The Freedom Front Plus (VF Plus) notes the Tshwane Metro’s recent partnership with the Strategic Water Partners Network (SWPN), announced on 17 October 2025.
This partnership entails rolling out a digital “water balance dashboard” designed to reduce water losses, detect leakages and improve demand management.
While the initiative is commendable on paper, the Freedom Front Plus is deeply concerned that – without clear management structures, binding targets and a sustainable funding plan – it could amount to no more than just another costly spin-doctoring project.
The truth is that Tshwane cannot afford to have another initiative fail while water losses stand at nearly 43%, infrastructure is collapsing and illegal connections are depleting resources.
A risk assessment, conducted by the Freedom Front Plus, indicates that, in its current form, the SWPN partnership has an 83% chance of failure. Reasons include the absence of a clear accountability framework, the lack of enforceable performance indicators and the fact that a public financial sustainability analysis has not been conducted.
The party, therefore, urges the Metro to immediately publish a management and accountability framework for the partnership in addition to setting binding, measurable targets for reducing water losses.
Furthermore, quarterly progress reports should be provided to both the Council and the public, and an independent feasibility study on the project’s financial sustainability should be conducted before any more funds are committed.
Having good intentions and great technology is not enough.
Tshwane residents are already frequently plagued by water outages and climbing tariffs.
The Metro simply cannot afford another failed initiative.
The Freedom Front Plus will not allow poor governance to jeopardise water security in Tshwane.
The party demands clarity, accountability and measurable results.
