SA to continue promoting stability in the DRC

SA to continue promoting stability in the DRC

South Africa’s Permanent Representative to the United Nations, Ambassador Mathu Joyini, has stated that South Africa will continue to contribute to promoting peace and stability in the eastern region of the Democratic Republic of Congo and to the continent’s overall peacekeeping efforts.

The United Nations Security Council held an emergency meeting yesterday regarding deadly clashes in eastern DRC, following Kinshasa’s withdrawal of its diplomats from Kigali as Rwanda-backed rebels advanced on the key city of Goma.

At least 13 soldiers serving with peacekeeping forces in the Democratic Republic of Congo (DRC) were killed by M23 rebels in the eastern DRC after two days of fierce fighting, including nine members of the South African National Defence Force (SANDF).

The SANDF soldiers are part of the Southern African Development Community Mission in the Democratic Republic of Congo (SAMIDRC) deployed to support and assist the government of Africa’s second-largest country to restore peace, security, and stability.

Joyini believes that the situation in the eastern DRC requires decisive action from the international community led by the UN Security Council following the killing of peacemakers.

“This Council must send a clear message that peacekeepers’ lives matter. We must value and safeguard the contribution of those entrusted to carry out the mandates adopted in this Chamber,” she said on Sunday.

M23 is one of the groups seeking to establish control in the mineral-rich regions of North and South Kivu provinces located near the border with Rwanda.

According to reports, more than 400 000 people have been displaced since the beginning of 2025.

“We deplore these unwarranted attacks against MONUSCO [United Nations Organisation Stabilisation Mission in the Democratic Republic of the Congo] and the SAMIDRC uniformed personnel who are deployed not only to promote peace, security, and stability in eastern DRC but, by extension, in the African continent in general.”

Condolences

The Ambassador took the time to express her condolences to the families of peacekeepers who have lost their lives and wish a speedy recovery to those injured.

“The cost of being a UN peacekeeper should never be this high. This Security Council has passed many resolutions providing clear guidance on such violations against peacekeepers. The Security Council must take decisive action against callous acts to undermine its role and decisions to maintain international peace and security.”

Support

She called on the Rwanda Defence Forces to cease support to the M23 and for the rebel group to immediately cease all hostile actions and withdraw from occupied areas.

“We cannot accept a world wherein non-State actors are armed to do the will of other States, while those States refuse to accept responsibility for unnecessary armed violence and potential war crimes.”

Lasting solution

Joyini believes that the international community can no longer afford to simply watch as this conflict in the eastern DRC continues to displace, maim, and kill innocent civilians.

“The Security Council must use the tools at its disposal to act against those who perpetuate the conflict in eastern DRC, including calling for their withdrawal from the DRC.

“There must also be a resumption of both the Luanda and Nairobi Processes to find a lasting political solution to the cyclical conflict in the eastern DRC. South Africa commends His Excellency João Manuel Gonçalves Lourenço, President of Angola in his capacity as the African Union Champion for Peace and Reconciliation in Africa, for his tireless work on the Luanda Process.”

The Ambassador once again called on the relevant parties to engage in this process to agree on a negotiated settlement that includes peace and stability in the entire Great Lakes region and Africa.

DPME Minister welcomes signing into law of Expropriation Bill

DPME Minister welcomes signing into law of Expropriation Bill

The Minister in the Presidency for Planning, Monitoring and Evaluation Maropene Ramokgopa has welcomed the signing into law of the Expropriation Bill, saying it signals an “unequivocal step in South Africa’s spatial transformation”.

On Friday, President Cyril Ramaphosa signed into law the Expropriation Bill, which sets out how organs of State may expropriate land in the public interest for varied reasons.

Over the past few years, the South African government has been implementing measures to transform the spatial geography of South Africa.

This has seen the introduction of the National Spatial Development Framework, which was championed by the Department of Planning, Monitoring and Evaluation (DPME) and the Department of Agriculture, Land Reform and Rural Development.

The Spatial Development Framework aims to address South Africa’s historical spatial imbalances by providing guidance and coordinating policies, plans and programmes which impact on spatial planning, land development and land use in the country.

The Expropriation Bill will assist in the implementation of the Spatial Development Framework through its legislation on how the State can expropriate land in the public interest for varied reasons.

“The National Spatial Development Framework sets out the goals for spatial planning in South Africa which cannot be complete without access to land. The signing into law of the Expropriation Bill means that we can reach the goals of spatial planning in both urban and rural areas,” Minister Ramokgopa said.

“The National Development Plan 2030 speaks of the need to address inequities in the land market that make it difficult for the poor to access the benefits of life in towns and cities.

“The Expropriation Bill will assist in the implementation of measures to attain spatial justice for communities as we continue our efforts to build a better life for our people,” the Minister said.

Following the signing of the Expropriation Bill into law by the President, the Department of Planning, Monitoring and Evaluation will engage with other government departments on “how to maximise this opportunity to drive real and sustainable transformation that leaves no one behind”. – SAnews.gov.za

Trade, Industry and Competition unpacks Transformation Fund

Location: News

Trade, Industry and Competition unpacks Transformation Fund

The Department of Trade, Industry and Competition (the dtic) says the Transformation Fund is a critical initiative that advances South Africa’s constitutional commitment to economic redress and inclusive growth, which the dtic is bound by.

Rooted in Section 9(2) of the Constitution, it aims to promote shared equality through legislative and other measures to empower black-owned enterprises and small, medium, and microenterprises (SMMEs).

The fund also reflects the statement of intent of the Government of National Unity (GNU), which emphasises fostering redress and inclusive economic growth.

“The GNU’s transformative agenda seeks to dismantle systemic barriers to economic participation, ensuring that historically-disadvantaged communities are afforded equal opportunities to thrive in all sectors of society,” said the department.

In addition to advancing the constitutional imperative of economic redress, the fund is anchored in the Broad-Based Black Economic Empowerment (B-BBEE) Act, particularly Section 2(h), which obligates government to "increase the effective economic participation of black-owned and managed enterprises, including small, medium, and micro enterprises and cooperatives, and enhance their access to financial and non-financial support”.

The fund directly addresses these priorities while promoting greater compliance with B-BBEE requirements and unlocking opportunities for sustainable growth.

Aligned with the National Development Plan’s (NDP) Vision 2030 to eliminate poverty and reduce inequality, the fund supports Outcome 4: decent employment through inclusive economic growth.

It also reinforces the department’s Medium-Term Development Plan (MTDP) 2024–2029, which prioritises job creation and inclusive economic participation, as outlined in the revised Annual Performance Plans (APPs).

The following include the objectives of the Transformation Fund:
- Promotes economic inclusion: Provides financial and non-financial support to black-owned enterprises, ensuring meaningful participation in the economy.
- Addresses fragmentation: Aggregates resources from existing Enterprise and Supplier Development (ESD) obligations and other sources to enhance impact and efficiency.
- Fosters sectoral growth: Focuses on high-impact sectors, including agriculture, tourism, ICT, manufacturing, and businesses in township and rural areas.
- Enhances market access: Offers technical assistance, pre- and post investment support, and market access opportunities to beneficiaries.
- Supports industrialisation: Aligns with South Africa’s industrial policy to stimulate growth in productive sectors and underdeveloped areas.

“The Transformation Fund is not about imposing new obligations but about ensuring that existing commitments under the B-BBEE legislation are strategically utilised to create meaningful economic transformation. It embodies our constitutional mandate to achieve equality and empower historically disadvantaged communities,” Minister of Trade, Industry, and Competition, Parks Tau, said.

As outlined in the department’s revised Annual Performance Plans (APPs), the fund’s conceptual framework will be opened for public consultation and stakeholder engagement with a target to mobilise R100 billion by 2029.

“We welcome the ongoing debate on transformation and look forward to broad participation during the consultation process. This timeline underscores the dtic’s commitment to achieving sustainable and impactful transformation.”

He said the Transformation Fund was not merely a funding mechanism, “it is a catalyst for change”.

“Through collaboration with the private sector, civil society, and other stakeholders, we will create an economy that is inclusive, sustainable, and reflective of South Africa’s diversity.” – SAnews.gov.za

SA film’s Oscar nomination highlights wildlife heroes

The Minister of Forestry, Fisheries and the Environment, Dr Dion George, has congratulated the creators of the short film, The Last Ranger.

The film has been nominated in the Best Live Action Short Film category of the 97th Academy Awards.

George, who recently attended a ranger course at the Southern African Wildlife College in order to better understand the work of rangers, highlighted how timeous the Oscar nomination comes as the department intensifies the fight against wildlife poaching.

“I wish to congratulate the team behind this important body of work on choosing to highlight the plight of our rangers, a community of real-life heroes who are often overlooked. I believe that this film helps tell our rangers’ story and as a result of this nomination, rangers will garner more local and international support for their work,” said the Minister.

The Last Ranger short film explores the theme of rhino poaching and conservation efforts.

Set against the spectacular landscapes of the Eastern Cape, The Last Ranger tells the story of a young Xhosa girl and a female game ranger who fight to save rhinos from poachers.

The film exposes both the horrors of rhino poaching and the socio-economic complexities facing local communities. The film was directed by Cindy Lee and was locally produced by Star Films and internationally, by Kindred Films.

The Minister said the film showed the urgent need to address the resource constraints facing local rangers.

“South Africa’s dedicated rangers are doing incredible work despite being massively under-resourced, and the government is committed to ensure that they have the tools and support needed to carry out their duties effectively.”

George called on the local and international community to come together against poaching criminal syndicates.

"We hope that The Last Ranger not only showcases the high calibre of our South African creatives, but also showcases the beauty of South Africa’s natural heritage, including our wildlife. We will be watching the Oscars with great anticipation on 2 March 2025 in the hopes that they will bring the Oscar home," said the Minister.

He encouraged all South Africans and international supporters of rangers to go out and watch the movie in their multitudes and to also experience the beauty and majesty of South Africa’s national parks by visiting the country's wildlife reserves. – SAnews.gov.za

50 bursaries for deserving students

Deputy President Paul Mashatile has announced that government will provide 50 bursaries for deserving students who have been accepted into public institutions of higher learning, including Technical and Vocational Education and Training (TVET) colleges.

These bursaries will be offered through the National Skills Fund, which collaborates with the National Student Financial Aid Scheme (NSFAS).

“The National Skills Fund supports this initiative through the department and aims to bridge the gap in access to education, particularly for the top students we are celebrating today,” Deputy President Mashatile explained.

The country’s second-in-command announced this during his keynote address at the KwaMpumuza 4th Annual Matric Excellence Awards ceremony at Sweetwaters, uMgungundlovu District, Pietermaritzburg, KwaZulu-Natal.

The awards ceremony celebrates the academic achievements of the top Matric Class of 2024 from 16 schools within the Mpumuza Traditional Authority.

The Blackburn Sports Ground in Sweetwaters was filled with the Matric Class of 2025, along with 329 primary school learners who received uniforms.

The event honoured high-achieving schools, teachers, and students from 11 schools in the KwaMpumuza area.

“Having a matric certificate means that you have gone through many obstacles since primary school and have worked hard to make the most of your future. You are a great source of pride for your families, schools, and the entire Mpumuza community,” he told those who have passed Grade 12.

He also thanked the educators and parents for their support.

“Your determination and sacrifice are not taken for granted, may you one day, through these children, enjoy the fruits of your labour.

“To those of you who are going to university, remember that you are now in charge of your own life,” he added.

He encouraged those heading to university to do their best to secure a brighter and more prosperous future.

“A university degree or qualification is a treasure that no one can take away from you, and it is a key to many closed doors.

“I encourage you today to dream big dreams. Do not be discouraged by your background, and the challenges that you have gone through. You deserve the best that life has to offer and as a government, we are determined to support you to make your dreams possible.”

Focusing on the current matriculants, he encouraged them to study diligently and resist distractions like peer pressure.

“I urge all of you to stay away from alcohol, drugs, and other harmful behaviours including violence of any form, early entry into sexual behaviours leading to teenage pregnancy, and STDs [sexually transmitted diseases].”

He also took the time to speak to the parents of children who failed and reminded them that every setback is a setup for a stronger comeback.

“Your love and encouragement can make all the difference in helping them find their way forward.

“Whether they pass or not, every learner is part of our shared future, and they all deserve our love, guidance, and unwavering belief in their potential.”

He concluded his speech by referencing former State President Nelson Mandela, who famously stated, “Education is the most powerful weapon you can use to change the world“. – SAnews.gov.za

South African mining reports record low fatalities in 2024

Location: News

South African mining reports record low fatalities in 2024

South Africa’s mining sector has recorded the safest year in history in terms of fatalities with the industry reaching a record low in deaths and no disaster-type incidents recorded.

This is according to Minister of Mineral Resources and Petroleum, Gwede Mantashe, who released the 2024 Mine Health and Safety Statistics in Pretoria on Thursday.

“The South African mining industry recorded 42 fatalities in 2024 marking the lowest ever number of fatalities in the history of mining in South Africa. This represents a 24% improvement, year-on-year, compared to 2023 when we had 55 fatalities.

“There were no disaster type accidents reported in 2024 compared to one disaster-type accident in 2023, 13 mine employees lost their lives in a conveyance accident in the platinum sector,” Mantashe said in a written statement.

In the industry, a disaster-type incident is described as one where at least five miners lose their lives in one accident.

The fatalities recorded per commodity in 2024 were as follows:

  • 11 in the gold sector, compared to 20 in 2023, a year-on-year improvement of 45%.
  • 19 in the platinum sector, compared to 22 in 2023, a year-on-year improvement of 14%.
  • 6 fatalities in the coal sector, compared to 7 in 2023, a year-on-year improvement of 14%.
  • 6 fatalities for the category of other mines, compared to 6 in 2023, showing no improvement year-on-year. This category includes mining in diamonds, chrome, copper, zinc, sand, lime, granite, manganese, nickel, bricks, etc.

The Minister emphasised that the improvement was due to work done between labour unions, mining houses, government and the at least 479 000 miners working in the industry.

“This record is as a result of concerted effort by all parties that are involved in providing and maintaining a working environment that is safe and without risk to the health and safety of employees and all those that may be directly affected by the activities of mining.

“The continued collaboration and implementation of the necessary measures on health and safety throughout the year have demonstrated that significant improvements in results can be achieved.

“We, therefore, commend the collective efforts which have gotten us here, and urge all stakeholders to redouble our efforts to reach the goal of Zero Harm,” the Minister said.

Occupational injuries and diseases

Occupational injuries in the sector also reduced from some 2181 reported injuries in 2023 to about 1841 in 2024.

“This translated to a 16% improvement year-on-year. Of great concern to us is that most of these injuries are mainly because of repeat accidents categorised as fall of ground, transportation and mining and general types of accidents.

“We therefore urge the employers and labour to be explicit about their respective roles and programs for the provision and maintenance of a safe working environment that is free of risks,” the Minister said.

Turning to occupation diseases, Mantashe noted that “significant progress has been made in reported occupational diseases”.

These dropped from some 2233 to 1864 cases.

“Much of the progress is attributable to the manganese, iron, chrome, coal, diamond, copper, and platinum sectors. There was also a decrease in silicosis, Pulmonary TB, Coal Workers Pneumoconiosis and other diseases.

“It is, however, regrettable that during the reporting year 2023, the gold sector reported the highest number of occupational diseases for both silicosis and pulmonary tuberculosis cases, whereas the platinum sector reported the highest number of noise induced hearing loss cases,” he said.

The Minister encouraged industry stakeholders to continue working together and “share good practices” to ensure zero harm in the industry.

“All employers and employees are encouraged to work safely and apply zero tolerance on sub-standard work and conditions. All mineworkers and supervisors are reminded that unsafe work practices always lead to undesirable circumstances.

“We, therefore, urge all mineworkers not to risk their lives and, thereby urge them to exercise their right to refuse dangerous workplaces. By so doing, every mineworker will return home unharmed, and our ultimate goal of zero harm will be attained,” Mantashe concluded. – SAnews.gov.za

R60 billion lost to illegal mining in 2024, says Minister

Location: News

R60 billion lost to illegal mining in 2024, says Minister

Illegal mining is waging war on the South African economy, with the illicit trade costing the economy at least R60 billion in 2024.

This is according to the Minister of Mineral and Petroleum Resources, Gwede Mantashe, who briefed the media on Thursday.

“Our view on illegal mining remains unchanged. Illegal mining is a criminal activity and a war on the economy. There can be no two ways about it.

“The truth of the matter is that those that are involved in illegal mining, both the syndicates and the active illegal miners, have no regard for the health and safety of others, nor are they concerned about the laws that regulate the industry. They are in it for their own selfish gains and have no regard for the country. In 2024 alone, the country lost an estimated R60 billion to illicit precious metal trade,” Mantashe said.

The Minister insisted that the department was working with law enforcement to root out the scourge.

“As government, we will continue our fight against illegal mining through initiatives such as the Operation Vala Umgodi which continues to help us deal decisively with illegal mining in Limpopo, Gauteng, Mpumalanga, Free State, Northern Cape and the North West.

“We wish to assure the nation that the state will not take responsibility for the reckless actions of illegal miners,” he said.

Replying to questions from journalists, the Minister called on mining companies to take responsibility for rehabilitating mines.

“An operational mine must do rehabilitation as they operate. There are big chunks of holes which were left…[these are] what we call derelict and ownerless mines. Those are mines that were operated under Apartheid where there was no legislation enforcing rehabilitation. The state has taken responsibility to attend to that,” he said.

Turning to the situation at Stilfontein where at least 78 illegal miners have died, Mantashe called out the owners of the abandoned gold mine – urging them to take responsibility.

“If you go to…a mine that’s neglected, you go and stay there for three months and you starve yourself to death, how does that become the responsibility of the state? Capital owned mines exploit them, make money and when there’s a risk, that risk must be offloaded to the state…that cannot be correct.

“The Stilfontein goldmine…is not an ownerless and derelict mine. It is owned by an existing company and that company must take responsibility. The state intervened to facilitate the rescue operation as an interim measure. But that owner must take the ultimate responsibility for that disaster, not the state,” he said.

The rescue operation at the abandoned Buffelsfontein gold mine near Stilfontein was recently concluded with at least 246 illegal miners being brought to the surface alive, while 78 bodies were recovered. – SAnews.gov.za

Minister Meth stresses collaboration with Labour Federations for fair policies, effective enforcement

Minister Meth stresses collaboration with Labour Federations for fair policies, effective enforcement

Employment and Labour Minister Nomakhosazana Meth has emphasised that close collaboration with labour federations is integral to shaping equitable policies and ensuring effective enforcement.

Speaking at the National Economic Development and Labour Council (NEDLAC) Annual Labour School in Pretoria on Wednesday, Meth said the union’s insights inform better law-making and governance and enhance the department’s capacity to monitor compliance.

“The role of unions in a free South Africa has been a testament to the indomitable will of the South African people. The growth, strength and influence of unions play an indispensable role in advocating for worker’ rights and ensuring that the economic gains of our country are shared amongst all its people.

“We recognise the transformative role that thought leadership and transversal coordination play in aligning policy, catalysing industrial expansion, and equipping our workforce for tomorrow’s opportunities,” Meth said.

She said NEDLAC, which comprises members from government, business, labour and civil society, remains the country’s statutory social dialogue forum and was essential for forging a balanced consensus on labour and socio-economic legislation.

“We will continue to defend and elevate NEDLAC’s role, ensuring that government departments comply with the requirement to table all labour-related Bills there.

“It is also vital that Parliament allows NEDLAC engagements to unfold thoroughly before finalising legislative processes, preserving the spirit of inclusive policymaking that underpins South Africa’s democracy,” she said.

Meth spoke about South Africa's high unemployment rate, especially youth unemployment, which stood at 45.5 % as of the third quarter of 2024.

She said that these alarming statistics are echoed in the nation’s communities, as poverty, social tension and lost economic potential.

The Minister said the crisis is even more acute among the youth, threatening to create a “lost generation”, whose long-term career prospects are permanently curtailed.

“We recognise that stand-alone programmes cannot solve this crisis. Effective solutions must align with overarching frameworks such as the National Development Plan (NDP), the Economic Reconstruction and Recovery Plan (ERRP), and the Medium-Term Development Plan (MTDP) 2024 – 2029.

“These plans point us to an inclusive path of structural transformation, where public and private resources unite to generate sustainable growth and reduce inequality,” she said.

Following the 2019 reconfiguration, the Department of Employment and Labour broadened its scope from primarily regulating labour standards to actively driving employment creation.

Meth explained that this expanded mandate rests on three core pillars, including harmonising and coordinating multi-departmental initiatives to maximise impact and Leveraging data-driven insights to shape policy decisions and anticipate future skill requirements.

The third pillar is streamlining job creation projects and fostering partnerships across government, the private sector, and civil society.

In October last year, Meth announced that the department would increase the number of labour inspectors from 2000 to 20,000.

The inspectors play an important role in ensuring that companies stick to the labour laws and help the department achieve its mandate.

The Minister further emphasised that it is crucial for government and organised labour to work together.

“We should, together with a renewed sense of urgency, work to tackle the interwoven challenges of unemployment, inequality and poverty. Our collective purpose must clearly ensure that every policy, programme, and partnership we pursue brings us closer to an economy where dignified, productive work is available to all,” she said.

Meth further extended her gratitude to organised labour for its vigilance and activism in always raising pertinent issues in different workplaces.

“Let us move forward together, government, labour, business, and civil society and strengthen the bonds of social partnership and ensuring that South Africa’s commitment to inclusive growth is not just an aspiration but a lived reality.

“The future of work summons us to respond with unity, innovation, and unyielding determination to improve the lives of all who call our country home,” she said. – SAnews.gov.za

North West Premier proposes Eskom take over Ditsobotla electricity supply

North West Premier proposes Eskom take over Ditsobotla electricity supply

The North West Provincial Government, led by Premier Lazarus Mokgosi, has held an engagement session with the Council of Ditsobotla Local Municipality in Lichtenburg to address the municipality’s ongoing service delivery challenges, particularly regarding electricity supply.

During the meeting, the provincial government proposed that the struggling municipality transfer its electricity rights to Eskom, under the oversight of the Ministry of Electricity.

The special Council meeting, held on Tuesday, was attended by Premier Mokgosi, who was invited by the Council, and MEC for Cooperative Governance, Human Settlements, and Traditional Affairs (CoGHSTA), Oageng Molapisi. The visit aimed to engage directly with councillors to explore solutions to service delivery challenges.

Lichtenburg has faced severe power supply issues, including prolonged blackouts in 2023 after Eskom cut off electricity due to the municipality’s historic debt. Reports indicate that Ditsobotla Local Municipality owed Eskom over R1 billion at the time, making it one of the country’s largest defaulters.

Premier Mokgosi urged the Council to support the proposal to allow Eskom to take over the electricity supply function. He argued that this intervention would ensure an uninterrupted power supply across the municipality, as previous efforts by the local government had failed to produce the desired outcomes.

“The municipality is facing numerous challenges, and at the center of these challenges are the people we must serve,” Mokgosi said. “The municipality lacks both the financial capacity and the necessary skills to manage electricity provision. One of the options we presented was for Eskom to assume full responsibility for electricity operations to alleviate this burden.”

However, councillors expressed concerns about revenue collection from electricity supply and the potential financial implications for the municipality. To address these concerns, the parties agreed to hold a follow-up engagement session with all relevant stakeholders to discuss the details of the proposed intervention.

“We are exploring every possible avenue to stabilize this municipality,” Mokgosi emphasized. “It is essential for all of us to work together to achieve this objective.”

The upcoming engagement session will be led by Premier Mokgosi and attended by MEC for CoGHSTA, representatives from the Ngaka Modiri Molema District Municipality, the Ministry of Electricity, and the Department of Water and Sanitation.

The session will include discussions on a Section 154 intervention report and address questions about blocked and ongoing projects in the municipality.

“This collaborative effort aims to stabilize the municipality and ensure reliable service delivery for the residents of Ditsobotla,” Mokgosi concluded.

Public Works Department decries surge in infrastructure vandalism amid scrap metal theft

Public Works Department decries surge in infrastructure vandalism amid scrap metal theft

The Department of Public Works and Infrastructure has raised serious concerns about the relentless wave of infrastructure destruction, including the theft of aluminum and cables, the vandalism of traffic lights and railway lines, and the destruction of pylons.

In a recent incident, the department condemned the brazen actions of armed criminals who targeted government properties to steal steel, aluminum, and other valuable materials.

Late last night, security personnel at Public Works House, located in the Central Business District (CBD) of Pretoria, thwarted an attempted robbery by a group of armed intruders. The suspects were attempting to steal aluminum and steel infrastructure, including furniture, from the government premises.

The confrontation resulted in two suspects being shot after the group, armed with dangerous weapons, forcibly infiltrated the guarded property. The attackers are believed to be part of a notorious syndicate involved in the vandalism and theft of metals for sale in the scrap metal market.

Some of the suspects reportedly carried machetes (commonly referred to as pangas) to intimidate and attack security guards. Despite the violent encounter, the security team responded swiftly, wounding two intruders while others managed to escape.

“There have been numerous incidents of vandalism reported at various properties within the CBD area of Tshwane, with Public Works House being a frequent target,” the department stated. It added that fencing had also been repeatedly dismantled and stolen from government properties.

The department expressed concern that some of these crimes may be linked to individuals addicted to substances like nyaope, who sell stolen materials to scrap metal dealers for quick cash.

“The flourishing scrap metal industry and its apparent link to stolen materials are having a devastating impact on critical infrastructure and the broader economy,” the department warned.

The injured suspects were transported to a hospital, while some of the security personnel involved in the incident have been questioned as part of an ongoing police investigation.

“As investigations continue, the department will intensify security measures to safeguard public assets, which are essential for public use and economic growth,” the statement concluded.

Social Development reiterates commitment to improving SASSA services

Social Development reiterates commitment to improving SASSA services

Social Development Minister Sisisi Tolashe has pledged her support and commitment to improving South African Social Security Agency (SASSA) services during an engagement with the agency's senior managers at a strategic planning session in Cape Town.

Tolashe on Tuesday expressed her heartfelt congratulations to the many social grant beneficiaries, who excelled in the 2024 matric exams.

Of the 724 156 full-time learners who registered for the National Senior Certificate (NSC), 572 338 are social grant beneficiaries, representing 81% of the registered pupils in the education sector.

These learners achieved a commendable pass rate of 86%.

“This indicates that the investment government is making in the lives of poor and vulnerable children is yielding a positive impact in breaking intergenerational poverty," Tolashe said.

Reflecting on recent achievements, the Minister highlighted key milestones and ongoing priorities. She committed to urgently addressing the issue of permanent leadership appointments and the shortage of personnel at most local offices.

Furthermore, the Minister highlighted the need for community-based engagements and outreach activities.

“Our community is waiting for our immense intensification of community outreach, where we prioritise underserved areas to bring services closer to our people,” she reiterated.

With regards to SASSA systems, Tolashe urged management to prioritise improving and modernising systems to improve accessibility, queue management and prevent fraud.

In addition, the Minister has requested SASSA Acting CEO, Themba Matlou, to provide a plan that seeks to resolve the challenges of payment channels in rural areas by providing an alternative solution for payments.

“We commit ourselves to work with [SASSA]... We are available at all times to address the challenges together. We all need to be solution-driven in our course to make changes to the lives of our people through concerted efforts,” the Minister said.

President Ramaphosa outlines SA’s G20 Presidency priorities at WEF

President Ramaphosa outlines SA's G20 Presidency priorities at WEF

President Cyril Ramaphosa has highlighted the significance of South Africa's G20 Presidency and the economic priorities of the South African Government of National Unity during a special address to the 55th World Economic Forum in Davos-Klosters, Switzerland.

The President told world leaders that South Africa will focus its G20 Presidency on three themes - namely solidarity, equality and sustainable development.

He emphasised the country’s commitment to advancing a just energy transition, fostering inclusive growth and addressing global inequalities.

“As a leading forum for international economic cooperation, the G20 plays an important role in shaping and strengthening global architecture and governance on major international economic issues,” the President said.

He pointed out that the G20 is being hosted on the African continent for the first time in history.

“This is a moment of great significance for South Africa, the African continent and the world in that it was in Africa where humans developed the capacity and the impulse for cooperation.

“Cooperation has been one of the key markers of human development touching on many aspects of life, from survival and social organisation to technological and cultural progress, which is what the G20 was established for - to foster cooperation to deal with the challenges the world faces. Cooperation is the bedrock of human civilisation,” President Ramaphosa said.

He referred to former President Nelson Mandela’s speech at the WEF annual meeting 33 years ago, when Tata Madiba said: “Our interdependence, bringing us together into a common global home, across the oceans and the continents, demands that we all combine to launch a global offensive for development, prosperity and human survival.”

President Ramaphosa said South Africa's G20 Presidency is aimed at pursuing the objective of fostering solidarity, equality and sustainable development.

“It is South Africa’s firm view that these themes can best be taken forward through the collective actions of institutions like the G20 and various multilateral institutions of the world, especially the United Nations, the WTO [World Trade Organisation] and global financial institutions, which should be reformed and be more representative and responsive to the needs of the citizens of the world.

“We will seek to get the G20 to focus more on how we can enhance solidarity through collective efforts to ensure that in the pursuit of progress for all, no person and no country is left behind,” the President said.

He emphasised that the rights and freedoms of one people cannot be separated from the rights and freedoms of all peoples. The President said that this is the foundation on which solidarity is built.

He said one of the greatest impediments to growth, development and stability is the persistence of inequality within and between countries.

The pursuit of the UN Sustainable Development Goal on reducing inequality is as much of an economic imperative as it is a social imperative, President Ramaphosa said.

“As the G20, we need deliberate and coordinated efforts to focus on inclusive growth based on responsive trade and investment to grow the incomes of poor nations and the poorest in society and to ensure equal access to opportunities especially for women and young people.

“For nations to flourish, equality and prosperity must be available to everyone – regardless of gender, race, religious beliefs or economic status,” he said.

Mobilising Finance for a Just Energy Transition

Another of South Africa’s priorities for its G20 Presidency is to mobilise finance for a just energy transition.

President Ramaphosa underscored the need for enhanced climate financing, urging global financial institutions to redirect unused Special Drawing Rights to support developing economies, particularly in Africa and the Global South.

“It is simply not fair that over 60% of Special Drawing Rights are concentrated in a handful of wealthy countries. These resources should empower countries in Africa to invest in infrastructure, education, health care, and industrial development,” the President said.

He called for innovative financing mechanisms and private capital to scale sustainable development, urging global institutions to derisk and support financing for emerging markets.

Highlighting South Africa’s Just Energy Transition Partnership, the President said: “We must accelerate the transition to low-carbon economies in a manner that is just and inclusive, while recognising the damage that climate change has already caused.”

Strengthening disaster resilience

With the increasing frequency of climate-induced natural disasters, President Ramaphosa said South Africa has therefore made the strengthening of disaster resilience as one of the priorities of its G20 Presidency.

He called for special financing and insurance mechanisms to support post-disaster reconstruction, particularly in vulnerable regions.

Harnessing critical minerals for inclusive growth

President Ramaphosa said another priority is to harness critical minerals for inclusive growth and development.

“We need a G20 framework on green industrialisation and investments to ensure progress towards a grand bargain that promotes value addition to critical minerals close to the source of extraction.

“We also need the development of low-carbon manufacturing value chains which can support decarbonisation and industrial development. As mineral extraction accelerates to match the needs of the energy transition, the countries and local communities endowed with these resources must be the ones to benefit the most,” the President said.

Showcasing Africa’s promise

President Ramaphosa highlighted Africa as the next frontier of global growth, with its abundant natural resources, young population and expanding markets.

He called for G20 support for the African Continental Free Trade Area (AfCFTA) Adjustment Fund, investments in infrastructure, youth skills development, and women’s economic empowerment.

“The digitisation of the continent to enhance trade and development is a key enabler. Through its G20 Presidency, South Africa is well-positioned to advance global cooperation and build partnerships for growth and development,” he said.

Advancing global cooperation

President Ramaphosa praised South Africa’s inclusive governance under the Government of National Unity, which he credited with fostering stability and investor confidence.

“This cooperative culture and approach was taken to a higher level with the establishment of the Government of National Unity following the elections we held in May last year.

“The Government of National Unity, made up of 10 political parties, has been vital to stability and inclusive governance, and has contributed to greater interest among investors in South Africa’s economic prospects,” he said.

The President said over the last few years, the South African government has been working closely with social partners in business and in labour to address key national challenges and drive inclusive growth.

Concluding his address, President Ramaphosa extended an invitation to world leaders to attend the G20 Summit in Johannesburg later this year.

He said the seeds of human progress were sown in Africa, where the earliest forms of cooperation were forged and developed.

“As the leaders of the G20 return to Africa, we make a call that we all harness these essential capabilities that will make us take action to build a better and fairer world. We intend that the G20 in Johannesburg this year should be a forum where cooperation and collaboration amongst the leading economies in the world will be taken to a higher level.

“Acting together, we should build an inclusive, just and equal world in which all may prosper, leaving no one and no country behind. I look forward to welcoming you to the G20 in Johannesburg later this year.

“Even if you do not participate in any of the 130 G20-related meetings, I invite you to come and see South Africa for yourself, the most beautiful country in the world,” he said. – SAnews.gov.za

South Africa is undergoing ‘fundamental transformation’ – President Ramaphosa

South Africa is undergoing 'fundamental transformation' - President Ramaphosa

President Cyril Ramaphosa, says South Africa is undergoing a “fundamental transformation” - as it seeks to accelerate inclusive economic growth.

President Ramaphosa was speaking at the South Africa Night World Economic Forum (WEF), held at the Garden Hall in Davos Klosters, Switzerland, on Tuesday evening.

The event, hosted by Brand South Africa, celebrated the country's G20 Presidency, an extraordinary opportunity to shape the global agenda for inclusive growth and sustainable development.

The event was held on the sidelines of the annual WEF meeting, which is taking place from 20-24 January 2025, under the theme: "Collaboration for the Intelligent Age".

The President told the gathering that the country has introduced reforms in sectors, including water, electricity and logistics, that are serving as a base for economic growth.

“South Africa is undergoing a fundamental transformation. We have introduced bold economic reforms to overcome persistent challenges and unlock the vast potential of our country and its people.

“These reforms have underpinned the country’s economic recovery in the wake of more than a decade of stagnant growth, state capture and the worst global pandemic in more than a century. These reforms are laying a firm foundation for sustained and accelerated growth into the future,” President Ramaphosa said.

He added that the reforms, and the subsequent structural transformation are “sharpening South Africa’s competitive edge, boosting productivity and attracting investment”.

The President pointed to the establishment of the Government of National Unity (GNU), as an example of the commitment from all leaders to maintain “stability, progress and partnership” in South Africa, as the country moves towards inclusive growth.

“While each party campaigned on different platforms, the Government of National Unity has agreed on a common programme to grow an inclusive economy, create jobs and build a capable state.

“Surveys have shown that South Africans have confidence in the Government of National Unity to take the country forward. It has also contributed to a marked improvement in business and investor confidence,” he said.

President Ramaphosa also pointed to partnerships that have been developed between government and social partners, in order to drive the country forward and face challenges together.

“We have a tradition of dialogue and cooperation, of working together to overcome even the most intractable of problems. As we confront the challenges of the present, social partners have been working together, in various forms and forums, to drive a programme of inclusive growth and transformation.

“A concrete example of this is the strategic partnership between the South African government and business. This collaboration focuses on innovative solutions to tackle critical issues, such as energy security, infrastructure gaps, crime and corruption, and job creation,” President Ramaphosa said.

President Ramaphosa described 2025 as “a momentous year for South Africa”, as the country takes its place as the first African country to bear the Presidency of the Group of 20 (G20).

He said through South Africa’s G20 Presidency, the country will demonstrate its unwavering commitment to global solidarity, equality, and sustainability.

“From the triumph of democracy 30 years ago, to our ongoing pursuit of inclusive growth, South Africa has demonstrated that collaboration and determination can shape a brighter future. It is this ethos we bring to the G20.

“Our Presidency provides a platform to amplify voices that have often gone unheard. It is an opportunity to advocate for solutions that prioritise the well-being of all, particularly the most vulnerable. South Africa is well placed to play this role,” he said. – SAnews.gov.za

Government, private sector partner to empower learners in rural KZN

Location: News

Government, private sector partner to empower learners in rural KZN

Learners in uMkhanyakude, in the uMtubatuba region of northern KwaZulu-Natal, received a boost at the start of the school year when the Deputy Minister of Science, Technology and Innovation, Nomalungelo Gina, led a back-to-school campaign.

In partnership with Coca-Cola Beverages South Africa and the Izimpande Foundation, the Deputy Minister on Tuesday delivered 132 new school shoes to Bathathe and Mfekayi primary schools.

Both schools are no-fee institutions that provide accessible, quality education to their communities.

These schools are pivotal in uplifting the Mtubatuba region by fostering educational growth and opportunities for young learners.

Gina reaffirmed her belief that every learner deserves the necessary resources to thrive academically.

The Deputy Minister also extended her efforts to KwaNxusa High School in the uMthonjaneni Municipality and Qantayi High School in the uMhlathuze Municipality, where she donated essential stationery earlier this month.

Inspired by her initiative, Coca-Cola Beverages South Africa and the Izimpande Foundation partnered with the Deputy Minister to expand the campaign and provide much-needed school shoes.

The KwaZulu-Natal Department of Education District Director, Thanduyise Motha, emphasised that providing children with adequate resources from the foundation phase sets a strong base for their academic success.

He said uMkhanyakude has risen to become KwaZulu-Natal’s top-performing district for the National Senior Certificate (NSC) Class of 2024, securing the third spot nationally.

Motha said when he was first appointed to the position, the district was ranked 75th countrywide, highlighting the incredible progress made in improving educational outcomes in the region.

Referring to the donation of school shoes, Motha said the gesture helps to contribute to the excellent pass rate in the district, which motivates learners to study further and harder.

He believes that this also motivates teachers to commit more to the success of the learners.

“This shows that government delivers on its promises at the basic education level, and I thank the Department of Science, Technology and Innovation for gracing us with this much-needed support,” Motha said.

Meanwhile, the Deputy Minister expressed her gratitude to the private sector for its role in the initiative.

“I thank the private sector for partnering with government in this initiative to positively impact our children, planting a seed from which the learners will reap benefits for their future,” she said.

During her interaction with the learners, Gina was inspired by their ambitions, as some learners expressed aspirations of becoming doctors, while another learner shared his dream of pursuing a career as a social worker.

The Deputy Minister encouraged all learners to stay committed to their studies and thanked parents for their essential role in supporting their children’s education.

Izimpande Foundation’s Sihle Ngobese highlighted the importance of supporting male learners in society, an initiative that led to the formation of the non-profit organisation in 2019, and the donation of school resources to various schools around the country.

“The idea of donating school resources is more than anything personal, where I was even assisted by someone I did not even know (sic). This planted a seed in me that I will also help others, just as I was helped.”

The principals of both schools expressed their heartfelt gratitude for the generous donation.

They both expressed hopes for continued support to further improve their school infrastructure and educational resources for the betterment of their learners.

The back-to-school campaign underscored the transformative power of partnerships in addressing challenges faced by underprivileged learners and ensuring they have the tools and support needed to excel in their education. – SAnews.gov.za
