Pandor welcomes Egypt into family of BRICS nations

Location: News

Pandor welcomes Egypt into family of BRICS nations

International Relations and Cooperation Minister, Dr Naledi Pandor, has welcomed Egypt into the family of BRICS nations.

“This development further enhances the role the South plays in global matters,” she said on Friday.

The BRICS grouping of major emerging economies – Brazil, India, China, South Africa and Russia –  has admitted four new members. These include Egypt, Ethiopia, Iran and the United Arab Emirates.

Pandor was speaking in Pretoria where she was co-chairing the 10th Session of the Joint Commission for Cooperation (JCC) with her counterpart, Egypt Minister of Foreign Affairs, Sameh Shoukry.

Meanwhile, Pandor said South Africa and Egypt need to exponentially increase trade and investment.

“In this regard, partnerships between our private sectors and Sstate-owned entities are crucial. This also entails the need to formally establish and launch a Business Council,” she said.

The Minister announced on Friday that a decision on the Business Council has been taken and once operational, this structure will go a long way in coordinating and galvanising trade and investment opportunities.

She also asked her counterpart to take advantage of the opportunities provided by the African Continental Free Trade Agreement (AfCFTA), which will facilitate easier trade.

“As an important blueprint and contributor to integration, the AfCFTA lessens the barriers towards trade, promotes preferential trade and provides an enabling framework, which will be mutually beneficial to both our two countries and the continent in general.”

She stated that long bonds of friendship, solidarity and collaboration underpin their relationship.

Pandor also paid tribute to Egypt for supporting the country’s anti-apartheid movement, which eventually led to the demise of the old order and the creation of a democratic and free South Africa.

Pandor believes that the depth and impact of the bilateral relationship is very important. “The Cape to Cairo nexus should not only be one of our guiding lights but should highlight the importance of regional integration.”

JCC

Meanwhile, Pandor said the framework provided by the JCC entails that the constituent committees cover a wide range of areas of bilateral cooperation.

These include trade and investment, agriculture and agro-processing, infrastructure development, water resources management, health, financial services, tourism, transport, information technology, communications, women and people with disabilities, judicial matters, sport, arts and culture, people-to-people links and consular issues.

She also announced that several Agreements and Memorandums of Understanding (MoUs) are expected to be concluded during the session.

Conflict

She highlighted several conflicts and wars that have erupted and called on the international community to be vigilant and redouble its efforts to promote peace, stability and development.

“The United Nations, our premier guarantor of global order as enshrined in its charter, and the regional organisations should remain seized and be decisive in addressing these matters.”

However, Pandor said the world was witnessing an attack on the global system of multilateralism and its institutions of governance.

“The world is seeing the rise of unilateralism and impunity that threatens to erode the very foundations of multilateralism, international law and the creation of a just and equitable world.”

South Africa, she said, is deeply concerned about the unfolding tragedy that has befallen the people of Palestine.

“The catastrophe that is happening before our eyes in the Gaza Strip, with the destruction carried out by the occupying state of Israel, and the humanitarian disaster therein, is a collective blemish on the moral conscience of the world.”

She also spoke about the unresolved plight of the Saharawi people.

“Silencing the Guns on our continent is a pressing challenge that the African Union and the Regional Economic Communities should continue to address.”

She reiterated South Africa’s position, which views dialogue, mediation and negotiations as vital for the peaceful resolution of conflicts.

“In this regard, it is important not to further delay the reforms needed to transform the United Nations, particularly the United Nations Security Council, and for it to reflect the realities of today. In this endeavour, although North-South collaboration remains important, the Global South should remain united in ensuring that its voice is resoundingly clear.” – SAnews.gov.za

It is co-chaired by the Director-General in the Presidency and Secretary of Cabinet, Phindile Baleni, and former KwaZulu-Natal MEC of Economic Development and Tourism, Mike Mabuyakhulu.

“On the 8th of April 2024, Director-General Phindile Baleni and Mike Mabuyakhulu led a series of follow-up engagements with the eThekwini Metropolitan Municipality, organised labour in eThekwini, and the Durban Chamber of Commerce and Industry to discuss the Working Group’s eight priority focal areas.

“The focal areas are the outcome of a deliberate consultation process within government and with social partners in eThekwini. The municipality, organised labour, and the business community expressed their commitment to leverage their expertise to support turnaround strategies across the identified focal areas.

“The Working Group represents an intergovernmental collaborative approach to addressing challenges in local government and will include active participation from all levels of government, the private sector, state owned enterprises, organised labour, and civil society,” the Presidency said in a statement.

The group’s focal areas are:

  • Governance and financial sustainability

Business confidence in the Western Cape highest in South Africa

Location: Business

Republic Of South Africa: Western Cape Provincial Government
Download logo

According to the most recent RMB/BER Business Confidence Index (BCI), business confidence in the Western Cape is higher than any other province and higher than South Africa's business confidence level.

The BCI reported a 3-point uptick in confidence levels in Western Cape's from 2023Q4 to 2024Q1, improving from 37 points to 40, out of a possible 100.

Provincial Minister of Finance and Economic Opportunities, Mireille Wenger announced that “When we combine the BCI with the fact that 4 out of 5 (78.9%) of all net jobs created over the 5 years were in this province, we get a good indication that our economic action plan, ‘Growth for Jobs', which seeks to enable private-sector led growth to achieve a R1 trillion, jobs-rich, diverse, resilient and thriving economy, growing at between 4% and 6% by 2035 – is having an impact.”

“This is the third consecutive increase in business confidence in the province and the longest sustained increase in Western Cape business confidence since quarter two of 2018. It is also notable that the Western Cape business confidence far exceeds its provincial counterparts, Gauteng and Kwazulu-Natal, who are at 23 and 18 points, respectively, for the same period,” Minister Wenger added.

“Make no mistake, we have a lot more work to do. But this tells us that the policies, plans and actions taken by the Western Cape Government to enable the private sector to do what it does best – grow and create jobs – are having a positive impact on businesses in the province,” she continued.

The Western Cape is showing resilience to national challenges, as seen in the divergence from the national trend and may be due to the strong tourism sector recovery, and spending in related sectors.

“The Western Cape Government is more determined than ever to attract and welcome business and investment to our province. We know that it's only with the right policies, the right plans and decisive action toward a clear goal of economic growth, that leads to prosperity. We will continue working to create more jobs that improve the lives of the people of the Western Cape as a priority,” she concluded.

Rugby’s Pathway to Africa’s Future

Location: Sport
Rugby Africa

By President of Rugby Africa, Herbert Mensah (www.RugbyAfrique.com).

Saturday April 6 marks International Day of Sport for Development and Peace. As we reflect on this day, it is crucial to explore the potential impact of sport in Africa. The African Development Bank projects that Africa is set to grow to 2.4 billion people by 2050. Therefore, prioritizing an investment in human potential is crucial, as it will define the future of the continent. Africa can harness the power of sport to champion human potential, serving as a tool to drive the African continent towards greatness for generations to come.

Sport serves as a universal language, through popularity it can transcend cultural, social, economic and political barriers. This year's theme: ‘Sport for the promotion of peaceful and inclusive societies' holds particular relevance in Africa. The impact of sport has the power to unite individuals, bringing joy to participants and spectators alike. Yet the true power of sport, lies in its ability to transform societies. South Africa's Springboks, fourth time Rugby World Champions, are a testament of the unifying influence of Rugby. During the 2023 Rugby World Cup, the entire African continent united in support of South Africa on the global stage, highlighting a collective passion to celebrate and develop talent emerging from the continent itself. Whether on the field or pitch, the power of sports is visible. It fuels economic development through the flourishing sports tourism industry. It empowers youth by instilling positive values. It champions gender equality, breaking down barriers and eradicating stigma. It fosters social inclusion, promoting tolerance and easing tensions in divisive environments.

The African Development Bank reports that Africa will remain the world youngest region, with a median age of 25. An investment in the youth is crucial for the sustainability of Africa, as a prosperous Africa paves the way to peace. Within the realm of sports, Rugby emerges as unique pathway to empower the youth. Anchored in values of teamwork, unity, integrity, passion, solidarity and discipline, Rugby serves as cornerstones for personal and professional development with enduring impact. Ultimately, early exposure to sports will prepare the youth of Africa to become leaders and ambassadors of positive change in their communities. It is our duty to equip the next generation to not only navigate the challenges of uncertainty and competitiveness but to thrive amidst them, fostering a brighter future for Africa and inspire generations to come.

In a society marked by divisions, sport cultivates an inclusive landscape. The passion for the games takes priority, differences are not seen as obstacles, but rather as opportunities for greatness. Rugby's embrace of diversity, turning differences into strengths has the powerful impact of breaking down the societal norms that women are often subjected to. For example, the South African women's national rugby team, where players exhibit a remarkable 33 cm height differential from the shortest to the tallest player, and a significant 61 kg weight gap separates the lightest from the heaviest members. When compared to the realm of football, the contrast becomes even starker. The South African women's national football team boasts a considerably more consistent size and shape among its players, with a mere 12 cm height range and a modest 27 kg weight variance. This inclusivity cultivates a sense of unity and belonging that transcends borders and celebrates the diversity of humans, nurturing a sense of self-worth, fostering long term empowerment, while creating lifelong friendships.

Beyond social impact, sport can function as a powerful catalyst for economic growth and international dialogue. Through strategic investments in sports infrastructure and competition frameworks, we forge the way for economic opportunities, generating employment and awakening local economies in host nations. Sports tourism emerges as a magnet, drawing travellers from around the globe with the economic purchasing power to experience Africa's diverse and rich cultural heritage. It acts as a unifying force, fostering connections among people of different backgrounds and nationalities. As enthusiasm for sports grows, it not only attracts local spectators but ultimately attracting attention on regional and national stages. This shared love for sports becomes a platform for cultural exchange, promoting understanding and appreciation for diverse perspectives. In this way, sport serves as more than entertainment; it is bridge that connects people and creates ties to the community, fostering unity and collaboration.

Aligning with the pursuit of the United Nation's Sustainable Development Goals, Africa has the opportunity to tap into the transformative power of sports, acting as a key to unlock the full potential of the continent. This can only be achieved if governments take local action and assume accountability to harness the full potential of Rugby in reducing inequality, empowering the next generation and igniting a new age of inclusivity. We must collectively drive change, recognizing that investing in Africa's future is our shared responsibility. This calls for collaboration among all stakeholders, with a long-term commitment to funding, policy development, infrastructure enhancement and the advancement of competition structures. On this International Day of Sport for Development and Peace, let us not only embrace the power of sports to reshape our societies but let us actively engage on unleashing it. Sport possesses the remarkable ability to positively impact our world, a source of hope, uniting people in ways that few other forces can achieve.

KZN gaming sector collects R724m for service delivery

The KwaZulu-Natal Gaming and Betting Board has collected a revenue of more than R724 million for service delivery, with more than 11 600 jobs being created for the citizens in the province.

KwaZulu-Natal Economic Development, Tourism and Environmental Affairs (EDTEA) MEC, Siboniso Duma, revealed this during the 15th Gambling Regulators African Forum (GRAF) Conference, currently underway at Sibaya Casino in Durban.

The annual conference, which is attended by over 500 international and national delegates, offers a unique opportunity for regulators to exchange knowledge, collaborate on regulatory challenges, and shape the future of the African gambling industry.

Hosted by the department’s entity, KwaZulu-Natal Gaming and Betting Board, this year’s conference taking place from 2 - 5 April 2024, is held under the theme, “Fostering Unity Towards a Coordinated Gaming Regulatory Framework for Africa”.

In his opening address on Wednesday, Duma emphasised the importance of the gaming sector in the province’s economy, noting that the industry invests more than R2 billion in the province.

Duma said the money has been allocated for various service delivery programmes, including roads construction; houses; and ensuring the provision of quality education, health, welfare services, water, and electricity.

“Companies that are involved in the gaming and betting sector have invested more than R2 billion towards the development of their facilities here in KZN. This has helped create jobs and stimulate other sectors of the economy such as tourism and construction.

“Importantly, through our entity, we regulate horseracing events such as the Durban July which is now called Hollywood Bet [which] has always been the country’s biggest race for years with more than R4.5 million in prize money and turnover of R140 million,” Duma said.

He added that various sectors of the economy have been benefiting for years with thousands of temporal and permanent jobs created.

Duma noted that due to COVID-19, jockeys have lost approximately R6.5 million monthly, including riding fees and winning stakes. The trainers have also lost approximately R3 million a month with their business reduced by 20%.

The MEC commended the stakeholders for working together to ensure the turnaround of the situation.

“The horse racing industry in general contributes around R3 billion to the country’s GDP and about R800 million in taxes every year.  The contribution of the industry to the local economy is R905 million [and] we want this contribution to increase year-on-year.

“We are also moving with speed to unleash talent in deep rural areas through traditional racing events, such as Dundee July and Umtelebhelo. These have become major events in the annual calendar which have attracted more than 70 000 tourists,” Duma said.

Duma said government is also working jointly with licenses to transform the horse racing industry.

“Hollywood Sportsbook Group and Gold Circle have collaborated with government in supporting grooms within the horseracing industry. We want to see young people becoming horse owners, horse trainers, horse breeders, jockeys, veterinarians and grooms.

“We wish to acknowledge this contribution not only here in KZN but in other provinces and neighbouring countries. It is my view that this investment is an indication that gaming and betting Industry was a mature and well-established industry before COVID-19,” Duma said. – SAnews.gov.za

Minister conducts site inspection at Lighthouse Precinct project

Tourism Minister Patricia de Lille visited the Lighthouse Precinct project in the Cape Agulhas National Park on Tuesday to inspect progress on site and to impress on all stakeholders the importance of working together to grow the country’s tourism offerings.

The project is one of many being implemented by the Department of Tourism across the country as part of the Tourism Sector Master Plan’s objectives to stimulate demand by investing in new and maintaining existing tourism infrastructure and attractions.

The Lighthouse Precinct Project in the Agulhas National Park in the Western Cape is a R54.9 million investment by the department into the area to ensure that the site remains attractive to visitors and supports tourism development in the surrounding communities.

The project is being implemented together with the SANParks and overall progress on site is now at 73% and it is anticipated that it will be completed in June this year.

The park is located in the Southern Overberg region of the Western Cape and stretches along the coastal plain between the towns of Gansbaai and Struisbaai and includes the southern-most tip of Africa.

“Investment in infrastructure by government shows the private sector that we are serious about growing our tourism offering and by government investing, we are creating the conditions conducive for further investment by the private sector.

“As a top tourist destination, we remain committed to constantly diversifying and growing our tourism offering so that we remain an attractive destination that keeps visitors coming back,” de Lille said after the visit, along with the Mayor of the Cape Agulhas Municipality, Paul Swart, the Deputy Mayor of the Overberg District Municipality, Helen Coetzee and other councilors from the region.

The project was funded in two phases. Phase 1 was completed in 2018. Phase 2 is currently under construction and includes:

• Construction of a restaurant

• Interpretation centre (including vendor stalls, ablution facilities, curio shops, booking office and lecture theatre)

• Construction of reception area/offices

• External works and bulk infrastructure

The project also has a significant socio-economic benefits as so far the project has employed 77 people including 48 youth, 50 women and two persons with disabilities during construction.

Eight sub-contractors from surrounding communities were also employed on the project to do work such as brick and steel work, stone cladding, laying of kerbs and channels.

De Lille said all stakeholders were pleased with the progress of the project and have agreed that they must continue working as partners, the department, SANParks, the Cape Agulhas and the Overberg District Municipalities to ensure that the project continues to benefit the area for many years to come.

“We must work together to ensure its continued success and to ensure that the attraction is properly maintained and looked after so that it can bring economic benefits to tourism and the surrounding communities,” de Lille said. – SAnews.gov.za

Egypt and the Big 5 Dominate Hotel Development in Africa

Location: Business
Africa Hospitality Investment Forum (AHIF)

When it comes to hotel development across Africa in 2024, just five words tell the story, “Egypt and the Big 5”. In this context, “the Big 5” does not refer to Africa's major wildlife attractions, (lion, leopard, rhinoceros, elephant and buffalo) but to the global hotel chains – Accor, Hilton, IHG, Marriott International and Radisson Hotel Group. This year's African Hotel Chain Development Pipeline report, widely acknowledged as the industry's most authoritative source, documenting and analysing the number of hotels being planned and built across the continent, reports a market share of 28% for Egypt and 71% for the Big 5 global chains.

The survey, conducted by Lagos-based W Hospitality Group, in association with the Africa Hospitality Investment Forum (AHIF), is based on responses from 47 global and regional (African) hotel chains, reporting on a pipeline of hotel development activity totalling around 92,000 rooms in 524 hotels, in 41 of Africa's 54 countries.

Significant trends to emerge in the past year include strong growth, over 9%, in both North and sub-Saharan Africa, an increase in very large hotels (the average size of the largest 10 hotels is 770 rooms, up from 723 rooms in 2023) and a rapid growth in resorts, up by 32% on 2023. In this respect, Zanzibar has performed particularly strongly. There, the pipeline has grown from seven resorts with 983 rooms in 2023 to 14 resorts and 2,048 rooms in 2024, a sure sign of confidence in these beautiful Indian Ocean islands.

The extent to which Egypt dominates the African hotel development pipeline each year, with almost 26,250 rooms in 109 hotels, is quite remarkable. The country's pipeline, up by 19 hotels and about 5,200 rooms in 2023, is larger than the next four countries put together. It has well over three times the number of rooms as second-placed Nigeria, which has 7,622 rooms in 50 hotels. Third-placed Morocco has 7,169 rooms in 52 hotels and Ethiopia, in fourth place, has 5,128 rooms spread across 31 properties.

There has been an extremely strong increase in the number of resort projects in the pipeline, growing from 24% of the total in 2023 to 30% in 2024.  In addition, around half of the rooms in hotels and resorts that opened last year were in resorts. Both Boa Vista (Cape Verde) and Sharm El Sheikh (Egypt) score highly because of the very large average size of the resorts there. The largest hotel in the entire pipeline is a Rixos resort being planned in Sharm El Sheikh, with over 1,800 rooms.

The Big 5 global chains – Marriott International, Hilton, Accor, Radisson Hotel Group and IHG Hotels & Resorts – account for 66% of hotels and 71% of rooms in the entire African pipeline.

Marriott International, the world's largest hotel chain, remains in the lead for the third consecutive year, in a seemingly unassailable position as number one, with almost twice the number of pipeline hotels and rooms as second placed Hilton, and it has the largest number of rooms added in the year.

Looking back at previous years, there used to be a neck and neck race between Accor and Marriott International but, for the second year running, Accor's pipeline has actually decreased, from a high of about 20,250 rooms in 2022 to 13,375 rooms today. Executives say that they are focused on having a “clean and achievable pipeline, rather than numbers for numbers sake”.

Accor's quote highlights a key issue in tracking hotel development in Africa, which is differentiating between hotel projects that are proposed from those that are under construction and from those that have been completed. Typically, the length of time between signing and opening is between four and five years. However, the report identifies 35 projects in the pipeline that are 10 or more years old, including one hotel that was signed 16 years ago.

When it comes to hotels under construction, Marriott International leads the way, with 138 hotels (15,011 rooms) currently being built. It is followed by Hilton (72 hotels, 5,955 rooms), Radisson Hotel Group (35 hotels, 5,748 rooms) and Accor (70 hotels, 3,346 rooms). TUI Hotels & Resorts has charged into the rankings in fifth place with 12 hotels (2,208 rooms) under construction.

As well as looking at deals, which may or may not materialise, W Hospitality Group also looked at who was opening hotels in Africa in 2023, and where. Of the total 29 chain hotels and resorts that opened in Africa in 2023, the split was 10 in North Africa and 19 in sub-Saharan Africa.  Of those 19 openings, 11 were in East Africa, including six new hotels and resorts in Tanzania, which had the most openings of any African country. It is clear evidence of the attractiveness of both the mainland and Zanzibar to investors and operators.

Accor came out top of the list for openings last year, and it also tops the number of hotels and rooms opened over the past five years (2019-2023), with 34 hotels opening, comprising around 5,500 rooms.

In terms of “actualisation”, 2023 was an exceptionally slow year. However, that is likely to be offset by a strong 2024, during which the top 10 chains expect to open 139 hotels with 19,122 rooms.

Trevor Ward, Managing Director, W Hospitality Group, said: "Our report contains very positive data, with the pipeline expanding by more than 9 per cent in 2023.  This is the largest increase since 2018 and, according to data produced by CoStar/STR, is one of the highest increases globally, surpassed only by the Americas. We look not just at signed deals and their status, but also at the historical actualisation of these deals. This year, we've placed greater emphasis than we have in the past on the actualisation, because if the deals don't become operating businesses, generating profits for the owners and paying fees to the hotel chains, no one's objectives are being met, are they?"

“We're looking forward to some 139 hotels and resorts opening in Africa in 2024, with expectations of a far greater actualisation rate than in recent years, as Africa strives to achieve its fair share of the global hotel industry”.

When one considers existing hotels, as well as hotels in the development pipeline, the continent's current king of the jungle is Accor, with 165 hotels, containing 29,041 rooms, open and trading. Marriott International is in second place, 25,451 rooms in 143 hotels, Hilton is third, 12,525 rooms in 47 hotels and Radisson Hotel Group is close behind with 12,179 rooms in 61 properties. However, if Marriott International delivers all the rooms in its pipeline, it is on course to overtake Accor and become pack leader, with 51,816 rooms in operation.

Matthew Weihs, Managing Director of The Bench, which organises the Africa Hospitality Investment Forum (AHIF), concluded: “The report reveals some very positive trends, including strong growth in new hotel projects, the emergence of high-quality white label hotel operators and governments successfully attracting investment into their tourism industries. All this bodes well for deal-making discussions at AHIF.”

An update to the pipeline development survey, along with in-depth insights, will be presented by Trevor Ward at AHIF, which takes place at the Mövenpick Hotel, Windhoek, Namibia, from 25th – 27th June 2024.

The event is the most influential gathering of hospitality executives in Africa, connecting business leaders and fuelling investment in tourism projects, infrastructure, and hotel development across the continent.

Government harnessing Land Reform to support growth of agriculture and job creation

Location: News

Government harnessing Land Reform to support growth of agriculture and job creation

President Cyril Ramaphosa has emphasised that government is actively implementing various programs and initiatives to enhance the effectiveness of land reform aimed at bolstering agricultural growth and to foster increased employment within the industry.

President Ramaphosa was responding to questions for oral reply in the National Assembly on Tuesday.

A Member of Parliament asked the President to elaborate on the integrated plan that government has in place to maintain growth and job creation in the agricultural sector through land reform.

“Government’s land reform programme is supported by several complementary programmes and initiatives to enable growth and job creation.

“Through these complementary programmes and initiatives, we are working to ensure that land reform is harnessed more effectively to support the growth of agriculture and agro-processing and to expand employment and livelihoods in this vital industry,” the President said.

The President told Members of Parliament that land reform is vital to the transformation of our society and to correct historical injustices.

He noted that redistribution, restitution and the provision of secure tenure also contribute to greater agricultural activity and enable more people to earn a living off farming.

President Ramaphosa highlighted that in May 2022, the Department of Agriculture, Land Reform and Rural Development signed the Agriculture and Agro-processing Master Plan with partners in business and labour.

Among many other things, the plan supports the acceleration of land reform and outlines actions that the private sector can take to support optimal use of land available to black farmers as a result of land reform projects.

These actions include support to black farmers and SMMEs at the processing level to have better access to domestic and export markets.

The plan also encourages large commercial farmers to participate voluntarily in the land reform programme by donating land to historically disadvantaged farmers or participating in joint ventures to facilitate linkages between small- and medium-scale farmers operating on a commercial basis.

“If the proposed interventions are implemented effectively, the social partners believe that by 2030, the agricultural sector can grow by an additional R32 billion above the ‘business-as-usual’ baseline.

“Through this plan, they intend to maintain the existing jobs in the sector and create 75,000 new jobs by 2030.   For the economic potential of our land reform programme to be fully realised, we are prioritising broader rural development,” the President said.

The Integrated Rural Development Sector Strategy of 2023 aims, among other things, to revitalise the rural economy through investment in, and development of rural infrastructure.

This includes investment in roads, bridges and other transport infrastructure, water and irrigation schemes, public health and education.

The strategy also provides for support to industries that support rural development, including agriculture and agro-processing, mining, the digital economy, the ocean economy, tourism, arts and culture.

“Improvements in rural infrastructure are necessary if we are to reap the economic potential of land reform. Beneficiaries of the various land reform projects need to be able to access water resources, get their produce to market, participate in local economic activity and have ready access to funding and other support,” he said.

The President highlighted that the land reform programme is also supported by initiatives that support skills development and employment, particularly for the youth.

Through the National Rural Youth Service Corps (NARYSEC) government provides young people with the skills and capabilities to participate in the economy.

He explained that through such rural development initiatives, more than 1 100 jobs have been facilitated in the current financial year.

He further stated that through the Presidential Employment Stimulus, more than 180 000 agricultural production input vouchers have been issued to subsistence producers.

The Presidential Employment Stimulus has also worked with the provincial departments of agriculture and social partners to provide support to more than 62 000 subsistence and smallholder producers to strengthen self-employment and food security. – SAnews.gov.za

African Ministers Discuss Infrastructure Cooperation at Sustainable Infrastructure Development Symposium (SIDSSA) Leaders Meeting

Location: News
Energy Capital & Power

South African and regional ministers convened to pinpoint key infrastructure priorities both within South Africa and across the continent during a Leaders Meeting at the Sustainable Infrastructure Development Symposium (SIDSSA) 2024 on March 18 in Cape Town.

The discussion, which was led by South Africa's Minister of Public Works and Infrastructure Sihle Zikalala, underscored the importance of project preparation, engagement from both the public and private sectors, maintenance and the implementation of sustainable facilitation methods as crucial elements in fostering investment and promoting regional harmonization within the infrastructure sector.

Taking place on March 17-19 at the Century City Conference Center, SIDSSA brings together key stakeholders in South Africa and across the continent with the aim of driving infrastructure development. SIDSSA 2024 serves as a crucial platform for discussions and partnerships in the infrastructure investment landscape, with a focus on accelerating economic activity through strategic infrastructure plans. Energy Capital & Power – the leading investment platform for the African energy sector – is a media partner for this important platform. For more information, visit www.SIDSSA.org.za..

“The purpose of this forum is to identify areas of priority on infrastructure and ensure that we integrate efforts to implement those projects,” Minister Zikalala stated.

The establishment of Infrastructure South Africa aims to serve as a point of entry for infrastructure planning in the country. The organization is a one-stop shop that catalyzes the country's infrastructure target set out in South Africa's National Development Plan, providing best practices in project preparation, planning and technical and financial support for projects.

“We have been established as a bespoke infrastructure development agency in the country,” stated Infrastructure South Africa Head Mameetse Masemola, adding, “We deal with matters around private sector-led infrastructure projects, which require authorizations, permits, licenses and normal bureaucracy around getting projects to be implemented. We unlock these restrictions.”

Meanwhile, it was noted that cross-border collaboration between countries in Africa is a requisite to creating the conditions conducive for the private sector to participate in the continent's infrastructure development. A number of MoUs between South Africa and its neighboring countries – including Lesotho, Eswatini and Zimbabwe – have served to promote regional integration in the infrastructure sector.

“Our main role for the continent is to ensure that we invest in critical infrastructure so that we put in the building blocks that ensure that our nations prosper and that we grow together,” stated South Africa's Minister of Tourism Patricia de Lille.

A number of efforts introduced by South Africa's Department of Transport have worked to facilitate the ease of movement from the country's ports and air space. By liberalizing the continent's air space and maritime territories, Africa will be able to harmonize the implementation of favorable regulatory frameworks that promote integration.

“We have introduced a number of efforts in trying to bring about this harmonization between our countries,” stated South Africa's Minister of Transport Sindisiwe Chikunga, adding, “For instance, in South Africa, we have introduced Cross Easy, which ensures that when a truck arrives at a port, it is already processed and reduces its travel time.”

The participation of the Premiers of the Free State and KwaZulu-Natal provinces showcased how South Africa can further integrate the country's infrastructure systems. It was noted during the discussion that South Africa's economy relies on the efficiencies of its ports, rail network and aviation network and that it is imperative for the rest of the continent to benefit from the modernization of the country's infrastructure industry.

“We share borders with countries such as Mozambique, Eswatini, Lesotho, amongst others, and this puts us in a strategic position in terms of ensuring our infrastructure planning and the integration of our infrastructure maximizes the potential of the African continent in terms of moving goods,” stated KwaZulu-Natal Premier Nomusa Dube-Ncube.

International ministers from Liberia, Eswatini, Lesotho, Zimbabwe, Seychelles and Equatorial Guinea also participated in the Leaders Meeting, making a case for investment in their respective countries' infrastructure space.

“We have come to share with you, to learn with you and to communicate with you. We find that rapid technological advancement is significant and cannot be overstated,” stated Liberia's Minister of Ports and Telecommunications Sekou M. Kromah, adding, “As we experience the competitiveness of the digital age, it is imperative that our digital infrastructure is able to meet the demands of an ever-changing landscape.”

“The heads of infrastructure departments must always gather to discuss and help other countries that haven't been developed yet,” concluded Equatorial Guinea's Minister of Public Works, Housing and Town Planning, Don Pascual Ondo Nze Oyana.

SIDSSA 2024 is organized by the Investment and Infrastructure Office under the Presidency, in collaboration with the Association of African Exhibition Organizers. The National African Federation for the Building Industry joins as an association partner, while the Development Bank of Southern Africa is the official sponsor of the event.
