, you don’t have the benefit of the 4 600MW that you would ordinarily draw from our emergency reserves.

"By not engaging the reserves, it means that Eskom will be replenishing those reserves and we are going to draw from the grid.

“That’s why we need the additional capacity. That is why that capacity is not be made available to the average consumer. It is for Eskom to consume for purposes of replenishing the dam levels.

“As a result of engaging the emergency reserves, we are depleting them and they perform a very important function, which is the protecting of the grid. If things were to go bad, we will draw from the emergency reserves.

“At any given point, [you want] to be able to draw from the emergency reserves in instances of extreme occurrences, which we have not experienced and don’t anticipate to experience. We continue to work with the team at Eskom to ensure that we improve the situation,” the Minister said.

Eskom Group Executive: Generation, Bheki Nxumalo, said the demand increased on Friday and it is continuously above by 1 500MW.

“The low reserves caused for intensified stages of load shedding. The units that we have lost between Thursday and Friday include Duvha Unit 4, Majuba Unit 3 and Lethabo Unit 6,” Nxumalo said. – SAnews.gov.za

Repo rate remains unchanged at 8.25%

Location: News

Repo rate remains unchanged at 8.25%

The Reserve Bank’s  Monetary Policy Committee (MPC) has decided to keep the repurchase rate at its current level of 8.25%.

Addressing a media briefing at the last MPC media briefing of the year, the bank’s Governor Lesetja Kganyago said the decision was unanimous.

“Electricity prices continue to present clear inflation risks, and with logistics constraints, are likely to have broader effects on the cost of doing business and the cost of living.  Given uncertain fuel and food price inflation, considerable risk still attaches to the forecast for average salaries.

“Serious upside risks to the inflation outlook remain. In light of these risks, the Committee remains vigilant and stands ready to act should risks begin to materialise,” the Governor said on Thursday.

Market-based expectations for inflation in 2023 are currently 5.8%, while near-term break-even rates have dipped to 4.3%.

He said medium and longer-term market expectations for inflation remain elevated.

“The September survey of the Bureau for Economic Research shows average inflation expectations lower at 6.1% for 2023. The Committee, however, would prefer to see expectations anchored at the mid-point of the inflation target band,” the Governor said.

He said that at the current repurchase rate level, policy is restrictive, consistent with the inflation outlook and elevated inflation expectations.

SARB’s forecast for global growth in 2023 is broadly unchanged at 2.7% (from 2.6%), and 2.6% in 2024.

“Decisions will continue to be data dependent and sensitive to the balance of risks to the outlook.  The inflation and repo rate projections from the updated Quarterly Projection Model (QPM) remain a broad policy guide, changing from meeting to meeting in response to new data and risks.”

Kganyago said the policy stance aims to anchor inflation expectations more firmly around the midpoint of the target band [of between 3 and 6%] and to increase confidence of attaining the inflation target sustainably over time.

With South Africa’s inflation rate remaining sensitive to shocks, the MPC will seek to look through temporary price shocks and focus on potential second round effects and the risks of de-anchoring inflation expectations.

“Guiding inflation back towards the mid-point of the target band reduces the economic costs of high inflation and will achieve lower interest rates in the future.  Since early 2020, the Committee has recommended additional means of lowering inflation that are within the reach of the public sector, including achieving a prudent public debt level, increasing the supply of energy, keeping administered price inflation low and real wage growth in line with productivity gains.

“Such steps would strengthen monetary policy effectiveness and its transmission to the broader economy,” he said.

While volatile in recent weeks, oil prices have increased over the year and commodity export prices have moderated further.

“South Africa’s external financing needs will increase as the current account deficit expands from a forecasted 1.3% of GDP this year (from 2.0%), to 2.6% of GDP in 2024 and to 3.5% of GDP in 2025.  The smaller deficit this year is the result of significantly better than expected trade outcomes in the third quarter.

“The rand weakened over the past year, depreciating by about 9.5% against the US dollar. The lack of sustained economic growth and dependence on commodities is reflected in the high volatility of the currency in response to global risk-on and risk-off episodes,” Kganyago said. –SAnews.gov.za

ISA awarded Net Zero Carbon Level 1 certificate

ISA awarded Net Zero Carbon Level 1 certificate

The Green Building Council of South Africa (GBCSA) has awarded Infrastructure South Africa (ISA) a Net Zero Carbon Level 1: Building Emissions certification for the standardised design of small clinics.

Cabinet approved the establishment of Infrastructure SA, which is responsible for raising additional funding for the projects, and driving efforts to ensure that implementation is expedited and projects are completed.

It is governed under the executive authority of the Minister of Public Works and Infrastructure. The top governance structure within ISA is the Infrastructure Investment Committee (IIC), chaired by the Minister of Public Works and Infrastructure.

The development of a standardised design for frequently designed public assets, such as small clinics, is a mandate given to ISA by Cabinet in 2021 for the purposes of accelerating planning and delivery of social infrastructure, developing updated cost estimates and reducing professional service costs for frequently delivered public infrastructure.

The Net Zero Carbon Level 1 Building Emissions certificate is defined as ‘a building that is highly energy-efficient, and the remaining energy use is from renewable energy, preferably on-site but also off-site where absolutely necessary, so that there are zero net carbon emissions on an annual basis (Net Zero)’.

“The updated designs provided by ISA mean that a small clinic will be able to cover its own operational electrical consumption with its own embedded renewable energy system which leads to a design that reduces onsite bulk service provision and greatly reduced operational costs, over the building’s lifecycle,” Mbasa Tshombe from ISA.

Tshombe said they are still consulting with the various stakeholders prior to making a presentation before Cabinet.

“We are hoping the presentation before Cabinet will be early next year,” he said.

In addition, the building materials and services have been designed at green building best practice standards, including technologies related to water efficiency, waste reduction and energy efficiency.

“The building is simple to build and prioritises low skill labour. Its major wall and floor material is either Biomass Insulated Concrete (BIC) or other suitable alternative technology building material with impressive sustainability criteria,” said Tshombe.

The building has been designed in response to the major challenges facing SA clinics, which include cross infection, waiting times and access for people with disabilities.

ISA has over the past few months worked on a long-term plan for infrastructure development across the country, the National Infrastructure Plan (NIP) 2050.

About R6.224 trillion is estimated to be needed in infrastructure finance between 2016 and 2040.

ISA is an infrastructure centre of excellence and is established as a single point of entry for infrastructure planning, management, and delivery.

It is a catalyst for closing the infrastructure investment gap and meeting the infrastructure target set out in the National Development Plan, and provides best practises in project preparation, leadership on infrastructure planning, technical and financial support for nationally prioritised infrastructure projects and programmes.

The Green Building Council SA was formed in 2007 to lead the greening of South Africa’s commercial property sector. They provide the tools, training, knowledge and networks to promote green building practices across the country and build a national movement that will change the way the world is built. – SAnews.gov.za

South Africa signs loan agreements to support Just Energy Transition

South Africa signs loan agreements to support Just Energy Transition

National Treasury has announced that South Africa has signed bilateral loan agreements with the World Bank, German state-owned development and investment bank Kreditanstalt für Wiederaufbau (KfW) and the African Development Bank (AfDB) to support South Africa’s Just Energy Transition.

The concessional financing includes a loan of some $1 billion from the World Bank, some €500 million from KfW and a further $300 million from the AfDB.

“The loans provided by [KfW] and the [AfDB] follow their partnership with the World Bank on the second Development Policy Operation DPO to support South Africa’s commitment to the just transition for a low-carbon and resilient economy. These are sovereign loans provided directly to the National Treasury for general budget expenditure purposes.

“The financing facilities from the three development institutions are in line with the National Treasury’s funding strategy to diversify its funding mix for international borrowing and access concessional financing instruments offered by the development partners to support government’s key reforms under climate change and the electricity sector.

“These facilities also enable the National Treasury to raise funding at very affordable rates which help to reduce the government public debt,” Treasury said in a statement.

The department expressed its gratitude to the three institutions.

“These agreements signify and reinforce the excellent collaborative efforts between the Government of Germany, World Bank and AfDB and our government, that has ensured the successful conclusion of the loans,” the statement concluded. – SAnews.gov.za

Upstream petroleum industry development breakthrough could catapult SA economy

Upstream petroleum industry development breakthrough could catapult SA economy

A breakthrough in the development of the upstream petroleum industry has the potential to propel the South African economy to greater heights.

This is according to Deputy Minister of Mineral Resources and Energy Dr Nobuhle Nkabane who was speaking during the inaugural Energy Conference hosted by the South African National Energy Development Institute (SANEDI) in Johannesburg.

“As the department…we are of a firm view that a breakthrough in the development of the Upstream Petroleum Industry will catapult our economy to greater heights.

“Hence, we are particularly pleased with the recent approval by Parliament of the Upstream Petroleum Resources Development [UPRD] Bill which seeks to separate petroleum provisions from mineral provisions and address issues that are pertinent to the upstream petroleum sector,” she said.

According to the Deputy Minister, a report by the African Energy Chamber has predicted that gas demand is expected to increase and outstrip supply.

She said this will give South Africa an opportunity to tap into that market.

“In view of the [chamber’s] prediction, the approval of the UPRD Bill is indeed a major step towards the immediate development of South Africa’s Upstream Petroleum Industry which will enable our country to become a major player in the production and supply of oil and gas.

“In real terms, this tells us that there is no better time than now for our country to invest in the exploration and exploitation of the natural resources that it is well endowed with, including oil and gas,” Nkabane said.

The Deputy Minister told conference delegates that in light of South Africa's challenges, “we need all” sources of energy.

“Fact of the matter is that, for South Africa to effectively address the triple challenges of poverty, unemployment, and inequality, it will require a more rapid and inclusive economic growth which will need all energy technologies to play a significant role. A developing nation like ours, does not have the luxury to choose between these energy technologies.

“We appreciate that any transition to a low carbon future will have an impact on the use of fossil fuels. However, in view of the fact that 82% of energy sources in the world are from fossil fuels, this conference must help us determine how best South Africa can manage its transition, given its endowment with these fossil fuels,” Nkabane said.

She emphasised that the National Development Plan 2030 enjoins government to implement a mix of energy sources to diversify South Africa’s energy mix to meet growing electricity demand.

“In order to realise this NDP goal…the Integrated Resource Plan (IRP) 2019, identified a diversified energy mix required to meet the country’s expected electricity demand growth.

“The mix, which is inclusive of Solar PV, Wind, Coal, Nuclear, Gas, Hydro, and Battery Storage, is necessary for the country to guarantee reliable energy supply to society, and ultimately eradicate energy poverty in our country.

“On the one hand, the mix presents us with an opportunity to diversify South Africa’s electricity mix by producing distributed generation and provide off-grid electricity, whereas on the other hand, it guarantees us baseload energy which is essential for industrialisation,” Nkabane said. – SAnews.gov.za

Zikalala to host Property Sector Conference

Public Works and Infrastructure (DPWI) Minister, Sihle Zikalala, is expected to address property sector participants in a conference to be held in Cape Town, Western Cape.

The Property Sector Conference will be held on Thursday.

As part of the Minister’s strategic engagement, he will start by visiting some of the hijacked buildings in Cape Town before outlining various strategies currently being developed by the DPWI to optimise the utilisation of state-owned buildings, curb illegal occupation and hijacking of buildings, improving energy efficiency and the discontinuing of total reliance on private leases.

Zikalala will also articulate the department’s plans regarding the ballooning government lease portfolio and how to further maximise revenue generation for the department.

Some of the key focus areas the Minister will address include the transformation of the property sector, ensuring that DPWI’s partnership with the private sector in delivering quality accommodation, is within budget and at a reasonable time.

The conference is aimed at engaging stakeholders on various challenges facing the department on delivering on its legislative mandate to be the real estate agent of South Africa and, therefore, address property industry players on the key role they ought to play in collaboration with the department. – SAnews.gov.za

Cabinet approves Just Energy Transition Implementation Location

Location: News

Cabinet approves Just Energy Transition Implementation Plan

Cabinet has approved the Just Energy Transition Implementation Plan (JET IP), which will guide South Africa’s transition to a low carbon economy through the scaling up of renewable energy sources.

The JET IP sets out a number of interventions South Africa needs and investments required for the country to transition to a low carbon and climate resilient economy in line with the National Determined Contributions presented to the United Nations.

Minister in The Presidency Khumbudzo Ntshavheni said on Monday Cabinet is of the view that the JET IP demonstrates South Africa’s commitment to a just transition in line with the country’s energy needs.

She said the JET IP will be driven by a combination of reforms in the energy sector, including the Mpumalanga Just Transition, new energy vehicles and green hydrogen, among others.

“The plan further responds to South Africa’s commitments under the Paris Agreement and United Nations Framework Convention on Climate Change as well as NDP [National Development Plan] commitments.

“The Jet IP will enable South Africa to gradually meet its carbon emissions reduction commitments while at same time, it will ensure inclusive economic growth, energy security and employment,” Ntshavheni said during a post-Cabinet media briefing.

Criminal Assets Recovery Account

Cabinet has also approved the use of monies in the Criminal Asset Recovery Account to fight against illegal mining and other crimes.

Ntshavheni said R2 172 359 is allocated to fight illicit mining which continues to be a threat to the South African economy.

“The money is allocated to the SAPS [South African Police Service], SANDF [South African National Defence Force], Department of Home Affairs and Border Management Agency. The SAPS will use the funding to buy vehicles, helicopters, nyalas and will deploy more than 4000 officers for 18 months,” Ntshavheni explained.

Illegal mining and other organised crimes cost South Africa billions of rands each year and it affects the country’s position as an investment destination, the Minister said.

National Petroleum Company Bill

Cabinet has also approved the publication of the South African National Petroleum Company (SANPC) Bill for public comment.

The Bill gives effect to the Cabinet decision to merge PetroSA, South African Gas Development Company (iGas) and the Strategic Fuel Fund.

Ntshavheni noted that the Bill makes provisions for the establishment of a state-owned company that will ensure South Africa participates meaningfully in oil and gas development.

“It will also guarantee the country’s security of energy supply to support economic development and growth. The SANPC will oversee strategic planning, coordination and governance of the country’s petroleum resources and this will contribute to development and job creation,” the Minister explained.

Draft National Public Transport Subsidy Policy

Cabinet also approved the Gazetting of the draft National Public Transport Subsidy Policy for public comment.

The policy proposes that South Africa’s public transport funding should move from subsidising a particular mode of transport to a user-subsidy model.

“Government recognises that the transport sector is at the heart of the country’s development with most households completely reliant on public transport for mobility.”

African Peer Review Mechanism celebrations

Meanwhile, Cabinet has considered and supported the request for South Africa to host the 20th anniversary celebrations of the African Peer Review Mechanism (APMR) from 23 to 30 November 2023.

The Minister said South Africa supports the APRM mission to promote the African Union’s shared values of democratic governance and inclusive development on the continent.

The 20th anniversary celebrations will include the participation of current and former Heads of State and government, and the African Union Commission. – SAnews.gov.za

Eskom ramping up load shedding to replenish emergency reserves

Location: News

Eskom ramping up load shedding to replenish emergency reserves

Electricity Minister, Dr Kgosientsho Ramokgopa, said on Sunday that Eskom was ramping up power cuts to replenish emergency reserves.

This comes as the state-owned power entity announced it was implementing Stage 3 load shedding from 9:00 this morning until 5:00 on Monday to replenish emergency reserves in preparation for the week ahead.

This is because Eskom lost a “cluster” of units from different power stations across the country, amounting to over 2 700 megawatts (MW), shy of three stages of load shedding.

“And if we had not experienced that, of course, you would not be seeing the kind of intensity of load shedding that we are experiencing,” the Minister explained.

Meanwhile, he said that the return of Units 1 and 3 in Kusile Power Station has been significant.

“As big units return, when you see the kind of cluster of failures that we’ve seen, the intensity of load shedding is not as acute. Of course, we’re on Stage 3 [load shedding] and that’s the highest that we have experienced. But what Unit 1 and 3 have done is to create an additional buffer and why it’s important that Unit 2 and 5 also return.”

On the other hand, he said this kind of failure of generating units has resulted in the continued burning of diesel and open-cycle gas turbines (OGGT) running on stream.

“That’s something that we haven’t done and avoided over the past four or five weeks before the last two weeks. We’ve been burning very little diesel and preserved that and ensured that we rely on the ability of the units on their own to give us the megawatts that are required.

“That’s why the media statement that went out by Eskom today is to say to say we want to build that emergency reserve because we have depleted them.”

Eskom, according to Ramokgopa, did not anticipate the extent of the current breakdown.

“Failure will be given in any engineering component. But I think what has been the major issue here is the clustering of this failure.”

However, he was optimistic that the five units would return by tonight. This includes units from Duvha, Majuba and Lethabo power stations.

“This messaging is a function of our ability to keep to these timelines. And of course, you can see that some of them were already delayed but we are confident about their ability to bring these units back on stream to ensure that we’re able to address this situation.”

Unit 1 at Koeberg Power Station was successfully synchronised to the grid on Saturday, after almost a year.

Eskom said this was the longest outage in the history of the power station during which the original three steam generators were successfully replaced by three new steam generators.

Once Unit 1 is considered stable, Unit 2 will be taken offline to have its steam generators replaced.

“The expectation is that it must return back to service on time. But if you had to draw from the experiences of Unit 1, it doesn't give us that degree of confidence and that's why there's that discussion that we have with the management.

“We expect the second synchronisation to happen on the 2nd and 3rd of December. And then that's when I'm sure that we will be able to take out Unit 2 for the kind of attention that is required so that we're able to meet the licensing requirements.”

Meanwhile, he told the media that government was moving with speed in policy issues and giving certainty to what will constitute South Africa’s energy mix, transmission intervention and additional generation capacity expected end of December this year. – SAnews.gov.za

Government using targeted approach to bring relief to cash strapped consumers

Location: News

Government using targeted approach to bring relief to cash strapped consumers

Further expansion of Value Added Tax (VAT) free – or zero rated – products is currently not on the cards for South Africa. However, government has implemented more targeted policies to benefit the poor.

This according to Deputy Minister of Finance, David Masondo, who was participating in Parliament’s mini plenary session on, amongst other topics, the high cost of living and measures government is taking to alleviate it.

Masondo told the session that additional VAT zero rating is not “the best instrument to address the problem of high cost of living”.

“Government has already VAT zero rated a number of basic foods. This includes the zero rating of illuminating paraffin and other items which was introduced in April 2001. Studies subsequently showed that suppliers did not pass on the benefit of the VAT relief to the consumers as it was intended. So it doesn’t follow that zero rating will lead to lower prices.

“The tax revenue that is lost from zero rated food items mostly flows to higher income households because this category…purchase more of the products that are zero rated. In fact, many analysts have demonstrated that in absolute mandatory terms, middle and higher income households benefit more from the zero rating than lower income or poor households,” he said.

Currently, VAT constitutes 26%, on average, of gross tax revenue in South Africa. That revenue is redistributed to the poor through various government programmes including social grants.

Masondo says a reduction in this revenue would have an impact on those who benefit from state driven programmes.

“Products that are zero rated are well targeted. Further zero rating will lead to VAT revenue loss which could be directed to the already existing pro-poor government programmes. Targeted cash transfer to the poor is better and more redistributive as opposed to VAT which benefits mostly high income households.

“In 2019/2020 fiscal year, R31 billion VAT revenue was forgone due to zero rated items. So we think that further zero rating will lead to the decline of revenue which could be used to support the poor,” Masondo said.

The Deputy Minister emphasised that although zero rating some items is well intended and necessary, “a social transfer system of assisting the poor through targeted expenditure interventions is much more desirable and better”.

“Recognising that zero rating is not the best instrument, government has instead implemented a number of policies to directly benefit lower income households through the expenditure side. Education and health budgets are progressive and extensive grant system of old age grants, the child support grant and the disability grant provide cash to households who are most in need.

“The Social Relief of Distress grant…is another new mechanism that government has used to provide this relief. This is a better approach than zero rating where so much of the benefit goes to higher earners and where companies may not even pass on the benefit to the consumers,” he said.

Masondo doubled down on his position – thrashing out other targeted interventions to assist cash strapped South Africans.

These include:

  • The implementation of the temporary reduction in the general fuel levy last year which benefitted consumers to the tune of some R10.5 billion
  • Added to that, the general fuel levy has not increased in the past two budgets
  • The introduction of the Road Accident Fund levy for food manufacturers – which allows these manufacturers to apply for tax reduction which could reduce costs of food manufacturing
  • Implementing reforms in the economy to bring prices of energy and rail and ports ccsts down which could increase growth and ultimately lead to the creation of more jobs

“This shows that government has been active in finding solutions to try and combat high prices without resorting to further zero rating,” he said. – SAnews.gov.za

Komati power station repurposing on PCC agenda

The Presidential Climate Commission (PCC) is expected to convene its 12th Ordinary Quarterly meeting in Johannesburg at Constitution Hill Precinct tomorrow.

The PCC said Friday’s meeting will consider the final draft for adoption of the Komati Power Station decommission and repurposing process report and review the progress on its work.

The power station was decommissioned in October last year with plans to repurpose it into a renewable energy site with 150MW of photovoltaic energy, 70MW wind generating capacity, 150MW of Battery Energy Storage System and synchronous condenser.

In November last year, Eskom announced that the World Bank approved a $497 million concessional loan facility to the power utility for the repurposing project.

The PCC described other issues on the agenda for the upcoming meeting

“The meeting will also receive a progress report on the status of the Just Energy Transition Investment Plan (JETIP), which comes at the back of the latest findings of the PCC commissioned Climate Finance Landscape Report and the mooted Just Transition Finance Mechanism (JTFM) which the commission will consider for a release for public comments.

“Key on the Commission agenda is the issues of climate awareness and misinformation and to this end the Commission will also receive and consider the findings of the first ever South African Social Attitudes Survey by the Human Science Research Council (HSRC) focusing on “Attitudes towards Climate Change and the Just Transition” as well as a report on the anticipated impact of El Nino on South Africa’s medium-term weather forecast by the South African Weather Services,” the Commission said.

The meeting is open to the public and can be accessed on the following platforms:

South Africa and UAE are Sustainability Leaders

Location: News
Agility

South Africa, the United Arab Emirates, Egypt and Saudi Arabia are doing the most to combat climate change in the Middle East and Africa, according to a new report that compares government and business sustainability policies, investment and actions.

Download document: (https://apo-opa.co/49FTzKm)

The Middle East and Africa Environmental Sustainability Scorecard (https://apo-opa.co/49Bcfeq), released Thursday, is ta detailed examination  of country performance in environmental sustainability outcomes, government policies, and corporate practices in the two regions.

The report concludes that the 17 countries covered “are relative ‘late comers' to global sustainable development but at the same time represent regions that are rapidly stepping-up their sustainability strategies, programs and investments.”

The report was commissioned by Agility (www.Agility.com), a global supply chain services company based in Kuwait. It was compiled by Horizon Group (www.Horizon-Group.ch), a Geneva-based firm that specializes in research and analysis for governments, international organizations, and leading businesses worldwide.

South Africa is among the leaders in four of six pillar categories. It is 2nd in Sustainable Energy & Transport; 5th in Energy Transition; 2nd in Environmental Ecosystems; and 2nd in Circularity. Among African countries, South Africa is 3rd in Green Investment & Technology behind Morocco and Egypt.

Among the factors driving South Africa's performance: a national Biofuel Industrial Strategy; formal code of corporate governance; ESG reporting requirements and transparency and accountability standards for companies listed on the Johannesburg Stock Exchange; a World Bank energy transition partnership to decommission a coal-fired power plant and replace the power supply with renewable energy and batteries; and steps to protect habitat and cut pollution.

Egypt ranks 3rd overall in the scorecard. It is 5th in Green Investment & Technology; 7th in Sustainable Infrastructure & Transport; 5th in Governance & Reporting; 3rd in Environmental Ecosystems; and 1st in Circularity, which measures resource use and waste management.

A food security and African displacement launched by Egypt contributed to its ranking, along with its participation in a Qatar-led carbon credit program.

Other top performers in Africa: Morocco is 3rd in Green Investment & Technology and 3rd in Governance & Reporting; Rwanda and Kenya are 5th and 6th in Sustainable Infrastructure & Transport.

African countries dominate the energy transition, mainly on the strength of their green transport and energy conservation efforts. Uganda, Nigeria, Rwanda, Kenya, South Africa, Ghana, Tanzania, Mozambique, Cote d'Ivoire, Egypt and Morocco are Nos. 1 through 11 in Energy Transition. The scorecard uses 48 performance and progress indicators to compare countries. The indicators include data, regulatory frameworks, policy assessments, incentives and corporate practices across six pillar areas: green investment and technology; sustainable infrastructure and transport; governance and reporting; energy transition; environmental ecosystems; and circularity. To capture corporate practices and progress, Horizon surveyed 647 business executives in the 17 countries.

Overall, 1 through 17, here's how the countries rank: South Africa, UAE, Egypt, Saudi Arabia, Rwanda, Kenya, Uganda, Ghana, Morocco, Qatar, Tanzania, Nigeria, Bahrain, Kuwait, Cote d'Ivoire, Oman, Mozambique.

Key Findings

• Business isn't paying attention to COP. Eighty-two percent of African businesses and 49% of Middle East businesses are not aware of the UN-led COP process that nations are using to push and measure efforts to tackle climate change. Few companies use COP to set their sustainability targets.

• Climate change is hurting businesses. Ninety-seven percent of companies say their business has been affected by climate change, and 49% say climate change has caused “severe damage” or has a “significant and growing” impact on them.

• Governments are leading as businesses play catch up. When it comes to climate action, governments are outpacing the private sector in both the Middle East and Africa.

• No one size fits all. Different countries have different sustainability priorities based on income, economic strengths, energy dependency, and other factors. High-income, energy-producing Gulf countries generally invest more in sustainable infrastructure and ecosystems. African economies perform best in energy conservation and consumption.

• Green investment is expensive. High- and middle-income countries are investing the most: Qatar, UAE, Morocco and Saudi Arabia.

• Africa is focused on green transport. African countries topped the scorecard in the move to non-fossil fuels for transport. Hydrocarbon producing Gulf countries are focused more on green buildings. For Gulf countries, the transition to cleaner energy is complicated by energy-intensive national priorities: the desire to boost manufacturing and the need for desalinated water.

• Waste management, consumption are tied to wealth. High-income countries are doing more to manage waste sustainably. Poorer ones do more to constrain consumption. Overall Egypt, South Africa, Bahrain and UAE perform best in “circularity” – cutting waste, encouraging recycling and sustainable production, and lowering consumption.

Agility was recently named the No. 3 Middle East “Sustainability Leader” for Transport & Logistics by Forbes Middle East. Vice Chairman Tarek Sultan said the company's strategy and investment decisions are increasingly shaped by the urgency of the climate fight.

“As a supply chain operator and investor in the Middle East and Africa, we want to know what governments and businesses are prioritizing, and where they're putting resources in the climate change battle,” Sultan said. “We want to know who we can partner with in green infrastructure and transport, alternative fuels, and supply chain services that reduce environmental impact without sacrificing performance.”

Horizon, which compiled the scorecard report for Agility, said its intent was to look “beyond the selective characteristics of the Middle East being fossil fuel-dependent with high greenhouse gas emissions per capita, and African countries being low emitters of greenhouse gases but taking relatively little action on the environment.”

The scorecard report comes on the eve of COP28, the UN-led global climate change conference convening from Nov. 30 to Dec. 12 in Dubai. Its findings amplify those in a World Economic Forum (WEF) report (https://apo-opa.co/3MKvh8d), issued in October, on decarbonization and energy transition in the Middle East and North Africa.

The WEF report concluded that “MENA countries trail behind comparable regions in terms of their sustainability progress. While local governments have pledged in the past 24 months to bring 60% of MENA's emissions under the net zero ambition, businesses overall have yet to follow suit and bridge the gap with comparable global markets –12% have set up a net zero target and 6% have established a roadmap to reach net zero.”
