Cabinet welcomes strengthened ties between SA and Japan

Cabinet has expressed its support for the strengthened relationship between South Africa and Japan following Deputy President Paul Mashatile’s working visit to Japan earlier this month.

The visit, held from 17 to 19 March 2025, aimed to enhance cooperation between the two countries in areas of mutual interest.

“Engagements were also held with the Japan International Cooperation Agency to explore areas of economic collaboration, the Association for African Economic Development in Japan to discuss trade and investment opportunities, and the Japan Organisation for Metals and Energy Security to highlight investment opportunities in the mining sector,” said the Minister in the Presidency Khumbudzo Ntshavheni.

She was addressing the media during at a post-Cabinet media briefing in Pretoria on Thursday.

SAnews reported that Deputy President Mashatile successfully concluded his working visit to Japan last week.

The two nations commemorated 115 years of strong diplomatic relations, with 2025 marking a significant milestone as both countries chair key multilateral organisations.

South Africa currently holds the Presidency of the Group of 20 (G20), while Japan will lead the Ninth Tokyo International Conference on African Development (TICAD-9) Summit in August this year.

During the working visit, Mashatile met with Japanese government officials, including a courtesy call to Prime Minister Ishiba Shigeru and Chief Cabinet Secretary Yoshimasa Hayashi.

The country’s second-in-command also met with the Japan-African Union Parliamentary Friendship League to strengthen bilateral relations and parliamentary cooperation between South Africa and Japan.

During these engagements, the Deputy President highlighted South Africa’s favourable business environment, skilled workforce, and strategic location, making it an attractive destination for Japanese investment.

The Deputy President expressed his appreciation for Japan’s support of South Africa’s Presidency of the G20, stating that he looks forward to collaborating with Japan to ensure the TICAD-9 Summit is successful. – SAnews.gov.za

SA-Ghana strengthen tourism partnerships

SA-Ghana strengthen tourism partnerships

Tourism Minister Patricia de Lille has embarked on a special outreach programme to Ghana to strengthen tourism partnerships and promote cultural exchange between the two nations.

As part of the outreach programme, taking place from 26 – 28 March, de Lille will engage the Minister of Tourism, Culture and Creative Arts of Ghana, Abla-Dzifa Gomashie as well as the South Africa-Ghana Chamber of Commerce, tourism trade, key media and tourism stakeholders to showcase South Africa as an attractive leisure and MICE (meetings, incentives, conferences and exhibitions) destination.

The easing of visa regulations between the two countries in November 2023 was a progressive step that contributed to unlocking significant tourism potential.

It also marked a new chapter in strengthening tourism and trade, creating a seamless journey for both South Africans and Ghanaians to experience the beauty and diversity Ghana and South Africa have to offer. This development also opened doors for increased business, leisure and cultural exchange.

“Ghana and the broader African continent are incredibly important markets for South Africa’s tourism sector.

“This visit reaffirms our dedication to deepening partnerships and unlocking growth opportunities through meaningful collaboration. Ghana has emerged as a standout performer, recording an exceptional 149.0% increase in tourist arrivals to South Africa in 2024 when compared to 2023.

“The number of Ghanaian visitors surged to 36 656, largely due to the introduction of a visa waiver in November 2023 coupled with the consistent marketing by South African Tourism, allowing citizens of both countries to travel to each other's country visa-free for up to 90 days within a year,” the Minister said.

Her visit holds added significance as it takes place in a year when South Africa proudly hosts the G20 Summit - a momentous occasion that highlights South Africa’s growing influence on the global stage and its commitment to fostering meaningful partnerships across the African continent.

“We recognise the immense potential of intra-African travel to drive economic development, cultural exchange, and shared prosperity. It is for this reason that we are conducting this outreach mission to strengthen relations and partnerships with our counterparts in Ghana,” de Lille said.

The outreach programme will also enable senior officials from both countries to engage further on tourism bilateral issues and enhance relations. – SAnews.gov.za

Water and Sanitation Indaba to tackle SA’s water security challenges

Location: News

Water and Sanitation Indaba to tackle SA’s water security challenges

The development of a high-level national turnaround plan for water security will take centre stage at the National Water and Sanitation Indaba.

The South African government will convene the indaba at Gallagher Convention Centre in Midrand, Gauteng, to address the provision of water security in the country.

Set for Thursday and Friday, the indaba underscores government’s ongoing commitment to tackling South Africa’s water security challenges, and ensuring reliable and sustainable water and sanitation services for all citizens.

With its focus on water security and provision, the two-day gathering takes place during National Water Month and Human Rights Month, a significant period that underpins the importance of water as a fundamental human right and a critical resource for socio-economic development.

The timing of the gathering also underscores the urgency of addressing water and sanitation challenges so as to uphold the dignity and well-being of all South Africans.

The two-day event will build on the outcomes of the Water Summit that was held in January 2024, which engaged all Water Services Authorities (WSAs), following the release of the Blue, No Drop Reports, as well as the Green Drop Progress Report in December 2023.

The summit identified critical challenges facing the sector, including aging, poor operation and maintenance infrastructure, organised criminality, water tankering and extortion mafia, vandalism of essential public infrastructure and corruption.

The summit also identified challenges including the growth of informal settlements, financial mismanagement, revenue shortfalls, mounting sector debt, illegal water connections, overconsumption and high levels of physical water losses as among the root causes of water supply challenges in most communities across the country.

The high-level event will bring together key stakeholders, including the Presidential Water Task Team that was set up by President Cyril Ramaphosa, the water boards, WSAs, the business sector, as well as thought leaders in the water sector.

Given South Africa’s classification as a water-scarce country, with rainfall levels significantly below the global average and further exacerbated by climate change, the Department of Water and Sanitation said the indaba will prioritise the development of a high-level national turnaround plan on water security.

“This strategy will align with the objectives of the 7th administration’s Medium-Term Development Plan (2025-2029) and Operation Vulindlela 2.0 (second round of economic reforms under Operation Vulindlela) to ensure a water-secure and resilient future. The Water and Sanitation Indaba seeks to devise immediate solutions that will ensure reliable and sustainable water supply to communities,” the department said in a statement.

The event will also assess progress made on implementing the 2024 Water Summit’s resolutions and mobilise various sectors and expertise to agree on a comprehensive national water and sanitation plan.

The department said this plan will focus on expanding access to water and sanitation services, enhancing water infrastructure, and implementing effective measures to improve water security and service reliability.

According to the department, the indaba represents a pivotal moment in government’s efforts to secure South Africa’s long-term water future.

“Following President Cyril Ramaphosa’s announcement during his State of the Nation Address that water has been elevated as a top priority of government, the outcomes of the indaba will reaffirm government’s unwavering commitment to overcoming sectoral challenges and fostering collaboration across all levels of society.

“[This is] to build a sustainable water and sanitation sector, and further reinforce government’s dedication to ensuring that every South Africa has access to safe and reliable water and sanitation services,” it said.  – SAnews.gov.za

Nelson Mandela Bay gains additional police resources

Nelson Mandela Bay gains additional police resources

Nelson Mandela Bay Municipality Mayor, Babalwa Lobishe, has commended the Eastern Cape MEC for Community Safety, Xolile Nqatha and national government for the swift and decisive intervention in deploying additional police resources to strengthen crime-fighting efforts in the region.

This follows the arrival of 150 public order police members, including 15 detectives, and crime intelligence officers, who arrived in the metro on Sunday to provide much-needed support to local law enforcement.

In a statement on Monday, Lobishe said the strategic intervention comes at a critical time when the latest crime statistics position Nelson Mandela Bay as a focal point for criminal activity in South Africa.

"The deployment of these additional resources will enhance policing visibility, improve intelligence-led operations, and bolster investigations to ensure that criminals are swiftly brought to justice. Public safety remains a top priority, and we are confident that this initiative will contribute significantly to restoring law and order in our city,” Lobishe said.

She said the newly deployed officers will be strategically stationed in key crime hotspots throughout Nelson Mandela Bay, including KwaZakhele, New Brighton, Helenvale, Gelvandale, Central and North End, Motherwell, Uitenhage, and Despatch.

On 12 March 2025, MEC Nqatha released the Eastern Cape’s crime statistics, which indicated an increase in criminal activity within Nelson Mandela Bay.

Despite a 7.1% decrease in serious crime for the second quarter of the financial year, the region accounted for 23.4% of the province's total serious crime cases.

Crime trends showed an increase in incidents, including attempted murder (+9.0%), assault with intent to cause grievous bodily harm (+3.5%), and the trio crimes of carjacking, house robbery, and business robbery (+2.4%), as well as a notable rise in house robberies (+14.9%).

However, the city also witnessed a decrease in certain crimes, including aggravating robberies (-3.4%), common robberies (-2.4%), sexual offences (-6.4%), and business robberies (-9.1%).

For the third quarter of 2024/2025, Nelson Mandela Bay also showed a reduction in serious crimes, contributing to a 13.5% decrease in reported cases, while still representing 22.5% of the region's total serious crime reports.

Lobishe stressed that the district remained a focal point for crime, with significant decreases in common assault and aggravating robberies.

“The most problematic police stations for serious crimes and rape cases in the region remain consistent with the second quarter, underscoring ongoing challenges with law enforcement in specific areas of the metro.

“Additionally, the province has seen a rise in incidents of gang violence and extortion, particularly in areas such as the Nelson Mandela Bay Metro. Community members are living in fear, as criminals are determined to disturb the peace of our people,” the Mayor said. – SAnews.gov.za

CEIF: CLG Workshop Offers Insight into Congo’s Legal Framework

Location: Business
Energy Capital & Power

Pan-African legal firm CLG – formerly Centurion Law Group – led a workshop during the inaugural Congo Energy & Investment Forum (CEIF) on the country's legal and fiscal frameworks. The workshop – Mastering Business in Congo: Challenges and Strategic Solutions for Success –  delved into strategies investors can deploy to navigate the Republic of Congo's business environment as the country prepares to launch an international licensing round.

As a leading provider of specialized legal and tax advisory services, CLG – a Legal Partner of CEIF 2025 - caters to a diverse portfolio of multinational energy companies. With offices in the Republic of Congo, Germany, South Africa, Nigeria, Mauritius, Ghana, Cameroon, Equatorial Guinea, Namibia and South Sudan, the firm delivers bespoke solutions for a variety of challenges faced by oil and gas companies. The CLG workshop underscored how the firm's expertise can support oil and gas projects in the Republic of Congo as the country targets 500,000 barrels per day of oil.

“Our goal is to provide solutions by interpreting regulations, ensuring companies can operate freely. We have advisors across several African countries,” stated Zion Adeoye, CEO and Group Managing Partner, CLG.

The country's strong Central African presence and deep knowledge of the associated legal frameworks gives it an edge in the region's energy landscape. According to Yves Ollivier, Managing Director, CLG Congo, the firm's services in the region include M&A transactions, due diligence, legal secretariat services for oil and gas companies and expertise in intellectual property and immigration laws.

“We provide legal opinions in various fields, including employment law, corporate structuring and contract negotiations,” he explained.

In addition to these services, CLG has strong expertise in taxation. Daoudou Mohammad, Director: Tax and Legal, CLG Congo, explained that the firm assists companies with tax compliance, fiscal advisory services and global tax audits. “We conduct comprehensive tax reviews and offer targeted training upon request,” he said.

For the Republic of Congo, these services will play a key role in facilitating investment, advancing projects and realizing the country's energy production goals. Given the complexity of the oil and gas sector, understanding the potential challenges associated with the industry is vital.

Oneyka Cindy Ojogbo, Deputy Managing Director & Partner, CLG, explained that, “Understanding all contractual details is crucial, especially in the gas sector. We have encountered cases where disputes arose due to poorly negotiated agreements. Anticipating potential legal issues is key to mitigating risks.”

Additional challenges include misunderstanding of the requisite taxation laws. Mohammad pointed out that many companies fail to consider available tax exemptions, leading to missed opportunities for fiscal optimization. “A thorough assessment of tax incentives can significantly reduce financial burdens. Companies should proactively evaluate their eligibility for exemptions,” he advised.

Johannesburg Shows How People and Planet Gain From Greener Cities

Location: News

United Nations Environment Programme (UNEP)

The sun has set in Johannesburg, South Africa and Nntuthuzelo Ndwandwa, 39, is returning home from her job as a customer care consultant. When once she would have glanced nervously into the shadows, now she walks through a complex illuminated by solar-powered lights and enters her home, where a solar-powered heater doles out warm water for washing up.

“We are safe during load shedding because the external lights are on solar,” says Ndwandwa. “I'm also guaranteed hot water in the morning. It has made my life so much easier.”

This may sound like a humdrum, everyday moment, but for Ndwandwa and the other hundreds of residents of the Tshedzani Phase 3 social housing project, these basics are a revelation. They were provided through a project funded by the Global Environment Facility (GEF) that installed solar-powered equipment in public housing units across South Africa's biggest city. The effort, implemented by the City of Johannesburg, was designed to improve the quality of life of urban dwellers and fight climate change.

Residents of the social housing project say they now feel more secure, are saving money and have more job opportunities.

“Before the project, we had load shedding, and outside, it was dark […] we would not go outside as we were scared,” says resident Catherine Gugulethe Mbuyisa, 55. “Cars would be hijacked, washing would be stolen. But since the installation of solar power, we haven't experienced any of those problems and I've saved a lot in terms of electricity.”

Cities at the centre of climate action

Johannesburg is one of a growing number of global cities racing to lower their greenhouse gas emissions through better urban planning, which experts say can be a quick and easy way to reach climate targets. But such work also has a host of other benefits – from providing access to energy to protecting residents from the health hazards of open dumping.

“Action to reduce greenhouse gas emissions doesn't just make a difference at a global level – it invariably makes a positive difference to people's lives,” says Martin Krause, Director of the UN Environment Programme's Climate Change Division. “This is particularly obvious in cities, where the concentration of people means rapid gains for people and planet are possible.”

Today, some 56 per cent per cent of the world's population live in cities. Almost 1.2 billion of these people already face a bevy of climate-related risks, including rising seas and heatwaves. At the same time, urban areas consume around 75 per cent of the world's energy and produce around 70 per cent of global greenhouse gas emissions, reports the International Energy Agency. Urbanization is occurring rapidly, increasing the impact of cities on the environment and economy.

But cities are also hotbeds of climate solutions. And experts say how they are designed, built and managed will significantly impact global emissions, resource consumption and resilience to climate change. That is why successful projects, such as the one in Johannesburg, are considered so important.

“By adopting integrated approaches to support green, affordable housing, waste management and clean energy access for communities thriving amidst verdant natural spaces, cities like Johannesburg are leading the way to a sustainable urban future that benefits people, natural ecosystems and the global environment,” says Fred Boltz, Manager of GEF's Programming Division.

Multiple benefits

Kicked off in 2020, the GEF project focused on five key areas, including retrofitting social housing, increasing food resilience through sustainable urban farming, boosting biodegradable waste management and increasing evidence-based planning.

As part of this work, 172 units in Roodepoort Tshedzani 3 social housing have been fitted with solar water heaters, solar panels and lithium-ion batteries, energy-saving lighting and water-saving components.

To boost organic peri-urban farming in other areas, seeds, fertilizer and tools have been provided to farmers, alongside boreholes at four sites. Some 8,000 square metres of land is now under organic production and waiting for certification. Residents were also trained in many aspects of sustainability, including recycling, and a biodigester plant is under construction to turn waste into energy.

These additional benefits have brought opportunities to many residents, such as Voneen Trompeter, an unemployed single mother looking for ways to support her two children.

“This project has made me feel more worthy of being in a community, and I have learned a lot about business and recycling,” she says. “My hope for the future is to get a permanent position within the recycling programme, as it will be beneficial to me and my family.”

While the project is set to end later in 2025, its legacy will continue—not just in the infrastructure set up for residents. Standards and guidelines are being prepared to make it easier for such initiatives to take root in other parts of Johannesburg.

“We are excited to see the results of the GEF project coming together,” says Liana Strydom, Assistant Director, Regional Planning, City Transformation and Spatial Planning Directorate in the City of Johannesburg. “It creates momentum to mainstream our initiatives and creates hope for broader impact across many different aspects of the city's resilience and our citizens' ability to navigate climate shifts.”

Home Affairs upgrades digital verification system

Location: News

Home Affairs upgrades digital verification system

The Department of Home Affairs has announced a comprehensive upgrade to its digital verification system, a crucial component of national security, as well as both public and private sector services in South Africa.

The verification system enables government departments, including National Treasury and the South African Social Security Agency (SASSA), as well as financial sector businesses, to confirm client identities using biometric features, such as fingerprints and facial recognition, against the National Population Register.

In recent years, the system has, however, been plagued by inefficiencies, with users reporting a failure rate of up to 50% on these verification “hits” against the National Population Register. It also routinely took up to 24 hours for the system to respond, and when responses did arrive, they often contained errors that required manual verification.

The Department of Home Affairs has, over the past few months, worked to resolve these errors.

Testing has confirmed that the upgraded system is not only capable of dramatically faster performance, but that it now delivers an error rate of well below 1%.

The department is ready to roll out access to the upgraded verification service to all its valued clients across the public and private sectors.

As part of ensuring the ongoing maintenance of this vastly improved system and after obtaining concurrence from the Minister of Finance, Home Affairs Minister Dr Leon Schreiber has gazetted a new set of fees associated with the use of this verification service.

In order to better fund the maintenance of the National Population Register, fees for the use of the Home Affairs digital verification service by private sector companies will increase for the first time in over a decade, with effect from 1 April 2025.

However, public sector users of the service, including numerous government departments and agencies, will be unaffected by the increase, as government users remain exempted from fees.

This approach, according to the Department of Home Affairs, enables the department to balance the need to invest in the National Population Register, while not negatively affecting public finances.

“The rollout of a reliable, efficient and secure verification service supports both the public and private sectors to improve service delivery.

“This marks the most significant upgrade to the Home Affairs verification service since it was launched and will dramatically reduce waiting times whenever a client needs to verify their identity with the Department to obtain a social grant or open a bank account. The upgrade is also of immense importance to supporting private sector economic growth,” Minister Schreiber said.

“When this vital Home Affairs system is down, slow, or littered with errors, it negatively impacts upon the ability of banks, insurance companies and other financial service providers to verify clients and conduct business.

“This investment in our population register is not only overdue, but also important for delivering on the vision for digital ID, as outlined by President Cyril Ramaphosa during the State of the Nation Address, as a secure and efficient population register forms the cornerstone of digital ID.

“The launch of the reformed verification system is further proof of the progress that Home Affairs is making on our journey of digital transformation to deliver dignity for all,” Schreiber said. – SAnews.gov.za

eThekwini gears up for business fair

The countdown to the North Regional Durban Business Fair has begun, which will see 150 businesses showcasing their products and services.

The eThekwini Municipality is gearing up to host the North Regional Durban Business Fair from 28 - 30 March 2025 at the Bridge City Shopping Centre in KwaMashu, north of Durban.

The third Regional Fair for the 2024/25 financial year, will provide businesses a platform for networking, business growth, empowerment and collaboration.

The exhibitors will also have opportunities to engage with potential customers, including government and municipal entities, financial institutions and fellow entrepreneurs.

The attendees will have the opportunity to participate in business seminars, where they will gain first-hand insights from industry leaders, as well as representatives from both private and public agencies.

In a recent statement, the municipality said the exhibition will run simultaneously with the two-day Business Indaba, which will explore key industry trends and provide valuable business information and opportunities.

“The Construction Development Indaba segment will kick off the exhibition on 28 March, bringing together established companies, agencies and entrepreneurs to present opportunities for emerging businesses. Topics will include how small, medium and micro enterprises can leverage artificial intelligence.

“Businesses will also be capacitated on how to engage in the Inner-City Regeneration and property development processes. This will offer valuable guidance for growth within the construction and development sectors,” the municipality said.

The focus will then shift to the Women’s Economic Empowerment Engagement on 29 March, with discussions centred on how women can empower each other through mentorship, networking, and collaboration.

Leading South African business figures are expected to drive the discussions during the Women’s Economic Empowerment Engagement.

“eThekwini Municipality, which established the Women's Economic Empowerment Programme, 19 years ago, will also highlight the achievements and present success stories of the programme, while outlining opportunities available for women entrepreneurs,” the municipality said.

The fair will also serve as an important hub for presenting international opportunities, including imports and exports. The Junior International Chamber will be exhibiting at the fairat the International Pavilion.

Additional highlights include access to government and municipal services, exhibitions by tertiary institutions, a tech zone, live cooking demonstrations, and the "kiddiepreneur" garden, amongst others.

The municipality has encouraged the public to support locally manufactured products, such as furniture, fashion, home essentials, agricultural products, health products, detergents and many more.

The Permanent Mission of Japan to the International Organizations in Vienna and the United Nations Industrial Development Organization (UNIDO) jointly hosted the “UNIDO-Japan partnership for Africa” event at the Vienna International Centre this week. Held in the framework of the Ninth Tokyo International Conference on African Development (TICAD 9), it showcased achievements through a week-long panel exhibition and a series of thematic discussions.

An opening ceremony on 17 March 2025 in the Rotunda featured remarks by UNIDO Director General Gerd Müller (via video message) and the co-host, Ambassador Atsushi Kaifu of Japan. Ambassador Maimounata Ouattara of Burkina Faso, Chairperson of the African Group in Vienna and UNIDO Deputy to the Director General and Managing Director Yuko Yasunaga also provided opening remarks. A musical performance by the My Heart String Quartet Hiroshima accompanied the ceremony.

In his video statement, Director General Müller underscored the strength of the partnership between UNIDO and Japan, noting, “UNIDO and Japan together address poverty and hunger, advance climate action and foster a circular economy. We create jobs and livelihoods around the world, offering perspectives for the future”. Ambassador Kaifu of Japan underscored the significance of the year 2025, as the TICAD 9 Summit will be held this August in Yokohama, Japan. He expressed the hope that “this week's event provides an opportunity to explore innovative solutions for Africa and serves as a significant milestone in advancing the TICAD process”.

Ambassador Ouattara reaffirmed the importance of the UNIDO-Japan partnership with Africa stating that it “played a transformative role in promoting inclusive and sustainable industrialization across our continent”. She further highlighted that “this partnership has contributed to economic growth, job creation and the adoption of sustainable practices that empower Africa industries and communities”. Deputy to the Director General Yuko Yasunaga highlighted UNIDO's ongoing commitment to supporting Africa's industrial development and acknowledged Japan's significant financial contributions.

The opening ceremony included the presentation of newly funded projects in Ethiopia, Nigeria, Sudan, the United Republic of Tanzania, and a regional project (Egypt, Kenya, Morocco, Nigeria, Senegal, South Africa, United Republic of Tanzania, Zambia). Following the opening ceremony, a reception provided attendees with networking opportunities, while discussions continued in informative sessions.

The first session was a presentation on the activities of the UNIDO Investment and Technology Promotion Office (ITPO) Tokyo in Africa, by Fumio Adachi, Head of ITPO Tokyo. The session informed about seminars and events, the delegate programme and African business advisors programme of the ITPO in Tokyo, as well as its Sustainable Technology Promotion Platform (STePP) and Global South programme.

Another session focused on plastic circular economy initiatives and challenges in Japan and Africa. Government representatives from seven African countries —Egypt, Kenya, Morocco, Nigeria, Senegal, South Africa and the United Republic of Tanzania— discussed efforts to address plastic pollution through circular economy approaches. The discussion underscored how Africa's increasing plastic consumption, driven by population growth and urbanization, can benefit from sustainable waste management solutions.

A seminar on UNIDO's data-based lean manufacturing showcased the success story of the digital tool “U-SPARK” (UNIDO smart performance analytics for real-time Kaizen) which helps enhance enterprise performance management in Ghana's food processing sector. UNIDO is now working with the African Union Development Agency (AUDA-NEPAD) to expand the initiative across the continent.

Throughout the week, the results of the UNIDO-Japan cooperation in Africa were on display in a panel exhibition, showcasing our work in Egypt, Ethiopia, Ghana, Kenya, Madagascar, Morocco, Nigeria, Sierra Leone, Somalia, South Sudan, South Africa, Uganda, the United Republic of Tanzania, and Zambia, as well as the activities of ITPO Tokyo.

Through the week-long event, UNIDO and Japan reaffirmed their shared commitment to advancing industrial development in Africa.

Employment and Labour Committee Supports Interventions to Avert Job Losses at AMSA

The Portfolio Committee on Employment and Labour supports government's intervention and engagement with ArcelorMittal South Africa (AMSA) regarding potential job losses due to the company's decision to wind down its long steel business, exploring avenues to avert job losses and support affected workers.

AMSA raised concerns about possible job losses in the KwaZulu-Natal and Gauteng provinces as a result of possible closure of the company. The briefing the committee received from the Department of Employment and Labour yesterday was appreciative of the cooperation between the departments of Employment and Labour; Trade, Industry and Competition; and other role-players to secure the possible return of AMSA.

Regarding the report of the performance of the Department of Employment and Labour's entities – the Unemployment Insurance Fund (UIF) and the Compensation Fund (CF) – in the third quarter, the committee noted areas of overachievement in the quarter from both entities in the area of service delivery.

However, the committee raised concerns about a pervasive culture in the department of not filling vacant positions and of employing people in long-standing acting positions. The department should lead by example by filling vacancies to promote a culture of doing so in the entire government system, as this is a problem across all spheres of government, the committee said.

The department was unable to respond to questions on this issue from the committee about why these posts were not filled permanently with suitable and competent people. The department asked to be granted another opportunity to provide the committee with a comprehensive response on this issue.

On the Labour Activation Programme (LAP), the committee Chairperson, Mr Boyce Maneli, said this is a noble project that creates employment opportunities and promotes entrepreneurial development. In this regard, Mr Maneli said the committee is happy with the funding of LAP projects in the Western Cape, Eastern Cape and in North West, which launched recently. “We know that this project will cover all the provinces at the end,” he said.

Deputy President Sipokosa Paulus Mashatile has successfully concluded his working visit to Japan aimed at reaffirming the strong cooperation between South Africa and Japan in areas of mutual interest.

As the two countries mark 115 years of well established diplomatic relations, the year 2025 also marks a special milestone, with both countries chairing important multilateral organisations – South Africa's Presidency of the G20 and the Tokyo International Conference on African Development (TICAD-9) Summit led by Japan.

During the working visit, the Deputy President met with Japanese Government officials, including paying a courtesy call on His Excellency Mr Ishiba Shigeru, Prime Minister of Japan and Chief Cabinet Secretary Mr Yoshimasa Hayashi.

The Deputy President expressed his appreciation for Japan's support for South Africa's Presidency of the G20 and looked forward to collaborating with Japan to ensure that TICAD-9 is a success.

“Since 1993, Japan has been hosting TICAD, which focuses on Japan's support of African development through public and private support of initiatives aimed at peace and stability, and growth in the private sector, infrastructure, human resources, climate change, and education. Indeed, South Africa and Africa have a reliable and respectable ally in Japan,” said the Deputy President.

The Deputy President also met with the Japan-African Union Parliamentary Freindship League with the aim of strengthening bilateral relations and parliamentary cooperation between South Africa and Japan.

The meeting emphasized the importance of parliamentary diplomacy in promoting mutual understanding and cooperation and highlighted the importance of the Japan-African Union Parliamentary Friendship League in fostering stronger ties between Japan and African countries.

The Deputy President also had an opportunity to engage with the representatives of the Japanese business community which included Japan External Trade Organisation (JETRO) and Japan Organisation for Metals and Energy Security (JOGMEC), Keidenran and the Association of the African Economy and Development in Japan Committee (AFRECO), with the objective of promoting trade, investment and economic cooperation between the two countries.

During these engagements, the Deputy President highlighted South Africa's favourable business environment, skilled workforce and strategic location, making it an attractive destination for Japanese investment.

Addressing concerns raised by the Japanese business community, the Deputy President reported on progress made in reducing the backlog and fast racking visa applications, government's commitment to ending loadshedding and ensuring safety for citizens and investors.

The Deputy President is confident that these engagements will yield positive results, further strengthening the partnership between the two countries.

The Africa Debate Returns to London

Location: News
Invest Africa

Now in its 11th year, The Africa Debate 2025 returns as London's leading Africa-focused investment forum, bringing together global policymakers, industry leaders, and investors at the prestigious Guildhall on 2 July 2025.

At a time when Africa's economic transformation is at a critical inflection point, this year's debate will focus on “Harnessing Natural Capital for Growth.” With 60% of the world's richest solar resources and a wealth of critical minerals crucial to next-generation industries, Africa is positioned at the centre of the global energy transition. However, realising this opportunity requires more than just resource extraction. The focus must shift towards bold policy reforms, investment in value chains, and partnerships that promote industrial growth, ensuring Africa is not just a supplier of raw materials but a leader in global markets.

“Africa is no longer defined by its raw materials - it is emerging as a global force in advanced industries, sustainable energy, and digital innovation,” said Chantelé Carrington, CEO at Invest Africa. “The challenge now is not just unlocking potential, but turning ambition into action. This year's debate will bring together visionary leaders and investors to shape the strategies that will drive Africa's next phase of economic transformation.”

Key Themes Driving The Africa Debate

This year's discussions will focus on four central themes shaping Africa's investment landscape:

  • Africa's Role in Global Supply Chains: With demand for green energy and digital infrastructure surging, Africa has a unique opportunity to move up the value chain and position itself as a leader in advanced manufacturing and sustainable industrialisation. At The Africa Debate, we will explore the policies, investments, and trade agreements needed to ensure that Africa captures greater economic value from its natural capital rather than exporting it in its raw form.
  • Mobilising Capital for Natural Resources: Unlocking Africa's vast resources requires smart, structured finance. Traditional funding models have fallen short in mobilising the capital needed for infrastructure, energy, and industrialisation. At The Africa Debate, we will examine how blended finance, innovative investment vehicles, and risk-mitigation tools can de-risk projects and bridge Africa's financing gap.
  • Digitalising Natural Capital: Africa loses an estimated $88.6 billion annually to illicit financial flows, opaque commodity trading and resource mispricing. Could blockchain technology provide the transparency and security needed to capture fair value from resources? At The Africa Debate, we will explore whether blockchain and digital solutions can revolutionise governance in extractives, sustainable agriculture, and carbon markets.
  • Industrialisation and Energy: Africa must triple its energy generation capacity by 2040 to meet growing industrial and consumer demand, yet investment in the energy sector remains fragmented and inconsistent. At The Africa Debate, we will explore bankable energy solutions—from renewables and gas to nuclear—and discuss the financing models needed to ensure Africa secures reliable, sustainable, and scalable energy for industrial growth.

The Africa Debate 2025 offers a unique platform for deal-making, strategic discussions and networking that will shape the future of trade and investment across the continent. Attendees will gain exclusive insights from high-level industry leaders, investors, and policymakers driving Africa's economic transformation. Join us on 2 July 2025 at London's Guildhall for a day of unparalleled thought leadership and opportunity. Register now at The Africa Debate 2025 (https://apo-opa.co/4hj6zsc).

Cooperation between SA and Japan to continue

Cooperation between SA and Japan to continue

South Africa and Japan continue to enjoy well-established diplomatic relations, which are particularly strong in the fields of trade and investment, science and technology and education, skills transfer and capacity building through development assistance.

This is according to Deputy President Paul Mashatile, who was speaking during an interview with the Foreign Correspondence Club of Japan as part of a working visit to the East Asian nation.

Full diplomatic relations with Japan were established in 1992, while in 2010, relations between the two countries were upgraded to a Strategic Cooperation Partnership.

This year marks 115 years of relations between the two nations.

READ | South Africa strengthens ties with Japan

Mashatile told the attendees that South Africa and Japan cooperate within the framework of the Partnership Forum held at a ministerial level, which covers the entire spectrum of sectoral cooperation.

The 13th Partnership Forum was held in 2022 in Tokyo and South Africa is expected to host the next session.

“Over the years, we have witnessed enhanced cooperation to foster closer relations through high-level engagements between our two countries. Japan is one of South Africa’s major economic partners with a sizeable investment in the South African economy, and the potential for increased investment exists,“ Mashatile said.

He stated that Japan is the fourth largest economy in the world and total bilateral trade between the two countries in 2024 was at R132 billion, with South Africa recording a trade surplus of R52 billion.

Development cooperation between South Africa and Japan involves technical assistance, research partnerships, financial loans, supplementary budget support through international organisations, and grassroots projects in collaboration with the Japan International Cooperation Agency (JICA).

In terms of multilateral cooperation, the Deputy President said Japan cooperates with Africa on the promotion of Africa’s developmental agenda, in line with Agenda 2063, through the Tokyo International Conference on African Development (TICAD) framework.

In addition, he said the two countries cooperate in the Group of 20 (G20) framework to strengthen efforts towards advancing international economic cooperation for the achievement of sustainable development.

The Deputy President reiterated the South African government’s key objectives, which include reducing poverty and the cost of living, driving economic growth and job creation, and building a capable and ethical State.

“We are committed to making sure that our country prospers, not only for us to attract investments, but also to ensure that South Africans, have an improved quality of life.”

Meanwhile, the Deputy President said South Africa continues to pursue strong bilateral relations with the United States, despite the recent withdrawal of South Africa’s ambassador to the United States of America (USA).

“Acknowledging the recent withdrawal of our Ambassador from the USA, as a country we maintain the position that South Africa should maintain strong bilateral relations with the USA. As a country, we are committed to improving mutually beneficial trade, political, and diplomatic relations with the USA,” the Deputy President said on Wednesday.

At the weekend, the Presidency stated that it remains committed to building a relationship with the USA, despite the “regrettable“ expulsion of the Ambassador.

Additionally, the Deputy President expressed gratitude to all Ministers, Deputy Ministers, senior government officials, the South African embassy, and all counterparts for contributing to the success of his brief visit.

In the past three days, the team has met with Prime Minister Shigeru Ishiba, Chief Cabinet Secretary, members of business, academia, research and numerous other stakeholders.

A Competition to Drive Eswatini’s Artisans to Success

Location: News

International Trade Centre
Download logo

The European Union (EU) and International Trade Centre (ITC) launched a unique competition to empower Eswatini's artisans by providing game-changing support to small businesses. This collaboration, with a Toyota 2.8 GD6 vehicle as the grand prize, aimed at driving innovation, market expansion, and new opportunities.

When Bafanabethu ‘Bethu' Gina, Managing Director of Favourite Designs, entered the competition, he saw it as more than just an opportunity to win a vehicle worth close to €18,000 – it was a chance to accelerate his company's expansion.

Favourite Designs, a fast-growing furniture and décor manufacturing enterprise in Eswatini, has been paving its way in the artisan industry. He uses traditional techniques like grass weaving to create baskets, lamp shades and other homewares with a modern sensibility.

‘This vehicle is more than just a mode of transport – it's a game-changer for our business,' says Bethu. ‘It will allow us to reach new customers, access rural suppliers more efficiently, and expand into the South African market. Our goal is to triple our market size by leveraging this opportunity to grow beyond Eswatini.'

Preserving culture with innovation

Founded in Matsapha, Eswatini, Favourite Designs combines modern design principles with traditional Swati craftsmanship. The company works closely with rural artisans, particularly women, sourcing raw materials and helping to preserve Swati cultural identity through handcrafted pieces. Bethu sees his role not only as a designer and entrepreneur but as someone who inspires fellow artisans to integrate design thinking into their craft, making their products more competitive in the global market.

‘I love how Emaswati artisans have preserved our culture through beautiful, handcrafted work, passing down traditions from generation to generation,' he says. ‘I see Eswatini's artisan and design industry growing substantially in the next five years. But we need to inspire artisans – both aspiring and practicing – to intentionally apply design principles from conceptualization to realization. This will enhance product quality and make Eswatini crafts globally competitive while preserving our cultural heritage.'

Plans to scale are in motion

Favourite Designs is a key participant in the EU, ITC, and House on Fire Artisanal Incubator Programme, which nurtures emerging businesses in the handcraft and artisanal food sectors. Through this initiative, Bethu's company has:

  • Showcased work at major events like the MTN Bushfire Festival and Standard Bank Luju Food & Lifestyle Festival
  • Collaborated with international designers, including Finnish designer Mari Koppanen
  • Featured at prestigious international exhibitions, such as the Paris Design Show in 2024

The new Toyota 2.8 GD6 vehicle will expand these opportunities. It will help Favourite Designs connect with international buyers, attend trade shows, and access key regional markets like South Africa. He'd already been saving for a vehicle so that he can meet with his rural suppliers and make deliveries to customers. Now he can use those savings to invest in other parts of his business.

The EU seeks to foster space for enterprise creativity

The EU and ITC structured this competition not just as a giveaway but as an opportunity to reward resilience and innovation.

‘Rather than a simple donation, we designed a competition to reward an entrepreneur who has demonstrated resilience and innovation,' said EU Ambassador to Eswatini, Karsten Mecklenburg. ‘Favourite Designs has shown exceptional growth potential, and we are confident this vehicle will be instrumental in their success.'

Bethu's winning competition entry video creatively told the company's story while addressing the competition's objectives. He structured the submission like a design brief, integrating a script, storytelling elements, and real footage from his journey with ITC since 2023.

‘I wanted to demonstrate the progress we've made as a result of ITC's intervention and how the vehicle would boost our operations and growth,' he explains. ‘The first minute of the video is a skit showcasing how we would use the vehicle, followed by three minutes of our ITC-supported journey, and a final call-to-action statement. I shot and edited everything using just my mobile phone.'

Favourite Designs is a shining example of how local businesses can scale internationally with the right support, vision, and innovation.

With a new vehicle and growing recognition, Favourite Designs is well on its way to becoming an international success story.
