National Transmission Company can now get "down to business" - Gordhan

Public Enterprises Minister Pravin Gordhan has welcomed the National Energy Regulator of South Africa’s (NERSA) decision to approve the trading and import/export license applications by the National Transmission Company of South Africa (NTCSA).

The NTCSA is wholly owned by Eskom as the state-owned company is being restructured into the generation, transmission and distribution subsidiaries.

“This is great news for the people of South Africa. We now have in place all the critical elements for creating a more dynamic, a more responsive and a competitive electricity industry.

“The granting of these licences means that the National Transmission Company of South Africa is ready to get down to business and bring a much-needed overhaul of our electricity industry. This is a significant milestone as it also paves the way for the procurement of power from across the region,” Gordhan said.

The department explained that NTCSA applied for trading license in order to be able to to buy and sell electricity from power stations and independent power producers.

“The terms of the NTCSA’s trading licence will be five years as a transitional arrangement to allow for transition from the exclusive trading arrangement and incorporation of changes that may emanate from the ERA amendment and price review processes.

“The licence gives it authorisation to conduct import and export of electricity activities throughout the Southern African Development Community (SADC) using the NTCSA transmission network and the transmission systems of other SADC member countries.

“The NTCSA will operate the transmission system and perform the following key integrated roles to ensure the integrity of the interconnected power system (IPS): Transmission Network Service Provider (TNSP); System Operator (SO); Transmission System Planner (TSP) and Grid Code Secretariat,” the department said. – SAnews.gov.za

Kusile’s Unit 4 returns to service

Location: News

Kusile’s Unit 4 returns to service

Kusile Power Station's Unit 4 has returned to service bringing back 800 megawatts, which was taken off during the unit’s 20-day planned maintenance.

Minister in the Presidency for Electricity, Dr Kgosientsho Ramokgopa said this while briefing the media on the implementation of the country’s Energy Action Plan.

The unit came back online on Sunday morning, and will add 800 megawatts to the capacity available and removes 800 megawatts from the planned maintenance of Eskom.

Units 1, 2 and 3 of the power station located in Mpumalanga were put offline due to a flue-gas desulphurisation (FGD) mechanism that was damaged in October last year. This affected stacks at the units. He said that these are expected to come online between October and the end of November 2023.

“We’ve been able to shed a month on the return of unit 3 and the expectation is that we should be able to return this unit by 14 October. The same is applicable for unit 1. We should be able to get it on 30 October.

On progress made on unit 2, the Minister said the team initially was of the view that the unit would return on 24 December. However, this has been revised to 30 November 2023.

The Minister reiterated that Kusile is central to addressing the load shedding question, because “we will need significant more additional generating capacity to be able to address this.”

In recent weeks the country has been experiencing various stages of load shedding including Stage 6.

In an update on Sunday afternoon, Eskom said that due to further improvements in generation capacity, Stage 2 load shedding will be implemented from 4 pm until 4pm on Monday.

Thereafter, Stage 4 load shedding will be implemented from 4pm on Monday until 5 am on Tuesday. This will be followed by Stage 2 load shedding from 5 am until 4 pm.

“This pattern will be repeated daily until further notice,” it said. –SAnews.gov.za

SA eyes growing trade, exporting coal to Vietnam

South Africa is looking forward to broadening existing bilateral trade with Vietnam, says Deputy President Paul Mashatile.

“As South Africa we’d like to increase our exports to Vietnam because we believe there is big potential for growth,” said the Deputy President on Friday.

He was speaking at the President Guesthouse in Pretoria where he was hosting his Vietnamese counterpart, Vice President Vo Thi Anh Xuan on an Official Visit to South Africa.

He told the delegates that South Africa is looking into providing the Southeast Asian country with agricultural agro-processing products.

“Vietnam is also interested in acquiring coal from South Africa and we’ll be able to provide that.”

While bilateral relations have been characterised by “good progress”, the country’s second in charge is of the view that there is room for improvement in some areas.

“There will be areas, Vice President, where we will continue to ask for your support. But we want in particular to work with Vietnam on a number of peace initiatives that we’re engaged with.

“We’re aware that Vietnam supports our peace initiatives on the African continent,” he said.

The two nations are celebrating 30 years of diplomatic relations and the Official Visit aims to reinvigorate and strengthen friendship ties and solidarity as well as to consolidate the multifaceted partnership further.

“I would like to take this opportunity to extend my utmost gratitude and sincere appreciation to you for graciously accepting and honouring my humble invitation for an Official Visit.”

He also thanked Vietnam for supporting South Africa to be part of the sectoral dialogue partner of the Association of Southeast Asian Nations (ESEA), which was approved recently.

Vietnam is South Africa’s fifth-largest trading partner in the ASEAN region.

Meanwhile, the total bilateral trade between South Africa and Vietnam in 2022 was valued at R23.8 billion, with imports from Vietnam valued at R18.5 billion and exports to Vietnam valued at R5.2 billion.

The Deputy President told the Vice President that South Africa places great significance on their “enduring” and “robust” relationship with Vietnam.

“Our relations are based on strong historical ties, solidarity and the integral role Vietnam played in the fight against colonialism and racial discrimination.”

He also reflected on the bilateral relationship that has evolved and strengthened over the years, resulting in a diverse and multifaceted partnership characterised by enhanced collaboration in several domains.

He said this includes rapid progress in people-to-people links and strong government-to-government relations.

“As we move forward, it is our sincere hope that these networks, which have already demonstrated their immense potential, will not only maintain their current level of strength and stature but also experience significant and continuous growth in the years to come.”

Deputy President Mashatile said he was pleased that some of the leaders in government have also further consolidated their relations in the energy, mineral resources and higher education sectors.

“South Africa has prioritised new investments as a source of economic growth stimulation with a view to create jobs and reduce poverty and inequality by promoting investment, improving our competitiveness, and leveraging technology and innovation.

“Your presence here highlights the importance that both our countries attach to deepening and broadening our existing bilateral relations, especially in growing our trade and economic ties.” – SAnews.gov.za

SA, Vietnam to increase, diversify trade

SA, Vietnam to increase, diversify trade

It is important to increase and diversify South African exports to Vietnam in order to cover more value added items, says Trade, Industry and Competition Deputy Minister Nomalungelo Gina.

The Deputy Minister was addressing a roundtable discussion on Vietnam-South Africa Economic Cooperation on the occasion of 30 years of diplomatic relations between the two countries in Pretoria on Thursday.

The roundtable interrogated economic areas of mutual interest for a shared future and was attended by Vietnamese officials and businesses in various fields such as energy, coal, pharmaceuticals, agriculture products, seafood and logistics, among others.

The session provided an opportunity for South African and Vietnamese business to match up investment and import-export opportunities.

Gina said trade between the two countries was slowly growing and mostly in favour of Vietnam.

Bilateral trade between South Africa and Vietnam was valued at R23.8 billion in 2022, up from R16 billion in 2018.

The trade balance amounted to R13.3 billion in favour of Vietnam.

Against this background, Gina said, it was important to increase and diversify exports to cover more value added items.

South Africa’s major exports product include maize that accounted for 53% of total SA exports to Vietnam.

South Africa has identified products with export potential such as citrus, apples, steel and aluminium, leathers, polypropylene, meat products, among other products.

“South Africa's basket of imports from Vietnam is dominated by manufactured products such as telephone sets (36.6%), footwear (10.9%), printing machinery (3.9%), SA imports from Vietnam are a bit diversified as compared to SA exports to Vietnam,” said the Deputy Minister.

South African exports to Vietnam are mostly primary products like oil and steel, aluminium, sea food, fresh fruits and nuts, in contrary, there is a scope for South Africa to increase exports of manufactured goods such as capital equipment, agro processing, automotive components.

“There is a need to diversify SA’s export basket and shape the massive trade deficit. Both countries need to make concerted efforts to increase South Africa’s value added products to Vietnam,” said Gina.

The Deputy Minister encouraged Vietnamese business people to explore investment opportunities in South Africa.

“With regards to the investment and cooperation on electric vehicle and battery manufacturing, the levels of investment remain low but there is room for improvement. The development of our automotive industry, in particular electric vehicles and their associated components such as batteries is key to our economy,” Gina said.

She mentioned furniture manufacturing as one area of interest and said South Africa would like to cooperate with Vietnam in this sector and receive investment.

She said there was so much that both countries can learn from each other.

Taking into account South Africa's abundant natural resources and Vietnam's position as the world's second-largest furniture exporter, Gina said there was a need to engage more and develop mutually beneficial areas of cooperation.

The roundtable was preceded by a bilateral meeting between Gina and her Vietnamese counterpart, Phan Thi Thang.

The purpose of the meeting was to discuss bilateral trade and investment issues including a follow-up on the outcomes of the 5th SA-Vietnam Joint Trade Committee.

Some of the key issues the two discussed include increasing and diversification of exports to Vietnam, expansion of investment by Vietnamese companies in South Africa, cooperation on the Automotive sector (electric vehicles), cooperation on furniture manufacturing and market access for agricultural products. – SAnews.gov.za

Presidency responds to UDM abandoning load shedding case

President Cyril Ramaphosa’s spokesperson Vincent Magwenya has responded to the United Democratic Movement (UDM) and other applicants abandoning their load shedding court case.

The UDM and its co-applicants, which included the National Union of Metalworkers of South Africa (Numsa) and Build One South Africa, had taken government to court on an urgent basis, on an issue that required government to coordinate numerous department responses in relation to the “very complex matter” of load shedding.

“This legal challenge questions the lawfulness and constitutionality of the Just Energy Transition Investment Plan,” said Magwenya.

He was speaking on Thursday during a regular press briefing with media houses to update them on the President’s diary.

Magwenya said the process to coordinate government’s response required government to “spend a great deal of energy, time and money to respond in detail, as it always does on any matter before the courts”.

“This process has cost taxpayers money and to some extent taken attention away from the urgent related issues to which government has to attend operationally.”

He said the UDM, Building One SA, Numsa and others made government spend public funds and time on this gathering of information before suddenly withdrawing the application.

Government, according to Magwenya, always approaches such matters with a view that it is not only responding to the applicants, but it is responding to the public, while attending to the underlying issues in the normal course of the administration.

“Therefore, for all these applicants to take up time and taxpayers' money to then simply walk away because they finally appreciated the detailed substantive and indisputable response submitted by government is in fact an insult to both the court and the South African public.

“In particular, the UDM is well represented in Parliament where government continuously accounts to elected representatives of the people in work in progress and challenges faced,” he said. – SAnews.gov.za

Government, labour cement cooperation to uplift economy

Government and organised labour have agreed to work much more closely to speed up efforts for a more inclusive economy, job creation, and addressing poverty and inequality.

President Cyril Ramaphosa, Ministers and leaders of organised labour [COSATU, FEDUSA, NACTU and SAFTU] met virtually on Tuesday in a bid to address the immediate challenges that confront South Africa’s economy.

The Presidency said this agreement is critical to accelerate efforts to deliver lasting and sustainable progress in building an inclusive economy, creating jobs and tackling poverty and inequality.

The meeting discussed, amongst other issues, the immediate measures needed to unblock economic growth and create employment. Participants agreed that urgent steps must be taken to deal with low growth and the unemployment crisis.

According to the Presidency, organised labour committed to working with government to end load shedding and achieve energy security, improve the efficiency of the freight logistics system, reduce violent crime and protect economic infrastructure.

Representatives from organised labour raised several related issues including the current fiscal situation, the structure of the economy, State-owned enterprises (SOEs), strengthening public services, tackling crime and corruption, local government and providing economic and social relief, particularly to poor South Africans.

“Given the scale of the challenge, we require support from all social partners to urgently accelerate the implementation of government’s plans and drive additional interventions.

“While there is encouraging progress, the energy shortfall remains the single biggest constraint to economic growth. We need to accelerate and expand our efforts even further, not only to overcome the immediate crisis, but to fundamentally reform our energy sector and ensure that we never face such a shortfall again,” President Ramaphosa said.

Organised Labour Overall Convenor, Gerald Twala, welcomed the engagement and expressed hope that it will be the beginning of further discussions on various measures to grow the economy, create jobs, rebuild the State, and tackle crime and corruption.

“Labour is deeply concerned about the variety of crises affecting our SOEs, municipalities, government, the economy and workers. They require decisive action to resolve them. It is critical these interventions are directed towards the fundamental causes of our many challenges, and that they uplift the poor and protect the hard won rights of workers. Measures must capacitate the State to deliver quality public services, unlock economic growth and set the nation on a sustainable path,” Twala said.

The meeting agreed that addressing unemployment and poverty is an immediate imperative that will improve social and political stability, creating a virtuous cycle that supports growth.

The Presidency emphasised the opportunity to build on existing interventions with proven track records of success, including the Presidential Youth Employment Intervention, the Presidential Employment Stimulus, the Youth Employment Service and the SME Fund.

The Presidency further highlighted the need to expand and scale these initiatives through wider engagement to drive participation and uptake, as well to identify regulatory, policy and other measures to support and grow SMMEs, and unlock job creation at scale.

President Ramaphosa and labour leaders agreed that further in-depth engagement is needed to fully address the issues raised. A follow-up in-person meeting will soon be convened to build on Tuesday’s discussion. – SAnews.gov.za

Oil and gas imperative for SA’s energy security

Location: News

Oil and gas imperative for SA's energy security

The Department of Mineral Resources and Energy (DMRE) will “sustainably continue to develop” South Africa’s oil and gas resources in order to ensure energy security and alleviate dependency on foreign oil.

This is according to Mineral Resources and Energy Deputy Minister, Dr Nobuhle Nkabane, who was speaking at the Southern Africa Oil Gas Conference on Wednesday.

“It is imperative to accelerate the exploration of oil and gas both onshore and offshore, as having our own petroleum resources will reduce our dependency on foreign oil and cushion our economies, in particular our citizens against imposed whirlwinds of crude price volatility,” she said.

The Deputy Minister said South Africa has already initiated policy intervention processes to boost the development and growth of the country’s oil and gas industry.

“The first intervention is the development of the Gas Master Plan which is a policy that outlines and guides the critical role of gas in South Africa while providing policy direction to the gas industry.

“We have also developed the Upstream Petroleum Development Bill seeking to ensure that the upstream petroleum sector is no longer regulated under the Mineral and Petroleum Resources Development Act, 2002 (MPRDA), but under discrete petroleum legislation. We believe the de-coupling of the Upstream Petroleum Development Bill from MPRDA will bring regulatory certainty and hopefully shore up investor confidence,” Nkabane said.

Natural gas

Deputy Minister Nkabane highlighted that natural gas in one the key components in South Africa’s Integrated Resource Plan (IRP) 2019 and accounts for at least 3% of the country’s energy supply.

She explained that natural gas can also contribute to South Africa’s quest to lower emissions output.

“[The] continued exploration and discovery of indigenous gas is crucial for meeting our climate change targets and securing of energy supply,” she emphasised.

Nkabane highlighted that the recent discovery of maiden gas reserves in Mpumalanga represents a “major boost in electricity generation capacity as the country was looking at different sources of energy”.

She urged countries that have discovered gas to ensure these reserves not only serve international appetite but also contribute to energy security in local communities.

“Mpumalanga is the epicentre of South Africa’s power generation because [it] has a high concentration of power stations, therefore the discovery of gas positions the province at the centre of the just energy transition and as a source of reference for the country’s emission-reduction targets.

“We have also seen that Europe is looking to Africa to diversify its gas supplies. This presents a good opportunity and market for local gas beyond our own use. However, the caveat is that we should not rush to export our gas to Europe at the expense of our domestic and regional markets, no matter how tempting the prospects of earning foreign revenue.

“The argument often advanced is the lack of transmission infrastructure and unaffordability of gas products for local communities. My counter argument is that we are not going to change this situation if we do not use the revenue earned from gas exports to develop … our economies to create employment opportunities that will lead to consumption of goods and services,” she said.

Nkabane also called on African countries to increase ties in oil and gas trade between themselves.

“Already, South Africa imports the bulk of its crude requirements from African producers, including Nigeria and Angola. There is ample opportunity for a massive expansion of gas trade, especially from the Gulf of Guinea and the broader West Coast of Africa, where we have many producers and some already exporting. We collaborate closely with the African Petroleum Producers Organisation and urge more meaningful engagement with this continental body.

“As a region we should strive to build a strong oil and gas sector that will drive regional and continental economic development as is the case with the advanced economies,” Nkabane said. – SAnews.gov.za

Minister briefs Parliament on the Black Industrialists policy

Minister briefs Parliament on the Black Industrialists policy

Trade, Industry, and Competition Minister Ebrahim Patel has highlighted the significant strides achieved by the Black Industrialists Policy within the food and energy sectors.

The transformative policy, initiated in 2015, is reshaping South Africa's economic landscape by nurturing new enterprises led by black South Africans.

Briefing the Portfolio Committee on Trade, Industry and Competition on Tuesday, Patel said historically transformation policies primarily focused on facilitating black ownership in existing enterprises.

However, the Black Industrialists Policy centres on promoting the development of new enterprises, fostering entrepreneurship and ensuring the emergence of businesses controlled by previously marginalized groups.

During the briefing, Minister Patel presented 46 case studies of Black Industrialists across the country in the food and energy sectors.

The evolution of empowerment policies over time has broadened their scope. Initially, they centered on individual share ownership, enabling capital accumulation among black South Africans. Subsequently, they embraced broad-based empowerment and community initiatives.

Today, the policy prioritises Black Industrialists, supporting individual black entrepreneurs with controlling stakes in new firms and employee share ownership (workers empowerment).

Minister Patel underscored that the Black Industrialists Policy is just one pillar of a broader transformation agenda.

Other transformation instruments include industrial financing, sector master plans, localization, competition measures, B-BBEE codes, equity-equivalent investment programs, special economic zones and state preferential procurement.

The Black Industrialists Policy spans various industries, including agro processing, automotive components, textiles, steel and metal fabrication, mining, machinery and equipment, aerospace equipment and technology.

"The Black Industrialists Policy represents a pivotal shift in South Africa's transformation strategy. It fosters new enterprise development, entrepreneurship, and economic inclusion while addressing historical disparities and promoting innovation,” Minister Patel said.

“The policy's impact on the food and energy sectors underscores its significance in driving South Africa's economic transformation,” the Minister said. – SAnews.gov.za

Unleashing Agritech Innovation in Africa

Location: News
Pitch AgriHack

The Pitch AgriHack (https://apo-opa.info/3Zaz0kE) 2023 results are in, capping an inspiring journey celebrating Africa's most exciting agritech visionaries. Applicants from 39 African countries went through a rigorous selection process until six winners were crowned at the Youth Innovation Awards on the final day of The Africa Food Systems Forum hosted at the Julius Nyerere ICC, in Dar es Salaam, Tanzania. This year's Pitch AgriHack theme, “Unleash your Innovation,” resonated deeply with the entrepreneurs who demonstrated how technology can be harnessed to drive sustainability, improve productivity, and uplift communities.

Pitch AgriHack (https://apo-opa.info/3Zaz0kE) 2023 was jointly organized by the African Food Systems Forum (AGRF), Heifer International, and Generation Africa. This year participants and supporters witnessed an impressive showcase of innovation. The competition underscored the power of technology-driven solutions in addressing pressing challenges across the agricultural value chain. Awarding a total prize pool of USD 45,000, the competition recognized and celebrated the brilliance of young minds that are reshaping the future of African agriculture.

"This competition serves as a dynamic showcase of sustainable practices and innovation that is set to define African agriculture. Beyond acknowledging inventive ideas, Pitch AgriHack underscores the steadfast commitment of our youth to revolutionize the sector. At Heifer International, we recognize technology's pivotal role in fostering prosperity for smallholder farmers and rural communities," said Adesuwa Ifedi, Senior Vice President for Africa Programs. "We are deeply committed to investing in and enabling young individuals to create solutions that enhance the yields of smallholder farmers, and the agritech solutions presented not only address challenges within the agricultural value chain but also promote environmental conservation, resource efficiency, and long-term viability."

Dr. Agnes Kalibata, President of AGRA and Former Special Envoy to the UN Food Systems Summit, remarked, "The achievements seen at Pitch AgriHack 2023 truly celebrate entrepreneurial excellence in agriculture. These young innovators are not only shaping the sector's trajectory through their creativity and dedication, but they're also inspiring future leaders to consider impactful careers in agriculture and agribusiness. The technologies presented demonstrate the power of youth to drive practical and sustainable solutions, paving the way for a resilient and prosperous tomorrow."

The innovative solutions developed by the 2023 Pitch AgriHack finalists span a diverse spectrum. From turning waste into cooking gas and electricity, to ultra-fast composting with integrated nutrient analysers, these young entrepreneurs are finding value in nature-positive projects. Cost-saving measurement devices that analyse crop and soil health, providing recommendations that empower farmers, also impressed the judges. Artificial Intelligence integrations featured in several digital farming assistants. Drawing on massive data sets they optimize production, detect diseases, and generate recommendations for improved farming practices.

The entrepreneurs also presented game-changing inclusive finance solutions for women farmers and commodity-backed, post-harvest handling and storage for smallholders. With automated farm management and monitoring systems and behaviour modification solutions that reward farmers for following better practises, Africa's young innovators are determined to build a better food system.

“The multi-facetted technologies, environmentally-aware approaches, and thorough business models we saw here today indicate that our youth entrepreneurs are building more resilient businesses with more comprehensive offerings that in turn help their farmers become more resilient, too,” said Dickson Naftali, Head of Generation Africa. “It is exactly the type of transformation we need, at scale, for the responsible development of the African food system. Pitch AgriHack not only celebrates such innovation but also fosters networking, collaboration, and exchange among these enterprising youth, mentors, investors, and industry experts. It creates a supportive ecosystem that propels them to grow. We are excited to see how they benefit from this opportunity."

SA welcomes efforts to accelerate pace of SDGs

SA welcomes efforts to accelerate progress of SDGs

South Africa has welcomed the Indian Presidency’s efforts to accelerate progress on the Sustainable Development Goals.

“The achievement of the SDGs must remain at the centre of international financing discussions to ensure that finance is mobilised in sufficient quantities and of suitable quality to support development in low- and middle-income countries,” President Cyril Ramaphosa said on Saturday.

The 17 Sustainable Development Goals (SDGs) are an urgent call for action by all countries - developed and developing - in a global partnership.

They recognize that ending poverty and other deprivations must go hand-in-hand with strategies that improve health and education, reduce inequality, and spur economic growth – all while tackling climate change and working to preserve our oceans and forests.

In his statement on the Working Session II: One Family, G20 Leaders’ Summit that took palace in New Delhi, India, the President applauded the Indian Presidency’s focus on women’s empowerment as part of achieving the Sustainable Development Goals.

“South Africa has embarked on a journey of ensuring the empowerment of women. The education of girls must be prioritised. We must act to end gender-based violence and enable women to enter the mainstream of economic activity,” President Ramaphosa said.

He emphasised the importance of committing to strengthening the global health architecture for pandemic prevention, preparedness and response, and support ongoing engagement on how this proposed architecture will be funded.

“Our experience of the devastating COVID-19 pandemic sends a clear message that global health security is paramount. There is need to develop robust global one health surveillance systems that promote effective collaboration at national, regional and global level.

“We urgently need a coordination mechanism that supports the sharing of information and resources, research, outbreak investigation and response,” he said.

He noted that countries continue to face an unsteady global economic recovery.

“As policy makers, we therefore need to be flexible and respond quickly and appropriately to risk. Multilateral cooperation is critical to addressing food and energy insecurity. As African countries, we support a discussion on policy options to address the effects of volatility in food and energy markets.

“As G20 nations, we must drive the transformation of economies and societies in pursuit of mutual prosperity, inclusive growth and a shared future,” the President said. – SAnews.gov.za
