Fellow South Africans,

Following the recent intensification of fighting in the eastern Democratic Republic of the Congo (DRC), South Africa has lost 13 brave soldiers who were dedicated to their mission and committed to peace. The fighting is the result of an escalation by the rebel group, M23 and Rwanda Defence Force (RDF) militia engaging the Armed Forces of the DRC (FARDC) and attacking peacekeepers from the SADC Mission in the Democratic Republic of Congo (SAMIDRC).

On behalf of the Government and the people of our country, I express our sincerest condolences to their families, their loved ones and colleagues. We bow our heads in honor of their heroic and gallant fight for peace.

We honour and mourn them.

All necessary support is being provided to the families of the deceased and the families of the injured. The process to repatriate the remains of the deceased is underway.

The attacks on peacekeepers resulted in the deaths of SAMIDRC members from other troop contributing countries, namely; Malawi and Tanzania, as well members of the UN Organisation Stabilisation Mission in the DRC (MONUSCO) brigade. We honour all the lives that were lost and pass our condolences to their families, governments and citizens. The situation in Goma and Sake, where our troops and their counterparts are stationed, remains very tense, volatile and unpredictable.

The Minister of Defence and Military Veterans, Ms Angie Motshekga and the Chief of the SANDF, Gen Rudzani Maphwanya and SAMIDRC Force Commander, Maj Gen Monwabisi Dyakopu are working to ensure that the SAMIDRC forces remain well equipped and sufficiently supported during this critical mission.

We are concerned about the speculation about the state of our troops and the battle conditions. All South Africans must rally behind our brave men and women who have dedicated their lives to bringing peace in our continent.

South Africa's military presence in the eastern DRC is not a declaration of war against any country or state. The members of the South African National Defence Force (SANDF) that are in the DRC are part of both SADC and United Nations (UN) efforts to bring peace and protect thousands of lives that are constantly threatened by the conflict in the DRC. The presence of the SAMIDRC forces demonstrates a commitment of SADC member states to supporting the DRC in its efforts to achieve lasting peace and stability and ultimately, create an enabling environment for sustainable development and prosperity.

We welcome the position that was recently adopted by the United Nations Security Council (UNSC) during its special sitting on the situation in the DRC, which calls for an immediate end to hostilities, the reversal of territorial expansion by the M23, the exit of external forces from the DRC and the resumption of peace talks under the Nairobi Process.

The territorial integrity of the DRC must be respected in accordance with the United Nations Charter on the respect of sovereignty, territorial integrity and political independence of other states.

We call on all parties to this conflict to fully embrace the current diplomatic efforts that are aimed at finding a peaceful resolution, including honoring the Luanda Process agreements. We must silence the guns on our continent for the attainment of inclusive development and prosperity.

I thank you.

Support being given to families of 13 fallen soldiers in Eastern DRC

President Cyril Ramaphosa has expressed his deep sorrow and condolences, following the recent escalation of violence in the eastern Democratic Republic of the Congo (DRC), which resulted in the loss of 13 South African soldiers.

“On behalf of the government and the people of our country, I express our sincerest condolences to their families, their loved ones and colleagues. We bow our heads in honour of their heroic and gallant fight for peace. We honour and mourn them,” President Ramaphosa said on Wednesday.

The fighting in the eastern DRC intensified due to escalations by the rebel group M23 and the Rwanda Defence Force (RDF) militia engaging the Armed Forces of the DRC (FARDC), leading to direct attacks on peacekeepers from the SADC (Southern African Development Community) Mission in the Democratic Republic of Congo (SAMIDRC).

The SAMIDRC is a regional peacekeeping initiative launched on December 15, 2023, to assist the DRC government in restoring peace and security in the eastern regions of the country. This deployment was approved during an Extraordinary SADC Summit held in Windhoek, Namibia, on May 8, 2023, as a response to escalating conflicts and instability caused by the resurgence of armed groups in the area.

According to a press release issued by SADC in January last year, SAMIDRC comprises military contingents from Malawi, South Africa, and Tanzania, working in collaboration with the Congolese Army, FARDC, to combat and eradicate armed groups operating in eastern DRC.

President Ramaphosa assured that all necessary support is being provided to the families of both the deceased and injured soldiers. The repatriation process for the remains of the fallen soldiers is currently underway.

The attacks on peacekeepers also resulted in the deaths of SAMIDRC members from other troop-contributing countries, namely, Malawi and Tanzania, as well as members of the UN Organisation Stabilisation Mission in the DRC (MONUSCO) brigade.

“We honour all the lives that were lost and pass our condolences to their families, governments and citizens. The situation in Goma and Sake, where our troops and their counterparts are stationed, remains very tense, volatile and unpredictable,” the President said.

The President said that the Minister of Defence and Military Veterans, Angie Motshekga, alongside the Chief of the South African National Defence Force (SANDF), General Rudzani Maphwanya, and SAMIDRC Force Commander, Major General Monwabisi Dyakopu, are working to ensure that the SAMIDRC forces remain well equipped and sufficiently supported during this critical mission.

Despite this devastating loss, the SANDF has reiterated its unwavering commitment to fulfilling its peacekeeping mandate under MONUSCO and SAMIDRC. – SAnews.gov.za

Build KZN better

KwaZulu-Natal's development aspirations are taking centre stage at Africa's Biggest Property Management Conference, which is underway at Inkosi Albert Luthuli International Convention Centre in Durban.

The two-day conference, which concludes today, brings firmly into focus the importance of creating resilient and sustainable infrastructure that aligns with the province’s development goals, says KwaZulu-Natal Premier Thamsanqa Ntuli.

Hundreds of property industry experts and stakeholders, including property developers, investors, government representatives and infrastructure specialists - all united in their commitment to advancing KwaZulu-Natal’s real estate sector and boosting economic growth - have converged at the Durban Chief Albert Luthuli International Convention Centre.

The gathering -- launched by the KwaZulu-Natal Provincial Government, in partnership with the National and Provincial Departments of Public Works and Infrastructure, and eThekwini Municipality -- is being held under the theme: 'Build KZN Better'.

The conference aims to foster collaboration, share cutting-edge insights, and explore innovative solutions in property management.

Ntuli said the provincial government aims to build KwaZulu-Natal back stronger than ever before.

“By mobilising experts and stakeholders in the property sector, we can collectively revitalise our urban and rural landscapes, stimulate investment, and generate opportunities for all,” Ntuli said.

Delegates have used the conference to discuss best practices in land use, construction, and property management, while addressing challenges including climate resilience, affordable housing, and inclusive development.

The conference is expected to come up with actionable strategies and partnerships designed to drive long-term growth throughout KwaZulu-Natal and beyond.

As part of plans to turn eThekwini around, the Presidential eThekwini Working Group (PeWG) has been working hard to rebuild the city, as well as reposition it as an investment and tourism attraction.

Since its establishment in April 2024, the PeWG has recorded significant developments in service delivery, business confidence, addressing infrastructure and socio-economic challenges.

According to the PeWG's progress report, business confidence in the city increased from 38.42% in the first quarter of 2024 to 63.01% in the third quarter of the same year.

To respond to the challenges of the municipality, President Cyril Ramaphosa established the eThekwini Presidential Working Group in April 2024. The PeWG was established to accelerate support from national and provincial government to rebuild the municipality following a number of challenges confronting the metro. - SAnews.gov.za

South Africans called to rally behind SANDF troops in the DRC

President Cyril Ramaphosa has addressed growing speculation about the conditions faced by South African troops deployed in the Democratic Republic of the Congo (DRC), calling on the nation to stand behind its soldiers.

In a statement on Wednesday, the President emphasised government's concern over misleading reports and reaffirmed South Africa’s commitment to peacekeeping efforts.

“We are concerned about the speculation about the state of our troops and the battle conditions. All South Africans must rally behind our brave men and women who have dedicated their lives to bringing peace in our continent.

“South Africa’s military presence in the eastern DRC is not a declaration of war against any country or state. The members of the South African National Defence Force that are in the DRC are part of both SADC and United Nations efforts to bring peace and protect thousands of lives that are constantly threatened by the conflict in the DRC,” the President said.

The President added that the presence of the SADC Mission in the Democratic Republic of Congo (SAMIDRC)  demonstrates a commitment of SADC member states in supporting the DRC in its efforts to achieve lasting peace and stability, and ultimately, create an enabling environment for sustainable development and prosperity.

The President’s remarks follow the recent intensification of fighting in the eastern Democratic Republic of Congo, where South Africa lost 13 brave soldiers who were dedicated to their mission and committed to peace.

The fighting is the result of an escalation by the rebel group M23 and Rwanda Defence Force (RDF) militia engaging the Armed Forces of the DRC (FARDC) and attacking peacekeepers from the SADC Mission in the Democratic Republic of Congo.

President Ramaphosa welcomed the United Nations Security Council's recent position on the situation in the DRC, which calls for an immediate cessation of hostilities, the reversal of territorial expansion by the M23, the withdrawal of external forces from the DRC, and the resumption of peace talks under the Nairobi Process.

“The territorial integrity of the DRC must be respected in accordance with the United Nations Charter on the respect of sovereignty, territorial integrity and political independence of other states,” he said.

He urged all parties involved in the conflict to fully embrace diplomatic efforts, including honoring the Luanda Process agreements.

“We call on all parties to this conflict to fully embrace the current diplomatic efforts that are aimed at finding a peaceful resolution, including honoring the Luanda Process agreements.

“We must silence the guns on our continent for the attainment of inclusive development and prosperity,” he said.

On Tuesday, the SANDF also issued a statement clarifying the misrepresentation of events circulating in a video clip claiming that SANDF forces surrendered to M23 rebels.

The SANDF clarified that the footage in question depicts a white flag raised, which is an outcome of discussions between the opposing fighting forces to agree on a truce to allow M23 to recover their dead and injured in the vicinity of the South African base.

It explained that this will also open the route for South African troops to access medical facilities. The SANDF said this is common practice in any war and members of the public should not be alarmed by the video clip and its meaning.

The SANDF also reaffirmed its steadfast commitment to its peacekeeping mission under the United Nations Stabilisation Mission in the DRC (MONUSCO), and SAMIDRC.

It further emphasised that its troops continue to operate with resolve, courage, and discipline to bring peace and stability to the region.

Government condemns torching of PUTCO buses

Government condemns torching of PUTCO buses

The Ministry of Transport has called on law enforcement to arrest those responsible for the torching of 50 Public Utility Company (PUTCO) buses and ensure that they are prosecuted in court.

PUTCO’s bus fleet plays a key role in moving about 200 000 commuters a day, with its biggest operation being in the province of Mpumalanga.

In a statement on Tuesday, PUTCO said that the buses were set alight on Monday night after unknown men ambushed and tied-up security guards at the Moloto depot before burning buses on site.

It added that two employees were injured during the incident and had to be treated in hospital.

“Soon thereafter, attacks were reported at the Wolwekraal and Siyabuswa depots,” it said, adding that it is closely monitoring the situation.

“Authorities are investigating the incident, and we appeal to members of the public who may have information on these coordinated attacks to contact their local police,” said PUTCO.

This as the Minister of Transport, Barbara Creecy, and Deputy Minister Mkhuleko Hlengwa have condemned the incident in the strongest of terms and described it as an act of aggression.

“The Minister and Deputy Minister have thus characterised the act as economic sabotage given the critical role that the bus industry plays in the mobility of the workforce in the country.

“The Minister has instructed the department to organise an urgent meeting with National Joint Operational and Intelligence Structure (NATJOINTS) to discuss this matter and develop necessary integrated response,” the Transport Ministry said on Tuesday.

The ministry said it fears that interfering with the company’s operations may regrettably have disastrous impact on the commuters in Mpumalanga, who rely on the bus operator to commute to as far as Gauteng on a daily basis.

“It is therefore of utmost importance that the law enforcement agencies take every possible course of action to investigate Monday’s incident and bring the perpetrators to book to face the full might of the law.

“The department will also continue to support any effort taken to prevent acts of sabotage on the country’s public transport system.

“The Minister and Deputy Minister wish a speedy recovery to the two employees who were injured in the course of the arson attack, and they have also expressed their full support to PUTCO in this period,” the Transport Ministry said. -SAnews.gov.za

Steenhuisen welcomes signing of agricultural land bill

Agriculture Minister John Steenhuisen has commended the signing of the Preservation and Development of Agricultural Land Bill into law.

The law aims to support long-term food production as well as the department’s goal of creating more jobs and economic growth.

Signed by President Ramaphosa on Monday, the bill supports government’s objectives and priorities, in respect of the sustainable management and use of natural resources.

READ | President signs landmark law to preserve and develop agricultural land

It also sets out a countrywide policy and regulatory framework for the preservation, and development of agricultural land.

The legislation further recognises the need for a national regulatory framework to coordinate the preservation and development of agricultural land in a proactive manner, prevent the fragmentation of agricultural land.

It further recognises the need to minimise the loss of agricultural land and promote viable farming units, encourage the optimal use of agricultural land, and to provide for food security.

Steenhuisen highlighted that since the 2000’s there has been various attempts to develop legislation to replace the Subdivision of Agricultural Land Act (SALA) of 1970 (Act no. 70 of 1970), as valuable agricultural land was being lost at an alarming rate to residential and mining purposes.

“It is estimated that less than 13% of South Africa’s 122 million hectares of land is high potential agriculture land. Improving food security is one of the Department of Agriculture’s seven strategic priorities.

“We want to create an environment for agriculture to prosper, and to ensure the sector creates much needed jobs and food security. The ability to protect and preserve high potential agriculture land for this purpose, is one of the essential tools to achieve this goal,” Steenhuisen said in a statement on Wednesday.

The Minister also announced that an advisory committee, including not more than ten members, will be established to advise on achieving the objects of the Act, and any other matter concerning the preservation and sustainable development of agricultural land. – SAnews.gov.za

Stepping up: Pupils to benefit from school shoes initiative

Stepping up: Pupils to benefit from school shoes initiative

While it is often said that clothes make the man, a new, shiny pair of school shoes may do just the same for many school pupils, especially those that are underprivileged.

Deputy Minister in the Presidency Kenny Morolong on Tuesday received 470 pairs of school shoes from Capital Centric, on behalf of the Government Communication and Information System (GCIS) which will be donated to needy learners.

Capital Centric is a dynamic, unlisted public company, specializing in private equity investments. Guided by the philosophy of Kaizen, which,  according to its website, emphasizes continuous improvement, the company focuses on identifying opportunities and building long-term value for its stakeholders.

The Deputy Minister said he was humbled by the gesture as he received the shoes.

“We are quite elated by the commitment demonstrated by the private sector. This donation will go a long way in helping kids who under normal circumstances would not be able to walk to schools with shoes,” a beaming Morolong said on Tuesday.

He stressed that by working together, the private sector, civil society and government can do more to fundamentally alter the circumstances under which people live.

“This collaboration will go a long way. We really wish to thank you for collaborating with GCIS to drive the programmes that impact our communities. I am speaking for these children who under normal circumstances would not be able to receive these shoes,” said the Deputy Minister.

Capital Centric Chief Executive Officer, Nathaniel Bricknell, said the company not only invests in small, medium, and micro enterprises (SMMEs) and enterprises that are profitable, scalable and sustainable, but also takes pride in playing a pivotal role in driving social impact within the sectors it serves.

“We are elated to hand over 470 pairs of school shoes to GCIS, to be distributed to schools and learners in need,” said Bricknell.

Bricknell explained that each pair of shoes tells its own unique story. This as the shoes are manufactured in South Africa and crafted from medical waste that might otherwise have ended up in landfills or have been destroyed.

Collaboration

“These shoes, made from plastic consumables that transitioned from saving life to creating opportunity, represent the very essence of transformation and sustainability.

“We believe in the power of collaboration to amplify impact. That’s why we have invited other corporates such as FNB and others we work with daily to participate in similar initiatives that drive positive change” Bricknell explained.

Bricknell thanked the GCIS for fostering a cooperative environment that enables the private sector to play an active role in uplifting communities.

“Together we are not just investing in the future of businesses but also in the future of our children, our communities and our country,” he said.

The company's Non-Executive Director, Pearl Munthali, said the entity appreciates the partnership with government.

“We are hoping to continue to partner with government changing the lives of those who are underprivileged in our country,” Munthali said.

The donation comes as schools across the country reopened for the 2025 academic year.

Revisiting the Africa-Paris Declaration: Progress, Challenges and the Road Ahead for African Energy

Location: News
Energy Capital & Power

The Africa-Paris Declaration, forged during the 2024 Invest in African Energy (IAE) Forum in Paris, was a pivotal moment in Africa's quest for sustainable energy solutions. Aimed at strengthening the continent's energy transition while addressing the urgent issue of energy poverty, the declaration set ambitious targets for expanding access to clean, affordable and reliable energy. With the 2025 edition of the forum approaching, now is the time to reflect on the progress made since the Africa-Paris Declaration and assess how these initiatives are shaping Africa's energy future.

Increased Engagement in Africa

In the months following the declaration, international investors, development banks and private equity firms have shown a steadfast interest in the African energy market. A key milestone was the launch of the Africa Energy Bank by the African Export-Import Bank and APPO, marking the creation of a first-of-its-kind institution designed to fund and facilitate energy initiatives across the continent. Several final investment decisions were successfully closed, including Shell's $5.5 billion Bonga North deepwater project. Additionally, strategic partnerships, including new PSCs signed by Panoro Energy in Equatorial Guinea and BW Energy in Gabon, highlight how international collaborations are accelerating energy development and creating new opportunities for exploration and production. This increased engagement is key to addressing the financing gap that has long hindered the growth of Africa's energy sector.

Natural gas continues to play a central role in Africa's energy strategy as a transitional fuel. The Africa-Paris Declaration underscored its importance as a bridge between traditional energy sources and renewable energy. Over the past year, significant strides have been made in natural gas exploration and LNG exports. Notable developments include Senegal's Greater Tortue Ahmeyim LNG reaching its first gas production, the Republic of Congo's first LNG exports to Italy from the Congo LNG project, Nigeria's UTM FLNG receiving its construction license, and Angola's Sanha Lean Gas Connection project achieving first gas, among others. These initiatives are not only crucial for advancing Africa's energy transition, but also serve as powerful drivers of economic growth by creating jobs and advancing infrastructure development.

Meanwhile, countries like South Africa, Egypt and Morocco are at the forefront of wind and solar energy development, with momentum expected to build as they meet renewable energy targets and explore new growth opportunities. These investments are driving a shift toward cleaner, more sustainable energy in Africa, though challenges remain. High costs of renewable technologies and insufficient grid infrastructure continue to hinder expansion, underscoring the need for more investment in off-grid and mini-grid solutions.

Investment Gaps Persist

Despite these advancements, Africa still faces significant investment challenges. The financing gap for large-scale energy projects remains substantial and while the private sector has become more engaged, many projects still struggle to secure the necessary capital. In particular, the cost of financing remains high due to the perceived risks associated with energy investments in Africa. This is where continued efforts to de-risk investments and foster public-private partnerships are critical to unlocking the continent's full energy potential. Institutional capacity continues to be a challenge for many African countries. While progress has been made in improving regulatory frameworks, there is still a need for clearer policies, streamlined permitting processes and better enforcement of regulations. Governments must continue to strengthen their institutions to effectively implement energy projects and create an enabling environment for both local and international investors.

With the IAE 2025 forum just months away, industry stakeholders have an opportunity to reflect on the progress made since the Africa-Paris Declaration and determine next steps for the continent's energy future. The forum serves as a platform for government officials, industry leaders and financial institutions to renew commitments, share success stories and address ongoing challenges. While the road to universal energy access and a sustainable energy future is long, the declaration has set the framework for a collective effort that can lead to meaningful change. With the right investments, regulatory frameworks and political will, Africa can emerge as a global leader in energy innovation and sustainability.

Remaining silent on GBVF ‘not an option’ – Justice Minister

Location: News

Remaining silent on GBVF 'not an option' - Justice Minister

Minister of Justice and Constitutional Development, Mmamoloko Kubayi, has reiterated government’s commitment to fighting the scourge of gender-based violence and femicide (GBVF) in South Africa.

The Minister delivered remarks at the Kgalema Motlanthe Foundation’s Women Empowerment 365 Days Against Gender-Based Violence dialogue held in Soweto on Tuesday.

“As part of [the] criminal justice system, the Department of Justice and Constitutional Development is working tirelessly to ensure that legal and law enforcement services work on enforcing domestic violence laws and strengthening legal frameworks,” the Minister said.

The department, she said, is working closely with civil society to see the “realisation of the aspirations of the National Strategic Plan to End Gender-based Violence and Femicide”.

“In line with the GBVF Strategic Plan, the department therefore intends to increase the national footprint of sexual offences courts, particularly in rural communities.

“In line with the newly developed National Strategy on Support Services for Domestic Violence Survivors, the department intends to upgrade 100 district courts to offer services that are custom-made for survivors of domestic violence,” she said.

The National Strategic Plan on Gender-Based Violence and Femicide was adopted in 2020 as a society-wide programme to end GBVF. It is organised around six pillars, which are aimed at prevention of GBV, strengthening the criminal justice response to GBV, and providing support, care and healing to survivors of gender-based violence.

Femicide Watch and addressing backlogs

Kubayi said the department will publish the very first Femicide Watch in Africa repository.

“This is a national repository of GBV-related femicide cases designed to provide the numerical analysis, the profile and the severity of the pandemic of femicide in our country, so as to assist government and our partners in establishing informed programmatic interventions,” Kubayi added.

In the courts, the department has initiated a 100-day challenge to “reduce and ultimately eliminate backlog cases of domestic violence, sexual offences, maintenance and divorce matters”.

“In 100 Days, selected courts with high volume of backlog GBV cases will be challenged to come up with creative and sustainable innovations to reduce the turnaround times in the finalisation of these cases and also to address the existing case backlogs,” the Minister explained.

Whole of society approach

Kubayi highlighted that GBVF is deeply rooted in societal structures and patriarchal practices that perpetuate toxic masculinity and gender inequalities.

“As a woman or a girl child in this country, you can be directly affected by GBV and femicide regardless of your socio-economic class in society or the position you hold.

“Our social and family constructions are largely engrained in patriarchal practices, toxic masculinities, and gendered power inequalities, which often result in family dysfunctions, solo parenting, gender-based violence and killings,” she said.

Referencing a study by the Human Sciences Research Council, which found that at least three out of 10 women have experienced GBV, the Minister urged society not to become desensitised to these acts.

“This is not acceptable, and we should not accept [it] as a society. The stories of women getting killed by their partners have become so prevalent on social media platforms to the extent that when we read them, we no longer get shocked or outraged, we just read and move on.

“It is for this reason that I welcome this dialogue because it serves as a reminder to all of us that gender-based violence is unacceptable and that remaining silent is not an option.

“We all have a responsibility to speak out, to report it wherever it rears its ugly head in our homes, our neighboursand even in the homes of our beloved relatives,” Kubayi said.

The Minister called for a united front, urging all sectors of society to join the fight against GBVF.

“We believe that working together as a society, we can defeat the scourge of gender-based violence.

“We believe that we can a achieve a South Africa free from gender-based violence directed at women, children and LGBTQIA+ [lesbian, gay, bisexual, transgender, intersex, queer/questioning, asexual] persons,” Kubayi said. – SAnews.gov.za

SA hosts global circular economy workshop

SA hosts global circular economy workshop

Efforts to ensure that South Africa has a clean and healthy environment are under the spotlight at the 7th Global Forum of Cities for Circular Economy (GFCCE) workshop.

The two-day workshop, which is being hosted by the Department of Forestry, Fisheries and the Environment (DFFE) in Johannesburg -- in collaboration with the Centre for Science and Environment -- is aimed at enhancing South-South cooperation for improving the solid waste management ecosystem in the Global South, and building the capacity of nominated officials from 18 African nations.

The workshop, which concludes on Wednesday, is being attended by delegates from Botswana, Cameroon, Côte d’Ivoire, Ethiopia, Eswatini, Ghana, Kenya, Lesotho, Madagascar, Mozambique, Namibia, Rwanda, Senegal, South Africa, Tanzania, Uganda, Zambia and Zimbabwe.

Addressing the opening of the workshop, South Africa's Deputy Minister of Forestry, Fisheries and the Environment, Bernice Swarts, highlighted some of the measures government has adopted to bolster the circular economy, focusing on reusing and recycling materials to ensure a sustainable and secure supply of resources.

“South Africa has instituted various policy instruments and initiatives to advance sustainable development pathways, with circular economy principles firmly embedded in these strategies,” Swarts said on Tuesday.

These policy instruments include the National Waste Management Strategy, Extended Producer Responsibility Regulations (EPR) for priority waste streams and other economic instruments that include fees, levies and taxes to incentivise or disincentivise behaviour change.

“Extended Producer Responsibility became necessary to be included in South Africa’s policy mix, given the increased generation of waste. EPR shifts seek to shift the responsibility for products from municipalities and consumers, to producers.

“South Africa is under immense pressure and the host city [of the workshop] - the City of Joburg - together with others - does not have sufficient landfill airspace. It is, therefore, necessary to utilise a policy mix to address resource efficiency. It is also necessary that cities are enabled to monitor resource use,” Swarts said.

The Deputy Minister noted that for meaningful progress to be made across the board, strong partnerships are needed.

"Collaboration between government and the private sector is paramount in realising the goals of the waste management hierarchy and facilitating our transition to a circular economy.

“South Africa remains steadfast in its commitment to strengthening these partnerships and advancing the shared objectives of the GFCCE. This collaboration benefits our governments through reduced spending and creates green opportunities,” she said.

Since its establishment in 2021, the GFCCE has expanded to a community of 22 Member States, with 18 countries from Africa. This platform is dedicated to advancing circular economy principles in alignment with national policies and priorities.

Cities account for 75% of natural resource consumption and 70% of global greenhouse gas emissions.

Swarts said more people will continue to migrate to cities to seek better opportunities and it is necessary that cities become resilient in resource efficiency and reduce their environmental footprint. - SAnews.gov.za

President signs landmark law to preserve and develop agricultural land

President Cyril Ramaphosa has signed the Preservation and Development of Agricultural Land Bill into law, marking a significant step toward safeguarding South Africa’s agricultural land for long-term food production and economic growth.

The Presidency said in a statement that the law supports government’s objectives and priorities in respect of the sustainable management and use of natural resources.

It also sets out a countrywide policy and regulatory framework for the preservation and development of agricultural land.

“The law creates an enabling environment for the development of the agricultural sector and an increased contribution by this sector to economic growth.

“The law seeks to protect and preserve agricultural land and its productive use to ensure that agricultural land is available and viable for the development of the agricultural sector,” the statement read.

The law also reinforces South Africa’s efforts to ensure that agricultural land is used to its optimal potential to support long-term food production, which will have a positive impact on the economy.

Among other initiatives, the legislation sets out the purpose of provincial agricultural sector plans which will secure the coordination and harmonising of agricultural land use policies and plans to preserve a sustainable agricultural environment.

The bill was introduced to address the growing challenges of land degradation, unsustainable land use practices, and the conversion of prime agricultural land for non-agricultural purposes.

It is built around three main objectives:

•    Preservation of Agricultural Land: Protecting agricultural land to ensure it remains available for farming activities that support food security and rural livelihoods.
•    Development of the Agricultural Sector: Creating an enabling environment for the growth of agriculture, which is critical for job creation, economic development, and export earnings.
•    Sustainable Land Use Management: Establishing a clear policy framework to guide the optimal use of agricultural land in a way that balances food production with environmental sustainability.

Mchunu honours men and women in blue

Police Minister Senzo Mchunu has thanked police officers for the sacrifices they make to safeguard the country.

The country on Monday marked National Police Day.

"You leave your families to serve the greater family that is our beloved country. Your sacrifices do not go unnoticed. On behalf of the government of the Republic of South Africa and the people you so diligently protect, I extend my heartfelt gratitude to each and every one of you.

"The parade today is a symbol of the discipline, strength, and capabilities of the SAPS [South African Police Service]. It is a reminder to the people of South Africa that their police service is committed to excellence," the Minister said when delivering his keynote address at the National Police Day celebrations at Kings Park Athletics Stadium in Durban, KwaZulu-Natal, on Monday.

The day brought together men and women in blue to recognise and celebrate the critical role played by law enforcement in upholding justice and maintaining public order.

Approved in 2005 by Cabinet, National Police Day also serves as a platform to strengthen the bond between police officers and the communities they serve.

National Commissioner of the Police, General Fannie Masemola, also paid tribute to police officers.

"When we reflect, as the SAPS management, we see a trail of momentous sacrifices made. We see you deprive yourselves of sleep, family time and social life patrolling the streets of South Africa day and night.

“We see you maintaining public order, we see you protecting the residents of South Africa and their property, and we see you putting an effort to prevent, combat and investigate crime in service of our country," said General Masemola.

This year's National Police Day programme included a ceremonial parade, displays and exhibitions to showcase the capabilities and expertise within the SAPS.

National Police Day underscores SAPS's commitment to professionalising the service, promoting accountability, and ensuring a safer South Africa for all.

The event was preceded by a series of activities, which included the National Golf Day, where more than R11 million was raised on Friday towards the South African Police Service Education Trust (SAPSET).

Also, the SAPS hosted its 10th edition National Excellence Awards on Sunday, where police officers and support personnel were awarded for going above and beyond the call of duty in the last year.

SAPS also extended its gratitude to all police officers for their unwavering dedication and to the community for its continued support. – SAnews.gov.za

Solar project makes strides in W Cape

The Riversdale solar energy project, which is set to bring reliable, affordable and renewable energy, is making satisfactory progress, says Western Cape Premier Alan Winde.

The multimillion-rand energy initiative is currently under construction in Riversdale, located in the Southern Cape, following a sod-turning ceremony in September 2024.

Riversdale, a growing hub of economic activity and job creation, is located along the N2 highway in the Hessequa region between Cape Town and George. The town is mainly agriculturally oriented, and is recognised as a hub for shopping and other services for surrounding farming communities, smaller towns and some coastal resorts.

Winde, who visted the project site on Friday, said the project is an important part of creating energy security, even though the country has had a reprieve from load shedding.

The first phase of the project is expected to provide power to local businesses by the beginning of next year. After three years, it should be extended to all residents of the Hessequa region.

Winde believes that municipalities in the Western Cape should continue to explore and invest in alternative energy solutions, with an added focus on making power more affordable and environmentally friendly.

He said the Riversdale project and others like it will help in the face of Eskom's "staggering" 44% proposed increase for electricity sales to municipalities in the upcoming financial year. Through these projects, municipalities, the Premier said, would be able to absorb some of the worst of these price increases and pass on the benefits to their residents.

“This project is not just ensuring energy resilience, which is much needed after the disastrous spate of power cuts; we are also taking a more responsible approach to power generation through renewable and affordable energy provision.”

Eskom has applied to the National Energy Regulator of South Africa for a 44% increase in electricity prices for the 2024/2025 financial year.

The Western Cape Government (WCG) believes that the Riversdale energy initiative is essential for providing for the town's residents, and that it will also play a vital role in securing economic growth and driving job creation in the region.

The solar project includes a 10 megawatt (MW)-hour solar photovoltaic (PV) system that can generate 15 million kilowatt-hours per year.

It features a battery energy storage system with a capacity of 10MW-hours, allowing for efficient energy storage and discharge.

It is also equipped with advanced monitoring and control systems, enabling real-time performance tracking and optimisation.

The project is being implemented in three phases. According to the WCG, It will provide energy to the whole of Riversdale, which currently has a population of around 22 000 people.

Electricity and Energy Deputy Minister, Samantha Graham-Maré, commended the WCG for its efforts to assist municipalities to incorporate renewable energy into their business models.

She commended Hessequa Municipality for taking a leading role in the country by leveraging renewable energy for the benefit of all residents.

The WCG’s efforts to ensure affordable, reliable and renewable energy extend across the province, with projects such as solar PV installations, which are guided by the Energy Resilience Programme. The programme is aimed at generating 5 700MW by 2035. – SAnews.gov.za

Salute to police officers!

Location: News

Salute to police officers!

The blood, sweat and tears of the men and women in blue have been honoured at the official National Police Day event.

Police Minister Senzo Mchunu said National Police Day, which was held in Durban on Monday, 27 January, is a platform to recognise the sacrifices, courage and unwavering dedication of the members of the South African Police Service (SAPS).

“Today, we pause to reflect on your invaluable contributions, to honour your service and reaffirm our commitment to supporting and strengthening our police service,” Mchunu told officers at the event.

With South Africa having marked 30 Years of Freedom and Democracy last year, Mchunu said the journey of transformation towards a democratic South Africa has been characterised by significant shifts in creating a police service "for the people, by the people".

This year, National Police Day was held under the theme: "Celebrating 30 Years of Policing in Democracy".

In 2005, Cabinet approved 27 January as National Police Day -- a day set aside to remember the sacrifices made by men and women in blue.

“We transitioned from a past marked by division to a future founded on unity, justice and human rights,” Mchunu said.

Throughout the years, SAPS has played a critical role in strengthening democracy, protecting citizens and ensuring that every South African can live in safety and dignity.

“You are the shield between law-abiding citizens and those who wish to inflict harm upon them. You are the first line of defence in our fight against crime, corruption and lawlessness.

“We gather here at Kings Park Athletic Stadium, not only as officials and law enforcement personnel but as a unified force standing against crime and injustice.

“As officers of the law, you bear the immense responsibility of ensuring peace, maintaining order and bringing justice to those who seek to undermine our nation’s security. Every day, you put your lives on the line, facing unimaginable dangers to safeguard our communities.

“You leave your families to serve the greater family that is our beloved country. Your sacrifices do not go unnoticed. On behalf of the government of the Republic of South Africa and the people you so diligently protect, I extend my heartfelt gratitude to each and every one of you. We honour your bravery. We respect your resilience, and we salute your dedication,” Mchunu said.

Crime, however, remains one of the greatest challenges facing the nation.

“We will not falter in our duty to dismantle criminal networks, to root out corruption and to restore public confidence in law enforcement. We recognise that policing is not just about enforcement; it is about service.

“It is about building trust between officers and communities, ensuring that every citizen regardless of where they live feels safe, protected and heard,” Mchunu said.

The Minister said the trust of the people in the SAPS is the greatest weapon.

“Our strength lies in the bonds we forge with our communities. The more we work together, the stronger we become in our mission to eradicate crime. A police service that commands the trust of the people is a police service that can truly make a difference.

“We must continuously invest in training, technology, and community partnerships to enhance our effectiveness. A police service that adapts, innovates, and works hand in hand with the people is a police service that can truly serve and protect,” the Minister said.

Honouring the legacy

At its last annual Police Commemoration Day in September last year, SAPS honoured 39 officers, who died in the line of duty between 01 April 2023 to 31 March 2024.

SAPS also has the South African Police Service Education Trust (SAPSET), which was officially established on 23 November 2010. The objective is to provide financial and resource support to the children of fallen heroes and heroines, who died in the line of duty.

To date, SAPSET has assisted 1 631 children; 21 have graduated, and 155 have matriculated. To date, SAPSET has raised over R17 million.

According to SAPS, operational members’ danger allowance was increased from R400 to R700 as from April 2022. - SAnews.gov.za

South Africa outlines G20 Presidency plans at WEF

South Africa outlines G20 Presidency plans at WEF

As the world convened in Davos for the World Economic Forum (WEF) Annual Meeting recently, South Africa presented its vision for the G20 Presidency this year – outlining a path towards a more equitable and sustainable future.

This is according to President Cyril Ramaphosa who addressed the country through his weekly Presidential newsletter on Monday.

South Africa’s theme for the Group of Twenty (G20) Presidency is Solidary, Equality, Sustainable Development.

“We made the point that it is in the interests of all countries, large and small, wealthy and poor, to reduce global inequality. That is why one of our priorities is ensuring debt sustainability for low-income countries. By freeing up funds for debt relief in these countries, they will be in a better position to invest in infrastructure, industrial development, education, health care and other forms of development.

“Another focus area, which both reduces poverty and promotes sustainability, is the mobilisation of finance for a just energy transition. Through this, developing economy countries will be able to pursue a low-carbon development path while protecting the interests of affected workers, businesses and communities,” the President said.

Related to this, the President spoke of the “mobilisation of special financing and insurance to enable vulnerable countries to rebuild after being struck by natural disasters” and harnessing critical minerals “to promote inclusive growth and development”.

He emphasised, however, that in order for sustainable growth to be achieved, countries must work together.

“We stressed that our themes and priorities are underpinned by the principle of cooperation. Throughout history, human progress has been possible only through collaboration among peoples and countries.

“We therefore renewed our call for the resolution of global challenges through multilateral actions. We called for inclusive solutions that recognise that the world is more interconnected than ever before,” he said.

Pressing further, the President emphasised that the current world climate shows that “no country can go it alone”.

“No country can sustain its growth, stability and development without working together with other countries to overcome common problems,” he said.

Positive sentiment

President Ramaphosa revealed that South Africa’s message at WEF “resonated with the participants in Davos”.
“It was a sentiment shared by many of the business leaders with whom we interacted, as well as with other heads of state and multilateral institutions.

“Many of the people we spoke to endorsed South Africa’s G20 priorities. They saw the value of our focus on Africa and the interests of countries with developing economies. They appreciated the importance of reducing inequality within and between countries and the need for new growth paths that are climate-friendly sustainable,” he said.

Furthermore, there was a much-improved sentiment towards “South Africa and the prospects for our economy in the years ahead”.

“They commented on the successful transition from the 6th to the 7th administrations and the formation of the Government of National Unity. They saw this as a sign of stability and a common commitment among parties to inclusive growth, employment and a capable state.

“They welcomed the far-reaching reforms that are underway in areas such as energy, logistics, telecommunications and water to grow and transform our economy.

“The South African delegation left Davos with a sense that there are many leaders in the world that share our vision of an inclusive, just and equal world. And that they are prepared and willing to work with us through our G20 Presidency towards the achievement of such a world,” President Ramaphosa concluded.

Western Cape schools fall victim to vandalism, theft over holidays

Western Cape schools fall victim to vandalism, theft over holidays

Despite increasing to 480 the number of schools where the Western Cape Government (WCG) subsidised holiday security, the province has seen a rise in burglary and vandalism cases during this period.

During the summer holidays, 47 incidents of burglary or vandalism were reported by 34 schools.

“This is a significant increase in incidents from the 26 incidents reported at 24 schools during the same period [the previous] year. While the majority of incidents were minor, these incidents are costly to schools, both in terms of the cost of replacement and the impact on school functionality,” the Western Cape Education Department said.

Items damaged or stolen include electrical fixtures, appliances, food for learners, bathroom fixtures, fencing and security equipment, windows, and a host of other items.

“It is disappointing that our schools will once again have to allocate time and resources to cover these losses. Our schools are precious community resources, and they must be protected and cared for by all of us,” the department said.

The provincial department has requested that the public remain vigilant regarding their local schools.

They urge individuals to report any suspicious activity near schools immediately to the South African Police Service (SAPS) or the Safe Schools hotline at 0800 45 46 47.

“If you have any information, no matter how small, about the incidents that occurred over the holiday, please do not hesitate to inform the SAPS.

“What might seem insignificant information may turn out to be the missing piece of the puzzle that they need to apprehend the criminals and recover our schools’ property.” – SAnews.gov.za
