SMEs critical to economic growth

SMEs critical to economic growth

The role of Small and Medium Enterprises (SMEs) in driving economic diversity and fostering innovation to boost competitiveness is critical.

This is according to Deputy Minister of Trade, Industry, and Competition, Andrew Whitfield, who was speaking during a panel discussion at the London Stock Exchange on the role of small businesses in the economy.

Whitfield is currently in the United Kingdom, accompanying Deputy President Paul Mashatile on a mission to promote South Africa as a leading investment destination.

This high-level delegation aims to strengthen bilateral relations between South Africa and the United Kingdom, showcasing South Africa's vast investment potential while identifying new trade opportunities for local businesses.

In his address, Whitfield highlighted the broad range of support mechanisms available to South African SMEs through the Department of Trade, Industry, and Competition (the dtic).

"At the dtic, we have developed several industrial levers, including competition policy and export marketing assistance, to ensure that SMEs have the tools to expand and trade globally.

“We are also deeply engaged in conversations around digital transformation, enabling marginalised SMEs, particularly in sectors like agro-processing to access global value chains and participate on digital platforms,” he said.

Whitfield emphasised that supporting SMEs through digital platforms was crucial for ensuring that they can compete not only regionally but also globally.

He stressed the importance of reducing market access barriers for sectors like agriculture, which remains a vital area of growth for SMEs and enhancing collaboration between the private and public sectors to create a conducive trading environment.

He addressed the broader role of SMEs in South Africa’s industrial policy, highlighting the need for targeted interventions that enable them to participate in high-growth sectors such as manufacturing, technology and agro-processing.

"The export potential for South African SMEs is enormous, and we are committed to scaling them up to ensure they are integrated into both regional and global value chains. Through our policies, we aim to create an ecosystem that supports rapid and inclusive growth.

“This is essential for job creation and for ensuring that SMEs can contribute meaningfully to the industrialisation of our economy," he added.

Furthermore, Whitfield touched on the need for removing red tape and bureaucratic barriers that hinder SME growth, stressing the importance of regulatory reform as part of South Africa’s economic recovery strategy.

As the delegation continues its engagements in the UK, Whitfield emphasised that partnerships between government and private sector entities, particularly in sectors like agriculture and technology, would be pivotal in unlocking future opportunities.

"We have had promising discussions around agricultural products and solutions for SME growth, and we’re committed to ensuring that companies investing in South Africa make deliberate efforts to partner with small and medium-sized enterprises.

“We believe that such partnerships, coupled with digital transformation, will play a major role in positioning SMEs to thrive in global markets," he said.

Whitfield reaffirmed South Africa’s commitment to creating an enabling environment that will attract investments and spur growth across various sectors of the economy. – SAnews.gov.za

Forum to address Vaal River pollution

Location: News

Forum to address Vaal River pollution

Water and Sanitation Deputy Minister, Sello Seitlholo, is set to launch the Vaal River Anti-Pollution Forum, which is aimed at addressing long-standing pollution affecting water quality in the Vaal River.

The Vaal River Anti-Pollution Forum, to be launched on Thursday, will be a non-statutory forum, including various stakeholders with a particular focus on stakeholders that are directly affected by the declining water quality of the Vaal River from the Upper, Middle and Lower Vaal.

The chairperson of the forum will be an independent candidate, to be appointed by the Water and Sanitation Minister, who has no personal interest, except to see an improvement of the Vaal River water quality.

Seitlholo highlighted that the main objective of the Anti-Pollution Forum will be to co-ordinate, improve, and integrate efforts for the management of the Vaal River quality, in line with its determined resource quality objectives.

“The forum will also provide high-level guidance aimed at ensuring the protection of the Vaal River as well as identifying remedial actions to mitigate the impact of pollution as a result of water-use sectors such as mines, agriculture and wastewater works, among others,” Seitlholo said.

The duties assigned to the forum members include:
•    The co-ordination and support of awareness building initiatives regarding water quality management in the Vaal River catchment.
•    Ensuring adequate stakeholder participation in the forum processes.
•    Investigating and recommending innovative and best applicable technologies to deal with water pollution.
•    Enhancing collaboration with various institutions to improve the quality of the Vaal River.
•    Providing support to the existing catchment forums in the Vaal River.
•    Publishing reports on an annual basis to track the performance and implementation of recommendations and activities of the forum.

Seitlholo noted that the Vaal River is one of the largest rivers in South Africa and a popular tourist destination that is becoming increasingly contaminated with pollution from mining, industries, wastewater works, agriculture and other sources.

He said the establishment of the forum seeks to redeem the river to its former healthy standing of the past.

Seitlholo, who will be leading the anti-pollution drive across the country on behalf of the department, has since committed to ensuring that through the forum, polluters are taken to task and are held accountable for their actions.

Seitlholo reiterated that South Africa is a water-scarce country, which cannot continue to "treat people who do not respect this precious resource with kid gloves".

“Through the forum, we want to ensure that transgressors are brought to book so that they account for their crimes. Any person or entity that continues to pollute water sources will face the full might of the law,” Seitlholo said.

The Deputy Minister said the department will create a register with the names of polluters in the country.

He said the database will be used to keep a record of all polluters in the country, as well as their transgressions and actions taken against them.

“The National Polluters' Register will assist us to bring attention and pressure to polluters, with the hope that it brings change in their behaviour. The register will then be placed on the departmental website, where members of the public will be able to access it,” Seitlholo said. – SAnews.gov.za

Plan for reshaping conservation revealed

Plan for reshaping conservation revealed

Deputy Minister of Forestry, Fisheries and the Environment Narend Singh has unveiled a plan that advocates for a thriving environment for people and nature by 2040.

“We are today declaring a path towards a time in the future when nature and people both thrive because of how they would have reshaped the terms of their co-dependence,” Singh said on Thursday in Johannesburg.

Addressing the occasion of the reveal of Vision 2040, the Deputy Minister said the plan was about shifting the needle in terms of shared economic growth and job creation in a manner that promotes a much stronger embrace for nature.

Vision 2040 was launched under the theme “For A Life in Harmony with Nature,” which talks to a deliberate effort to ensure benefit sharing through sustainable development practices which can be articulated around the elements of people, planet and prosperity.

“Ours is a great, exciting and ambitious mission which speaks to how by 2040 we hope to have reshaped the character of conversations, plans and ambitions happening in our streets, homes, boardrooms, in public discourse and even possibly education to embrace our cultural and natural heritage,” the Deputy Minister said.

The main aim of Vision 2040 is to promote social justice and inclusivity by guaranteeing that all communities, particularly the disadvantaged and marginalised ones, have fair access to opportunities and resources and that conservation is a catalyst for growth and prosperity and the betterment of people’s livelihoods.

“Vision 2040 is part of our deliberate contribution of an element of the Kunming Montreal Global Biodiversity Framework (GBF) that we need to grow our conservation estate to be constituted so that 30% of the land and 30% of the sea be placed under protection by 2030 (commonly known as 30X30).

“It also indicates that communities living in and adjacent to conservation must tangibly benefit from the economic opportunities created. The creation of Mega Living Landscapes (MLLs), which as we have heard are vast, integrated areas that balance human development with natural ecosystems, and will be a major priority,” the Deputy Minister said.

This work is also linked to the National Biodiversity Economy Strategy.

Vision 2040 promotes sustainable economic development by leveraging biodiversity as a catalyst for social and economic transformation.

This includes promoting eco-tourism, sustainable agriculture, and green businesses that generate income while using and conserving natural resources.

“By aligning conservation efforts with economic activities, we aim to create job opportunities, support local economies and small, medium, and micro enterprises (SMMEs) and provide sustainable livelihoods,” Singh said. - SAnews.gov.za

President Ramaphosa urges US business to invest in SA’s growing economy

President Cyril Ramaphosa has called on US businesses to deepen their investment ties with South Africa, highlighting the country's renewed focus on economic recovery and structural reform.

Speaking at the SA-US Interactive Business Forum in New York on Monday, the President emphasised the progress made under South Africa's Government of National Unity (GNU) and the vast opportunities available to foreign investors.

He said this is a “timely intervention”, referencing his first visit to the US since South Africa's general elections in May, which led to a coalition government of political parties committed to inclusive growth and job creation.

“The advent of the Government of National Unity has renewed investor optimism in the South African economy. The message I bring to US investors today is that this optimism is well-placed.

“South Africa is firmly on the road to recovery, and we invite you to be part of this journey. Investments in South Africa are secure. Our business environment is stable. This is supported policy certainty and regulatory safeguards,” the President said.

He added that South Africa intends to stay the course on the structural economic reform process, on scaling up investment in key infrastructure, and on improving the business operating environment.

The President noted South Africa’s success in attracting investment, revealing that the country had achieved its target of raising R1.2 trillion (approximately USD 63.6 billion) ahead of schedule in 2022.

“We have announced a new target of approximately R2 trillion or approximately USD 100 billion over the next five-year period up to 2028.

“The far-reaching structural reforms we have implemented over the past six years have opened up the country to increased levels of investment that continues to grow,” the President said.

Ramaphosa particularly underscored the potential in the clean energy sector, which has attracted significant investment, supporting South Africa’s commitment to decarbonisation and energy security.

"We are equally committed to a Just Energy Transition that is inclusive, that take our developmental needs into account, and that leaves no community behind.

“We have a supportive and enabling industrial policy that incorporates amongst others expanding the special economic zones, driving export-led growth, and harnessing the potential of the Africa Continental Free Trade Area or AfCFTA. In January 2024 we began preferential trading under the AfCFTA,” he said.

The President emphasised that the Government of National Unity is furthermore committed to prudent monetary and fiscal policy and to strengthening regulatory and legislative frameworks to combat corruption.

The President also highlighted the importance of strategic partnerships with US businesses, especially in sectors like advanced manufacturing, energy, healthcare, and infrastructure.

“South Africa and Africa is ripe for investment in financial services, advanced manufacturing, energy, healthcare, infrastructure development, mining, science and technology and other sectors. South Africa is also developing the value chains of the future.

“With substantial reserves of critical energy transition minerals, we are positioning ourselves to be at the forefront of the green energy revolution,” he said.

He added that as the country with the world’s largest platinum group metal reserves, South Africa has a competitive advantage when it comes to the production of sustainable energy technologies, including electric vehicles, new energy vehicles and renewable energy components.

President Ramaphosa praised the collaboration between the New York Stock Exchange (NYSE) and Johannesburg Stock Exchange (JSE), following the 2022 Memorandum of Understanding. He stated that the partnership between the two stock exchanges “promotes cross-border investment and drives economic growth on a global scale.”

The President further highlighted the US as one of South Africa’s most valued trade partners, noting that bilateral trade totalled USD 17.6 billion in 2022.

He also praised the impact of the African Growth and Opportunity Act (AGOA) in fostering trade and creating jobs in sectors like automotive, agriculture, and precious metals.

With Africa's population expected to reach 2.5 billion by 2050, President Ramaphosa painted a bright picture of the continent's economic prospects, noting that the African Continental Free Trade Area (AfCFTA) would "drive a wave of industrialisation and create dynamic regional value chains."

“This too presents opportunities for US businesses and investors, and opens up new markets for their goods, products and services.

“Mutually beneficial trade and investment not only unlocks the dynamism and potential of an entire continent. It will also aid Africa’s efforts to achieve the Sustainable Development Goals,” the President said.

In closing, President Ramaphosa reassured investors of the stability and security of investments in South Africa.

“South Africa is open for business. Sustainable and inclusive growth spurs development and creates jobs.

“Together, we can forge a path to shared success and progress, leveraging our combined strengths to achieve enduring prosperity for our people,” the President said. – SAnews.gov.za

Chikunga hopeful of Women’s Forum recognition

Chikunga hopeful of Women’s Forum recognition

Minister in the Presidency for Women, Youth and Persons with Disabilities, Sindisiwe Chikunga, says she is confident that the BRICS Women’s Forum will be recognised at this year’s Kazan Summit Declaration, scheduled to take place next month.

Chikunga made the remark as Russia prepares to host the BRICS Summit to be held in Kazan, from 22 to 24 October, after the country assumes the BRICS chairmanship in 2024.

This as the Minister led the discussions at the BRICS Women Affairs meeting held in Saint Petersburg, Russia.

READ | Chikunga arrives in Russia for BRICS Women Affairs Meeting

The meeting saw BRICS Member States discussing cooperation prospects in the fields of women’s leadership and enhancing the role of women in finance, agriculture, innovation, healthcare, creative industries, tourism, environmental safety, and the inclusive economy.

Speaking at the BRICS Women's Forum, which included the BRICS Ministerial Women’s Affairs Meeting on Friday, Chikunga congratulated the Russian Federation on assuming the Chairship of BRICS 2024, and the sterling work that it has undertaken to date.

“As you are aware, this forum of Ministers was first initiated in 2023 during South Africa's Chairship of BRICS. It is indeed encouraging to witness its growth under the stewardship of the Russian Federation's 2024 Chairship, and it will undoubtedly flourish under the future Chairship of fellow BRICS member states.

“We applaud Russia's choice of the theme 'Women, Governance, and Leadership' as a timely intervention that ensures this forum continues to amplify the voices, interests, and full representation of women across BRICS member states, promoting their meaningful participation at all levels of governance and decision-making.”

Chikunga also reflected on some of the key points that emerged during hybrid BRICS Ministers for Women Affairs held in December 2023, where the forum was recognised as a fundamental platform to elevate equality, women’s rights, economic autonomy, and empowerment; and to address major concerns related to women across the BRICS countries.

The forum also promotes mainstreaming of women’s issues across BRICS’ processes, priority areas, declarations and agreements; and provides a platform for the exchange of knowledge and best practices in advancing the current and future wellbeing of women and girls across BRICS.

“Our meeting recognised the tremendous progress that successive BRICS summits have produced in the areas of global governance, development, peace and security, energy, climate change, and social issues. We noted, however, that discussions in these areas would be further enriched by a ministerial meeting dedicated to women affairs.

“There was consensus on the potential of this forum to accelerate the implementation of existing commitments, principles, goals, and actions outlined in various international instruments on women. These include the Beijing Platform for Action (1995), the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW - 1979), UN Resolution 1325 (2000) on Women, Peace, and Security, as well as the UN [United Nations] Agenda 2030 and its 17 Sustainable Development Goals (SDGs),” Chikunga explained.

The meeting further agreed to support the acceleration of the implementation of the African Union Agenda 2063, with a particular focus on Aspiration 6, which promotes women's empowerment.

Asserting women’s interests

The Ministers also highlighted the need to assert women’s interests across the broader BRICS agenda, strengthen multilateralism, and synergise with the work of the BRICS Business Women’s Alliance to accelerate the mainstreaming of socio-economic priorities for greater inclusivity and equity.

“We acknowledge that this goal will be further enriched when we leverage our collective strength as the Global South, alongside robust people-to-people exchanges and cooperation within BRICS nations and across the African continent.

“A key highlight of the Johannesburg II Declaration was the recognition of the vital role of women and youth in trade and their potential to act as catalysts for industrialisation, infrastructure development, food security, agricultural modernization, sustainable growth, healthcare, and addressing climate change,” she said.

The Johannesburg II Declaration is a document that encapsulates significant BRICS viewpoints on matters of global economic, financial and political significance.

KZN Premier attends Climate Week in the US

KwaZulu-Natal Premier, Thamsanqa Ntuli,  has embarked on a strategic working visit to the United States of America (USA) where he will be attending the highly anticipated Climate Week forum.

The Climate Week NYC, held in conjunction with the United Nations General Assembly, is one of the world’s largest annual events dedicated to climate action and sustainability.

The forum will take place in New York City from 22 to 29 September 2024. It brings together leaders from the world of business, including government, political change makers, academia, and civil society from all over the world, who will gather to drive the transition forward, speed up progress, and champion change that is already happening.

Ntuli, who left the country this week will be engaging in high-level discussions and forming strategic partnerships during Climate Week.

The KwaZulu-Natal Provincial government said Ntuli’s visit to New York underscores the province’s commitment to addressing climate change, promoting sustainable development, and strengthening ties with the USA—South Africa's third-largest trade partner.

“Premier Ntuli’s objectives include reaffirming the strategic and mutually beneficial relationship between KwaZulu-Natal and the United States, advocating for enhanced international cooperation in tackling climate change, securing investments in green technologies, and implementing sustainable land-use practices,” the provincial government said.

The provincial government added that the Premier’s visit aims to achieve several key outcomes, including securing international cooperation; obtaining support and investment for renewable energy projects and climate adaptation initiatives; forging global partnerships; and collaborating with international organisations, climate-focused non-profits, and private sector stakeholders to advance climate action.

The visit also aims to showcase provincial progress, highlight KwaZulu-Natal’s achievements in climate resilience, including improvements in disaster risk management and biodiversity conservation.

“Ntuli’s participation in Climate Week and related events signifies KwaZulu-Natal’s proactive approach to global climate challenges and positions the province as a leader in climate adaptation and sustainability. The insights and partnerships gained from this visit are expected to enhance KwaZulu-Natal’s long-term climate resilience and contribute to sustainable development efforts,” the provincial government highlighted.

The Premier will on Friday hold a meeting with the South African Consul General to New York, Simon Cardy, which will cover a range of global issues, including trade, investment, climate change, food security and energy.

The discussion is part of a broader effort to align KwaZulu-Natal’s strategies with global climate goals and secure international support for the province’s sustainability initiatives.

Climate resilience

KwaZulu-Natal has recently faced severe climate-related challenges, including heavy rainfall, strong winds, hailstorms, and a tornado that have caused significant infrastructure damage, particularly in the eThekwini Metro, Ilembe and Howick areas.

The April 2022 floods, among the worst in the province’s history, resulted in over 400 fatalities and severe disruption to infrastructure, including port operations in Durban.

“These recent events underscore the urgent need for enhanced climate resilience. The Premier’s visit aims to address these challenges by securing international collaboration and investment to bolster KwaZulu-Natal’s capacity to manage and adapt to climate risks,” the provincial government said.

MEC for Agriculture and Rural Development, Thembeni kaMadlopha-Mthethwa, has been appointed as Acting Premier of the province during Ntuli’s absence. KaMadlopha-Mthethwa will oversee the provincial responsibilities until the Premier returns. – SAnews.gov.za

Green Hydrogen programme makes progress

Green Hydrogen programme makes progress

Since the gazetting of nine Strategic Integrated Projects (SIPs) by Infrastructure at a Capex value of R300 billion, the Green Hydrogen National Programme (GHNP) has attracted projects with the Capex value of over R800 billion with about 20% of the total investments at the bankable feasibility stage.

This is according to Public Works and Infrastructure Deputy Minister, Sihle Zikalala, who was speaking at the Green Hydrogen Devac conference in Sandton, Johannesburg on Wednesday.

The gazetting of the SIPs was done by Infrastructure South Africa (ISA) which is an entity of the Department of Public Works and Infrastructure in 2022.

According to Zikalala, most of these projects are at different stages of development ranging from prefeasibility to execution.

These projects include the Isondo Precious Metals (IPM) in Johannesburg which entails a fuel cell and electrolyser component manufacturing facility in Gauteng, the Prieska Energy Cluster Green Ammonia Production facility in the Northern Cape, Boegoes Bay Green Hydrogen Port Rail and Infrastructure Project driven by the Northern Cape provincial government.

Other projects include the Hive Green Ammonia export project in the Eastern Cape, Arcelor Mittal South Africa (AMSA) Saldanha Green Steel Project in the Western Cape and the Sasolburg 60MW H2 production in Gauteng.

Zikalala said South Africa only needed one percent of the country’s land area to support green hydrogen economy initiatives, creating jobs and improving the economy. He said this was unusable land for agriculture and human settlements.

The Deputy Minster said ISA acted as one of the government enablers for the South African green hydrogen opportunity.

He said that by gazetting the GHNP as a SIP, ISA enabled projects to be placed on an expedited path to development with prescribed and shortened timeframes for various project approvals and authorisations.
‘The seventh administration has identified three priorities: driving inclusive growth and job creation, reducing poverty and tackling the high cost of living and building a capable, ethical and developmental state," said the Deputy Minister.

He called on green hydrogen players to work with government in the creation of jobs in the green hydrogen economy.

“We look up to you to take a lead in facilitating green hydrogen manufacturing capability in a manner that localises the production of upstream and downstream value-added products. Working together, South Africa can realise its potential to produce six to 13 million tons of green hydrogen and derivatives per year by 2050.

“We reiterate that South Africa as a green hydrogen investment destination still offers substantial additional investment opportunities including green shipping, green fertiliser production, electrolyser manufacturing, pipeline development, green field port developments’, said Zikalala. - SAnews.gov.za

EC government collaborates with business to support commercialisation of farmers

Location: News

EC government collaborates with business to support commercialisation of farmers

The Eastern Cape Department of Rural Development and Agrarian Reform (DRDAR) has introduced innovative funding mechanisms to support the commercialisation of Black farmers.

Rural Development and Agrarian Reform MEC, Nonceba Kontsiwe, said the department established the Eastern Cape Agriculture Blended Funding Scheme to provide access to finance for Black farmers to become commercial and participate in the value chains.

This was made possible through collaboration with the Eastern Cape Rural Development Agency (ECRDA), Eastern Cape Development Cooperation (ECDC), Small Enterprise Finance Agency (SEFA) and Land Bank.

In 2023/24, DRDAR and ECDC distributed R32 million to 18 agricultural enterprises, creating 455 jobs.

The funding has enabled businesses to invest in equipment, infrastructure, and production inputs, enhancing their revenue.

“We are committed to this initiative with a budget of R75 million allocated to attract equal or more funding from development finance institutions (DFIs) and the private sector over the Medium‐Term Expenditure Framework (MTEF). The budget for 2024/25 is R25 million,” Kontsiwe said.

The department recently entered into an agreement with the Land Bank to collaborate on funding and developing clustered and aggregated commodities value chains in the province.

“This collaboration aims to facilitate access to affordable funding for farmers without stringent terms to support primary and agro-processing activities, to enable Eastern Cape farmers to access the R300 million allocation from the Land Bank.

“The finalised aggregation model and financing tools will be tested in pilot projects for grains, wool, mohair, citrus farming, dairy, vegetables, and livestock in the province,” Kontsiwe said.

Kontsiwe added that the department, in partnership with the ECRDA, aims to support Black commercial farmers in exporting their produce to international markets, thereby boosting their competitiveness.

“The revolving credit facility is designed to offer operational funding to address the financial needs of high-value and export-oriented commodities during production cycles. A budget of R4 million has been earmarked for the ECRDA to implement this program in the 2024/25 financial year, serving as an incentive to attract more Black commercial farmers to participate in export markets,” the MEC said. – SAnews.gov.za

Framework to revitalise Eastern Cape agriculture sector

Location: News

Framework to revitalise Eastern Cape agriculture sector

Eastern Cape Rural Development and Agrarian Reform MEC, Nonceba Kontsiwe, says the province has adopted the Agriculture Investment Framework to revitalise the agriculture sector.

Commenting on the commercialisation of Eastern Cape’s agriculture, Kontsiwe noted that despite having the highest livestock population, the province only contributes 8% to the country's livestock Gross Domestic Product.

There are over 10 000 hectares of irrigable land with water rights in irrigation schemes that have the potential to produce dairy, vegetables, fruits, grains, and fodder.

“However, this land is not fully utilised, and optimising its use could greatly enhance sector performance in terms of growth and employment,” Kontsiwe said.

She said commercial farmers constitute 9% of the farming population, generating 71% of the income and employing 60% of the agricultural labour force, significantly driving the agricultural sector's performance.

On the other hand, she said, smallholder producers, representing 91% of the farming population, generate 29% of the income and provide 40% of the jobs.

“The growth of smallholder farmers is impeded by high barriers to entry, including high fixed costs (land, equipment, and operations), inadequate on and off-farm infrastructure, limited funding options tailored to their needs, rising input costs, and poor logistics.

“The challenge is how to effectively commercialise land owned by Black farmers to enhance the economic performance of the agricultural sector to build industries for inclusive growth,” the MEC said.

Policy

Kontsiwe said government has approved a progressive State Land Lease and Disposal Policy, aimed at releasing land to land reform beneficiaries to attract investment, improve productivity, and enhance competitiveness on their farms.

She reported that out of all the farms distributed in the Eastern Cape, 100 were classified as commercially viable in various agricultural sectors.

These include citrus in Amathole and Sarah Baartman; deciduous in Sarah Baartman; wool and beef across the province; and grain in OR Tambo, Alfred Nzo, Joe Gqabi, Chris Hani, and Amathole.

The department’s strategy for commercialising 100 farms involves repurposing the Eastern Cape Rural Development Agency (ECRDA) to serve as a trade and business aggregator for various commodities.

“The ECRDA will be empowered to enter into 10-year commercial agreements with all 100 farms to provide holistic support to them and provide them with offtake contracts to supply their produce to ECRDA processors, which are planned to be located in RED Hubs and industrial parks such as Queens Industrial, Butterworth Industrial Park, Fort Jackson, and Dimbaza.

“These processors will process primary produce into food and feed products for domestic markets. For export-oriented products, the ECRDA, supported by the ECDC, will aggregate produce from these farms and explore trade opportunities in African, Chinese, and Middle Eastern markets,” Kontsiwe explained.

The MEC added that the department will partner with other sector departments to facilitate private sector investment by securing water rights for irrigation, obtaining environmental authorisation, acquiring title deeds, or securing long-term land use rights.

The department will also work towards consolidating and coordinating government investments towards land reform farms.

The targeted departments include Agriculture; Land Reform and Rural Development; Forestry, Fisheries and Environment; Water and Sanitation and Economic Development, Environment Affairs and Tourism.

“The department will collaborate with the Regional Land Claims Commission to secure Land Development Grants for 38 properties in land claims settlements [and] this will benefit communities in areas like Ncora, Magwa, Dwesa-Cwebe, Mkhambathi, and more.

“The department will develop an infrastructure business plan to access funding and unlock R220 million from the Land Development Grant,” Kontsiwe said. – SAnews.gov.za

Conference encourages advanced understanding of climate change

Nelson Mandela Bay Municipality (NMBM) Mayor, Gary van Niekerk has emphasised the need to advance understanding of climate change to mitigate the challenges the country faces, including floods and drought.

“Climate change is no longer a distant threat but a stark reality that we face, with daily struggles such as floods and droughts that threatens the livelihoods of millions as agriculture is affected by this.

“We must advance our understanding of climate change in agriculture to ensure that we mitigate these challenges. Together we can build a resilient and prosperous future for South Africa,” Van Niekerk said.

The mayor made these remarks at the 61st Agricultural Economics Association of South Africa (AEASA) Conference that was held at Boardwalk Convention Centre in Gqeberha.

Held under the theme “Agricultural Economics Research for Mitigation and Adaptation to Climate Change in Southern Africa”, the three-day annual conference concluded on Wednesday.

The conference which got underway on Monday, was aimed at promoting training and research which will encourage advancements in agricultural economics research and education, among others.

The conference showcased cutting-edge research work on mitigation and adaptation to climate change, with a special focus on Southern Africa, as well as research on other topics of vital interest to agricultural economists, farmers, and relevant policymakers in the region.

Van Niekerk added that hosting the AEASA conference lines up with Eastern Cape metro’s broader goals to promote sustainable economic development as well as showcasing the metro’s business tourism infrastructure.

Peace and safety are key to growing tourism sector

With the country commemorating Tourism Month in September, peace and safety have been highlighted as catalysts to grow the tourism sector, says Nelson Mandela Bay Municipality Deputy Mayor, Babalwa Lobishe.

At an event to celebrate Tourism Month which is commemorated annually in September, Lobishe called on all stakeholders to collaborate in ensuring peace and safety.

Tourism Month promotes domestic travel, showcasing the country's diverse tourism offerings, and to highlight the sector's significant contribution to the South African economy.

This year’s Tourism Month is celebrated under the theme: "Tourism and Peace-30 years of connecting people and cultures”.

Lobishe said the metro’s focus area for this year is not only tourism safety but also diversification of tourism products to bring about memorable experiences for tourists.

"We have a past where there was no peace and safety was only for a few. Some people were not allowed to travel freely and be tourists in their own country.

“In recognising our past and embracing our future, we need to work collaboratively to create a conducive environment for the world to come to our city and celebrate with us,” Lobishe said.
|
To deliver a memorable Tourism Month, Lobishe said the metro has mobilised critical stakeholders in the areas of business, and these include safety and security such as the South African Police Service (SAPS), private security, the tourism industry like the Eastern Cape Tourism Board, and relevant government entities and local based tourism practitioners.

Lobishe said the municipality prides itself as the best in delivering cultural experiences, “an element that sets the metro apart from its competitors.”

She highlighted another positive addition to the metro tourism offerings, the booming cruise industry. Last year, the metro received 36 cruise vessels with a 45 80 0 combined number of passengers, with an estimated economic impact of R77 million.

This year, the metro expects a slight increase of 40 cruise vessels.

“We also want to improve on the number of days these cruise vessels spend in our metro so that more jobs can be created. It then becomes important that we improve on our offerings,” Lobishe said.

Tourism ambassadors

Member of the Mayoral Committee for Economic Development, Tourism and Agriculture Shuling Lindoor said that as part of the metro’s efforts to improve on tourism safety, the directorate has hired more tourism ambassadors to work with the security cluster.

"Our primary focus is safety. We have put resources to complement the Tourism Month Safety Plan that is already in place, led by SAPS and the metro police. For tourists to have a memorable experience, safety is paramount,” Lindoor said.

Events

Meanwhile, as part of this year’s Tourism Month celebrations, the metro will host a National Cruise liner workshop to build relations and engage tourism operators on some of the metro’s unique tourism offerings.

The workshop will be held from 26-27 September and the Green Flag Trials - an offering that seeks to promote sustainable tourism - will be held on 28 September at the Van Stadens Reserve.

“Nelson Mandela Bay tourism offering would not be complete without good traditional food and heritage. Kasi Food Festival will give tourists that special experience that will also offer a good platform for township tourism to benefit.

“This event will be held in Zwide Township on 28-29 September 2024. The month will be closed on a high note at the Mendi Arts Centre through an interactive of the story of New Brighton,” the municipality said.

In between the planned major events and programmes, the metro will be partnering with different entities to deliver an exciting Tourism Month, and these include Tourism Awards, Premier Soccer League games and cultural events. – SAnews.gov.za

Rural food hubs to improve EC food security

Location: News

Rural food hubs to improve EC food security

The Eastern Cape Department of Rural Development and Agrarian Reform (DRDAR) plans to establish food hubs in rural areas, which will enable subsistence and home-based vegetable producers to collect, store and process their produce for the local market.

Unpacking the department’s food security plans for this term on Tuesday, Rural Development and Agrarian Reform MEC, Nonceba Kontsiwe, said the department will support communities to grow their own food through home-based gardens and improving food access and income.

“This initiative will focus on sustainable agriculture, water conservation, and youth entrepreneurship in rural areas. Investing in our people will reduce living costs and promote self-sufficiency, thus community resilience,” she said.

Kontsiwe noted that the department is part of a coordinated effort by the provincial government to contribute to eradicating poverty and malnutrition in the province.

She acknowledged that the department alone cannot solve the food security issue, noting that despite having various programs and initiatives, the lack of a unified strategy has led to a fragmented and less effective approach.

The Office of the Premier has coordinated government departments and agencies to develop a Provincial Food and Nutrition Security Plan, and the department’s primary goal is to guarantee food security in the province.

The MEC said the department is committed to support people to cultivate the land, regardless of its size, and produce their own food.

She said the initiative will focus on sustainable agriculture, water conservation, and youth entrepreneurship in rural areas.

According to Kontsiwe, investing in people will reduce living costs and promote self-sufficiency  and community resilience.

The department is planning to expand household food production in rural and peri-urban areas on a large scale.

She said the initiative will include establishing small-scale vegetable nurseries to provide high-quality seedlings, which will reduce production costs.

“DRDAR and the Department of Agriculture, Land Reform and Rural Development (DALRRD) are collaborating to support 42 000 households (30 000 from the Siyazondla Program and 12 000 from PES3) in growing their own food in the 2024/25 financial year.

“We invite all sectors of society to join us in addressing food insecurity and malnutrition in districts, metros, local municipalities, and wards. We are fast-tracking the spring water protection program to ensure villages have access to water for food production,” the MEC said.

For the 2024-25 financial year, the department plans to implement 10 spring water projects in five districts, including two in Alfred Nzo, Amathole, Chris Hani, Joe Gqabi, and OR Tambo.

The MEC highlighted that in the previous 2023/24 financial year, the department successfully completed 10 projects, installing 290 taps in 12 villages, benefiting 2 263 households and creating 729 jobs.

Embracing innovation and technology

Kontsiwe emphasised the importance of embracing innovation and technology to reduce production costs and mitigate the impact of climate change.

She said the department will this financial year launch a pilot program, which will see the installation of 14 tunnels with 3 720 climate-smart boxes in all districts and colleges.

The MEC said this initiative will allow vegetable producers to cultivate crops throughout the year in a controlled environment.

“We anticipate that this project will encourage more young people and women to engage in agriculture in our province. We invite people of all ages, including elders, churches, schools, health facilities, and traditional leaders, to support and promote community food production.

“We will collaborate with the private sector to assist households in growing their own food. These initiatives will be carefully planned, organised into projects, and implemented gradually with available resources,” the MEC said. – SAnews.gov.za

North West provincial government advertises over 160 jobs

The North West Provincial Government has advertised the first batch of over 160 vacant positions across provincial departments.

According to the statement, this is part of strengthening the provincial government’s capacity to deliver services and open the public service to capable professionals, graduates, youth and women.

North West Premier Lazarus Mokgosi said the recruitment drive which started over the weekend aims to create work opportunities for qualifying youth unemployed graduates and fight the scourge of unemployment in the province.

“We are embarking on a developmental trajectory that is aimed at capacitating the State and will see to the full implementation of the plans we have set out for ourselves in the seventh administration. But of critical importance is to take a lead as government in job creation,” Mokgosi explained.

Through the implementation of the province’s growth and developmental strategy, the province will be guided by the newly instituted Investment and Economic Advisory Council (IEAC).

The plan is to create over 100 000 jobs in tourism, agriculture and construction in the next five years.

“The creation of jobs must be a multifaceted approach which must include the private sector. We initiated engagements with various stakeholders on how best we can respond to the astronomical figures of unemployment in the province, and I believe that all our efforts will yield the desired results,” Mokgosi added.

The vacancies have been advertised in national and provincial newspapers and at www.nwpg.gov.za and www.dpsa.gov.za. – SAnews.gov.za

Land Bank reaches agreement with lenders

Location: News

Land Bank reaches agreement with lenders

The Board of the Land Bank has announced the successful conclusion of a debt restructuring solution with all its lenders.

At a media briefing in Pretoria on Monday, the bank said official notices have been issued, signalling the implementation of the solution and the bank’s strategic direction moving forward.

The agreement reached with the Land Bank international and local lenders will remedy the bank’s prevailing debt default which occurred in April 2020, said Land Bank Board Chairperson, Thabi Nkosi.

Nkosi said following the signing of legal agreements and the fulfilment of all conditions, the debt restructuring solution will take effect on 16 September 2024, effectively ending the Land Bank’s debt default position.

She said the debt restructuring spans multiple financial instruments of all the bank’s lenders, ensuring equitable treatment of all the lenders, regardless of the type of debt held and their governing laws.

“Scheduled repayments to lenders will occur every six months through to March 2028. The government's equity contribution will play a critical role in this plan, positioning Land Bank on a sustainable path forward,” Nkosi explained.

Nkosi acknowledged this has been one of the most intricate and extended debt restructuring efforts in South Africa’s financial history.

Coordinating a large number of lenders, including local lenders, a multilateral development finance institution and international banks, as well as the different types of debt instruments, and tenures, added to the challenge.

“Thankfully, all parties showed remarkable patience and good faith with lenders respecting a stand still arrangement since the bank defaulted on its debts. We believe the solution we have reached is in the best interest of all stakeholders and the agricultural sector," Nkosi said.

Speaking on behalf of government, Finance Minister Enoch Godongwana said government has been concerned about the effect the protracted negotiation process has been having on the bank’s lending activities, which are vital for the socio-economic impact of the bank on the South African economy, and the agricultural sector, in particular.

The Minister said at its prime, the Land Bank contributed R45 billion to the bank’s agricultural debt finance, which represented a share of approximately 28% of the South African farming debt.

Since the debt default the bank has repaid over 60% of its debt. This was achieved through cash proceeds from a deliberate reduction of the bank’s loan book, which reduced from R45.2 billion in March 2020 to R17 billion by June 2024.

Despite the downsizing, Land Bank resumed limited lending activities in October 2022 through the Blended Finance Scheme, which is supported by grant funding from the Department of Agriculture.

“Whilst we were mindful of the bank’s need for state support to assist it to get out of its debt default, we were also cognisant of the fact that a large part of the bank’s debt restructure solution would be driven through the bank’s own initiated remedial measures,” Godongwana said.

Through its own cash flow from collections and client settlements, Godongwana said the bank was able to repay 60% of its funding liabilities since the debt default.

"Government provided R10 billion to stabilise the situation and alleviate the State’s contingent liabilities through the settlement of the State-guaranteed lenders, and to allocate R3.7 billion from these funds towards the Blended Finance Scheme to support the bank’s agricultural development and transformation mandate.

“We also ensured that the bank found self-help measures while keeping fiscal support to a minimum. Moving forward, the bank's funding model remains a priority," Godongwana said.

He added that with the liability solution finalised, government wanted the bank to adhere to the pledges set out in its debt restructure agreement and begin a process to address its funding structure so that “we never find ourselves in a similar position again”.

“A closer relationship and collaboration between the bank and the Department of Agriculture, as well all relevant state departments and entities, is required to ensure that coordinated efforts and economies of scale of the State’s entities and the private sector are leveraged to deliver effective impact in the agricultural sector,” Godongwana said.

With the liability solution finalised, the Land Bank is now focused on executing its turnaround strategy to implement its mandate and to drive development and transformation within the agricultural sector.

The bank said the new operating model, led by the CEO and the executive team, with strong board support, “will be central to this journey”. – SAnews.gov.za

Minister commits to improve working conditions of veterinarians

Agriculture Minister, John Steenhuisen, has committed to ensuring that the working conditions of animal health practitioners are improved in South Africa.

This comes as the country grapples with a critical shortage of professionals in the essential field, which has far-reaching implications for animal health, biosecurity and food security.

Steenhuisen said veterinarians face challenges, including insufficient resources and medicines, inadequate remuneration, and mounting mental health concerns.

He emphasised the gravity of the issues and acknowledged the indispensable role played by veterinarians in safeguarding the country's agricultural sector.

"Veterinarians are a cornerstone of South Africa's agricultural success, and without addressing the systemic issues they face, we risk jeopardising not only their well-being but the nation’s food security," said Steenhuisen.

The Minister also underscored that South Africa must become a place where animal health practitioners can thrive and feel valued.

“South Africa currently has 4000 registered veterinarians, far below the international benchmark which is between 200 and 400 veterinarians per million people. At least a hundred veterinarians emigrate annually in search of better opportunities abroad,” the Minister said.

In his efforts to ensure comprehensive input from all relevant parties, Steenhuisen is expected to meet with nine provincial agriculture MECs, including senior officials from the department, the South African Veterinary Association, and key industry experts to address the concerns and avert a potential crisis in the profession and the agricultural sector. – SAnews.gov.za

‘New era of opportunity’ for China, South Africa cooperation

Location: News

'New era of opportunity' for China, South Africa cooperation

President Cyril Ramaphosa says the relations between South Africa and China have entered a new “era of opportunity”.

The President was addressing the nation through his weekly newsletter following an official State Visit to the People’s Republic of China last week.

“During the state visit, China and South Africa agreed to upgrade our relationship to an All-Round Strategic Cooperative Partnership in a New Era. This signifies the strengthening of the political, economic and social ties between the two countries.

“The strengthening of ties with major trading partners like China continues to yield benefits for the South African economy and people. It is clear that relations between South Africa and China have entered a new era of opportunity.

“Our visit has strengthened trade and investment ties and cemented our shared commitment to grow our economy, create jobs and advance prosperity for the people of our two countries,” he said.

Trading partners

The President revealed that during the visit, Chinese President Xi Jinping expressed that he would like to see more finished goods from South Africa entering Chinese ports.

The Asian country is South Africa’s largest trading partner but, President Ramaphosa pointed out, there is an “imbalance in the structure of our trade”.

“South Africa exports mainly minerals and agricultural products to China and imports largely manufactured products from China.

“During our discussion, Chinese President Xi Jinping expressed his support for the development of South Africa’s manufacturing capacity and to receive greater volumes of finished goods from South Africa.

“President Xi has committed China to open its markets to more South African products and would seek to further broaden the frontiers for Chinese investment in the South African economy,” President Ramaphosa said.

The President added that government is buoyed by potentially increased cooperation between the two countries in “pursuit of low-carbon, climate resilient economic growth” and infrastructure.

“For example, South Africa has investment opportunities in the electric vehicle sector, renewable energy, green hydrogen and energy storage – and China has a proven track record in developing innovative solutions in these areas.

“There is also great potential, and much interest, for Chinese private commercial firms, state-owned enterprises and banks to invest in our country’s infrastructure build programme. This aligns with our plans to modernise our infrastructure by investing in the expansion of ports, rail and road networks,” he said.

Beyond our shores

President Ramaphosa emphasised that enhanced relations between China and South Africa can bring opportunities beyond the two countries.

While on the State Visit, the President attended the Forum on China-Africa Cooperation (FOCAC) where the African Continental Free Trade Area (AfCFTA) and its potential were discussed.

“The [AfCFTA], which will provide access to a market of over 1.3 billion people, provides an even greater incentive for investment by China and other countries in Africa’s manufacturing capacity.

“This was underlined during the FOCAC summit attended by more than 50 African countries, where President Xi announced ten partnership actions that China would take together with African countries to support the modernisation of their economies. These actions cover areas like trade, industrial development, agriculture, health and infrastructure.

“At a time when African economies are growing closer together, China’s technological capabilities can support Africa’s industrialisation and enable the continent to export more than just raw commodities,” the President said. – SAnews.gov.za

Minister George weighs in on future of circular economy in Africa

Location: News

Minister George weighs in on future of circular economy in Africa

Minister of Forestry, Fisheries and the Environment, Dion George says the circular economy has the potential to address some of Africa’s “environment complexities”.

The Minister was speaking at the African Circular Economy Alliance (ACEA) Ministerial briefing dinner held in Côte d'Ivoire.

The circular economy refers to a model in which products are re-used and recycled, waste is reduced, and products are re-designed.

“The circular economy holds the potential to address many of the environmental complexities we face, including the issues related to the theme of this AMCEN [African Ministerial Conference on the Environment] 10th Special Session — drought resilience, land degradation, and desertification.

“Circular agriculture, for instance, offers solutions for regenerating degraded soils and reducing water stress. By utilising organic waste as a resource, we can enhance soil fertility, improve crop yields, and restore ecosystems,” George said on Friday.

He emphasised that tackling plastic pollution, “which continues to degrade our lands and rivers”, is as important.

“The ACEA must play a prominent role in providing technical knowhow on [the] circular economy and extended producer responsibility implementation in processes such as the Intergovernmental Negotiating Committee (INC) process to develop a legally binding instrument on plastic pollution, including in the marine environment.

“In addition, the recent research by the United Nations Environment Programme (UNEP) reveals that agricultural soils may receive greater quantities of microplastics than oceans, affecting both the quality of our soils and our food systems. This is where a circular economy can play a key role in mitigating and addressing plastic pollution,” the Minister explained.

Taking the lead

George told the gathering that Africa – with all of its rich natural endowments – must be at the forefront of change.

“Africa must take the lead in developing sustainable alternatives, promoting recycling technologies, and integrating circular economy principles into the plastics value chain. Moreover, we must consider the role and governance of critical minerals, which are essential for the global green energy transition.

“Africa’s mineral wealth is unparalleled, but we must extract and manage these resources in an environmentally and socially responsible manner. A circular approach can ensure that we maximise the value of these materials while minimising environmental and social harm.

“This includes developing frameworks for ‘materials as a service’, extending the lifecycle of products, and fostering technological innovation to reduce the need for new extraction.”

The Minister highlighted that land has a “critical role” to play in Africa’s future circular economy.

“Africa’s rich biodiversity and vast landscapes are both our greatest asset and our greatest responsibility. The Abidjan Legacy Programme, launched at the UNCCD [United Nations Convention to Combat Desertification] COP15 in May 2022, provides a clear roadmap for advancing towards Land Degradation Neutrality by 2030.

“I believe that integrating circular economy principles into this programme will not only help us restore degraded lands but will also contribute to building resilient communities and achieving food security.

“We have the opportunity to redefine our economic model, not only for the benefit of our environment but also for the future prosperity of our people. Let us seize this moment, using the power of circularity to combat environmental degradation, create jobs, and build the sustainable Africa we envision in Agenda 2063,” George concluded. – SAnews.gov.za

Cabinet commends Eskom's performance

Cabinet has commended Eskom for not implementing load shedding for more than 150 days – including over the South African winter period.

Acting Minister in the Presidency, Maropene Ramokgopa, told a post-Cabinet media briefing on Thursday that stable electricity supply is imperative for economic growth in the country.

“Cabinet commends Eskom, its board, management and all its employees who have worked tirelessly to ensure that South Africa will have no load-shedding this summer as the power utility continues to add more electrons to the grid through its generation recovery plan.

“A reliable energy supply is vital for growing our economy, boosting confidence and enhancing the quality of life of our citizens.

“Government continues to execute the Energy Action Plan, which has been instrumental in reducing the frequency of load-shedding through planned maintenance of Eskom’s power-generation fleet. The reform of our energy sector is a critical component of our efforts to create a secure energy future for our people,” she said at the briefing held in Cape Town.

Staying on the reform agenda, Ramokgopa said President Cyril Ramaphosa has fulfilled his undertaking to “recalibrate” State Owned Enterprises (SOEs).

In that regard, she added, the responsibility for strategic SOEs have been “transferred to the various line ministries, after the President had signed the relevant proclamation to this effect”.

“This step coincides with plans to create a centralised shareholder model through which the State seeks to better leverage the capabilities of our SOEs to grow the economy, improve service delivery, and infuse the SOEs with the requisite commercial and strategic agility.

“The responsibility for power utility Eskom has been transferred to the Ministry of Energy and Electricity and Transnet, South African Airways and South African Express to the Ministry of Transport.

“The state-owned diamond mining company Alexkor will be managed by the Ministry of Mineral and Petroleum Resources, aerospace and military technology conglomerate Denel will fall under the Ministry of Defence and Military Veterans while South African Forestry Company SOC Limited, which is responsible for state forestry, will report to the Ministry of Forestry, Fisheries and the Environment,” Ramokgopa said.

SA avocados in Japan

On agricultural export matters, the first batch of South African avocados have arrived in Japan.
“[This marks] a significant boost for the local avocado sector, and demonstrates the positive impact of the Agriculture and Agro-processing Master Plan, which aims to expand access to key new markets for South African producers.

“South African avocado growers now stand to benefit significantly as efforts to increase market access for our agricultural produce continues. India, China and Japan represent a combined market opportunity of over 2.5 billion people,” Ramokgopa said. – SAnews.gov.za

Tugboats to improve services at Transnet’s Port of East London

Location: News

Tugboats to improve services at Transnet’s Port of East London

The Port of East London on Thursday received the two last tugboats marking the completion of Transnet National Ports Authority’s (TNPA) R1billion investment towards the Marine Fleet Renewal Programme.

The programme is aimed at boosting tugboat availability and enhancing shipping operations.

The programme is a key element of the Transnet Recovery Plan which is critical in driving shipping efficiencies and reliability, whilst also positioning the ports as competitive and a catalyst for economic growth.

The tugboats are designed to provide marine services including the safe navigation of vessels, pilotage, towage and waterside pollution combat.

The two tugs delivered by Damen Shipyards Cape Town (DSCT) replace the existing tug fleet that has reached its operational lifespan at the Port of East London in the Eastern Cape.

The latest tugs comprising modern technology solutions are built with an azimuth stern drive and have an improved bollard pull of 60-tonnes compared to the 43-tonnes bollard pull on the existing tugs.
The procurement of the tugs serves as a catalyst for the port’s expansion plan.

The plan also includes the deepening and strengthening of the port’s automotive berth to address berthing challenges.

The project hit a significant milestone in November 2023 with the commencement of the concrete works package.

Also included in the river port’s expansion plan is the delivery of two jib cranes for the port's dry dock facility, which will increase the ship repair facility’s capacity and volume throughput in the 2024/25 financial year.

Strategic projects

The advanced features of the two new tugs will enable the port to respond to the anticipated shipping and volume demands.

“The journey towards the full recovery of Transnet lies in our commitment to growth and investing in fit-for-purpose equipment,” said Transnet Board Chairperson, Andile Sangqu who spoke during the tug naming and christening ceremony held at the port.

“This acquisition is a crucial investment towards creating a sustainable port system and will enable the execution of strategic projects currently underway at the Port of East London,” Sangqu said.

Recovery Plan

Sangqu said Transnet is currently executing a number of actionable steps to halt the decline in operational and financial performance through the Transnet Recovery Plan launched in October 2023.

“The Recovery Plan directs us to prioritise revitalising our ageing marine assets in order to improve operational efficiency and serve our customers better. Investing in port infrastructure to drive efficiency and reliability is a catalyst for improved economic competitiveness.

“Ports are the lifeblood of trade, the gateways through which goods flow in and out of our economy,” Sangqu said.

Lentswe and Kganya

At the christening ceremony, tug Lentswe meaning “the voice of sailors” was unveiled by Transnet Board Member, Boitumelo Sedupane in her role as the tug’s Lady Sponsor, while tug Kganya meaning “light” and symbolising guidance in safe navigation of vessels, was revealed and christened by TNPA Board Member Valda Gossman.

The names of the tugs were chosen through a naming competition run among TNPA employees.

The two tugs are in addition to the five tugs which were delivered at the Port of Durban last month.

“We are proud to have delivered these tugboats for TNPA. The vessels represent a substantial investment in our maritime infrastructure and will contribute to local job creation and skills development as DSCT will provide all operational support, including spares, repairs, and services,” said Sefale Montsi, Director at Damen Shipyards Cape Town.

“Through a centralised system, the vessel will provide data-driven insight for timely information on ship operations,” she said.

Attracting investors

Eastern Cape acting Premier Mlungisi Mvoko said the acquisition of the two tugboats is part of enhancing operations at the Port of East London.

“Today’s milestone aligns with our strategic view that our ports are the biggest instruments for attracting investors in the province,” Mvoko said.

Mvoko said the province is pleased with TNPA’s investment in boosting tugboat availability and shipping efficiencies at the port.

“Our customers in this port are set to benefit from the improved capacity in the new tugboats when compared to the existing maritime crafts that have reached their lifespan. We believe that this will have positive impact on the container vessel turnaround time and ultimately increase efficiencies and productivity at the port.

“It is these efficiencies that we will leverage on to increase our economic activities in areas of the automotive sector and agriculture, our two main economic drivers in the Eastern Cape.

“We are trying very hard to lure as many investors to the province as we can. It is the only way we can deal with the high rate of unemployment. All customers in this port are set to benefit from the improved capacity in the new tugboats when compared to the existing maritime crafts that have reached their lifespan,” the acting Premier said.

The delivery of the fleet is part of TNPA’s R1 billion investment in boosting tugboat availability and shipping efficiencies in the South African seaports.

Over one thousand permits issued for hemp cultivation

A total of 1 110 permits have been issued for hemp cultivation since the declaration of hemp as an agricultural crop.

This follows the approval of the Cannabis for Private Purposes Bill by President Cyril Ramaphosa in May 2024.

READ | Permits to change the lives of farmers

Briefing media on Thursday following Cabinet's regular meeting on Wednesday, Acting Minister in The Presidency, Maropene Ramokgopa, said Cabinet received a briefing on the progress on the development of the Cannabis Master Plan, which aims to provide a framework for the establishment, growth and development of the cannabis and hemp industry in South Africa, to contribute to economic growth, poverty alleviation and job creation.

The Master Plan is anchored on nine pillars, including Effective Regulatory Services; Sustainable Seed Supply Systems; Research and Technology Development; Producer Support Systems; Market Development; Enterprise and Supplier Development; Manufacturing and Product Development; Education and Training, and Communication and Awareness.

Ramokgopa said the Department of Justice and Constitutional Development has initiated the process of drafting the regulations in support of Cannabis for Private Purposes.

“The Department of Health, through the South African Health Products Regulatory Authority, has concluded consultations on changes to the Schedules of the Medicines and Related Substances Act, 1965 (Act 101 of 1965).

“The Department of Trade, Industry and Competition (dtic) concluded situational and value chain analysis on the Hemp and Cannabis sector in South Africa. The dtic will soon commence consultations on the Cannabis Commercialisation Policy,” Ramokgopa said.

The Agricultural Research Council (ARC) has also developed two hemp varieties and with the support of the Department of Agriculture, Land Reform and Rural Development (DALRRD), is currently undergoing a second season of seed multiplication to make it available for the 2025 planting season.

“In May 2024, the Minister of Agriculture, Land Reform and Rural Development approved the Hemp Certification Scheme to regulate the varietal integrity and quality of hemp propagation material towards supporting the sustainable seed system of hemp. The DALRRD has commissioned research to the value of R124 million with the ARC, which focuses on Cannabis breeding for medicinal, fibre and other uses; Cannabis plant disease surveillance, indigenous germplasm collection and Cannabis seed system development.

“In Gauteng, in collaboration with the Council for Scientific and Industrial Research, 10 small, medium and micro enterprises were supported for product development. The DALRRD continues to consult provinces on commitments thus far.

"To improve the capacity of the department to monitor the cultivation of hemp by permit holders, the ARC developed a detailed training programme for inspection services,” the Minister highlighted. – SAnews.gov.za

China opens market wider for African countries

Beijing, China - China will voluntarily and unilaterally open its markets wider for African countries, says President Xi Jinping.

Delivering his keynote address at the 2024 Forum on China-Africa Cooperation (FOCAC) in Beijing, China, Chinese President Xi said China has decided to give all least developed countries (LDCs), which have diplomatic relations with China, including 33 countries in Africa, zero-tariff treatment for 100% of tariff lines.

“This has made China the first major developing country and the first major economy to take such a step. It will help to turn China’s big market into Africa’s big opportunity,” President Xi said.

China will expand market access for African agricultural products, deepen cooperation with Africa in e-commerce and other areas, and launch a “China-Africa quality enhancement programme."

“We are prepared to enter into framework agreements on economic partnership for shared development with African countries to provide long-term, stable and predictable institutional guarantee for trade and investment between the two sides.

“China is prepared to carry out 30 infrastructure connectivity projects in Africa, promote together high quality Belt and Road cooperation, and put in place a China-Africa network featuring land-sea links and coordinated development,” President Xi said.

China’s Belt and Road Initiative was launched in 2013 by President Xi. The massive collection of development and investment initiatives was originally devised to link East Asia and Europe through physical infrastructure. In the decade since, the project has expanded to Africa, Oceania and Latin America.

China is ready to assist in the development of the African Continental Free Trade Area, deepen logistics and financial cooperation for the benefit of trans-regional development in Africa.

In addition, China plans to launch 30 clean energy projects in Africa, put in place meteorological early warning systems, and carry out cooperation in disaster prevention, mitigation and relief, as well as biodiversity conservation.

“We will create a China-Africa forum on peaceful use of nuclear technology, establish together 30 joint laboratories, and collaborate on satellite remote sensing and lunar and deep-space exploration. All this is designed to help with green development in Africa.

“China is ready to establish with Africa a hospital alliance and joint medical centers. We will send 2 000 medical personnel to Africa, and launch 20 programmes of health facilities and malaria treatment.

“We will encourage Chinese companies to invest in Africa’s pharmaceutical production, and continue to do what we can to help Africa with epidemic response. We support the development of the Africa Centers for Disease Control and Prevention to strengthen public health capacity in all African countries,” President Xi said.

China will provide Africa with RMB1 billion yuan in emergency food assistance, build 100 000 mu (about 6 670 hectares) of standardised agriculture demonstration areas in Africa, send 500 agricultural experts, and establish a China-Africa agricultural science and technology innovation alliance.

“We will implement 500 programmes in Africa to promote community welfare. We will also encourage two-way investment for new business operations by Chinese and African companies, enable Africa to retain added value, and create at least one million jobs for Africa,” President Xi said.

Strengthening security

China is ready to build with Africa a partnership for implementing the Global Security Initiative (GSI) and make it a fine example of GSI cooperation.

“We will give Africa RMB1 billion yuan of grants in military assistance, provide training for 6 000 military personnel and 1 000 police and law enforcement officers from Africa, and invite 500 young African military officers to visit China.

"The two sides will conduct joint military exercises, training and patrol... and jointly ensure the safety of personnel and projects.

“To implement the 10 partnership actions, the Chinese government will provide RMB360 billion yuan of financial support through the next three years,” the President said.

This can be broken down into RMB210 billion yuan of credit line, RMB80 billion yuan of assistance in various forms, and at least RMB70 billion yuan of investment in Africa by Chinese companies.

In addition, China will encourage and support Africa in issuing panda bonds (a Chinese renminbi-denominated bond from a non-Chinese issuer, sold in the People's Republic of China) in China to enhance results-oriented cooperation in all areas.

“China is ready to work with Africa to build a platform for governance experience sharing, a China-Africa knowledge network for development, and 25 centers on China and Africa studies.

"We will make better use of Africa’s leadership academies to cultivate talents for governance and invite 1 000 members of African political parties to China to deepen exchanges of experience in party and state governance,” President Xi said. -SAnews.gov.za
