With reference to the failed Indwe Stadium – Why do politicians love Capital Projects?

The gravy train pay off on CAPEX is higher and less frequent (hence the possibility of detection is lower) than on maintenance whilst CAPEX projects attract more column centimeters than ‘boring’ ongoing maintenance.

Vote for the maintainers and NOT for the spenders.

Laud the maintainers and NOT the spenders!
