DPWI on track to develop small harbours
Public Works and Infrastructure Deputy Minister Sihle Zikalala will on Friday have a stakeholder consultation in Port St Johns in the Eastern Cape, as part of bringing to reality the development of a small harbour in the area.
Zikalala will be joined by the Eastern Cape Public Works and Infrastructure MEC, Siphokazi Lusithi, Port St Johns local Municipality Mayor, Cebisa Mazuza and the Eastern Cape Chair of the House of Traditional leaders, Mpumalanga Gwadiso.
“Port St Johns in the Eastern Cape, Port Shepstone in KwaZulu-Natal and Port Nolloth in the Northern Cape have been identified for small harbour development, which will create jobs and boost the economy,” the department said on Wednesday.
Last month, Public Works and Infrastructure Minister Dean Macpherson and the Mayor of Saldanha Bay, André Truter, committed to working together to redevelop the St Helena Bay and Saldanha Bay small harbours.
The two small harbours in the Western Cape, which are owned and managed by the Department of Public Works and Infrastructure, have over the years fallen into a state of disrepair, often attracting criminal activity and deterring investment in the surrounding communities.

Public Works commits to rehabilitating St Helena and Saldanha Bay harbours
Public Works and Infrastructure Minister Dean Macpherson and the Mayor of Saldanha Bay, André Truter, have committed to working together to redevelop the St Helena Bay and Saldanha Bay small harbours.
This follows an oversight visit to the harbours on Tuesday morning. Macpherson said the harbours should become economic engines for their communities, creating much-needed jobs.
Macpherson and Truter have committed to working together to revitalise the harbours for the benefit of the local economy.
The two small harbours, which are owned and managed by the Department of Public Works and Infrastructure, have over the years fallen into a state of disrepair, often attracting criminal activity and deterring investment in the surrounding communities.
Macpherson said he would instruct departmental officials to develop a masterplan for the small harbours to ensure they contribute to the Saldanha Bay economy through fishing and tourism development.
“In a similar way that the V&A Waterfront stands as a prime example of how harbours can be used to attract investment and create thousands of jobs, we believe small harbours such as St Helena Bay and Saldanha Bay should be redeveloped to become economic engines for their communities.
“The V&A Waterfront has helped create over 60 000 jobs, and we believe this level of success can be replicated across the country, creating jobs for communities such as Saldanha Bay,” said Macpherson.
Truter welcomed the Minister’s commitment, saying the engagement was extremely positive and demonstrated a clear focus on action and timelines.

Namibia's Tom Alweendo, Minister of Mines and Energy, is at the forefront of the country's emerging oil industry. With first oil expected by 2029 and a pioneering local content policy in place, Minister Alweendo is focused on translating Orange Basin discoveries into tangible development, while balancing investor and community needs. In the Republic of Congo, Bruno Jean-Richard Itoua, Minister of Hydrocarbons, has led milestones including the country's first LNG exports and the Banga Kayo gas project. As Congo prepares for a 2025 licensing round and implements its Gas Master Plan, Minister Itoua's leadership will be critical in positioning the country as a leading energy hub. Maxient Raoul Ominga, Managing Director of SNPC, is spearheading initiatives in the Republic of Congo to boost oil production to 500,000 barrels per day. With the Baleine field development on track to significantly boost production by 2025, PETROCI is cementing the country's position as a regional energy hub.
Sylvia dos Anjos, Head of E&P at Petrobras, is leading the Brazilian NOC's ambitious re-entry into Africa, targeting markets in Namibia, South Africa and Angola. Her vision focuses on leveraging untapped reserves to establish Petrobras as a competitive player and strengthen Brazil's partnership with Africa. In Sierra Leone, Foday Mansaray, Director General of the Petroleum Directorate, is fostering investment in offshore oil and gas exploration. The newly-sanctioned South African National Petroleum Company (SANPC) kicked off its global investor roadshow at African Energy Week: Invest in African Energies on Thursday, inviting investors and governments to engage with South Africa's oil and gas prospects, while showcasing strategic plans for the new entity.
Speaking on the rationale behind the creation of the SANPC, South Africa's Minister of Mineral and Petroleum Resources, Gwede Mantashe, emphasized the need to rationalize and consolidate the country's many state-owned enterprises. The aim is to maximize efficiencies, streamline the sector, reduce costs and prioritize petroleum development as a catalyst for economic growth.
“The focus is to drive economic growth and development. We want it to grow – we want to get into fossil fuels. We must do it. [We want to] improve operational efficiencies, scale of market and market share,” said Minister Mantashe.
The SANPC operates under a broad mandate to acquire, generate, manufacture, market and distribute all forms of energy, including crude oil, natural gas, coal, renewable energy and biofuels. South Africa's extensive coal bed methane and shale gas resources were highlighted, including the gas-rich Karoo Basin and the Saldanha Bay gas-to-power project. The country also benefits from deep-sea ports, robust infrastructure and a favorable regulatory framework, with the potential to create synergies with nearby oil and gas producers such as Mozambique and Angola.
“We need to start thinking as a region instead of as countries,” said Godfrey Moagi, CEO of SANPC.
South Africa's refining capabilities were also emphasized as a critical priority, with enhancing the country's liquid fuels security identified as a matter of national security and strategic interest. The SANPC stated that in 2024, South Africa is expected to import 70% of its manufactured liquid fuel needs.
“This has put the country at risk, and we are dealing with issues of security of supply. We need to prioritize commercial sustainability for the entire CEF Group to drive economic recovery,” said Moagi. “In South Africa, we import $2.5 billion of crude oil and products. The SANPC is going to change this, so that South Africa looks differently.”
“[Reviving] refining capacity reduces the risk on petroleum supply. We must cushion it with our own refining capacity,” said Minister Mantashe.
Following its formation in 2024, the SANPC will enter its second phase of operationalization in 2025, which includes forming strategic partnerships and alliances, operationalizing its assets, and optimizing its business and service model. Starting in 2026, the company plans to enter its growth phase, deploying an integrated “New Energy” growth strategy, developing and optimizing assets, expanding its portfolio, diversifying revenue streams and advancing its technology and innovation strategy.
The SANPC will host a series of upcoming roadshows spanning Africa, Europe and the Middle East, organized by Energy Capital & Power.
