Motsoaledi urges men to take the lead in fight against HIV, AIDS

Motsoaledi urges men to take the lead in fight against HIV, AIDS

Health Minister, Dr Aaron Motsoaledi, has urged men to actively participate in the fight against HIV and AIDS.

This as he kicked off a campaign aimed at enrolling 1.1 million individuals in HIV treatment by December 2025.

Statistics show that 65% of those tested in a 2010 campaign were women, underscoring the need for increased male participation.

“When you go to the clinic, you don't find men. Now, when we ask them, after realising that less than 30% of them are testing, they say, my wife has tested… please help women fight this battle,” the Minister urged attendees on Tuesday at the Chris Hani Baragwanath Academic Hospital in Soweto, Johannesburg.

He officially launched the campaign in collaboration with the South African National AIDS Council (SANAC) and other stakeholders in the health sector.

The drive is part of the country’s ongoing interventions to enhance the uptake of life-saving HIV treatment to ensure 95% of people diagnosed with HIV receive and adhere to antiretroviral therapy (ART) to achieve viral suppression.

South Africa has 7.8 million people living with HIV and AIDS, and 7.5 million of them know their status, while at least 5.9 million are on ARV treatment.

The country is making progress towards achieving the ambitious targets, but despite these remarkable achievements, significant challenges persist regarding prevention, treatment initiation, adherence to ART, and retention in care.

The gathering focused on the launch of a campaign to eliminate HIV and AIDS as a public health threat by 2030.

The campaign also aims to build on past successes in eradicating diseases like smallpox and polio, emphasising the need for collective will and action.

The Minister urged action against tuberculosis (TB), citing the history of neglecting other diseases.

“We have known the existence of TB since 1882. But other diseases [we] were able to get rid of them. For instance, the world got rid of smallpox after it achieved 300 million people because there were campaigns to get rid of it. There was a vaccine, but that vaccine did not just get into the bodies of people. Men and women stood up and ran through the whole length and breadth of the world, the whole corner of the world and vaccinated people.”

He used the platform to urge everyone, particularly men, to take an active role in contributing to this important battle.

Motsoaledi also announced that the campaign aims to address cervical cancer. – SAnews.gov.za

A blended approach is key for climate finance

A blended approach is key for climate finance

The South African Reserve Bank (SARB) Deputy Governor, Fundi Tshazibana, has emphasised that emerging markets and developing economies need a blended approach to finance both climate change mitigation and adaptation.

Moderating the Group of Twenty (G20) side event on enhancing the global sustainable financial architecture in Cape Town on Tuesday, Tshazibana highlighted the crucial role of climate finance in driving climate transition efforts.

“The Climate Policy Initiative (CPI) global landscape of climate finance has found that concessional finance at present is only at about 11% of total climate finance for the bulk of our governments, especially in emerging markets and developing countries.

“We know that the fiscal space for governments is quite tight, which means governments cannot go this journey alone. In this regard, private sector finance, which compromises of a third of the world’s economic activities will be vital to close the financing gap. However, private investment will require a catalyst to mitigate certain risks and to facilitate market development,” she said.

Although climate financing has doubled from 2018 to 2022, the financing gap remains large.

“In 2022, we reached the $1trillion milestone in climate finance but analysis by the CPI shows that although climate finance has doubled since 2018 having grown from $674 billion US dollars to about $1.4 trillion in 2022, there are still significant gaps in terms of what needs to be funded in this space,” the Deputy Governor said.

According to the CPI estimates, about $7.4 trillion is needed every year this decade to keep the world on track and limit global temperature rises by 1.5°C.

“To reach these levels we need to have conversations around how to direct capital flows that are needed in this regard. The largest climate investment gaps in absolute terms have been observed in the transport sector but we know that we need increased investment in agriculture, forestry and other land use as well industrial initiatives as well. Financing needs are also significant in the area of adaption,” she said.

Tshazibana explained that the work done by various organisations including the Network for Greening, the Financial System and the World Bank shows that a blended approach to financing for both climate change mitigation and adaptation is required.

She said co-financing can increase total project funding and provide a mix of financial instruments to mobilise private finance.

“Partnerships and collaboration involving multiple development actors can unlock private funding and accelerate global climate investment and increase efficiency of the use of scarce concessional funds,” the Deputy Governor said.

She said these partnerships leverage distinct and complementary institutional advantages and could take many forms, such as co-financing, project preparation, capacity building, policy support and risk mitigation. - SAnews.gov.za

African Development Bank and Standard Bank Unite to Support Small, Medium, and Micro Enterprises (SMMEs) and Boost Trade

Location: Business
African Development Bank Group (AfDB)

The African Development Bank Group (www.AfDB.org) and Standard Bank Group (SBG) on Monday signed a landmark financial agreement to enhance funding for small, medium, and micro enterprises (SMMEs) and expand trade across Africa.

The agreement includes a R3.6 billion investment in a social bond and a $200 million Risk Participation Agreement (RPA) for Standard Bank of South Africa Limited (SBSA). This initiative strengthens Standard Bank's lending capacity, ensuring greater access to finance for SMMEs, a critical driver of economic growth and job creation in South Africa.

The social bond investment promotes inclusive economic development, particularly for SMMEs with a turnover below R300 million and loan sizes under R40 million. This financing will support up to 4,000 businesses, helping them scale operations, create jobs, and contribute to economic resilience.

Kenny Fihla, Deputy Chief Executive Officer of Standard Bank Group and Chief Executive Officer of SBSA, welcomed the investment, stating: “This landmark partnership strengthens our ability to support SMMEs, the backbone of South Africa's economy. With approximately 3.2 million SMMEs accounting for 60% of jobs, ensuring access to finance is crucial. This initiative aligns with our Sustainable Finance Framework and our commitment to financial inclusion.”

In addition to the social bond, the $200 million RPA enhances trade finance across Africa, focusing on Low-Income Countries and Transition States. This agreement enables local banks to increase lending by sharing risk, bridging the trade finance gap, and promoting intra-African trade.

Leila Mokaddem, Director General for Southern Africa at the African Development Bank, highlighted the broader impact: “This collaboration marks a significant milestone in our long-standing partnership and is a testament to our shared commitment to supporting SMMEs' growth and enhancing trade finance across Africa. Expanding financial inclusion and trade opportunities empowers businesses to drive economic transformation and regional integration. The Standard Bank Group remains a strategic partner in our shared vision for economic development on the continent.”

This initiative aligns with the African Development Bank's Ten-Year Strategy (2024–2033), which prioritises industrialisation, regional integration, and improving the quality of life in Africa. It also supports Standard Bank's Sustainable Finance Framework, reinforcing both institutions' commitment to fostering green and inclusive growth.

“We are proud of this transaction, demonstrating our shared commitment to sustainable financing. By supporting businesses, we create long-term economic opportunities and financial resilience,” stated Ahmed Attout, Director of the Financial Sector Development Department at the African Development Bank.

Kenny Fihla reaffirmed the significance of the collaboration:

“By providing much-needed capital, we are helping enterprises overcome challenges and thrive. This partnership illustrates the power of collaboration in driving meaningful economic and social change in Africa.”

Load shedding suspension remains on the horizon

Load shedding suspension remains on the horizon

Repairs at Eskom’s Majuba power station in Mpumalanga has placed the country closer to the suspension of load shedding, Electricity and Energy Minister Dr Kgosientsho Ramokgopa said.

Speaking to journalists on Tuesday, the Minister reassured South Africans that the implementation of load shedding at the weekend was not due to sabotage, but technical issues.

“We are going to have a review later this evening and then we can make an announcement, a promise we make, is a promise we will keep,” Ramokgopa said at an engagement held in Johannesburg.

The Minister explained that despite 300 consecutive days of uninterrupted power supply, recent setbacks occurred, including the loss of five generation units at Majuba and four units at Camden power stations.

He added that the setback experienced at the weekend where the power utility implemented Stages 3 and 6 of load shedding were regrettable.

“The setbacks we experienced are regrettable, but we are now able to bounce back, we are coming back much faster than we thought. It is important that we have the lights on for the South African economy,” the Minister said.

Ramokgopa’s comments come as Eskom is currently implementing Stage 2 load shedding from Monday’s Stage 4.

At a briefing on Sunday, the Minister assured the nation that the country will overcome the current bout of load shedding by the end of the week.

“I'm confident that by the end of the week, we should be out of this difficult situation. We are confident we're going to go to conditions of normality. By the end of the week there will not be [any] load shedding,” he said at the time. -SAnews.gov.za

Traditional leaders urged to help build a better SA

Traditional leaders urged to help build a better SA

President Cyril Ramaphosa has called on traditional leaders to work alongside the Government of National Unity (GNU) in shaping a prosperous and inclusive future for South Africa.

Addressing the annual opening of the National House of Traditional and Khoi-San Leaders (NHTKL) at the Good Hope Centre in Cape Town, the President reaffirmed the vital role of traditional leadership in the country’s development.

“As the Government of National Unity, I once again call on Amakhosi to join hands with us as we embark on a new, glorious future for South Africa and its people,” said President Ramaphosa said on Tuesday.

The National House of Traditional and Khoi-San Leaders comprises traditional leaders who are delegates from the Provincial Houses of Traditional Leaders of South Africa and represent the Provincial Houses at national level.

He highlighted the historical significance of traditional leadership, noting that traditional leaders support governance in many rural and peri-urban communities, often facing the harshest conditions of poverty, inequality, and climate change.

The President expressed concern over the recent devastating floods in KwaZulu-Natal, which led to loss of life and destruction of property and infrastructure. He urged Amakhosi to work with disaster management teams to protect rural communities from extreme weather events.

“The recent floods in parts of KwaZulu-Natal have led to loss of life, damage to farming land, and the destruction of property and infrastructure. Our thoughts and prayers are with all the affected communities.

“I want to use this opportunity to call on you as Amakhosi to work with the disaster management response teams in our provinces and support the work that is being done to protect our rural communities against extreme weather,” he said.

Killings

President Ramaphosa strongly condemned the increasing assassinations of traditional leaders, calling the attacks an “affront to our nation".

He referenced the recent killing of Contralesa NEC member and Ndzundza-Fene Traditional Council Chairperson, Kosi Thugwana, in Mpumalanga, stressing that such violence must be rooted out.

“Even one killing is one too many. Be assured that our law enforcement agencies are working around the clock to ensure that the perpetrators of these heinous crime are brought to book.”

Shared prosperity

The President reiterated the government’s commitment to working with traditional and Khoi-San leaders to foster unity and development. He also emphasised the importance of their participation in the upcoming National Dialogue, a platform aimed at fostering inclusivity and shaping the country’s future.

He said that government will rely on the traditional leaders’ guidance to rally people towards a future of shared prosperity and inclusivity.

“It will be important that traditional leaders and the communities they lead [to] participate in the National Dialogue so that the process produces a plan that reflects the interests and aspirations of everyone.

“The Medium Term Development Plan that we have adopted as the Government of National Unity intends to advance three strategic priorities: to drive inclusive growth and job creation, to reduce poverty and tackle the high cost of living and to build a capable, ethical and developmental state,” the President explained.

He also highlighted ongoing consultations to review the White Paper on Local Government and emphasised the role of Amakhosi in shaping policies that affect rural communities.

The Deputy President has been mandated to facilitate dialogues with traditional leaders, further strengthening collaboration between government and traditional institutions.

Legislative developments

Following the Constitutional Court’s ruling that declared the Traditional and Khoi-San Leadership Act unconstitutional, the President confirmed that steps were being taken to reintroduce a revised bill in Parliament.

He urged traditional leaders to actively participate in consultations to ensure their interests are reflected in the legislation.

In addition, President Ramaphosa addressed the longstanding issue of customary initiation practices, particularly in the Eastern Cape, where fatalities and injuries continue to be a concern.

The government has gazetted regulations for public comment and is working towards drafting guidelines to regulate initiation school fees and prevent exploitation.

Turning to the issue of land reform and economic development, the President reaffirmed the government’s commitment to land reform, noting the passage of the Expropriation Act as part of efforts to ensure that land is equitably shared.

The Department of Land Reform and Rural Development has completed its work on the Communal Land Tenure Bill and is set to conduct public consultations.

Tackling gender-based violence and Forum of Majesties

The President urged Amakhosi to take a stand against gender-based violence and femicide, emphasising that such crimes have no place in African culture. He commended the House for its existing initiatives and called for greater involvement in protecting women and children.

“We know that such violence is not part of any culture. Violence against women and children is not part of the nation we want to build.”

Turning to traditional leadership, President Ramaphosa welcomed the launch of the Forum of South Africa’s Majesties, chaired by His Majesty King Makhosonke II, and acknowledged efforts to establish a similar platform for Queens.
He also encouraged traditional leaders to continue engaging with government ministries, particularly in sectors such as mineral resources, to ensure communities benefit from the country’s natural wealth.

G20 and National Budget

With South Africa set to host the G20 Summit for the first time later this year, the President urged traditional leaders to use the opportunity to showcase the nation’s diverse cultural heritage.

He also addressed the postponement of the Budget Speech, explaining that further discussions were necessary to align the priorities of the multi-party GNU.

“In the interests of consensus-building, we are undertaking further discussions so that we can arrive at a budget that everyone can have confidence in a budget that promotes inclusive growth, supports job creation and that tackles poverty and inequality,” he said.

The President further emphasised that despite many challenges, it is through cooperation and partnership that a better South Africa can be built in which everyone enjoys equal opportunity and can lead lives of dignity. – SAnews.gov.za

Level 2 heavy rain warning issued for KwaZulu-Natal

Level 2 heavy rain warning issued for KwaZulu-Natal

The South African Weather Service (SAWS) has issued a yellow level 2 heavy rain warning for KwaZulu-Natal.

This follows widespread flooding that has claimed the lives of nine people.

In a statement released Monday afternoon, the weather service warned of disruptive rainfall leading to localised flooding in susceptible areas, including formal and informal settlements, roads, bridges, and critical infrastructure in the province’s extreme northeastern regions.

On Tuesday, KwaZulu-Natal Premier Thami Ntuli visited the families of those affected by the recent severe weather conditions in the KwaMakhutha Township, south of Durban.

The floods have claimed the lives of three people, including the families’ graves, which were washed away due to the persistent rainfall in eThekwini and surrounding areas of the province.

The three affected families reside in KwaMakhutha, Mbumbulu, and Folweni.

Premier Ntuli expressed his condolences and reassured the public that the provincial government was taking immediate steps to provide assistance.

Ntuli said the MECs have already visited the area to assess the situation and ensure that those affected are not enduring further hardships.

He said the provincial government was committed to providing the necessary support, including temporary shelter and fixing the stormwater drainage system.

The Premier underscored the importance of allocating people in strategic areas, where they would be less vulnerable to floods.

“We asked the traditional leaders, when they allocate land for building houses, to consider flood-prone areas. Even in informal settlements, people must avoid building on land in floodplains,” Ntuli said.

While the provincial Department of Cooperative Governance and Traditional Affairs (CoGTA) has a comprehensive disaster response plan in place designed to provide immediate assistance during and after such crises, the Premier stressed that prevention remains a top priority.

“We must prioritise early intervention over waiting until lives are lost. It is essential that people in KwaZulu-Natal observe the warnings given by weather service and CoGTA,” Ntuli said. – SAnews.gov.za

SA crafts guidelines for green hydrogen development

SA crafts guidelines for green hydrogen development

In a major step towards cementing South Africa’s position as a global leader in green hydrogen, the Minister of Forestry, Fisheries, and the Environment, Dr Dion George, has overseen the launch of two game-changing environmental planning mechanisms.

The Environmental Impact Assessment (EIA) Guideline for green hydrogen projects and the South African Green Hydrogen Potential Atlas will remove regulatory uncertainty, drive investment, and accelerate South Africa’s transition to a green hydrogen economy.

Developed in partnership with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the Council for Scientific and Industrial Research (CSIR), and GFA Consulting Group, these mechanisms will provide critical guidance for responsible and sustainable green hydrogen development.

In a statement of Tuesday, the Minister hailed the mechanisms as a victory for South Africa’s economic and environmental ambitions, reinforcing his commitment to positioning the country as a leader in clean energy innovation.

“This is a defining moment for South Africa’s green economy. By taking proactive steps to provide regulatory clarity and scientific insights, we are ensuring that green hydrogen becomes a major driver of sustainable economic growth, investment, and job creation. This is about unlocking South Africa’s potential while protecting our environment for future generations,” he said.

Under the Minister’s leadership, the Department of Forestry, Fisheries, and the Environment (DFFE) has strengthened the central role it plays in developing clear, science-based guidelines that provide certainty for investors and developers.

“The EIA Guideline will ensure that projects are planned responsibly, while the Green Hydrogen Atlas offers a powerful, interactive tool for mapping the country’s most promising locations for green hydrogen production.

“With abundant solar and wind resources, strategic port infrastructure, and a central location on global shipping routes, South Africa is uniquely positioned to become a green hydrogen powerhouse.

“Green hydrogen, which is produced using renewable energy, has the potential to replace fossil fuels in industries like steel, cement, and heavy transport, reducing emissions while creating new economic opportunities,” the department said.

The department said the launch of these mechanisms sends a clear message to international investors, industry leaders, and policymakers.

“South Africa is ready to lead in green hydrogen innovation and production,” the department said.

SA participates in UNGA meeting marking Russia, Ukraine conflict anniversary

South Africa has voted in favour of a General Assembly resolution, presented by the United States of America with amendments by the European Union, which reiterates that the principal purpose of the United Nations is to maintain international peace and security and to peacefully settle disputes.

It further reaffirms the commitment to the sovereignty, independence, unity and territorial integrity of Ukraine within its internationally recognised borders, extending to its territorial waters; and implores a swift end to the conflict and further urges a just, lasting and comprehensive peace between Ukraine and Russia, in line with the United Nations (UN) Charter and the principles of sovereign equality and territorial integrity of States.

This comes as the United Nations General Assembly met in New York on Monday - on the third anniversary of the conflict between Russia and Ukraine.

“South Africa continues to call for the urgent cessation of the Russia-Ukraine conflict in order to prevent the further loss of life and the destruction of Ukraine’s infrastructure. Every effort must be made to de-escalate the conflict.

“South Africa remains firmly committed to the need for a peaceful and negotiated resolution of the conflict within a rules-based system centred on international law, including the respect for human rights, and the principles of the UN Charter,” said the Department of International Relations and Cooperation in a statement.

It said the sovereignty and territorial integrity of all states remain inviolable.

Consequently, South Africa supports all efforts to bring the conflict to an end and welcomes all efforts to bring about negotiations.

“We remain steadfast in our commitment to peaceful resolution of the conflict through a negotiated settlement with all parties to the conflict having a seat at the table.

“Consistent with the African Peace initiative we have always maintained that a commitment to inclusivity is key to deliver the buy-in of all Parties to the conflict, and to provide acceptable solutions to both parties,” said the department.

It added that countries are at a point of inflection in this conflict with the urgency to seize the momentum towards a negotiated settlement.

Head of UN Peacekeeping and Political Affairs, Rosemary DiCarlo, emphasised that the Russian invasion has “undermined the very foundations of the international order”.

She also reminded delegates that since 24 February 2022, the conflict has resulted in the tragic loss of at least 12 654 Ukrainian civilians, including 673 children.

In light of the recently adopted Security Council resolution, UN News reported that DiCarlo stressed the need for peace in Ukraine to be “just, sustainable, and comprehensive”.

She said such peace must align with the Charter of the UN, international law, and the resolutions passed by the General Assembly, including those enacted during Monday’s emergency special session. – SAnews.gov.za

Kholo Capital Mezzanine Debt Fund I Reaches Final Close at R1,4 Billion

Location: Business

Kholo Capital
Download logo

Kholo Capital Mezzanine Debt Fund I (“Kholo Capital” or “the Fund”) (www.KholoCapital.com/), has reached final close at R1,4 billion in commitments, in order to make long-term mezzanine debt investments in small and medium sized businesses in Southern Africa (i.e., South Africa, Botswana, Namibia, Lesotho and Swaziland). The funding provided to these businesses will positively impact communities and support economic growth, job creation, alleviation of poverty and advancement of transformation in the Southern African region. The Fund provides growth capital, BEE Financing and acquisition funding into sectors of the Southern African economy with high social impact including social housing, healthcare, education, renewable energy, food and food security, ICT, financial technology and infrastructure. The Fund follows the United Nation's 17 Sustainable Development Goals as guiding principles with key focus on those linked to Job Creation (i.e., Decent work and Economic growth, Reduced Inequalities and Gender Equality) and those linked to Sustainable Growth (i.e.; Affordable and Green Energy, Sustainable Cities and Communities and Climate Action). The R1,4 billion in commitments was secured from leading South African institutional investors.

Kholo Capital believes that mezzanine debt funding, being a subordinated loan position that sits between senior debt and equity in the capital structure of a business, is attractive because it plugs any equity funding gaps and provides businesses with a tailored and flexible loan solutions in support of their growth requirements. Kholo Capital's investment criteria include investing in small and medium sized businesses generating minimum R25m EBITDA across various growth sectors of the Southern African economy, thereby providing much needed access to capital within a preferred range of R70m to 200m per investment. The benefit of mezzanine debt loan funding lies not only in the ability to tailor funding terms like debt servicing requirements (e.g., providing capital repayment moratoriums), and also because it is a loan funding instrument it avoids the significant equity dilution which is sometimes the sad reality when businesses try to fund their growth ambitions by raising pure equity funding.

Mokgome Mogoba, Founder and Managing Partner at Kholo Capital, said: “We are very bullish about South Africa, the South African economy and the future prospects of this beautiful country and the surrounding region. We are heartened and motivated by the optimism and the resilience of its people. We aim to create in excess of 500 new jobs at a rate of more than 40 nett jobs created per investment and we have committed to investing more than 50% of the Fund in black empowered companies. We are excited at the opportunity to bring creative funding solutions to the Southern African market and to form long term sustainable partnerships with businesses over a 4 to 7-year investment horizon, realising not only strong commercial returns for our investors, but also providing transformational funding that has a positive ESG impact on businesses and surrounding communities as we also look to boost our rural and township economies.”

Zaheer Cassim, Founder and Managing Partner at Kholo Capital, added: “Mezzanine debt funding is non-dilutive by nature and therefore is an attractive funding option for family-owned businesses, BEE companies or any business that needs to raise capital and hold onto the equity in the business. And with the banks becoming more risk averse due to regulatory requirements, lending to small and medium sized businesses has reduced, creating a great opportunity for flexible mezzanine debt structures.  We are grateful that our investors recognise the opportunity and have shown us tremendous support.”

With a strong pipeline of opportunities, Kholo Mezzanine Debt Fund I is well positioned to advance its investment objectives, and make a sustainable impact in support of the real economy.

South Africa to focus on development and growth during G20 Presidency

South Africa to focus on development and growth during G20 Presidency

South Africa will use its G20 Presidency to review the group’s processes, address financing for development, and tackle barriers to growth in developing countries, including those in Africa.

Addressing the opening of the G20 Finance Ministers' and Central Bank Governors' meeting, National Treasury Director-General, Dr Duncan Pieterse, outlined a range of issues that will be discussed at this week’s finance track meetings, taking place in Cape Town.

This as the Finance and Central Bank Deputies' meeting is taking place at the Cape Town International Convention Centre, on 24 and 25 February 2025. The meeting will be followed by the first meeting of the G20 Finance Ministers and Central Bank Governors on 26 to 27 February 2025.

“South Africa has signalled a strong and keen intent to review the operational process of the G20. Last month, the G20 began its 26th year of operation, however the operational processes of the G20 have rarely been reviewed.

“In the coming months and following the discussions this week, the South African Presidency working with the G20 membership will for the first time conduct a review of these processes and consider how to improve and strengthen them. We will also discuss various other opportunities for G20 engagement this year,” Pieterse said on Monday.

South Africa’s G20 Presidency commenced on 1 December 2024, and all engagements are being held under the theme: “Solidarity, Equality, Sustainability.” The theme underscores the nation’s focus on inclusive global economic growth, with particular attention to the needs of the world’s most vulnerable nations.

He said one of the issues of importance to the world’s poorest and most vulnerable countries is the issue of financing for development.

“Today we will discuss the Financing for Development Conference that is happening in July this year and how the G20 Finance Track might consider engaging with this process.

“We will also hold a very important meeting on the challenges and the constraints to growth in developing countries, including African countries,” the Director-General said.

Other issues of relevance to the membership to G20 will be discussed as well.

“We have worked on a very detailed programme and the work continues this week. Over the last few weeks and months, the G20 working groups of the Finance Track have met and have made progress in shaping our agenda for this year, which is going to be taken forward and discussed in detail this week,” he said.

This week, there will be several critical side meetings, including  the meeting of the G20 Troika members, the meeting of the G20 emerging markets and developing economies, which took place this morning, as well as several bilateral meetings with various G20 members and other international organisations.

“This morning, we had an emerging market and developing economies breakfast where we discussed a wide range of challenges affecting emerging markets and economies.

“The participants in our meeting reflected on various issues, including the current state of the global economy, issues relating to debt and how it affects Africa in particular, various perspectives on the reform of the financial architectural were shared and the challenges facing members in affording financing for development and the importance of the Financing for Development Conference that is happening later this year in Spain, which is one of the areas we will discuss,” Pieterse said.

Some of the side events for this week include domestic resource mobilisation, bridging the tax gap, cross border payments, global financial architecture in transition and a cost of capital roundtable.

The G20 was established to tackle pressing global economic and financial issues. Together, G20 members account for around 85% of global GDP and 75% of international trade.

It comprises 19 countries including: Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Türkiye, United Kingdom, and United States and two regional bodies, namely the European Union and the African Union.

The grouping therefore plays a critical role in influencing global policy making and fostering global economic stability. -SAnews.gov.za

Transparent tariff determination needed to address high private healthcare costs

Location: News

Transparent tariff determination needed to address high private healthcare costs

Minister of Trade, Industry and Competition, Parks Tau, has emphasised the importance of regulating private healthcare costs to guarantee that affordable healthcare remains accessible to the majority of South Africans.

“There is a serious concern about access to private healthcare in the country, given the high levels of market concentration and high prices,” he said on Tuesday.

The Minister was speaking at a joint media briefing with Health Minister Dr Aaron Motsoaledi to share progress on implementing the recommendations from the Health Market Inquiry (HMI) into the private healthcare sector.

The HMI, conducted five years ago by the Competition Commission and chaired by former Chief Justice of South Africa, Justice Sandile Ngcobo, identified numerous factors that impede competition within the private healthcare sector.

Key issues highlighted include an unregulated supply side in service provision, a lack of transparency in pricing, exclusive contracts, and various anticompetitive practices that create barriers for new entrants.

In addition, the HMI noted that the absence of a tariff determination framework, among other factors, contributes significantly to these inefficiencies.

“Importantly, given the lack of a structured price determination framework, the HMI found that there has been abuse in the pricing of Prescribed Minimum Benefits, as well as non-Prescribed Minimum Benefits, in the form of overutilisation of services and co-payments, thus driving up the cost of healthcare.”

On 14 February 2025, Tau published the Draft Interim Block Exemption for Tariffs Determination in the Healthcare Sector after engaging in consultations with both the Competition Commission and the National Department of Health.

This exemption is designed to fill the regulatory gap in tariff determination, aligning with the recommendations put forth in the 2019 HMI.

Its primary objectives are to establish a collaborative multi-stakeholder framework for regulating healthcare tariffs, enhance price transparency, and ultimately drive down costs for consumers.

Currently, Tau said there is no structured and transparent framework for determining tariffs for healthcare services.

“Due to the lack of a formal tariff determination framework, consumers are faced with uncertainty on prices, potential balance billing, and tariffs which are not determined through a transparent process.

“As a result of this gap in tariff determination, patients, medical schemes, and even smaller healthcare providers are often disadvantaged.”

The draft block exemption enables healthcare stakeholders to collaborate effectively on tariff-setting and related issues, aiming to enhance affordability and lower costs.

It encompasses agreements for the collective determination of tariffs for healthcare services, the establishment of standardised diagnosis codes, and the implementation of quality measurement criteria.

This multi-stakeholder framework introduces a transparent and structured approach to tariff determination, ensuring that the interests of all parties involved are balanced and represented.

To facilitate this process, the Tariffs Governing Body (TGB) and the Multilateral Negotiating Forum (MNF) have been established to oversee and promote collaborative tariff-setting.

He noted that the framework excludes private hospitals due to their considerable market power, promoting collective bargaining among medical schemes and healthcare providers to ensure that services remain affordable for consumers.

According to the Minister, the exclusion of private hospitals from the block exemption pertains specifically to their dominant market position, which applies only to hospital fees related to admission and does not extend to treatment fees.

“The publication of the draft interim block exemption marks a critical step towards addressing the cost of access to healthcare and promoting transparency in the healthcare market.”

Meanwhile, Motsoaledi noted the escalating cost of private healthcare in South Africa, with medical price inflation (MPI) at 9.5% compared to a consumer price index of 4.5 to 4.6%.

According to the Health Minister, the lack of structured tariff setting has led to varying prices and blame towards the State.

He said the Competition Commission’s 2004 ruling prohibited collective negotiation of prices, leading to a “lacuna” in tariff-setting.

According to Motsoaledi, various attempts to regulate prices, including the National Health Reference Price List and the Health Professions Council of South Africa’s guidelines, faced opposition and legal challenges.

“In our country, it is generally agreed that the cost of private healthcare is now beyond the reach of most South Africans.

“We would be right to assert that it has become an uncontrollable expenditure. This affects every aspect of South African life.”

The Minister noted the HMI recommended the establishment of an independent Supply-Side Regulator for Healthcare (SSRH) restructuring licensing, creating a single data repository, and negotiating private sector prices through a multilateral forum.

The inquiry also advocated for eradicating the fee-for-service payment system and implementing a standard benefit package under National Health Insurance (NHI).

However, Motsoaledi said he noted the National Treasury’s reluctance to form new public entities, which poses a challenge.

“It is for these reasons that we are implementing some of the recommendations of HMI as a temporary stop-gap measure which will be progressively upgraded to the levels envisaged.

“We are doing this because naturally the phased-in implementation of NHI is going to take longer and we need the interim to relieve the pressure which people experience when seeking healthcare services,” he added. – SAnews.gov.za

Innovation Fund: Everything you need to know

The Department of Science, Technology and Innovation (DSTI) has expressed its strong support for government's vision to bolster innovation as articulated by President Cyril Ramaphosa in the 2025 State of the Nation Address (SONA).

The department said the Innovation Fund will be a key priority for the government in the 2025/26 financial year, with implementation overseen by the DSTI Minister, Professor Blade Nzimande.

In his address earlier this month, President Ramaphosa reaffirmed the government’s commitment to advancing the Innovation Fund, which aims to bolster the growth of innovative startups and technology-driven Small and Medium Enterprises (SMEs).

“To build an innovative economy, the Department of Science, Technology and Innovation will establish an Innovation Fund to provide venture capital to tech start-ups that emerge from our higher education institutions,” the President said in his speech.

What is the DSTI’s Innovation Fund?

In 2021, the DSTI launched the Innovation Fund as part of its comprehensive suite of initiatives aimed at fostering innovation.

According to the department, the primary goal of the Innovation Fund is to stimulate the development and ongoing expansion of the high-tech SME sector.

It also aims to reduce risks associated with early-stage SME creation, fostering sustainable pipelines of viable, investable high-tech enterprises that can attract later-stage investments from the private sector.

In contrast to conventional financing institutions like private equity firms and commercial banks, the Innovation Fund is less stringent and offers more flexible yet thoroughly enforced financial support.

Who does this Fund target?

The Innovation Fund cuts across various stages of the SMEs’ business development life cycle and is structured to drive public-private co-investment in innovative high-tech SMEs.

The Innovation Fund model also leverages the investment expertise of institutions such Technology Innovation Agency (TIA), the SA SME Fund and the Public Investment Cooperation (PIC), which in turn, drive the syndication of investment with various venture capital fund management entities.

What is the objective of the Fund?

Leverage Private Capital: Attract additional private sector investments into the South African innovation ecosystem and venture capital industry.

Stimulate Innovation: Encourage the development and commercialisation of locally developed IP and innovative products and services.

Support startups and tech-enabled SMEs: Provide catalytic capital backing to early-stage startups and tech-enabled SMEs.

Build a resilient innovation ecosystem: Strengthen the infrastructure and support systems for innovation and venture building, including venture studios, incubators, accelerators, hubs, and so on to ensure a robust and interconnected ecosystem.

DSTI’s financial investment:

The department has currently invested nearly R917.2 million in various investment intermediaries, including TIA, PIC, and the SA SME Fund.

This Fund has successfully leveraged over half a billion in co-investments from the private sector.

To date, it has provided support to 12 venture capital firms and approximately 96 technology investment opportunities and enterprises.

How can SMEs access the Fund?

South Africa’s Presidency of the G20 continues full steam ahead - with the country's efforts to foster greater collaboration among the G20 members to address pressing global issues and find sustainable solutions that prioritise the well-being of all people.

South Africa’s G20 Presidency commenced on 1 December 2024 and all engagements are being held under the theme: “Solidarity, Equality, Sustainability” as the country endeavours to ensure “no one is left behind.”

The Finance Track deals with strategic macroeconomic and financial stability issues and is led by member countries’ Finance Ministers and central bank heads.

South Africa will host the first meeting of the G20 Finance Ministers and Central Bank Governors on 26 to 27 February 2025 at the Cape Town International Convention Centre.

This meeting will be preceded by the Finance and Central Bank Deputies meeting on 24 and 25 February 2025.

The Finance Track has four working groups, which includes the Framework working group, Sustainable Finance working group, International Financial Architecture, and Infrastructure working group.

In addition, there are three technical groups, not classified as working groups, which deal with financial inclusion, financial sector issues and international taxation.

M&As Reflect Growing Global Interest in African Mining

Location: Business
Energy Capital & Power

International mining stakeholders are increasing their access to Africa's mineral resources through joint ventures, acquisitions and stakes in local projects. Meanwhile, African countries and operators are leveraging these partnerships to enhance capital, accelerate project development and meet ambitious production targets.

The upcoming African Mining Week (AMW), taking place in Cape Town this October, will spotlight mergers and acquisitions (M&A), offering African projects a platform to showcase opportunities and providing global investors the stage to present growth strategies for Africa's expanding mining sector.

Recent research by the Economist Intelligence Unit indicates that foreign investment in Africa's mining industry is poised for significant growth in 2025, building on strong momentum established in 2024. Several key transactions highlight this trend. Earlier this month, UK-based Altona Rare Earths finalized its acquisition of an 85% stake in Botswana's Sesana Copper-Silver Project from Ignate Minerals, committing significant capital to accelerate exploration and mine development. In December 2024, Australian mining firm Patriot Lithium acquired a 90% stake in Zambia's Kitumba Copper Large Scale Exploration License from Newlight Nominees Zambia, enabling increased funding for exploration and production activities. Similarly, in October 2024, Jubilee Metals, a UK-based company, acquired Project G, its second open-pit copper asset in Zambia, as part of a strategy to boost investments and raise copper output to 25,000 tons per year.

Recent M&A activity in Africa's mining sector is reshaping the industry, improving operational efficiencies and creating new pathways for innovation and technology transfer. For African nations, these investments bring new opportunities for job creation, infrastructure development and access to global markets, fueling economic growth. Additionally, the influx of foreign capital and expertise enhances local capabilities, enabling African countries to harness their natural resources more effectively while addressing challenges like underdeveloped supply chains and limited financing for exploration.

In South Africa, M&A activity reached $10 billion between June 2023 and 2024, with 32 deals closed, compared to 24 year-on-year, according to PwC. Among the notable deals, Kenya's Marula Mining secured a 51% stake in South Africa's Mansera Kruisrivier Cobalt Holding Company in July 2024, funding feasibility and aerial studies to advance the project. Meanwhile, China's Baowu Steel Group acquired stakes in Guinea's Simandou Project, the world's largest untapped iron ore deposit, in June 2024. In Mali, Ganfeng Lithium secured an operational stake in the Goulamina Lithium Mine in a $342.7-million deal with Australia's Leo Lithium in May 2024. The UAE-based International Resource Holdings also entered the market, acquiring Zambia's Mopani Copper Mines for $1.1 billion in May 2024, enhancing exploration and production capabilities at one of the country's largest copper facilities.

As African nations focus on boosting mineral production to drive economic growth, M&A activity is expected to intensify, with global partners seeking greater stakes in the continent's abundant resources. Against this backdrop, the upcoming AMW will play a crucial role in shaping Africa's M&A landscape by facilitating project showcases, fostering partnerships and advancing deal signings that will define the future of the mining sector.

African Mining Week serves as a premier platform for exploring the full spectrum of mining opportunities across Africa. The event is held alongside the African Energy Week: Invest in African Energy 2025 conference (https://AECWeek.com/) from October 1 -3. in Cape Town. Operation Vala Umgodi nets Limpopo suspects

Thirty undocumented persons and five alleged illegal sand miners were arrested in a South African Police Service (SAPS) operation in Limpopo at the weekend.

Operation Vala Umgodi led to arrests in the SAPS’ operation carried out in collaboration with the Tactical Joint Operational Command (TACJOC on Saturday.

“The five male individuals arrested for illegal sand mining were caught loading sand into their trucks in Rakgoadi policing precinct under Sekhukhune District. Four shovels were confiscated during the operation,” said the police.

The team conducted an intelligence-driven operation in Bergenek village, within the Westenburg policing area, resulting in the arrest of six undocumented foreign nationals aged between 18 and 37.

“These individuals were apprehended at various locations and are suspected of being involved in illegal mining activities. Simultaneously, a parallel operation in Vhembe District saw law enforcement officers executing disruptive operations at multiple illegal mining sites.

“The team traced undocumented foreign nationals suspected of involvement in illegal mining to Nancefield and Musina CBD [central business district] within the Musina policing precinct. A total of 17 undocumented foreign nationals, aged between 18 and 44, were arrested and charged under the Immigration Act. All 17 individuals face direct deportation in line with immigration laws,” explained the police.

Government continues working for the people, despite Budget postponement

Location: News

Government continues working for the people, despite Budget postponement

President Cyril Ramaphosa says the events of last week present an opportunity to raise the level of understanding among South Africans around the budget and what it means for them.

This as the annual Budget Speech by the Minister of Finance was postponed last week for the first time in the nation’s democratic history.

“As GNU [Government of National Unity] partners, we will continue working for the South African people. As we have done in the past to overcome differences, we will once again find one another.

“The considerable public interest around the Budget Speech, including from young people and on social media platforms, was greatly encouraging. It is our hope that this sparks a necessary national conversation on how we will fund our national priorities and the trade-offs that will need to be made,” the President said in his weekly newsletter on Monday.

Cabinet decided to postpone the presentation of the budget to allow further discussion on areas of disagreement among parties in the GNU. The budget will now be tabled in Parliament on 12 March 2025.

READ | Budget postponed for further deliberations

“The last-minute postponement was unfortunate. It gave rise to concern and uncertainty among South Africans, investors and the financial markets, who look to the Budget for important signals about the state and direction of our economy,” the President said.

He further highlighted that the budget reflects government’s choices and priorities for the country’s development.

“Decisions on how to spend public funds have implications for every South African. It is therefore essential that the concerns raised by different parties around the budget are properly addressed, in the interests of accountability, transparency and consensus-building,” he said.

President Ramaphosa noted that this is the first time that the budget is being presented by the Government of National Unity. He said that it is understandable that this new arrangement would require a different approach in some respects.
He told the nation that the process of forging agreement among the political parties in the GNU is still work in progress.

“Disagreements, contradictions and policy divergence are inherent in governments made up of several political parties.

“It has been more than six months since the formation of the GNU. Despite disagreement between parties on a range of matters, the centre holds. It is a sign of a healthy and robust democracy that such differences may emerge from time to time and be ventilated in public.

“Such differences don’t mean that the GNU is in crisis. It means that democracy is working. A Government of National Unity by definition infers consensus-building. No one party can impose its will. There needs to be thorough deliberation and meaningful engagement,” the President explained.

Public confidence

He added that the decision to postpone the Budget Speech and to continue discussions should engender public confidence in the GNU. It should reassure citizens that despite differences of opinion, government is pulling in the same direction.

He further added that the reality is that government strives to implement national priorities in a context of slow growth, limited revenue, high unemployment and a large social wage. The state is simply not able to fund every priority and ambition.

The President emphasised that the critical issue of the public purse must be a subject of discussion and debate not just among political parties, but among all South Africans who aspire to lead lives of dignity.

“The social contract between government and the citizenry relies heavily on accountability and transparency. These have been features of our budgetary process since the advent of democracy.

“The formation of the GNU was the result of the desire by the South African people that political parties work together to move the country forward.

“As we continue to do so, we are adapting and strengthening our existing frameworks for cooperation, partnership and building consensus. We are learning, we are adjusting to new circumstances and we are moving forward,” the President said. – SAnews.gov.za

Solarafrica Secures R1.8 Billion Solar Investment, Advancing Wheeling Adoption in South Africa

Location: Business
Starsight Energy

SolarAfrica (https://SolarAfrica.com/) is proud to take another major step forward in the development of its flagship utility-scale solar project, SunCentral, by successfully reaching financial close on the first 114 MW component of the project alongside funding partners Investec and RMB. The R1.8 billion investment into SunCentral marks the start of the project's rollout in South Africa.

SunCentral is a large-scale solar photovoltaic (PV) plant located between Hanover and De Aar in South Africa's Northern Cape province. The project will be developed in three phases.

Phase 1, consisting of 342 MW, will be delivered through a staged roll-out of three 114 MW facilities and will deliver renewable energy to a diverse range of off-takers by wheeling it through South Africa's power grid. Phase 2 and 3 will increase SunCentral's capacity to 1 GW.

Unlike similarly sized projects that offer wheeling on a one-to-one basis (with one generation plant supplying one off-taker), SolarAfrica's project will offer wheeling on a one-to-many basis, making it available to a wider pool of businesses in South Africa.

SolarAfrica's Chief Investment Officer Charl Alheit, who spearheaded the financial close, explains: “Reaching financial close on the first 114 MW of our utility-scale wheeling development and Main Transmission Substation (MTS) investment marks a significant milestone in our commitment to advancing sustainable energy solutions for our customers in the commercial and industrial sectors.”

He adds that the substantial size of SunCentral will unlock access to cheaper, greener power for even more businesses across the country. “We are excited to see this project move forward as we continue contributing to the energy transition while delivering long-term value to our customers."

SolarAfrica is part of the greater Starsight Energy Africa Group. The success of SunCentral will act as a blueprint for similar (and possibly smaller) off-site generation projects in other key African markets in which the Starsight Energy Africa Group companies operate.

“The construction of SolarAfrica's SunCentral is a critical step in our journey to expand clean energy adoption across Sub-Saharan Africa, says Paul van Zijl, Group CEO of Starsight Energy Africa Group. “We are excited to move this project forward and continue delivering long-term value to our customers,” he says.

SolarAfrica is backed by world-class investors African Infrastructure Investment Managers (AIIM) and Helios Investment Partners who both hold decades-long track records of bringing investment to support African innovation.

“Reaching Financial Close on the first 114 MW on SunCentral is a fantastic milestone for SolarAfrica, says Thor Corry, Investment Director at AIIM.

“The modular approach to construct the MTS and plug in subsequent 114 MW modules provides a superb platform for SolarAfrica to scale at pace to meet the needs of the C&I customers in South Africa who want to secure price certainty and cost efficiencies while furthering South Africa's Just Energy Transition. With South Africa requiring up to 30 GW of new capacity by 2030 to meet its climate commitments and energy needs, projects like this are crucial,” Corry concludes.
