Work experience opportunities for Western and Eastern Cape youth now open

The Western Cape Department of Cultural Affairs and Sport, through its Youth and After School Programme, is calling for unemployed youth, aged between 18 and 25, to apply to be part of the Year Beyond Youth Service Programme for 2024.

Applications for the education programmes are now open for youth living in the Western and Eastern Cape who meet the criteria.

All the education programmes require a matric certificate and some require minimum marks for language or maths.

The Year Beyond platform offers young people the opportunity to get a year of hands on working experience and build their work readiness competencies, while also giving back to their communities.

Commonly known as YeBoneers, successful applicants will be placed either at a school or community hub where they will assist learners and parents.

The Eastern Cape programme is run with funding from the national government and facilitated by the Western Cape Year Beyond team.

“The opportunity to provide youth in the Eastern Cape with this experience is an important part of skills development beyond the Western Cape,” the statement read.

According to the provincial department, the success of the programme is evident as seen from the feedback received from previous years.

Citing the data, the department said 96% of participants believe the experience helped them to get to know themselves better and 95% feel the programme prepared them better for the world of work and study.

Meanwhile, between 75% and 78% of YeBoneers have progressed to becoming economically active in the world of employment or study, or a combination of the two, upon finishing the programme.

“I encourage our young people to apply for this opportunity. It is a great programme for our youth which equips them with skills for entering the world of work or study. We want to give our youth a hand up to become successful and active members of society who contribute not only to the economy but also serve their communities,” said Western Cape MEC of Cultural Affairs and Sport, Anroux Marais.

Applications and further information on the education streams are now open via the website: https://www.yearbeyond.org/apply.

Applications close on 18 February 2024. – SAnews.gov.za

Transport Minister leads traffic law enforcement operations in Mthatha

Transport Minister Sindisiwe Chikunga, together with Eastern Cape Transport MEC, Xolile Nqatha, will today lead traffic law enforcement activations in Mthatha.

The aim of the operations is to check the fitness of drivers and roadworthiness of vehicles on the N2 in Mthatha, Eastern Cape.

The operations, which are coordinated by the Road Traffic Management Corporation (RTMC), are intended to improve safety and ensure compliance with the law by road users.

Already, more than 4160 motorists have been arrested for drunken driving, while others have been detained for producing false documents and driving public transport without valid documents.

Provincial, metro and municipal traffic authorities have been given instructions to be strict with law enforcement.

Last year’s statistics showed that road traffic crashes decreased during the six weeks of the festive season, from the previous year, dropping by 7% from 1395 crashes to 1299.  On the other hand, fatalities decreased from 1808 to 1560.

“Everyone is called upon to put shoulders to the wheel to ensure a better outcome this season and throughout our 365 Day Road Safety Campaign. It is against this backdrop that we will be intensifying our efforts and interventions in the five provinces that contribute more than 80% of road crashes and fatalities,” the Minister said last week.

Gauteng, KwaZulu-Natal, Eastern Cape, Western Cape, Limpopo and Mpumalanga will receive focused attention this year with nighttime deployment of traffic officers and road safety activations that are intended to improve pedestrian safety. – SAnews.gov.za

Over 900 Tourism Equity Fund applications initiated

Over 900 Tourism Equity Fund applications initiated

A total of 985 applications for the Tourism Equity Fund (TEF) have been initiated by prospective applicants with 131 completed applications submitted that meet all application requirements.

This follows the opening of the TEF application process for businesses on 6 November 2023.

The Department of Tourism, together with the Small Enterprise Finance Agency (Sefa), an agency within the Department of Small Business Development, announced the opening of the application process for TEF on 2 November 2023, after Cabinet’s approval in September 2023 for the revised TEF implementation in September 2023.

The R1.2 billion fund aims to increase growth, transformation and stimulate more inclusive participation in the tourism sector in line with the targets of the Tourism Broad-Based Black Economic Empowerment (B-BBEE) Sector Codes.

The TEF is intended to address the funding challenges faced by Qualifying Small Enterprises and Emerging Micro Enterprises in the tourism sector.

According to a Sefa report, the 131 submitted applications represent a combined investment value of just over R2 billion.

Sefa reported that some of the 131 applications formally submitted have already been pre-screened, while pre-screening for the remaining applications will be completed by the end of the year.

Although no specific information is available yet on the type of enterprises, or the nature of projects for which TEF support have been applied for, Sefa’s preliminary report that 45 of the registered applications originated from Gauteng, 21 from KwaZulu-Natal, while between 10 and 14 applications were submitted between Limpopo, North West, Western Cape and Eastern Cape and with only one from the Free State.

Subsequent to basic or pre-screening, Sefa explained that the applications are subjected to a due diligence process, which includes a more detailed assessment of financial viability, Financial Intelligence Centre Act (FICA) compliance and reporting, credit and legal checks before preparation for presentation to the relevant investment committee for final adjudication.

“Depending on the readiness of projects, the applications may potentially be presented at upcoming committee meetings that Sefa has provisionally scheduled in Quarter 4 between January and March 2024,” the agency explained.

Tourism Minister, Patricia de Lille, said the department is encouraged by the level of interest and applications to the Tourism Equity Fund, which is aimed at driving empowerment and transformation to support the growth of new and emerging enterprises in the tourism sector.

“This is in line with our aims as government to support investment by the private sector to grow an inclusive tourism sector that can continue to contribute to the country’s economy and job creation. We will continue to keep businesses and the public updated on this important project in the coming weeks and months,” de Lille said.

The TEF will be implemented by:
•  Assessing and scoring applications against jobs to be sustained and/or jobs to be created, location and geographic spread, and targeted groups (youth, women, and people with disabilities).
•  Department of Tourism and Sefa in partnership with banking and/or financial institutions in the Republic of South Africa, which includes, amongst others, banks and developmental finance institutions that will offer affordable and tailor-made financial solutions, in an attempt to close funding gaps in the market, through the provision of a blended finance solution.
•  Disbursing a total of 80% of the TEF funds to existing Small Medium and Micro Enterprises in the market to enable these businesses to grow. The remaining allocation of 20% of the funds will be disbursed to new businesses.

The Minister said Sefa will implement, execute, and manage the fund through a fund management agreement signed with the Department of Tourism. The department will support and monitor the implementation of the TEF on a monthly basis.

“The funding structure comprises grant funding, and debt financing, to meet the distinct needs of tourism enterprises that are either seeking equity acquisition, investment in new developments, or expansion of their existing businesses.

“The fund will focus on tourism enterprises in the accommodation, hospitality and related sectors-, and travel and related services-subsectors. The TEF will consider applications for start-ups, acquisitions, expansion and development projects in line with the Tourism B-BBEE sector codes,” de Lille said.

With consideration of Regulation Gazette No 11067, Volume 697, No 49018 published on 25 July 2023, withdrawing Regulation Gazette No 11241, Volume 668 of 19 February 2021. No 44172, all applicants (including previous applicants) are encouraged to submit new applications that will align with the new qualifying criteria of TEF.

Law enforcement out in numbers to ensure compliance

Law enforcement out in numbers to ensure compliance

With traffic volumes expected to increase as holidaymakers travel to and from their destinations, Transport Minister Sindisiwe Chikunga says law enforcement officials will be out in full force to ensure the roads are safe.

Authorities will be using technology to ensure compliance with the law on the roads.

“Over this period, we are deploying personnel and technologies across the country, especially in high-risk accident-prone areas to prevent incidents and accidents by ensuring all road users interact safely with the road,” Chikunga said.

The Department of Transport, together with provincial and municipal traffic departments, transport agencies such as the Road Traffic Management Corporation, the Road Traffic Infringement Agency, the Cross-Border Road Traffic Agency as well the South African Police Service will conduct road safety operations.

“Heightened operations are to be undertaken from Thursday, Friday, Saturday, Sunday, and Monday. Corridor operations will be undertaken during peak travel periods linking at provinces that share borders. Twenty-Four routes, which have recorded a high number of crashes and fatalities in the past will be prioritised,” the Minister said.

In an effort to improve compliance on the roads, law enforcement will deal with motorists who drive without number plates.

“This is generally done by speedsters and people who want to avoid detection by speed cameras. This is defeating the ends of justice, and such vehicles will be stopped and impounded until plates are properly attached.

“We know that our borders have been very busy during the festive seasons in the past and the Cross-Border Road Transport Agency has geared itself to ensure that vehicles coming into and out of our country are compliant with all requirements,” the Minister said.

The following ports of entry will be monitored: Beitbridge in Limpopo, Lebombo in Mpumalanga, Ficksburg in Free State and Golela in KwaZulu-Natal.

“Our relentless commitment to deal with corruption and bribery continues over this period. Our own assessment tells us that corruption relating to the issuing of learner’s licenses and bribery increase around this time.

“We warn officials and members of the public to desist from corrupt behaviour, which is a major damper to our efforts of maintaining safer roads. Our anti-corruption agents will be deployed and the instruction to them is to show no mercy and arrest both corruptor and corruptee,” she said.

Last year’s crash statistics showed that road traffic crashes decreased during the six weeks of the festive season.

They dropped by 7% from 1395 crashes to 1 299.  On the other hand, fatalities decreased from 1 808 to 1 560.

“Therefore, everyone is called upon to put shoulders to the wheel to ensure a better outcome this season and throughout our 365 Day Road Safety Campaign. It is against the backdrop that we will be intensifying our efforts and interventions in the five province that contribute more than 80% of road crashes and fatalities,” the Minister said.

Gauteng, KwaZulu-Natal, Eastern Cape, Western Cape, Limpopo and Mpumalanga will receive focused attention this year with nighttime deployment of traffic officers and road safety activations that are intended to improve pedestrian safety.

“Our interventions will be based on a six-point strategy that will guide all provinces in their operations this year. The strategy calls for interventions to deal with pedestrian safety, vehicle roadworthiness, public transport overloading, drunken driving, speeding and execution of warrants.

“Special instructions have been issued for all provincial authorities to conduct public transport inspections of buses and taxis at ranks before they join the freeways, weighbridges to remain open, to ensure height and load compliance.

“Heightened operations are to be undertaken from Thursday, Friday, Saturday, Sunday, and Monday. Corridor operations will be undertaken during peak travel periods linking at provinces that share borders,” Chikunga said. – SAnews.gov.za

SANRAL to inject billions into construction industry in 2024

Location: News

SANRAL to inject billions into construction industry in 2024

The South African National Roads Agency (SANRAL) has started adjudicating tenders worth R6.43 billion that will be awarded early in 2024 to boost the construction industry.

SANRAL’s Chief Executive Officer (CEO), Reginald Demana, said the 77 tenders for various road construction projects were advertised at the end of November 2023 under the road agency’s Interim Preferential Procurement Policy (PPP) and submission closed on 14 December.

“SANRAL is currently adjudicating 77 tenders which will give the construction industry a good start in the New Year, helping to create thousands of jobs and inject billions of rands into the economy.

“While the rest of South Africa is winding down for the festive season, SANRAL is working hard to get South Africa’s construction industry off to a flying start in the New Year. The fact that our officials are working through the holidays to adjudicate these tenders is an indication of our commitment to fulfilling the promises we made to the South African public and it shows that we are getting back to business as soon as possible.

“We understand the role that construction and infrastructure development plays in the construction industry and we are determined to overcome the disruptions which resulted from court challenges to our PPP adopted in May 2023.

“We are squarely focussed on developing, maintaining and improving the national road network in line with our mandate from government,” Demana said on Wednesday.

After several court challenges launched by construction companies, SANRAL announced on 24 October that it was withdrawing the PPP adopted in May 2023 and embarked on a countrywide consultation process with interested and affected parties to adopt an interim PPP.

The 77 tenders, which are currently being adjudicated, were advertised in line with the interim policy.

Demana stressed that SANRAL was making every effort to catch up on time that the industry had lost by putting out 86 of the less complex consulting and construction tenders that were cancelled and subsequently re-advertised at the end of November.

The CEO said 1 040 bids were received for the 77 tenders and this illustrated the significance of SANRAL projects in the construction industry.

The breakdown of the 1 040 bids is as follows:

  • 124 bids for national contracts with an estimated value of R350 million;
  • 279 received for the Northern Region (Gauteng, Limpopo, Mpumalanga and North-West) with an estimated value of R548 million;
  • 247 received for the Eastern Region (Free State and KwaZulu-Natal) with an estimated value of R2.1 billion;
  • 240 received for the Southern Region (Eastern Cape) with an estimated value of R2.83 billion, and;
  • 150 for the Western Region (Northern Cape and Western Cape) with an estimated value of R600 million.

“We are encouraged and at the same time humbled by this overwhelming response. It also tells us that the numerous engagements we had with interested and affected parties across the country has paved the way for more effective collaboration with all our stakeholders in the industry,” Demana said.

The official shutdown period for the construction sector commenced on 14 December 2023 and will end on 9 January 2024.

While all conventional road construction will be suspended during this time, SANRAL’s Routine Road Maintenance teams remain on standby to respond to any incident on the national road network.

“We wish to thank all our consultants and contractors for working around the clock to keep our projects on track and within budget. May you all have a well-deserved break with your loved ones and stay safe wherever you may travel,” he said. – SAnews.gov.za

Health department welcomes recall of lubricating gel

Location: News

Health department welcomes recall of lubricating gel

The Department of Health has welcomed the recall of the medical lubricant gel called Lubri-A, otherwise known as Sterile Lubricating Jelly.

This, after at least 380 patients developed a fungus infection, following use of the medical lubricant gel.

The National Institute for Communicable Diseases (NICD) undertook an investigation from January 2022 to December 2023 into an unusually high number of patients in hospitals across South Africa with positive cultures of a fungus called Wickerhamomyces anomalus, previously known as Candida pelliculosa.

“The Health Department applauds the NICD and the South African Health Products Regulatory Authority’s (SAHPRA) decision to recall the contaminated health product.”

This product, according to the department, has been used in both public and private health facilities for medical procedures such as insertion of urinary catheters and ultrasound-guided insertion of venous catheters.

According to the NICD, current evidence suggests that a potential source of this fungus may have been a contaminated medical lubricating jelly used by health professionals across the health system in the country.

“This could have introduced the fungus into the bloodstream or other body sites in some patients,” the department explained.

“However, it is not yet certain if all cases in this outbreak represent true infections. A proportion of these cases may represent pseudo-infections.

“A pseudo-infection is a positive culture in the laboratory without a true infection in the patient which may occur, for example, if there was fungal contamination of the patient’s skin by contaminated lubricating jelly before collection of a specimen.”

An independent outbreak investigation conducted by the Western Cape provincial government earlier this year revealed that clusters of cases at two Cape Town hospitals may have been linked to the use of contaminated batches of lubricating jelly sachets.

The department said most of the cases at one Western Cape hospital were assessed to be pseudo-infections.

“This product has since been confirmed to be used by facilities with clusters of cases in several other provinces.”

The NICD reviewed public-sector laboratory records from 1 January 2022 through to 4 December 2023.

During this period, 380 patients with Wickerhamomyces anomalus positive specimens were identified in seven provinces.

“The department is working closely with SAHPRA, the NICD and the manufacturer Electro-Spyres to ensure the product in question is no longer used and is recalled with immediate effect and that all unopened lubricant sachets or batches are returned through the usual distribution channels.”

Although there are no reports of fatalities linked to this contaminated product, the continued use of the product may place the health of patients at risk.

“The NICD will support hospital teams to investigate individual patient cases to establish if lubricating jelly was used for any medical procedures before the positive culture and if patients had evidence of a true infection and any adverse sequelae.”

The department has alerted the provincial health authorities and clinicians to place all suspected batches on hold until further information from the ongoing investigation is known.

“There is no need for members of the public to panic as the situation is under control. Healthcare professionals who have used this product have been urged to monitor their patients for any signs of an infection and to liaise with their local laboratories to check if any of their hospitalised patients have had a positive fungal culture after use of this product.”

The signs or symptoms will depend on the body site that is affected.

Meanwhile, the department said the recall is limited to the product called LUBRI-A (2.5g and 50g sachets) and does not affect other lubricating gel products authorised for sale in South Africa.

“The department will always prioritise the health of the population using safe and effective medical products to improve health status through the prevention of illness, disease and the promotion of healthy lifestyles.” – SAnews.gov.za

K-9, rural safety units make inroads in fight against crime

The Mossel Bay, Overstrand and Swartland K-9 Units, in partnership with the areas Rural Safety Units (RSUs), continue to make inroads in the fight against crime, particularly in their communities.

Between 4 and 17 December 2023, the units with various municipal law enforcement agencies and the South African Police Service, arrested 57 people for various crimes.

Of the 57 arrested, 32 were apprehended in the Overstrand municipal area, three in Mossel Bay and 22 were arrested in the Swartland.

This is according to the Western Cape Department of Police Oversight and Community Safety.

“In total, 18kg of dagga was confiscated in the last two weeks, along with more than 726 mandrax tablets. Other contraband, including West Coast Rock Lobster, their tails and abalone were also confiscated,” the department said.

It said the Mossel Bay K-9 unit had various operations, which included searches at two different addresses in Herbetsdale, where a combined total of 1kg of dagga, including more than 155 mandrax tablets and 21 plastic bankies, suspected to be tik, were discovered and confiscated.

One person was also found with half mandrax tablets at a taxi rank in the Mossel Bay’s central business district.

The department said the Swartland units had operations in Malmesbury, Moorreesburg, Riebeek-Valley, Vredendal, Vredeburg, Saldanha Bay, Yezerfontein and Piketberg with suspects arrested for among other things, dealing in liquor, possession of drugs, dealing in drugs and possession of stolen property.

The units also confiscated 505 mandrax tablets, 4kg parcels of dagga and 3 small zipper bags of tik.

“Amongst others, the Overstand arrests included 9 for possessions of drugs; 2 for dealing in drugs, 5 for illegal possession of marine life and 9 wanted suspects. This unit confiscated 13kg’s of dagga, 6 mandrax tablets, 32 West Coast Rock Lobster, 35 West Coast Rock Lobster tails and 35 whole abandoned abalone,” the department said.

Western Cape MEC of Police Oversight and Community Safety, Reagen Allen, commended the K-9 and Rural Safety Units for their continued effort.

Allen said the provincial government has made a commitment that the province’s K-9 and Rural Safety Units will be more visible throughout the festive season.

“These results are testament to their activity and effective execution. These units are demonstrating what the Western Cape Safety Plan seeks to achieve, particularly since we want our residents to live in improved and safer environments,” Allen said.

K-9 unit is a specialised group of law enforcement officers who use service dogs to perform the responsibilities of a general police officer. In addition to their usual duties, each K-9 officer is also a dog handler, meaning that they have to train and care for their canine partner. – SAnews.gov.za

Public urged to follow instructions of firefighting authorities in Simon’s Town

Location: News

Public urged to follow instructions of firefighting authorities in Simon’s Town

The public has been urged to follow instructions from firefighters managing the wildfire in Simon’s Town.

“We have a strong and professional team on the ground, and we request that the public do not panic and work with us.

“Our officials will request residents well in advance if they need to evacuate, and all firefighting decisions being made is with the safety of the public as number one priority,” Western Cape MEC for Local Government, Environmental Affairs and Development Planning Anton Bredell said on Wednesday afternoon.

The fire has been burning since Tuesday morning and firefighting efforts are currently focused on the flank moving from Castle Rock towards Simon’s Town.

The Provincial Disaster Management Centre has availed provincial aerial resources to the Simon’s Town fire. Currently, there are four Huey helicopters and a spotter plane, as well as an Oryx helicopter from the South African Defence Force, deployed.

“Staff from Working on Fire, Volunteer Wildfire Services, NCC Environmental Services, the City of Cape Town and South African National Parks (SANParks) have through Tuesday night worked tirelessly to protect people and property until they could be supported with aerial water bombing again since daybreak today,” the MEC said.

While Simon's Town is being addressed, several wildfires in the Cape Winelands District Municipality (CWDM) also need attending to.

Firefighters from CWDM Fire Services, CapeNature, Winelands Fire Protection Association, NCC Environmental Services and aerial resources from Leading Edge has been engaged in active firefighting on several fronts.

The provincial government said a fire is burning through dense and inaccessible vegetation along the Berg River in the vicinity of the Berg River Dam outside Franschhoek.

Efforts are focused on preventing the spread to farms and nearby infrastructure. A fire in Du Toit’s Kloof outside Paarl is currently mostly contained, with ground crews attending to isolated hot spots, monitoring for flareups, and doing general mopping up work.

The Western Cape Provincial Government has budgeted R16 million for the current wildfire season.

“Fires due to natural causes, such as lightning strikes or rockfalls, account for less than 3% of all wildfires. The other 97% is caused either intentionally, 25%, or through negligence, 72%. These statistics show the huge role ordinary citizens can play to protect not only our natural environment, but also our personal safety and infrastructure, from runaway wildfires,” the MEC said.

Bredell asked that people report any sighting of a fire as quickly as possible to the closest authorities.

“Experience over many years has taught us that the faster the initial response, the better our chances are of successfully controlling a fire before it spirals out of control,” he said.

The following numbers can be contacted to report any fire sightings:

  • City of Cape Town: 107 or 021 480 7700 from a cell phone

Government refurbishes Wolwekloof Nature Reserve project to attract tourists

Minister of Tourism Patricia de Lille has handed over the multimillion rand refurbished Wolwekloof Nature Reserve Project in the Witzenberg Municipality to CapeNature in the Western Cape.

The multimillion rand infrastructure maintenance project was funded by the Department of Tourism with the intension to stimulate demand by investing in tourist attractions to build and diversify the country’s tourism offerings.

“Tourism is a key sector in our economy, injecting billions into the economy each year and providing much needed jobs for our people. We must therefore continue to work with urgency and work as partners to grow our tourism offering so that we attract more tourists to our beautiful country. The more tourists we welcome, the more investment and jobs the tourism sector can create,” the Minister said on Tuesday.

The Wolwekloof Resort in the Witzenberg Municipality, near Ceres, was one of the few facilities that people of colour could visit during the apartheid era and it was a place of many great memories for families and friends.

In recent years, the facility was closed to the public and was used by various government user departments and non-governmental organizations (NGOs) until a few years ago when Cape Nature was afforded the opportunity to take over management of the resort.

“The maintenance work at the Wolwekloof Resort sought to preserve the quality of product offerings at the identified site, as well as enhance the visitors’ experience and destination competitiveness.

“The scope of work entailed upgrading the existing pools, installing a new pool slide and installing new fencing to pools, construction of new braai areas and construction of walkways. The project site was handed over for implementation in December 2022 with a contract value of R3.7 million and reached practical completion earlier this year,” the Minister said.

This project is part of the national maintenance and beautification of provincial State-owned attractions, which initially were a part of the Presidential Employment Stimulus Programme.

Throughout the duration of the contract implementation, the project has provided employment to 11 general workers of which six were youth who have assisted in duties such as bricklaying, painting, paving and plumbing including any general construction duties.

Opportunities were also offered to six Small Medium and Micro Enterprises (SMMEs), who participated in skilled labour such as works installation and repairs.

Apart from the work done by the Department of Tourism’s contractor at the Wolwekloof Resort, the department also conducted infrastructure maintenance work at several other sites in the Western Cape.

“The investment by government into these projects is critical to our mission to provide quality and enjoyable tourist attractions to local and international visitors. Infrastructure investment by government is about creating the conditions for further investment and job creation by the private sector.

“We are also pleased that these projects have been able to employ people from surrounding communities to assist with job creation and poverty alleviation measures by government. Although the Department of Tourism’s work at Wolwekloof is now complete, CapeNature is still conducting an extensive amount of work in a phased approach,” the Minister said.

The Wolwekloof Resort project is still in phase one with more work to be done on the water and electricity infrastructure at the site by CapeNature in the next three phases.

CapeNature’s vision is to reinstitute the site for recreational and leisure purposes with a modern twist.

“While we hoped the facility could be opened in time for the peak summer tourism period, CapeNature will be completing a range of important work to get the site up to standard and envisages to open the resort to the public in the Spring of 2024. It is my hope that we will continue to work as partners, all three spheres of government, together with CapeNature to restore this important tourist attraction to its former glory and upgrade it to be better than before,” De Lille said. – SAnews.gov.za

MEC Marais mourns death of celebrity cook Fatima Sydow

Western Cape Cultural Affairs and Sport MEC, Anroux Marais, has expressed shock and sadness at the passing of celebrity cook, Fatima Sydow, at the age of 50.

According to a statement released by the family, Sydow passed away peacefully on Tuesday at Vincent Pallotti Hospital in Cape Town, after battling soft tissue sarcoma since 2020.

She was surrounded by her immediate family.

Marais said Sydow would be missed by everyone she touched with her warm personality, including the many fans of her hit TV show, Kaap, Kerrie en Koesisters.

“The sun will shine a little less brightly after Fatima lost her battle, so bravely fought, against soft tissue sarcoma, which has robbed the Western Cape of one of its most beloved residents. Her recipes were often short and simple enough for anyone to attempt. Yet the end product, often with Cape Malay flair, would always be so spectacular,” Marais said.

The MEC thanked Sydow’s family and loved ones for supporting her so that she might share her gift with the nation.

“She made her mark and will be sorely missed by all those who knew and cared for her. Her life and work will live on through her recipes. I send my most heartfelt condolences and hope that you will find peace and strength during this difficult time,” Marais said.

Sydow is a renowned culinary artist and beloved personality known for her exceptional culinary skills, infectious enthusiasm and warm personality.

The cook was born on 12 November 1973 to Abduraghmaan and the late Waseela (nee Davids) Sydow on the Cape Flats in Cape Town.

“Her culinary odyssey commenced at the tender age of nine, standing alongside her mother, peeling potatoes, and cutting onions.

“Inspired by her mother's ability to perform culinary miracles with few ingredients; creating dishes that generously fed many hungry stomachs, Fatima found the spark that would ignite her own culinary journey,” said Marais.

In 2015, she published a book, The Journey of Cape Malay Cooking with Fatima Sydow.

She subsequently published three more books, Cape, Curry & Koesisters, Fatima Sydow Cooks, and My Story, My Heritage.

Her funeral will take place on Wednesday in Cape Town. – SAnews.gov.za

Thousands of jobs created in tourism, clothing sectors in W Cape

Thousands of jobs created in tourism, clothing sectors in W Cape

Targeted skills programmes run by the Western Cape’s Department of Economic Development and Tourism (DEDAT), in partnership with the private sector, resulted in 2 772 jobs for previously unemployed young people between April and November 2023.

The province said there has been "notable" post-pandemic growth in the tourism sector.

According to the latest data, between 2021 and 2022, 154 442 tourism jobs were created in the province, bringing the total to 214 909 jobs.

“In just three sectors in the Western Cape, we have seen the creation of nearly 160 000 jobs since 2021.  This achievement has not happened by chance and is the result of hard work, strategic support, and critical partnerships with the private sector to support and enable businesses to do what they do best – create jobs,” said Western Cape Finance and Economic Opportunities MEC, Mireille Wenger.

She said she was “extremely” proud of the work done by DEDAT, together with the private sector.

“We are getting the most out of every cent of public funds by enabling job creation in the province, despite the current tough economic climate and a fiscal crisis that has resulted in unprecedented in-year budget cuts.

“The thousands of jobs being created are a true testament to the power of partnerships between the public and private sectors, for the benefit of all residents,” Wenger said.

She noted the key outcomes of the targeted programmes within DEDAT this year.

These include the skills training and placement programmes in the clothing and textiles sector, which created 402 jobs.

Meanwhile, the partnership with Airports Company South Africa (ACSA) also placed 124 unemployed youth at the Cape Town International Airport to assist with providing information services to travellers and help process passengers in peak times.

The provincial department also worked with the thriving Business Process Outsourcing (BPO) sector to upskill and place 2 196 previously jobless youngsters in full-time employment opportunities in the sector.

“2023 has been a year of jobs and growth in the Western Cape.”

However, Wenger said without a growing pool of talent, the province cannot hope to take full advantage of the immense potential of the economy or give young people the opportunities they need to succeed.

“This is why we will continue to work hard with our partners and stakeholders across all levels of government, our international partners and investors, and across the private sector to invest in the right qualifications, skills, and experience for jobs available this year and in the future.

“We can create many more jobs and opportunities for a better future for everyone in our province,” Wenger said. – SAnews.gov.za

Health intensifies emergency services during the festive season

Health intensifies emergency services during the festive season

The Department of Health has announced that it has intensified Emergency Medical Services (EMS) with over 1 540 ambulances deployed across the country’s major routes and strategic points and hotspots.

According to the department, this move aims to accelerate a turnaround time for emergency medical response during the festive season, a period associated with a high demand for emergency medical services.

“This number will be complemented by private sector ambulances as part of existing service level agreements entered with provinces to beef up EMS to ensure quick response to major accidents and to prevent avoidable loss of lives resulting from accidents,” the department explained.

The department is appealing to communities to join hands with government and law enforcement agencies during this period to create an enabling environment for frontline healthcare workers, especially nurses and paramedics to perform their lifesaving duties freely without fear of both verbal and physical violence and aggression.

“Health workers have fallen victims of violence and crime in the line of duty over the months and recent years in the country and this can only be stopped if communities become protectors than by-standers.

“Violence against health workers is unacceptable because it does not only negatively impact on their psychological and physical well-being, but also affects their job motivation and has potential to compromise the quality of care and puts health-care provision at risk.”

The World Health Organisation (WHO) defines attacks against health care as any act of verbal or physical violence or obstruction or threat of violence that interferes with the availability, access and delivery of curative and preventive health services during emergencies.

The department said emergency medical personnel play an essential role in the health system by providing timely and appropriate medical care to patients in need.

“They respond to emergencies to save lives and risk theirs. It is not possible to have ambulances accompanied by police or armed private security, hence communities need to play a role in ending attacks against paramedics and other health workers.”

According to the WHO, health workers are at high risk of violence all over the world with between 8% and 38% of health workers suffering physical violence at some point in their careers.

Some of the associated risks during the festive season include vehicle accidents, domestic violence, alcohol and substance abuse, and drowning.

In a life threatening emergency, people must dial 112 from a landline or a cellphone and be aware that the call centre agents will ask questions to enable them to dispatch an ambulance accordingly.

Important details that will be required when you make the call include name, phone number, address, nearest landmark and the patient's current medical status.

“Ensure that you get a call reference number before the end of the call to be used when you follow up on the progress of the call.”

All health facilities will remain open to enable South Africans to access health services.

Some of the major routes to be prioritised for ambulances in provinces include:

  • The N2, N10, R61 and R72 in the Eastern Cape.
  • The N1, N3, N5, N6 and N8 in the Free State.
  • The N1, N3, N4, N12, N17, R21, R59 and R101 in Gauteng.
  • The N2, N3 and R56 in KwaZulu-Natal.
  • The N1, N11, R36, R37, R71, R101, R518, R524, R528 and R579 in Limpopo.
  • The N2, N3, N4, N11, N12, N17, R23, R38, R40 and R573 in Mpumalanga.
  • The N4, N14, N12, N18 and R30 in the North West.
  • The N1, N7, N8, N10, N12, N14, N18, R31 and R382 in the Northern Cape.
  • The N1, N2, N7, R27 and R62 in the Western Cape. – SAnews.gov.za

Anti-corruption forum welcomes SAPS progress against construction mafia

Location: News

Anti-corruption forum welcomes SAPS progress against construction mafia

The Infrastructure Built Anti-Corruption Forum (IBACF) has welcomed the progress made by the South African Police Service (SAPS) and other law enforcement agencies on the progress made to crackdown on the construction mafia.

The IBACF was formed in 2020 and is aimed at monitoring infrastructure projects and putting systems in place to detect and prevent corruption.

The forum comprises civil society, representatives from the built environment and various arms of government, including the Special Investigating Unit (SIU).

SIU spokesperson Kaizer Kganyago said hundreds of arrests have been made relating to illegal practices in construction.

“There are ongoing investigations in the sector by various law enforcement agencies that have led to consequence management such as asset recovery, disciplinary action, and criminal prosecution.

“It is against this background that the IBACF welcomes and congratulates the SAPS on their progress in addressing the construction sector mafia in South Africa. The SAPS has confirmed that the 712 cases referred for investigation have resulted in 722 arrests and 52 convictions so far,” Kganyago said.

According to Kganyago, at a recent meeting of the IBACF, the National Priority Committee on Extortion and Violence at Economic Sites reported that “the fight against fraud, corruption, and maladministration in the construction sector is gaining significant ground”.

“A notable recent arrest has been that of alleged 28s gang boss Ralph Stanfield and his wife, Nicole Johnson. Several Cape Town construction contractors had to abandon government housing construction sites following alleged acts of intimidation and violence.

“Thereafter, the Western Cape government’s Human Settlements Department awarded Johnson's company, Glomix House Brokers, the contracts for completing these abandoned projects,” the SIU said.

Kganyago explained that the construction mafia refers to groups of extortionists who attempt to forcefully extract protection fees from local construction companies and contractors or extort a portion of the cost of an infrastructure project, including specific individuals affiliated with the mafia being recruited to work on the site.

“The construction sector is one of the most important job-creating sectors in the country. Investment in the sector not only benefits the country through improved infrastructure but creates hundreds of thousands of jobs on construction sites and throughout the construction sector value chain.

“Research documents published during the last two years have revealed the impact of construction sector mafia on construction projects and investment in the sector. In the period leading up to 2022, up to R63 billion worth of projects were reported, and delayed or cancelled as a result of the extortion tactics and disruptions posed by construction mafia,” Kganyago said.

Community involvement

The SIU called on community members to report any illegality on construction sites.

“The IBACF encourages proactive community engagement to inform residents of the projects underway in their areas; of possible opportunities for legitimate sub-contractors and workers, and encourages all South Africans, who are aware of any criminal actions such as threats of violence or extortion that may lead to the loss of such projects and work opportunities, to report these crimes,” the SIU said.

Crimes of this nature can be reported to:

  • Any South African Police Service (SAPS) station;
  • The toll-free National Anti-Corruption Hotline on 0800 701 701;
  • The Presidential Hotline on 17737 or email president@po.gov.za, and
  • The SIU Hotline on 0800 037 774.

“As the SAPS report back on arrests and convictions, we warn the public that there are consequences for people who engage in illegal activities within the construction sector. The IBACF thanks the whistleblowers and law enforcement agencies for their bravery and tremendous efforts in tackling these criminal matters,” Kganyago said. – SAnews.gov.za
