Cabinet welcomes GDP growth in fourth quarter of 2024

Cabinet welcomes GDP growth in fourth quarter of 2024

The 0.6% increase in South Africa’s gross domestic product (GDP) in the fourth quarter of 2024 signals a recovery across the economy, says Minister in The Presidency, Khumbudzo Ntshavheni.

“Cabinet is confident that the increased focus and pace of delivery on economic structural reforms, improved service delivery and State capacity, and increased participation of the private sector will spur further growth of the economy in 2025 and beyond,” the Minister said during a post-Cabinet media briefing in Cape Town on Thursday.

According to Statistics South Africa (Stats SA), South Africa’s GDP increased by 0.6% in the fourth quarter of 2024, following a decrease of 0.1% in the third quarter of 2024.

“The agriculture, forestry and fishing industry increased by 17.2%, contributing 0.4 of a percentage point to the positive GDP growth. This was primarily due to increased economic activities reported for field crops and animal products.

“The finance, real estate and business services industry increased by 1.1%, contributing 0.3 of a percentage point. Increased economic activities were reported for financial intermediation, real estate activities and other business services,” Stats SA said earlier this month.

The trade, catering and accommodation industry increased by 1.4%, contributing 0.2 of a percentage point. Increased economic activities were reported for wholesale trade, retail trade and motor trade.

Investments

Meanwhile, Cabinet welcomed the announcement by Microsoft South Africa that it will invest R5.5 billion in artificial intelligence (AI) infrastructure in the country.

“This investment will strengthen South Africa’s position as a leading Artificial Intelligence hub on the African continent and builds Microsoft South Africa’s R20.4 billion investment over the past three years.

“Microsoft South Africa also announced their contribution to developing South Africa’s digital literacy by paying for technical certification for 50 000 individuals in high-demand digital skills.

“In further uplifting our investment profile, Indian car manufacturer, Mahindra, signed a memorandum of understanding (MoU) with South Africa’s Industrial Development Corporation (IDC) to explore the possibility of setting up a full-scale vehicle assembly plant in the country,” the Minister said.

Mahindra already has an assembly plant of Pik Up range of vehicles in Durban operated by AIH Logistics.

The company recently celebrated the production of their 25 000th locally assembled Pik Up vehicles [range of bakkies].

“Cabinet reminded every South African as direct shareholder in South Africa Incorporated (SA Inc.) of their vested interest in promoting our country as an investment destination in a globally competitive environment. We must continue to speak with one voice in defence of our national interest, our sovereignty and our constitutional democracy,” the Minister said. - SAnews.gov.za

City of Ekurhuleni offers support to bereaved families of bus accident

City of Ekurhuleni offers support to bereaved families of bus accident

The City of Ekurhuleni Mayor Nkosiphindile Xhakaza, has assured the families of the 13 victims who lost their lives in an accident on Tuesday morning, that the city will provide them with the necessary support during this difficult time.

“We will ensure that we support them during this difficult time,” Xhakaza said.

Addressing the media on Wednesday, Xhakaza wished the injured passengers a speedy recovery.

“The accident which claimed the lives of 13 people happened yesterday [Tuesday] morning at about 6:32am, and the time, the bus was from Katlehong travelling to Kempton Park,” he said.

Xhakaza said the South African National Roads Agency (SANRAL) is assisting in the investigation into the accident and will be checking the surveillance cameras in the area.

Xhakaza confirmed that 77 passengers were transported to various hospitals across Ekurhuleni for medical care following the crash.

“We appreciate the manner in which our emergency services responded to the accident and assisted the injured. The city will provide counselling services to the affected family,” he said.

Xhakaza said the investigation into the cause of the accident is ongoing.

He confirmed that the bus involved in the crash belongs to the City of Ekurhuleni and was roadworthy at the time of the incident.

The mayor said the bus driver is an experienced professional, with both a valid driver’s license and a Professional Driving Permit (PDP), adding that at the time of the accident, the bus was carrying 89 passengers.

On Tuesday, Ekurhuleni Member of the Mayoral Committee (MMC) for Roads and Transport Planning, Andile Mngwevu extended his condolences to the families of the deceased.

According to the Road Traffic Management Corporation (RTMC), the crash involved a collision between the bus and a light motor vehicle (LMV).

RTMC spokesperson, Simon Zwane, said preliminary reports suggest that both vehicles were travelling in the third lane (from the right) of the R21.

"It is alleged that the LMV suddenly applied brakes after missing the off-ramp exit lane. In an attempt to avoid a collision, the bus driver also braked and swerved, resulting in the bus losing control, rotating clockwise, overturning, and coming to a rest in the off-ramp lane, facing south," Zwane said.

Meanwhile, President Cyril Ramaphosa has offered his condolences to the families who lost their loved ones.

"The President offers his condolences to the bereaved families and wishes survivors of the incident a speedy and full recovery,” the Presidency said in a statement.

The President said the country must reflect on driver behaviour.

“Incidents such as these impact on people’s ability to earn a living; they impact on our health and emergency services; they drive up insurance and result in expensive vehicle repairs, and they affect business who lose personnel in this process.

“As we reflect on the lives that have been lost, we must also reflect on the responsibility and conduct of everyone who gets in behind the wheel of a vehicle, big and small, in our country,” said the President. – SAnews.gov.za

Economic development initiatives to spur economic growth

Economic development initiatives to spur economic growth

Over the next three years, government spending on economic development will be the fastest-growing function at an annual average rate of 8.1%, driven by higher allocations to infrastructure projects.

According to the 2025 National Treasury Budget Review, medium-term spending for economic development will grow from R252.4 billion in 2024/25 to R318.4 billion in 2027/28.

The Department of Land Reform and Rural Development will expedite the finalisation of outstanding land claims, prioritising older claims.

The department has been allocated R11.6 billion over the medium-term to settle about 844 land restitution claims, with R3 billion earmarked to allocate 138 000 hectares of land.

“Over the medium-term, the Department of Science, Technology and Innovation will invest R3 billion in the construction of the MeerKAT array and efforts to secure the hosting of part of the Square Kilometre Array.

“Guided by evidence and targeted public policy interventions, R2.9 billion will be invested annually in postgraduate development and research support. Additionally, R3.8 billion will be allocated annually to provide access to cutting-edge research infrastructure,” the Budget Review document said.

To enhance productivity, competitiveness and the green economy, government will spend R18.4 billion over the medium term to support businesses through various incentive programmes under the Department of Trade, Industry and Competition.

These programmes include the automotive investment scheme, business process outsourcing, film and television production incentives, special economic zones, clothing and textile competitiveness programmes, the industrial park revitalisation programme and industrial development support for electric vehicle production.

“The Department of Small Business Development is allocated R2.1 billion over the medium-term to support about 120 000 competitive small businesses, particularly those owned by women, youth and people with disabilities in marginalised areas, such as townships and rural regions.

“In addition, government has allocated R313.7 million over the medium-term for the establishment of micro, small and medium enterprise hubs to support business expansion,” National Treasury said.

Government will merge the comprehensive agricultural support programme grant and the Ilima/Letsema projects grant into a single grant with the existing consolidated baseline of R7.3 billion over the Medium-Term Expenditure Framework (MTEF) period.

This merger aims to streamline grant administration, improve resource allocation, and support commercial and subsistence farming.

“To minimise outbreaks of pests and diseases that affect agricultural production, the department will accelerate regulatory compliance and monitoring interventions costing R30.3 million over the medium term.

“The Independent Communications Authority of South Africa is allocated R102 million in 2025/26 for the second phase of the licensing of spectrum through an auction process.

“This is expected to increase investment in networks, improve network quality, contribute to economic growth and lower data costs,” National Treasury said. -SANews.gov.za

Condolences for R21 bus crash victims

Condolences for R21 bus crash victims

President Cyril Ramaphosa has offered his condolences to the families who lost loved ones in a bus crash on the R21 highway, near the OR Tambo International Airport, in Gauteng.

"The President offers his condolences to the bereaved families and wishes survivors of the incident a speedy and full recovery,” the Presidency said in a statement.

As of today, the death toll from the bus crash has risen to 16. Initially, 12 passengers were declared dead at the scene, with four additional fatalities occurring in the hospital.

According to the Road Traffic Management Corporation (RTMC), the crash involved a passenger bus owned by the City of Ekurhuleni and a light motor vehicle (LMV). The bus was carrying passengers from Katlehong to Pomona.

RTMC spokesperson Simon Zwane said preliminary reports suggest that both vehicles were travelling in the third lane (from the right) of the R21.

"It is alleged that the LMV suddenly applied brakes after missing the off-ramp exit lane.

"In an attempt to avoid a collision, the bus driver also braked and swerved, resulting in the bus losing control, rotating clockwise, overturning, and coming to a rest in the off-ramp lane, facing south," Zwane said.

The injured were transported to OR Tambo, Tembisa and Edenvale hospitals.

He further added that “when we ask how safe our roads are, we actually need to ask how safe we are as drivers and pedestrians. The biggest factor in crashes is human error, not law enforcement or road conditions.”

“Drivers must ensure vehicles are roadworthy and must obey the rules of the road. They are there to keep us safe. Where drivers ignore these rules, they stand a chance of losing their lives or being critically injured. And where they survive, they will end up in our courts and correctional centres,” the President said.

Call for caution

Meanwhile, the Minister of Transport Barbara Creecy and her Deputy Mkhuleko Hlengwa have joined the President in expressing their condolences to the families and loved ones of those who perished in Tuesday’s crash.

The Minister and Deputy Minister expressed deep concern over the spate of recent road crashes involving passenger busses where lives were lost.

The Minister and Deputy Minister have called for heightened caution and vigilance from all motorists and road users to ensure they stay safe on the roads at all times.

They also wished the injured a speedy recovery.

In his statement, President Ramaphosa said his thoughts were also with the families of at least nine bus passengers who lost their lives in an incident in KwaZulu-Natal at this past weekend, in which 39 people were injured as well.

“While the causes of these recent incidents are still under investigation, we are reminded that tragedies such as these leave more than physical scars, as they cause trauma that affects family relationships and the lives of survivors,” he said.

The accident occurred on Sunday afternoon when a bus, transporting members of the Twelve Apostles Church in Trinity from Richards Bay to Shakaskraal, near KwaDukuza, experienced a tyre burst.

The incident caused the driver to lose control of the vehicle.

Additionally, Minister Creecy has also expressed her concern at the spate of bus accidents.

“The Minister is extremely concerned that this is the third serious bus accident in the past week. Accordingly, she has instructed the RTMC to convene a meeting with all bus operators within the next week to discuss ways to enhance passenger safety in the bus industry,” said the department.

Call for collaboration to boost infrastructure investment

Call for collaboration to boost infrastructure investment

President Cyril Ramaphosa has emphasised the need for strong collaboration between government and business to scale up infrastructure investment and drive South Africa’s economic growth.

Speaking during a Questions for Oral Reply session in the National Assembly on Tuesday, the President highlighted the importance of structural reforms to address key constraints, such as energy supply and inefficiencies in freight and logistics.

“For South Africa to achieve the levels of economic growth it needs, it is essential that government and business work together to scale up investment in infrastructure.

“Government has committed to an ambitious infrastructure build programme. Infrastructure spend by government will encourage and enable greater private sector investment in sectors such as electricity generation, electricity distribution, rail rolling-stock, and water distribution,” the President said.

However, he stressed the distinction between public and private financial resources, particularly pension funds held by financial institutions. These funds, he noted, belong to workers and are intended for their retirement, making them private assets rather than State resources.

To facilitate infrastructure investment, the President said that government needs to provide these savers with a reasonable return and ensure that these funds are safeguarded.

In 2022, National Treasury amended Regulation 28 of the Pension Funds Act to allow for longer-term infrastructure investments by retirement funds. The changes introduced a definition of infrastructure and set a 45% upper limit for pension fund investments in infrastructure projects.

Further regulatory adjustments have been made to facilitate economic development, including separating the investment limits for hedge funds and private equity. The allocation for private equity assets has been increased from 10% to 15%, allowing for greater infrastructure investments.

In the Medium-Term Budget Policy Statement of October 2024, the Minister of Finance announced work underway on mechanisms to complement the changes to Regulation 28 through the development of specific investment vehicles to simplify and incentivise institutional investors.

The President said details on these mechanisms will be published in the upcoming Budget, which is expected to be delivered on Wednesday, 12 March 2025. – SAnews.gov.za

US remains a strategic and historic partner for SA

US remains a strategic and historic partner for SA

Government will continue engaging with the United States of America administration and other stakeholders to address the mischaracterisation of South Africa, while also strengthening diplomatic ties between the two countries, President Cyril Ramaphosa said.

The President was speaking during a Questions for Oral Reply session in the National Assembly on Tuesday.

“South Africa maintains its active engagement with the United States through political, diplomatic and economic channels.

“We have taken note of an Executive Order and recent statements by the current US administration about South Africa and aspects of our domestic and foreign policy. We have expressed concern about the mischaracterisation of the situation in South Africa, and certain [parts] of our laws and our foreign policy positions,” he said.

Last month, US President Donald Trump issued an Executive Order – titled Addressing Egregious Actions of the Republic of South Africa – ordering, in the main, that as a result of the Expropriation Act, that the US shall not provide aid or assistance to South Africa, and that the "United States shall promote the resettlement of Afrikaner refugees escaping government-sponsored race-based discrimination, including racially discriminatory property confiscation", among others.

At the time, the South African government said it remains committed to finding diplomatic solutions to any misunderstandings or disputes arising from the recently promulgated Expropriation Act 13 of 2024 and other policies.

Signed into law by President Cyril Ramaphosa in January 2025, the Expropriation Act, states that property may not be expropriated arbitrarily or for a purpose other than a public purpose or in the public interest.

The Expropriation Act, which underwent a five-year public consultation process, was deliberated in Parliament, and is in line with the South African Constitution.

The Act repeals the Expropriation Act of 1975 and allows for the State to expropriate land in the public interest – subject to just and equitable compensation.

At Tuesday’s session, the President highlighted that soon after the establishment of the Government of National Unity last year, the Minister of International Relations and Cooperation and the Minister and Deputy Minister of Trade, Industry and Competition undertook official visits to Washington, D.C. for engagements with the administration, members of Congress, business and academia.

“Following the election of President Trump in November last year, I had a telephone call with the President-Elect to congratulate him on his election and to reaffirm our commitment to strengthening relations between our two countries,” President Ramaphosa said.

He also highlighted that Ambassador Ebrahim Rasool has recently been posted to Washington for his second stint as South Africa’s envoy to the United States.

Rasool is on the ground with his team, engaging with various stakeholders to underscore the importance of deepening economic, political, and cultural relations between these two historic partners.  – SAnews.gov.za

Summit to boost small enterprise development in KZN

Business leaders, entrepreneurs and government officials in KwaZulu-Natal are currently engaging on critical issues impacting small enterprises across the province.

These role players are gathered at the 2025 Umyezane Summit, Conference and Awards, which is taking place at the Inkosi Albert Luthuli International Convention Centre and hosted by the Department of Economic Development, Tourism and Environmental Affairs (EDTEA).

Addressing the opening of the summit on Monday, KwaZulu-Natal Premier Thamsanqa Ntuli emphasised the pivotal role played by small, medium and micro enterprises (SMMEs) in driving economic transformation and creating jobs within the province.

“The growth of SMMEs is central to building a resilient and inclusive economy. Through initiatives like the Umyezane Summit, we aim to empower small businesses, strengthen township and rural economies, and ensure that historically disadvantaged entrepreneurs are given meaningful opportunities to thrive,” Ntuli said.

He highlighted the provincial government’s commitment to fostering an enabling environment for entrepreneurs by addressing barriers including crime, access to funding, and market opportunities.

The summit and accompanying awards reflect the provincial government’s vision of fostering a thriving, inclusive economy driven by small enterprises.

Ntuli assured entrepreneurs that KwaZulu-Natal remains committed to policy reforms, financial support, and capacity-building programmes that will position SMMEs as key drivers of economic growth.

EDTEA MEC Musa Zondi noted the importance of public-private partnerships in unlocking economic opportunities for SMMEs.

“We must remove red tape, foster innovation and create sustainable pathways for small businesses to succeed in both local and global markets,” Zondi said.

The summit features panel discussions, policy dialogues, and networking sessions, where stakeholders engaged on topics including:

•    Crime and business security – Addressing the impact of crime on small businesses and strategies to enhance security.
•    Regulatory and policy compliance – Simplifying business registration and licensing processes.
•    Revitalising township and rural economies – Exploring innovative approaches to support businesses in historically underserved areas.
•    Access to funding and market opportunities – Strengthening financial support mechanisms for SMMEs.
•    The Black Industrialists Programme – Accelerating transformation by expanding support for Black-owned enterprises in key sectors.

Recognising excellence in entrepreneurship

During the award ceremony on Monday, Ntuli commended the recipients for their dedication and contribution to economic development, reaffirming government’s ongoing support for the province’s entrepreneurial ecosystem.

The awards celebrated outstanding entrepreneurs, who have demonstrated resilience, innovation, and business excellence in KwaZulu-Natal, including youth and women-owned businesses, rural enterprises, and emerging industrialists.

Nelson Mandela Bay shines in global business services sector

Nelson Mandela Bay shines in global business services sector

Nelson Mandela Bay Municipality (NMBM) has emerged as the fastest growing region in South Africa for the global business services sector, following Johannesburg, Cape Town and Durban.

This is according to data from the municipality's Economic Development, Tourism and Agriculture (EDTA) Directorate.

NMBM Member of the Mayoral Committee for the EDTA, Bassie Kamana, on Monday said she was encouraged by the rapid growth of the global business services sector (call centre services) within the city.

In collaboration with Business Process Enabling South Africa (BPESA), NMBM recently hosted a stakeholder engagement session in Newton Park, Gqeberha.

BPESA is a leading association that represents global business services and business process outsourcing companies in South Africa. The association’s key objectives include positioning South Africa as a prime destination for offshoring, driving local job creation, and promoting excellence in service delivery within the global business services sector.

BPESA partners with the private sector, the Department of Trade, Industry and Competition (the dtic), and municipalities to promote South Africa's capabilities, empower youth through training and job creation, and strengthen the industry’s ability to deliver high quality services.

The purpose of the engagement session was to create a collaborative platform for sector stakeholders to share experiences, review their growth since establishing operations in Nelson Mandela Bay, and explore future opportunities for expanding the industry within the region.

The session also highlighted the support available from government and its entities to further develop the sector.

Participants included representatives from the Coega Special Economic Zone, the Eastern Cape Development Corporation, the dtic, Harambe Youth Accelerator, and various global business services companies.

Prominent players in the industry that have already established operations in Nelson Mandela Bay include Discovery Health, ISON, Startek, Dastile Wealth Insure, Outworks and Teleperformance. Teleperformance, which opened its office in late 2024, has already created over 500 jobs for young people in the city.

Addressing the session, Kamana highlighted the growing investments in the sector, noting that over 3 000 jobs have been created for youth with secondary and tertiary education.

"Working with our partners to mobilise resources and create a conducive environment for Nelson Mandela Bay to be a destination of choice is starting to pay off. We can already see ourselves being a major player among the major three cities that are leading in this sector, [and] that alone is encouraging news.

“What encourages [me the] most is the fact that this sector is able to offer jobs to youth, an area that we as the metro we are working around the clock to come up with solutions to,” Kamana said.

Teleperformance Vice President, Leanne Felix, expressed optimism about the future growth of the industry in Nelson Mandela Bay, and even greater expansion in the next five years.

Felix acknowledged the partnership the company has with NMBM.

“This partnership makes it easier for us to mobilise resources and market the city and its talent. The international industry is beginning to show interest in the talent, commitment and skills base we have here in Nelson Mandela Bay.

“We just need to do more in to showcase our capabilities as the Eastern Cape and open up about the support and incentives that are available to support the industry. When the demand came last year for the company to expand our operations from Cape Town, Nelson Mandela Bay became an obvious choice. The support we have received from the metro has been amazing,” Felix said. – SAnews.gov.za

Call for urgent action to tackle water pollution

Location: News

Call for urgent action to tackle water pollution

Water and Sanitation Deputy Minister Sello Seitlholo has called on stakeholders to join hands with the department and its entities in addressing water pollution.

This includes collaboration in the removal of invasive aquatic weeds, such as water hyacinth, which have become a significant threat in most of the country’s water resources.

Seitlholo recently conducted a two-day oversight visit at Blesbokspruit Wetlands near Springs, Ekurhuleni, and Jukskei River in Alexandrea, north of Johannesburg.

During the visit last week, Seitlholo inspected wastewater pumpstations at Olifanstfontein Water Care Works, which are managed by the Ekurhuleni Water Care Company (ERWAT). He also inspected Zandspruit Wastewater Treatment Works operated by the City of Johannesburg.

Blesbokspruit Wetlands is a Ramsar site (sites listed on the list of wetlands of international importance) in the Upper Vaal catchment along Blesbokspuit River, and it is one of the major tributaries to the Vaal River in Gauteng.

According to the department, the wetland is hugely infested by the growth of hyacinth, which covers up to approximately 12 kilometres.

Despite its removal by means of manual labour and biological control, led by the Centre for Biological Control (CBC) at Rhodes University, the department said the plant has spread and multiplied, resulting in the destruction of the ecosystem of the wetland.

The CBC uses bugs, Megamelus scutellaris, that feed on the seeds of the plant, eventually killing the plant.

While Seitlholo is resolute to see all the hyacinth at the wetland annihilated, he was conflicted to discover that the dried hyacinth is harvested and is used by an emerging business to make home decoration accessories, baskets, and charcoal briquettes.

“There is another dynamic that I have been exposed to, and this seems to have created local economic development in Ekurhuleni. However, the sustainability of the business needs to be explored further, and the control of the plant should also be taken into consideration. This is one plant that destroys the ecosystem, and our main priority is to have it removed,” Seitlholo said.

During an inspection at the Vaal River Barrage Reservoir, the Deputy Minister discovered how hyacinth has been controlled through a combination of community action, biological control, and chemical treatments.

The weed constituted about 400 hectares of the dam last year, but the remaining weeds are now standing at 12 hectares.

The oversight inspection continued to Alexandra and Bruma, where Jukskei River is also polluted.

However, the Deputy Minister commended the Alexandra community members who have rehabilitated the river by removing litter and debris.

The initiative has kept the water clean and free from pollution, and has also educated members of the community about the disadvantages of polluting the river.

“Water pollution is a crisis in this country, and it needs to be treated as such. We need this societal approach to tackle this problem, and we wish to see communities and stakeholders joining hands with the department to fight the scourge of water pollution and the eradication of invasive aquatic weeds.

“Society needs to understand that the value chain of water does not start at the water tap, but it rather starts at the rivers or wetlands. Polluted water has a direct impact on the quality of the final product -- potable water. Therefore, we need to take the issues of water pollution seriously because if our rivers are polluted and contaminated, it becomes costly for the entities that treat water in bulk,” Seitlholo said.

As the country commemorates Water Month, Seitlholo urged South Africans to ensure that water sources are protected and safe.

Seitlholo’s oversight also included a visit at East Basin Acid Mine Drainage Treatment Plant, managed by Trans Caledon Tunnel Authority (TCTA), which treats polluted water coming from the oxidation of sulfide minerals exposed to water in abandoned mines within Ekurhuleni.

The minerals cause acidic and potentially toxic water, which significantly impacts water quality and ecosystems in the area.

An oversight inspection at Zandspuit wastewater pump station revealed that the plant malfunctions, and this results in over 30 million litres of raw sewage spillage into Jukskei River, ending up in Hartbeespoort Dam.

Despite the efforts by the City of Johannesburg to restore the pumpstation, the Deputy Minister said the Department of Water and Sanitation, through its Compliance and Enforcement Unit, will continue to monitor the pumpstation, and tackle the issues of failing municipal wastewater infrastructure, including mining industries and irrigation from agriculture, to ensure that they take responsibility through the polluter-pay-principle.

Seitlholo also emphasised that pollution of water resources remains a crisis in the country, with Gauteng as the epicentre of water pollution because it is the economic hub of the country.

He said the department will continue with efforts to stop pollution and get the required quality of water within the water courses. – SAnews.gov.za

Consumer rights to come under the spotlight

Location: News

Consumer rights to come under the spotlight

With World Consumer Rights Day to be commemorated this week, the need for educating consumers about their rights has come to the fore.

“The promotion of corporate responsibility and fair-trade principles will also take place. The outcomes of these discussions will help regulators to remain agile to protect consumers in this changing landscape,” said Deputy Commissioner at the National Consumer Commission (NCC), Thezi Mabuza.

Speaking at a media briefing in Pretoria on Monday, Mabuza averred the need for all stakeholders within the consumer protection landscape to cooperate in the quest for the effective protection of consumers.

“The promotion of corporate responsibility and fair-trade principles will also take place. The outcomes of these discussions will help regulators to remain agile to protect consumers in this changing landscape,” she said.

The briefing came as the NCC in partnership with the Competition Commission of South Africa, Mpumalanga Department of Economic Development and Tourism and various regulatory bodies under the umbrella of the Consumer Protection Forum (CPF) are set to commemorate World Consumer Rights Day (WCRD 2025). The day is commemorated annually on 15 March globally.

However, this year it will be celebrated on 14 March 2025.

To bring the message closer to home, in South Africa, the day is observed with the theme “Empowering Consumers, Balancing Rights with Ethical Business Practices."

Head of Education and Advocacy at the NCC, Poppy Kweyama, said the global event aims to boost awareness about consumer rights and push for fair trade practices in the marketplace.

“World Consumer Rights Day, first observed in 1983, has become a key event for promoting consumer awareness,” Kweyama said.

Kweyama said many consumers still fall victim to fraud, misinformation, unsafe products, and unethical business practices.
“In today's digital world, issues such as data privacy, online scams, misleading digital advertisements, and unfair pricing have added new dimensions to consumer protection. Each year brings different challenges in the consumer protection space. It has always been our view, as it is our mandate that no consumer should be subjected to unfair and unconscionable practices from unscrupulous suppliers.

“It is also our view that for a harmonised marketplace, we need to empower consumers while nudging suppliers into complying with various consumer laws,” she explained.

This year’s activities will include consumer education and business compliance inspections conducted by various regulators in the consumer space to enforce compliance.

In addition, a business breakfast will be held on Thursday,13 March, where various regulators will unpack topics such as competition concerns and safety in the food value chain.

“The breakfast is an opportunity for the Competition Commission to engage with business leaders in the area to gain insight into the concerns small-scale farmers, retailers, wholesalers, and large agri-businesses have including the barriers to entry and trade they may face,” head of Advocacy at the Competition Commission Andile Gwabeni said.

He said that the breakfast will also raise awareness of the findings of the Commission’s Fresh Produce Market Inquiry (FPMI).

Released in January, the inquiry began on 31 March 2023 and assessed the fresh produce value chain across three main themes, including the efficiency of the value chain, concentrating on fresh produce market facilities; market dynamics of key inputs and their impact on producers, and barriers to entry, expansion and participation.

The inquiry, in the main, focused on five fruits, namely: apples, citrus (notably oranges and soft citrus), bananas, pears and table grapes, along with six vegetables, including potatoes, onions, carrots, cabbage, tomatoes and spinach. These products are staples in South African households.

Mpumalanga Consumer Court and other activities

Also, as part of the activities leading to the commemoration, the Mpumalanga Consumer Protection Office will relaunch its provincial consumer court on 13 March 2025, the eighth in the country. This court will provide access to effective redress for consumers in the province.

This as the Mpumalanga Department of Economic Development and Tourism has expressed delight at the relaunch the Mpumalanga Consumer Court.

“This court will be essential in ensuring a quick resolution to consumer complaints and the enforcement of consumer rights,” said Bonani Dube who is the Acting Director: Business Regulations and Governance at the provincial department.

Activities to commemorate the day on 14 March will include a breakfast with business leaders in Mbombela, site visits to automotive dealerships in the Mbombela area and the surrounding areas, as well as a seminar with students to raise awareness of consumer rights.

The day dedicated to raising awareness about consumer rights and promoting fair practices in the marketplace.

The NCC is a regulatory body in South Africa established under the Consumer Protection Act No. 68 of 2008. Its main function is to enforce consumer protection laws and provide redressal for consumer disputes.

The Consumer Protection Act (CPA) seeks to promote a fair, accessible, and sustainable marketplace for consumer products and services and for that purpose, establishes the national norms and standards relating to consumer protection.

The Act further seeks to provide for improved standards of consumer information, prohibit certain unfair marketing and business practices, promote responsible consumer behaviour and a consistent legislative and enforcement framework relating to consumer transactions and agreements.

The Competition Commission is one of three independent statutory bodies established in terms of the Competition Act to regulate competition between firms in the market.

Digital business visa application system goes live

Location: News

Digital business visa application system goes live

The Department of Trade, Industry, and Competition (the dtic) has launched the Business Visa Recommendation System (VRS), an online platform for business visa recommendation applications.

The VRS is aimed at all foreign business owners applying for first, extension and/or permanent residence recommendation, in terms of the Immigration Act 13 of 2002.

“Business visa applicants will benefit from a more effective, transparent and user-friendly application process that goes live today,” the dtic said on Monday.

According to the Acting Deputy Director-General of Investment and Spacial Industrial Development at the dtic, Yunus Hoosen, the main objective of the system is to enhance efficiency for business visa applicants, including faster processing, convenience and transparency.

“The VRS replaces the email application process with a digital platform, improving efficiency and accessibility for global investors looking to reside in South Africa for the purpose of establishing, expanding and/or investing in businesses.

“This initiative is part of… ongoing efforts to reduce red tape and simplify the ease of doing business in South Africa.

“From an administrative viewpoint, the VRS is a solution for collecting, managing, and reviewing applications online. In addition, it eliminates incomplete applications from being submitted, provides monitoring of applications received and finalised and provide investment-related information needed for reporting and planning, amongst others,” said Hoosen.

The VRS is aligned with South Africa’s broader e-governance initiatives, which seek to improve accessibility to government services through digital transformation.

“The VRS marks a significant milestone in modernising the country’s investment facilitation framework, reinforcing South Africa’s commitment to fostering a business-friendly environment,” said the dtic.

Key features of the VRS

•            Online Submission – Applicants can now submit business visa for first, extension and permanent recommendations applications digitally.

•            Document Upload – Required supporting documents can be uploaded directly to the system.

•            Real-Time Tracking – Applicants can monitor the progress of their applications.

•            Automated Notifications – Updates and final recommendations will be communicated through the system.

IEC CEO calls for responsible, inclusive approach to e-voting in South Africa

Location: News

IEC CEO calls for responsible, inclusive approach to e-voting in South Africa

The Electoral Commission of South Africa (IEC) Chief Executive Officer, Sy Mamabolo, has underscored the need for a responsible and inclusive approach to adopting new voting technologies.

The CEO was delivering remarks at the e-Voting Conference in Cape Town on Monday. The IEC is hosting a groundbreaking national dialogue on the future of voting in South Africa from 10 - 12 March 2025, at the Cape Town International Convention Centre.

This three-day conference will launch South Africa's first Green Paper on e-Voting, bringing together voices from across society to shape how South Africans might vote in future elections.

“While digitalisation is becoming more prevalent in our daily lives, we must acknowledge that some portions of our country continue to have limited access to broadband connectivity, particularly in rural areas. In our discussion here, let us not be oblivious that a significant number of South Africans still have limited access to technology.

“Having said so, it is evident that the adoption of new technologies is apposite and necessary. We cannot be oblivious to the ever-present force that drives innovation and exposes us to new possibilities,” Mamabolo said.

The conference, which seeks to shape public policy on e-voting, comes at a time when South Africa is undergoing a digital transformation across various sectors. The Vision 2030 roadmap of South Africa emphasises incorporating technology into business, education and governance.

The country's burgeoning digital ecosystem is distinguished by developments in technology infrastructure driven by public and private sector partnerships.

Mamabolo said the rapid growth of data analytics, artificial intelligence and digital infrastructure has transformed how most industries do business today and how ordinary folk converse.

Global and African E-Voting Experiences

The CEO highlighted that countries such as Estonia, Switzerland, Brazil and India have implemented or tested e-voting systems, while others have paused or abandoned such initiatives due to concerns related to security, costs and reliability.

In Africa, Namibia and the Democratic Republic of Congo have explored e-voting, but challenges have hindered widespread implementation.

Mamabolo noted that some of the common delays or factors halting the implementation of e-voting in many countries are largely related to security concerns and affordability.

As a result, many countries have focused on digitalising aspects of the voting process (such as registration or information access) rather than implementing full-scale electronic voting systems and related technologies for their elections.

“As much as the prospects for experimenting with e-voting systems and technologies can be exciting, we must also approach it with open minds and a sense of responsibility.

“At the forefront of these challenges are questions of security and trust. We remain committed to our mandate to deliver uncompromised elections with utmost integrity, impartiality and accountability,” he said.

Addressing security concerns and digital divide

Mamabolo further stressed that in an era where cyber threats are increasingly prevalent, ensuring the safety and security of an electronic voting system is paramount.

“We must build systems that are resilient, secure, and able to withstand the threats of today and the future,” he said.

Moreover, he urged that the digital divide must be urgently addressed.

“As we indicate, South Africa is a country with varying levels of technological access. While urban areas may have reliable internet and a high rate of technological literacy, rural communities, and impoverished areas still face significant barriers to digital inclusion,” the CEO said.

IEC's Preparedness and Public Engagement

The IEC has already integrated technology into its processes through initiatives such as an online voter registration system, which allows citizens to register or update their details remotely.

“The Electoral Commission is already ahead of the curve when it comes to embracing the advent of technology. The Commission has implemented an online voter registration system that enables new voters to register and existing voters to update or alter their registration from the comfort of their own homes or anywhere. This online registration portal is not constrained by time and space,” the CEO said.

The commission believes that engaging with the public and key stakeholders is essential to ensuring that any transition to e-voting is both transparent and widely accepted.

“As the Commission, we encourage conversations, discussions, and lively debates among South Africans from all walks of life on this matter, as we have seen happening in some social media platforms recently. Such national conversation is essential because elections are a public enterprise that belong to all citizens of our country,” he said.

Prior work conducted on e-voting

As part of its commitment to facilitating informed decision-making, Mamabolo said the Commission always had e-voting in its line of sight, with electronic voting discussions having commenced back in 2013.

The Electoral Commission has carried out several investigations into this subject, aiming to learn from the global experiences of countries that have either successfully or unsuccessfully tried to implement e-voting.

It has explored issues such as available technologies, costs, security/reliability, public trust, existing tech infrastructure in SA and policy options, among others.

It has identified the need for thorough public dialogue/discussions on the feasibility/potential benefits and risks.

The IEC has compiled a Discussion Document based on findings from its 2023 research study on electronic voting, which explored prospects and potential challenges for e-voting in SA.

“The way forward for e-voting to be a viable solution [is that] it must be accessible to all South Africans regardless of their location or socio-economic status. That is why our discussions here must be comprehensive, aiming to address all blind spots and ultimately provide fit-for-purpose solutions for all South Africans,” Mamabolo said.

Looking ahead

The IEC has not yet determined whether e-voting will be proposed to Parliament but aims to lead a comprehensive discussion on its feasibility.

To this end, the commission will launch a series of nationwide workshops and public consultations, gathering insights from citizens and stakeholders. Mamabolo said the feedback will be used to refine the Discussion Document, which could eventually inform a National Green Paper on e-voting.

South Africans are encouraged to participate in the conversation through various platforms, including email submissions, social media engagements, and public discussions.

The public can review the discussion document and provide informed commentary to info@elections.org.za. You can also share your views and experiences through the IEC’s social media @IECSouthAfrica using the #SAeVoting2025. - SAnews.gov.za

KZN unveils women empowerment initiatives

KwaZulu-Natal Premier Thamsanqa Ntuli has unveiled new initiatives aimed at accelerating gender equality and economic empowerment for women.

Ntuli announced several government interventions on Saturday when he led the province’s International Women’s Day celebrations at KwaMashu Indoor Sports Centre, north of Durban.

Held under the theme, “Accelerate Action: Collectively, We Can Accelerate Action for Gender Equality”, the event highlighted the need for urgent and practical interventions to support women in various sectors.

Ntuli addressed the pressing challenges women face, including gender-based violence and femicide (GBVF), economic exclusion, and limited access to resources, while recognising their invaluable contributions to KwaZulu-Natal’s development.

Tackling gender-based violence

The Premier reflected on the disturbing statistics of gender-based violence and femicide in the province, particularly in eThekwini, where 2 252 cases were reported between October and December 2024.

“These figures are a national crisis that demands urgent and collective action,” the Premier said.

To combat this, the Premier announced government interventions, including:

  • The launch of a GBVF mobile app, developed in partnership with the private sector, to provide real-time emergency assistance and access to support services.
  • The construction of a new Thuthuzela Care Centre in Jozini, in collaboration with the Spar Group Ltd, to provide support for GBV survivors.
  • The fast-tracking of the establishment of a Khuseleka One-Stop Centre in eThekwini, ensuring better access to critical GBV services.
  • The strengthening of psycho-social care and support through 21 shelters and 31 White Door Centres, offering emergency accommodation and victim assistance.

Women advancement fund

Recognising the link between economic vulnerability and gender-based violence, Ntuli also reaffirmed the provincial government’s commitment to empowering women financially.

He highlighted the R200 million Women Advancement Fund, launched in August 2024, which provides funding for women entrepreneurs to start or expand their businesses, mentorship and skills development programmes to ensure long-term business success, and access to markets and resources, enabling women to fully participate in the province’s economic activities.

The Premier announced that district-wide roadshows will be conducted shortly to assist women in applying for funding and accessing business development support.

Call for collective action

Ntuli urged all sectors of society, including government, business, community leaders and traditional authorities, to unite in the fight for gender equality.

He emphasised that gender justice is not just a women's issue, but a societal responsibility.

“We must commit to accelerating action and move beyond words and implement real, measurable interventions that bring lasting change. Women are the backbone of our communities, and we must ensure they live in a world where they are safe, empowered, and given equal opportunities,” the Premier said.

The International Women’s Day celebrations concluded with stories of resilience and success from women across various industries, inspiring others to take advantage of the opportunities provided by the provincial government. – SAnews.gov.za

Limpopo a province of boundless opportunity

Location: News

Limpopo a province of boundless opportunity

Limpopo Premier Dr Phophi Ramathuba has called on the Diplomatic Corps to view Limpopo as a province of boundless opportunity.

“Our economy is powered by three key drivers, mining, agriculture, and tourism, each offering lucrative potential for investment and growth,” Ramathuba said.

Speaking at a Diplomatic Corps breakfast in Thohoyandou on Saturday, she said Limpopo was rich in mineral wealth, home to vast deposits of platinum, diamonds and rare earth minerals that are crucial to the modern world.

“The global demand for these resources continues to grow, and Limpopo is well-positioned to be a leading supplier, offering a stable and investor-friendly environment for responsible mining and beneficiation,” Ramathuba said.

Limpopo remains the breadbasket of South Africa, she said, producing a significant portion of the country’s fresh produce, including citrus, avocados and macadamia nuts.

“With fertile lands and a climate suited for year-round production, we are not just feeding the nation, we are feeding the world.

“We seek partnerships that will drive agro-processing, value addition and sustainable farming practices, ensuring that our agricultural sector remains a pillar of economic resilience.

“Our province is a place where nature, culture and heritage converge. From the breathtaking landscapes of the Kruger National Park to the ancient wonders of Mapungubwe, we offer an unparalleled tourism experience,” the Premier said.

Ramathuba said the hospitality of Limpopo people, combined with world-class facilities, makes the province a premier destination for both domestic and international travelers.

“We therefore invite you to join us in expanding this sector, developing eco-tourism, luxury lodges, and cultural heritage sites that will continue to draw visitors from across the globe.

“Our province is not just an economic hub, it is a strategic gateway to Africa. Limpopo shares borders with Botswana, Zimbabwe and Mozambique, making it a key trade corridor for goods and services moving across the continent.

“Our transfrontier parks and cross-border infrastructure position us as a link between SADC markets and global investors looking for an entry point into Africa’s growing economies,” the Premier said.

The province hosted the first Outreach Program of the Group of 20 (G20) on Friday. The Premier described it as a historic milestone.

“The G20 represents 85% of global GDP, 75% of global trade, and two-thirds of the world’s population. The outreach was more than just a dialogue, it was a powerful opportunity for the people of Limpopo to understand and engage with South Africa’s G20 Presidency.

“Moreover, it allowed us to showcase our investment potential in mining, agriculture, manufacturing, tourism and the green economy,” she said.

Ramathuba said Limpopo was ready to open doors to investors, to forge new partnerships and to build a future where the province stands as a global leader in industrialisation and sustainable development.

“Limpopo is open for business. Our investment landscape is rich with potential and we stand ready to work alongside you to turn vision into reality,” Ramathuba said.

At a gala dinner on Friday, the Premier told the Diplomatic Corps that Limpopo was a land of immense potential, rich in culture, heritage and economic opportunities.

“We encourage you to consider Limpopo not just as a tourist destination but as a region ripe for investment. Tourism is one of the key drivers of our economy, creating jobs and supporting local communities,” she said.

She said the province believed that investment in infrastructure, particularly in roads, bridges, and logistics would unlock the full economic potential of the province.

“When businesses and farmers have access to reliable roads, they can transport goods efficiently, engage in larger markets, and ultimately grow their enterprises.

“We invite our esteemed guests and members of the Diplomatic Corps to explore opportunities in infrastructure development, as we seek partnerships that will transform Limpopo into a well-connected economic hub,” she said.

Limpopo is blessed with fertile soil and a climate that supports diverse agricultural activities.

“We are committed to strengthening our farming industry by supporting small-scale farmers to transition into commercial farming,” the Premier said.

Friday’s launch of the G20 Outreach Programme forms part of a series of initiatives aimed at fostering wider public dialogue and participation in South Africa's G20 Presidency.

South Africa assumed the G20 Presidency on 1 December 2024.

The G20 is a group of 19 countries, as well as the African Union and the European Union, which defines itself as the premier forum for global economic cooperation. – SAnews.gov.za

Statement by the Special Rapporteur on the Rights of Women in Africa

Location: News

African Commission on Human and People's Rights (ACHPR)

On this momentous occasion of International Women's Day 2025, the African Commission on Human and Peoples' Rights (ACHPR), through its Special Rapporteur on the Rights of Women in Africa (SRRWA), stands at a pivotal juncture in the global pursuit of gender equality and the empowerment of women and girls. This year's theme, “For ALL Women and Girls: Rights. Equality. Empowerment,” resonates deeply as we commemorate the 30th  anniversary of the Beijing Declaration and Platform for Action. This landmark framework has shaped the global agenda for women's rights and gender equality.

The Beijing Declaration, adopted in 1995, was a clarion call to dismantle systemic barriers, challenge discriminatory norms, and ensure the full participation of women in all spheres of life. Three decades later, we celebrate progress, particularly in Africa, where women have broken barriers in politics, education, entrepreneurship, and leadership. Yet, we must also confront the stark realities that persist: gender-based violence, unequal access to education and healthcare, economic disparities, and the underrepresentation of women in decision-making spaces.

Africa has witnessed remarkable strides in advancing the rights and empowerment of women and girls, demonstrating the continent's resilience and commitment to gender equality. Some of the most notable trends include:

  • Increased Political Representation: Since adopting the Beijing Declaration in 1995, numerous African States have made remarkable strides in advancing women's political participation. Rwanda leads globally, with women occupying over 60% of parliamentary seats. Countries such as South Africa, Namibia, and Senegal have also achieved significant progress in promoting gender-balanced representation. Additionally, the appointment of female Heads of State across the continent has marked a transformative shift in political leadership. Notable examples include Ellen Johnson Sirleaf of Liberia, Africa's first elected female president; Sahle-Work Zewde of Ethiopia, who serves as the country's first female president; and Samia Suluhu Hassan of Tanzania, who became the nation's first female Head of State. Other inspiring leaders include Catherine Samba-Panza of the Central African Republic, interim president, and Ameenah Gurib-Fakim of Mauritius, the country's first female president. Most recently, Namibia appointed its first female Head of State, Netumbo Nandi-Ndaitwah, further underscoring the growing momentum toward gender equality in African politics.
  • Advancements in Education: The gender gap in primary and secondary education is narrowing across the continent. Countries like Kenya, Ghana, and Botswana have achieved near parity in school enrolment, empowering girls with the tools to build brighter futures.
  • Women's Economic Empowerment: African women are increasingly breaking barriers in entrepreneurship and leadership. Initiatives such as the African Women's Development Fund and the African Union's Women in Business program have supported women-led businesses, fostering economic growth and innovation.
  • Legal Reforms: Many African countries have enacted progressive laws to protect women's rights, including laws against gender-based violence, child marriage, and workplace discrimination. Countries like Malawi, Tanzania, Zambia, Gambia, and Mali have raised the legal age of marriage to 18, safeguarding girls from early marriages.
  • Grassroots Movements: Women-led movements and organizations are driving change at the community level. From the #MeToo movement in Nigeria to the fight against gender-based violence in South Africa, African women are raising their voices and demanding accountability.

Despite these positive trends, significant challenges remain, hindering the full realization of gender equality and women's empowerment in Africa, including:

  • Gender-Based Violence (GBV) and Harmful Traditional Practices: Despite the establishment of progressive legal frameworks, gender-based violence, and harmful traditional practices continue to plague societies, driven by deeply entrenched cultural norms, plural legal systems, and a lack of political will to enforce progressive laws. Child marriage remains widespread, perpetuating cycles of inequality and disempowerment. Similarly, GBV persists at alarming rates, manifesting in domestic violence, sexual assault, and harmful practices such as female genital mutilation (FGM). These challenges highlight the urgent need for stronger implementation of existing laws and a transformative shift in societal attitudes to eradicate these violations and protect the rights and dignity of women and girls.
  • Humanitarian crises, such as climate change and conflicts, have further exacerbated these challenges, highlighting the urgent need for stronger protections and support systems.
  • Economic Inequality: Women continue to face barriers to economic participation, including limited access to land, credit, and technology. The informal sector, where many African women work, often lacks social protections and fair wages.
  • Health Disparities: Maternal mortality rates remain unacceptably high in some regions, and access to sexual and reproductive health services is often limited. Teenage pregnancy and HIV/AIDS disproportionately affect women and girls.
  • Underrepresentation in Leadership: While progress has been made, women remain underrepresented in political and corporate leadership roles. Cultural and institutional barriers often prevent women from ascending to decision-making positions.
  • Conflict and Displacement: Women and girls in conflict-affected regions face heightened risks of violence, exploitation, and displacement. The ongoing crises in parts of the Sahel, the Horn of Africa, and the Great Lakes region underscore the need for gender-sensitive peacebuilding and humanitarian responses.
  • Intersectional Discrimination: Marginalized groups of women, including those with disabilities, older women, and rural women, face compounded discrimination and exclusion from opportunities.

To build on the progress and address persistent challenges, the ACHPR urges African governments, civil society, the private sector, and international partners to accelerate the implementation of the Beijing Platform for Action and Agenda 2063. This can be achieved through aligning national policies with these frameworks and ensuring gender equality is mainstreamed across all sectors. The ACHPR calls for the strengthening of legal frameworks, enhanced access to justice for survivors, and increased investment in prevention programs to eradicate gender-based violence in all its forms.

It further emphasizes the need to expand women entrepreneurs' access to finance, land, and technology and ensure equal pay for equal work to close the gender wage gap. Affirmative action measures, such as quotas, should be implemented to increase the representation of women in political and leadership roles at all levels. The ACHPR also urges prioritizing girls' education, particularly in STEM fields, and ensuring universal access to sexual and reproductive health services. Finally, the ACHPR calls for the recognition and addressing of the unique challenges faced by marginalized groups of women, including those with disabilities, rural women, and refugees.

As we celebrate the resilience and achievements of African women and girls, let us remember that the fight for gender equality is far from over. The Beijing Declaration and Platform for Action, alongside Agenda 2063, provide a roadmap to a future where every woman and girl can live with dignity, freedom, and opportunity. On this International Women's Day, let us recommit to the principles of rights, equality, and empowerment—not just for some, but for ALL women and girls.
