Maile conducts shop inspection blitz

Maile conducts shop inspection blitz

Gauteng MEC for Finance and Economic Development, Lebogang Maile, says government will continue to clamp down on non-compliant spaza shops and food-handling facilities in the province.

The MEC conducted a compliance blitz in Soweto on Monday aimed at inspecting spaza shops and other establishments selling food.

This follows a directive issued by President Cyril Ramaphosa last month, that all spaza shops and food-handling facilities must be registered with their respective municipalities, after a surge in reported cases of foodborne illnesses in the country.

“Government is going to clamp down very hard. We are going to put more pressure [on shop owners] and we are going to put more resources.

“What I can tell you with certainty is that we are taking this process seriously. That’s why we deliberately and consciously decided that we are going for the big guys now and not just the small shops. Government is putting resources to the police, we have inspectors that were here,” he said.

The MEC revealed that during an inspection of a national chain supermarket, rat droppings were found.

“We found rodent waste in one of the tins here and as you can imagine, that’s not good for human consumption. We are not happy…and we are going to come back.

“The inspectors have issued notices and warnings and removed the food. Some of the food is not even labelled. We also found that a lot of unknown products…are also not compliant.

“The focus for the longest of time has been on the spaza shops and we might have dropped the ball a bit on these big shops. We have to focus on them as well because everyone has got a responsibility to keep the standards and to also ensure that the places that they sell food from are hygienic and that people are not exposed to any danger,” he said.

Maile said although government was working hard to rid the country of expired goods and improve food handling services, business owners also bear responsibility to “ensure that they comply with the laws of the land”.

“Most importantly, I think it is unfair and disingenuous for those who run businesses to expect to make profit and not care about the lives of our people. It is selfish and greedy at best.

“With some of the findings [of the spaza shops inspections], they don’t qualify for closure but there are weaknesses that we have raised with them and we have agreed that they are going to attend to them and there will be follow ups by the inspectors.

“If we find that the shops are not in the condition to be operating, we will definitely close them down,” he said. – SAnews.gov.za

City of Cape Town calls on residents to make use of e-services this festive season

The City of Cape Town has urged residents to make use of convenient online booking options to pay their municipal accounts and renew their licence discs to save time and get ahead of the queue this busy December.

In a statement on Friday, the city said that its Customer Interaction Centres are usually busier over the festive period as many residents choose this period to pay their municipal accounts, renew licence discs and attend to other urgent business.

The city reminded residents that the upcoming public holidays will impact operating hours, with some of the City’s Customer Interaction Centres, closed during this time.

“As we approach the busier customer office days this December, we remind residents to use our e-Services options and to make an online booking when visiting a Customer Office in person.

“Municipal customer offices, including payment, account enquiries, motor vehicle licensing offices, driving licence testing centres, municipal courts and Human Settlements offices will be closed on several days this festive period.

“Residents are encouraged to check the City's website or to phone before visiting their nearest office,” the City's Mayoral Committee Member for Finance, Councillor Siseko Mbandezi said.

Mbandezi added that residents can also settle their municipal accounts using one of the convenient online options during this period for an accurate, efficient and secure payment process.

Customer offices and municipal courts will be closed on these days:

•    Thursday, 26 December 2024
•    Tuesday, 31 December 2024 (closes at 12:30 pm)
•    Wednesday, 1 January 2025

Residents were further urged to note that the Revenue Department’s payment, account enquiries and motor vehicle registration and licensing offices situated at Liberty Promenade Mall, Table Bay Mall and Lansdowne Corner Mall will also be closed on the above dates but will be operational on the weekends.

“Remember you can pay your municipal accounts (excluding motor vehicle licences) at any Shoprite, Checkers, USave, Pick n Pay, PEP, Ackermans, Lewis, Top It Up, Woolworths and Spar shops, online at www.easypay.co.za or www.powertime.co.za as well as via your internet banking facility: select the City of Cape Town as a bank-listed beneficiary on your bank’s website and use only your nine-digit municipal account number as reference,” Mbandezi reminded residents.

South African Post Office SOC Ltd Amendment Bill signed into law

Location: News

South African Post Office SOC Ltd Amendment Bill signed into law

President Cyril Ramaphosa has signed the South African Post Office SOC Ltd Amendment Bill into law, setting the stage for a significant transformation of the country’s postal service into a modern, multi-functional hub for government, business, and community services.

The new law expands the objects and mandate of the Post Office and enables its relevance and sustainability by including services that respond to the needs of users and customers.

“The expansion will ensure that the Post Office is not only empowered by the legislation to provide basic postal services but is empowered to provide other value-added services to expand on its revenue generating streams.

“The new law enables the Post Office to serve as a hub for government services and other agency services, and as a digital hub for businesses and communities,” the Presidency said in a statement on Wednesday.

This game-changing legislation redefines the mandate of the Post Office, enabling it to go beyond traditional postal services to offer a diverse range of value-added solutions.

The Post Office will also be able to serve as a logistics partner to other e-commerce providers – including small enterprises and informal traders - and any future business that the state-owned company may develop to serve users and consumers.

The law empowers the Post Office to continuously adapt its business model to stay relevant in an evolving technological landscape while enhancing its Universal Services Obligation.

It also prioritises partnerships with government institutions, which include national and provincial departments, national and provincial government components and municipalities, encouraging them to use Post Office infrastructure for efficient service delivery, reducing dependency on state funding, and unlocking new revenue streams.

“This aims to eliminate the company’s over-reliance on government funding and ensure efficient utilisation of post offices.
“The new law also addresses governance matters such as the size of the South African Post Office Board, the functions for the Board to deal with creditors and skills requirements for board membership,” the Presidency explained.

Financial distress

The South African Post Office (SAPO) was placed under business rescue in March 2023 as a result of severe financial distress.
This move followed years of declining revenue, operational inefficiencies, and an inability to modernise in the face of a rapidly changing postal and logistics industry.

At the time of entering business rescue, SAPO owed creditors a staggering R8.7 billion.

The decision to place the state-owned entity under business rescue was aimed at restructuring its debt and addressing operational challenges to prevent its complete collapse.

The financial woes of the Post Office stemmed from a combination of factors, including reduced mail volumes due to digital communication trends, mismanagement, and an over-reliance on government bailouts to sustain operations. Additionally, unpaid pensions, salaries, and other liabilities exacerbated the crisis, drawing criticism from unions and employees.

The business rescue process aimed to provide SAPO with an opportunity to stabilise, restructure, and develop a sustainable operational model.

This included exploring diversification of services, enhanced logistics capabilities, and becoming a central hub for government service delivery, a vision reinforced by the subsequent enactment of the SAPO Amendment Bill.

Revitalising the SAPO

The Congress of South African Trade Unions (COSATU) has welcomed President Ramaphosa’s assenting to the bill.

“This Act provides a viable path for a revitalised and repivoted South African Post Office (SAPO) geared towards ordinary consumers, in particular the poor and marginalised.

“This progressive Act provides a new mandate for the SAPO.  It cannot rely upon posting letters in an era of e-communications.  The Act enables a critical shift by expanding the mandate of the SAPO to include e-commerce, courier services, support for SMMEs and an enhanced partnership with the Postbank.  It positions SAPO to serve as a multi-purpose access point where the public can apply for key government services,” said the union. -SAnews.gov.za

Have your say on anti-money laundering draft bill

The National Treasury has published two key Acts aimed to strengthen South Africa’s system of Anti-Money Laundering and Combating the Financing of Terrorism (AML/CFT) system.

The draft General Laws (Anti-Money Laundering and Combating Terrorism Financing) Amendment Bill, 2024, was published in the Government Gazette No. 51772 Notice 5683, on 13 December 2024, for public comment.

“The draft Amendment Bill aims to demonstrate South Africa’s commitment to strengthening its Anti-Money Laundering and Combating the Financing of Terrorism (AML/CFT) system, by addressing the remaining deficiencies identified by the Financial Action Task Force (FATF) mutual evaluation in 2021 and during the remedial process to exit the FATF greylist, and to better prepare South Africa for the next mutual evaluation to be conducted in 2026/27,” National Treasury said on Tuesday.

The draft Amendment Bill was developed together with the Department of Trade, Industry and Competition, Department of Social Development, and Financial Intelligence Centre.

It proposes amendments to four pieces of legislation that fall under the administrative responsibilities of different Ministers, including:

  • The Financial Intelligence Centre Act, 2001: Minister of Finance;
  • The Financial Sector Regulation Act, 2017: Minister of Finance;
  • The Companies Act, 2008: Minister of Trade, Industry and Competition; and
  • The Nonprofit Organisations Act, 1997: Minister of Social Development.

The sections of the above laws that would be amended in the draft Amendment Bill, if enacted, include the following:

  • Financial Intelligence Centre (FIC) Act to deal with minor deficiencies relating to targeted financial sanctions in sections 26A, 26B, 28A and 51A;
  • Section 42 of the FIC Act to address minor deficiencies identified with respect to new technologies;
  • Section 46 of the FIC Act to address a deficiency relating to customer due diligence measures for anonymous clients;
  • Section 30 of the Nonprofit Organisations Act to specify the maximum amount of the fine and years of imprisonment in respect of an offence in terms of the Act;
  • Sections 82 and 175 of the Companies Act, 2008 to address deficiencies related to the application of remedial actions and/or dissuasive and proportionate sanctions for non-compliance with beneficial ownership obligations;
  • Sections 2, 3, 58, 106, 108, 111, 131 and 135 of the Financial Sector Regulation Act to close gaps in the protection of financial sector customers, and licensing and regulations for market conduct and anti-money laundering, and to strengthen licensing and enforcement powers; and
  • Other technical amendments related to strengthening the country's anti-money laundering and anti-corruption laws.

“Upon the receipt of written comments, the National Treasury, in collaboration with the Department of Social Development and the Department of Trade, Industry and Competition will engage with stakeholders on selected issues.

“This engagement will occur through public workshops designed to facilitate discussions regarding the written comments on the draft Amendment Bill, prior to its submission to Cabinet. Subsequently, the updated draft Amendment Bill will be presented to Cabinet for consideration and eventually, for tabling in Parliament,” National Treasury explained.

Interested parties are invited to submit their written comments to the National Treasury at Commentdraftlegislation@treasury.gov.za by close of business on 6 February 2025.

SA, Mozambique find ways to mitigate disruptions at border posts

South Africa and Mozambique have agreed to enhance diplomatic channels for continuous engagement to minimise disruptions to trade and supply chains amid the ongoing post-election turmoil in the neighbouring country.

The border post’s operations were temporarily suspended recently due to protests in Mozambique, which caused disruptions near the Mozambique and South African border.

In a statement released on Monday, the Border Management Authority (BMA) said the Lebombo port of entry was running smoothly as holiday movements increase.

According to the agency, the processing of cargo on both arrival and departure continues as normal, with efficient facilitation ensuring seamless movement of goods.

“Similarly, traveller movements in both directions are flowing without disruptions, reflecting the authority’s preparedness for the busy holiday season,” the BMA said yesterday.

According to the BBC, demonstrations began at the end of October in Maputo after Daniel Chapo, the Frelimo candidate, was officially declared the winner of the elections with over 71% of the vote.

Protesters are contesting the results of the 9 October elections, which allowed the ruling Frelimo party to extend its 49-year rule.
The protests, primarily led by young people, have resulted in violent clashes with the police, leading to at least 18 deaths, according to Human Rights Watch.

International Relations and Cooperation Minister Ronald Lamola and his Mozambican counterpart, Pascoal Ronda, held a joint media briefing after the inter-ministerial meeting in Mpumalanga on Wednesday morning.

“This important meeting between friendly and fraternal neighbouring countries is reflective of the very good levels of bilateral cooperation between our two countries. The meeting was held in a very constructive, and cordial manner, illustrating the great spirit of collaboration between South Africa and Mozambique,” a Department of International Relations and Cooperation (DIRCO) statement read.

The meeting discussed ways to jointly address the disruptions at the ports of entry, particularly at Lebombo and Ressano Garcia, a small town in Maputo.

“In this regard, the Ministers agreed amongst others to enhance channels for frequent and continuous engagements at diplomatic and bilateral levels to mitigate disruptions to trade and supply chains, jointly identify alternative routes and deploy additional resources to expedite and facilitate trade and collaborate with all stakeholders particularly business in order limit the impact of the disruptions on their operations.”

Both Ministers have committed to protecting and securing infrastructure for trade facilitation.

They continue to collaborate to ensure minimal disruption for regional integration, including associated cross-border value chains.
The leaders emphasised that these disruptions have negatively affected the economies of both countries and hindered the free movement of people and goods between them.

“Many companies have suffered losses as a result of the disruption in trade. Should the situation persist there is great danger of food and energy insecurity.”

The Ministers also took the time to commend efforts undertaken by senior officials from various departments and agencies on both sides in mitigating the negative effects of the disruptions at the border to date.

“Accordingly, the Ministers committed to accelerate actions to address existing infrastructure challenges at our ports of entry and improve cooperation by establishing a joint technical team between the two countries which will implement the decisions of this meeting,” said DIRCO.  – SAnews.gov.za

Deadline for spaza shop registrations extended to February 2025

Deadline for spaza shop registrations extended to February 2025

Government has extended the registration deadline for spaza shops and other food handling outlets to 28 February 2025, as announced by Cooperative Governance and Traditional Affairs Minister, Velenkosini Hlabisa, on Wednesday.

This follows the end of the initial 21-day registration period, which concluded on Tuesday, 17 December 2024.

A total of 42 915 applications were received, and 19 385 of them have been approved.

President Cyril Ramaphosa announced the registration last month as one of the measures to address growing concerns regarding spaza shops and tuck shops, which are linked to an increase in foodborne illnesses and deaths.

The President’s address highlighted a foodborne illness crisis, with over 890 cases and about close to 30 deaths since September.

The Minister emphasised the importance of compliance with health regulations, noting that 1 041 non-compliant shops were closed.

“Before the revised deadline of 28 February 2025, government in all its spheres will continue to implement the action plan to address the crisis of foodborne illnesses and the illicit trade of goods across the country,” Hlabisa told the media at a briefing in Pretoria.

READ | SAPS: We expect everyone to cooperate in compliance inspections

Meanwhile, he said those who have registered their businesses and received their acknowledgement of registration still need to undertake a further process to obtain their trading licences.

“For this process, environmental health practitioners and other regulatory authorities will still inspect owners of registered food-related trading businesses to ensure that their businesses are eligible to trade.”

WATCH | Inter-ministerial Committee on foodborne illnesses media briefing

He urged municipalities to maintain capacity for assisting those registering as operations decline during the holiday season.
“We also urge business owners to continue with their registration process within their respective municipalities and not wait until the next registration deadline.”

The Minister explained that the State was dealing with two distinct processes where business owners need to register the spaza shops and comply with health regulations.

“This process does not depend on whether you are registered or not. If you don’t comply with the health regulations, the business is closed down immediately. Hence, 1 041 spaza shops have already been closed,” he added.

In addition, the Minister said 15 health experts were appointed to a Ministerial Advisory Committee to develop long-term prevention measures.

“We want to emphasise that registration alone does not mean a business is eligible to trade. To obtain a licence or a permit to trade, business owners must comply with all health regulations and municipal by-laws related to conducting a business.”

Pesticides

Meanwhile, the Minister said enforcement efforts included seizing 470 litres of pesticides and intensifying inspections at ports of entry.

According to Hlabisa, inspections of imported food items, medicines, drugs, and pesticides have also been intensified at ports of entry.

He said heightened surveillance at all 71 ports of entry, especially marine ports in KwaZulu-Natal including Durban, is aimed at preventing the entry of unsafe goods.

Warning

The Department of Home Affairs’ (DHA) Albert Matsaung addressed the legal implications of assisting illegal foreigners to register spaza shops, referencing Section 42 of the Immigration Act.

He reiterated the importance of adhering to immigration laws and the role of the DHA and stressed the serious consequences for South Africans who assist illegal foreigners.

“No one should assist. No one should provide any kind of support - either be it in the form of providing immovable property, which in this case is the garages or houses where these spaza shops are being run. It means that it becomes a serious offence, criminally and in terms of the Immigration Act.”

Matsaung stated that anyone who assists a foreigner who does not deserve to participate in this process will be prosecuted. – SAnews.gov.za

National Dialogue structures to be in place in early 2025

The structures and processes of South Africa’s National Dialogue will be in place in early 2025, President Cyril Ramaphosa said on Monday.

The President made the announcement at the National Day of Reconciliation commemoration held at the Vredendal North Sports Ground in the Western Cape.

“We reaffirm our commitment to work together through a National Dialogue to define the path that our nation will take,” he said.

READ | SA ardent on healing historical wounds while focusing on the future

He added that through various actions, government is reigniting “our collective vision and shared passion to create a South Africa that works for all its people”.

“We are confronting our challenges with the courage and determination displayed during the darkest days of the struggle against apartheid.”

This he said as the country has a rich history of inclusive solutions to problems.

“I hereby announce that we will hold a National Dialogue next year to enable a conversation among citizens on shaping our country’s future developmental path. The National Dialogue will seek to build on the achievements of 30 years of democracy.”

The first citizen said the dialogue will give the country an opportunity to address the challenges it has been facing for the past 15 years of low growth and unemployment, poverty and hunger, poor governance, slow land reform and corruption.

“We will also want the National Dialogue to address pressing challenges such as gender-based violence and femicide, social fragmentation, racism, homophobia and sexism, violence and instability.
The National Dialogue will strengthen and consolidate the process of social compacting, where we come together as different sectors and communities to find common solutions.

It is envisaged that the National Dialogue will be informed by an extensive public consultation process in local areas organised by various sectors of society,” he explained.

The President first made the announcement of the National Dialogue during his inauguration in June.

READ | Government of National Unity: A moment of profound significance

Since then, many representations from civil society, including foundations established by stalwarts of the struggle for freedom, have been received.

“Further consultation is underway with other formations within society on the form and content of the National Dialogue.”

In addition, the President will appoint an Advisory Panel of Eminent Persons to provide guidance and advice through the National Dialogue Process in due course.

The Advisory Panel will include men and women of stature who have played prominent roles in nation building and advancing social cohesion.

“I will also appoint a National Dialogue Steering Committee to coordinate the National Dialogue process. This Steering Committee will include representation from the Foundations that have played a leading role in championing the idea of the National Dialogue process, government, labour, business and the community constituency.”

“All the necessary structures and processes of the National Dialogue will be in place early in the new year so that the preparations can commence in earnest. We expect that the National Dialogue will reach agreement on the critical challenges facing the nation. It is expected to develop a shared vision of what it means to be a South African and of a common value system, that will guide current and future generations.

“With a renewed commitment to social justice, economic empowerment, and cultural understanding, our country can continue to build on its achievements. We can fulfil our destiny to be a truly reconciled, equal, caring and united nation.”

The President also called on South Africans to make the country’s Presidency of the G20 a success.

“Next year, South Africa will become the first African country to lead the influential group of the world’s largest economies, the G20. We have outlined an ambitious agenda for our G20 Presidency under the theme ‘Solidarity, Equality, and Sustainability’.

“I call on all South Africans to be part of making South Africa's Presidency a success,” he said adding that the road ahead will not be easy.

South Africa assumed the Presidency of the G20 on 1 December.

The G20 group comprises many of the world's largest developing and developed economies. It was established to tackle pressing global economic and financial issues. Together, G20 members account for around 85 percent of global GDP and 75 percent of international trade.  -SAnews.gov.za

Presidency raises concern over McKinsey, Bain appointments

The Presidency has expressed concern with the recent appointments of McKinsey as a partner to the B20, as well as the appointment of Bain in the Project Management Office of the Energy Council of South Africa.

“The Presidency has noted with concern the recent appointments of McKinsey as a supporting partner to the B20, the business engagement group that meets on the sidelines of the G20 and coordinates the participation of business in the G20, and Bain to the Project Management Office of the Energy Council of South Africa,” it said.

Whilst the Presidency or government has no control over the B20 processes, it does not endorse the appointment of McKinsey in this regard.

“Similarly, the Presidency does not condone the inclusion of Bain in supporting the activities of NECOM [National Energy Crisis Committee]. The appointments do not contribute to the engendering of public trust and promotion of good governance, given the well documented role of the two firms in state capture and corruption,” said the Presidency in a statement on Sunday.

Earlier this month, the National Prosecuting Authority (NPA)  announced that it had secured a resolution with McKinsey South Africa, to pay back some R1.1 billion to state coffers for its role in State Capture.

It said that in terms of the resolution, the multinational company admits, accepts and acknowledges responsibility under South African law for the criminal actions and conduct of Vikas Sagar, who was a former partner of McKinsey, during the relevant period. As a result of Sagar’s corrupt actions, McKinsey was awarded contracts with Transnet and Eskom amounting to nearly R2 billion.

Parliament highlights progress in first six months of the 7th democratic term

Parliament has celebrated a successful start to its 7th democratic term, highlighting significant achievements since the 2024 National and Provincial Elections.

In just six months, Parliament has passed key laws, conducted rigorous oversight, and strengthened public engagement, demonstrating a strong commitment to its constitutional mandate and the people it serves.

In a statement on Saturday, Parliament highlighted that since the establishment of the 7th democratic Parliament, the administration has hit the ground running.

“In this short period, Parliament has successfully convened multiple sittings, engaged in debates, and passed several key pieces of legislation. The various parliamentary committees have been particularly active, conducting oversight visits, holding public hearings, and scrutinising government actions with diligence,” the statement said.

Parliament said that its Presiding Officers, led by the Speaker of the National Assembly (NA), Thoko Didiza, and the Chairperson of the National Council of Provinces (NCOP), Refilwe Mtshweni-Tsipane, expressed satisfaction with the milestones achieved by the 7th Parliament so far.

The key achievements of Parliament are:

•    Committees and Oversight: Parliamentary committees have held 468 meetings since the start of the 7th democratic Parliament through the end of October. During this period, approximately 24 oversight visits were conducted to various service delivery points across the country.
•    Public Engagement: New initiatives, including online streaming of debates and hearings, have made Parliament more accessible and transparent.
•    Legislative Work: 20 Bills from the previous term were revived, with 11 already passed. Parliament is currently processing 21 new Bills aimed at addressing national priorities like poverty, unemployment, and inequality.
•    Clean Audit: Parliament achieved its 10th consecutive clean audit, underscoring sound financial management.

Focus on Provinces

From 16 to 20 September, Permanent delegates to the NCOP undertook the first Provincial Week Programme of the new term of Parliament, an essential initiative aligned with the NCOP's constitutional role as the voice of provinces in the national sphere of government.

The NCOP’s Provincial Week spotlighted delays in critical infrastructure projects, such as schools and health facilities, gathering recommendations to address these issues.

“This effort highlights the NCOP’s commitment to addressing issues that directly impact provinces and communities, ensuring that challenges exposed during the visits are resolved without further delays. Through this programme, the NCOP continues to strengthen accountability and advocate for the effective delivery of services to the people,” Parliament said.

Looking Ahead

Parliament’s official business for the New Year will begin with the State of the Nation Address (SONA), scheduled for Thursday, 6 February, at 7 pm at the Cape Town City Hall.

The two-day debates on the President’s Address will take place at a temporary dome structure to be erected at the Nieuwmeester Parking. The debates are scheduled for Tuesday, 11 February, and Wednesday, 12 February, with the President’s reply set for Thursday, 13 February 2025

Finance Minister Enoch Godongwana is set to deliver the Budget Speech on Wednesday, 19 February.

Hosting of the Speakers of G20 Nations

The Parliament of the Republic of South Africa has proudly announced that, in alignment with South Africa's rotational hosting of the G20 in 2025, it will host the Speakers' Summits (P20) of the G20 national parliaments.

“The P20 Summits play a crucial role in bringing a parliamentary perspective to global governance by raising awareness, building political support for international commitments, and ensuring their effective implementation at the national level,” Parliament said.

These summits also foster inter-parliamentary cooperation, strengthen engagement between governments, parliaments, and stakeholders, and advance the implementation of the 2030 Agenda for Sustainable Development.

“As a longstanding participant in P20 summits, the Parliament of the Republic of South Africa looks forward to hosting this prestigious event, advancing parliamentary diplomacy, strengthening democratic governance, and fostering global cooperation,” it said. – SAnews.gov.za

African Youth Tech Venture Entrepreneurs Embark on Groundbreaking Korean Innovation Tour

Location: News
African Development Bank Group (AfDB)

Twenty promising youth entrepreneurs from African technology ventures and enterprise support organizations have embarked on a two-week study tour of the Republic of Korea, seeking investment and insights from the country's innovative tech ecosystem. The African Development Bank Group's (www.AfDB.org) Innovation and Entrepreneurship Lab selected these young entrepreneurs from 133 ventures that participated in last month's Africa Tech Startup Forum.

Held under the auspices of the Lab's Leveraging the Entrepreneurial and Innovation Success of Korea to Strengthen African Enterprise Support project, the Forum selected entrepreneurs who pitched the best business models during the weeklong virtual market access and acceleration program preparing, training, and connecting technology ventures with opportunities.

Representing eight African nations -- Egypt, Ghana, Kenya, Morocco, Nigeria, Rwanda, South Africa, and Uganda – the delegates span diverse technological sectors, including agritech and health. Their ambitious itinerary includes visits to prestigious institutions such as Global Startup Centre, LG Science Park, the Korea Software Technology Association, unicorn companies with valuations exceeding $1 billion and the Global Digital Innovation Network, a foundation supporting the expansion of South Korea's tech startups.

Uche Ezadinachi, the founder of Kenya-based health technology venture Zuri Health, expressed enthusiasm about the opportunity. “I am excited to go to Korea because the country has made serious technological developments. The [country] is a technology-driven society, and this tour is an opportunity for me to see how we can bring such technology to Africa,” she said.

“We will share experiences with our Korean counterparts; they will learn from us as much as we learn from them,” she added.

The delegation, which is more than one-third women and entirely composed of entrepreneurs aged 18 to 35, will participate in several high-profile events, including, K Startup Grand Challenge, an accelerator program supported by the South Korean government, Africa Innovation Networking Gala, and COMEUP Korea, an event connecting Korean startups with global investors, corporations, and media.

David Chen, co-founder of Rwandan health data venture Kapsule, highlighted the tour's potential for relationship-building. “This is an opportunity for us to have face-to-face interactions and build relationships. This trip will help us link with other health technology companies operating in Asia,” he said.

Financially supported by the Korea-Africa Economic Cooperation Trust Fund, the Africa Tech Startup Forum is part of the African Development Bank's broader Jobs for Youth in Africa Strategy.

Martha Phiri, the Bank's Director of Human Capital, Youth and Skills Development, underscored the program's significance.

“This is a pivotal initiative that plays a crucial role in enhancing the skills of young entrepreneurs. These skills will empower young entrepreneurs to expand their ventures, which leads to significant employment creation,” she stated.

Ndeye Absa Gningue, Innovation Platform Officer, managing the Bank's Innovation and Entrepreneurship Lab, said: “Platforms like the Africa Tech Startup Forum provide young people with the opportunity to nurture their potential. We will continue to work with them so they can blossom.”

Call to expand SA-Angola trade and investment

Location: News

Call to expand SA-Angola trade and investment

President Cyril Ramaphosa has called for the expansion of bilateral trade and investment between South Africa and Angola.

“During our official engagement, we reached a shared understanding that significant opportunities exist to further strengthen and expand our bilateral trade and investment relations,” President Ramaphosa said on Thursday.

The President made the remark during the South Africa-Angola Business Forum held at the CSIR International Conventional Centre in Pretoria. This as he hosted his Angolan counterpart, President João Manuel Gonçalves Lourenço, who was in South Africa for a State Visit at the Union Buildings earlier in the day.

READ | SA, Angola deepen ties

Speaking at the inaugural South Africa-Angola Business Forum, President Ramaphosa said it was heartening and encouraging to see a broad representation of business from the two countries.

“This is in itself a solid demonstration of confidence; confidence in the strength of the region’s two largest economies; confidence in the potential that exists for deepening trade and investment ties; confidence that the governments of both countries are taking the necessary steps to ensure that the business operating environment is improved so investments can be safe and secured,” the President explained.

The first citizen said in his engagements with President Lourenço and the respective delegations, a wide array of critical political, economic and social issues of mutual concern were discussed.

More than 20 South African entities are already investing in Angola in a range of sectors including rail, agriculture, industrial parks, oil refineries, manufacturing, IT, financial services and logistics.

“By way of example, the Development Bank of Southern Africa is financing port development, railway rehabilitation, oil and gas infrastructure and renewable energy development in Angola.

“The Export Credit Insurance Corporation of South Africa has also maintained a healthy pipeline in Angola in infrastructure development, and the Industrial Development Corporation is involved in financing the Cabinda Oil Refinery and the Cabinda phosphate project. We would like to see substantially more Angolan FDI [foreign direct investment] inflows into the South African economy,” said President Ramaphosa.

In addition, between 2003 and 2024, “only a handful” of Angolan companies were investing in South Africa in communications, financial services and the metal sector.

With respect to trade, though South Africa’s exports to Angola have grown by approximately 11% since 2019, they account for just 3% of Angola’s total imports.

South Africa’s imports from Angola have declined by some 19% since 2019.

“Casting the net wider presents immense possibilities for improving both trade and investment flows. South Africa is pursuing an ambitious economic development agenda based on export-led industrialisation.

“We seek to revitalise our industrial base, modernise our infrastructure network, and strengthen logistics and supply chain connectivity with the rest of the continent,” President Ramaphosa said, noting that this presents opportunities for cooperation in various sectors such as agriculture and agro-processing, energy and rail rolling stock.

Energy and infrastructure development

On energy matters, the President said the rapid growth of key clean energy manufacturing industries, as part of the global transition to a low-carbon economy, is an area that must be explored urgently.

“The global energy transition offers new opportunities to upgrade and diversify into technology-intensive global value chains. The transition to a low-carbon economy therefore presents scope for collaboration around critical minerals, specifically with regards to value addition and beneficiation.”

The President said infrastructure development that unlocks intra-Africa trade is a priority.

“We must build on the work already underway on the Lobito Corridor to create sustainable industries in the region. South Africa is ready to partner with Angola in the development of strategic corridors, including the Central, North and South Corridors, with the aim of transforming them into dynamic economic infrastructure projects that can promote growth.”

Cutting red tape

President Ramaphosa called on business and government to use the forum proactively.

“As government and business, we must use this forum to engage proactively around not just the possibilities that exist, but also how to resolve the challenges in the business operating environment. Companies in both Angola and South Africa have challenges that make it difficult to do business.

“Stringent business visa requirements, high export costs, onerous import processes, taxation issues and bureaucratic red tape are just some of these.

“We must be able to emerge from this forum with a clear understanding of what the main challenges are and what steps will be taken to facilitate greater market access on both sides.

“Promoting greater economic growth for the benefit of Angola and South Africa necessitates that we are agile, adaptable and responsive as both the public and private sectors,” he said. - SAnews.gov.za

SA, Angola well positioned to capitalise on trade and investment opportunities

Location: News

SA, Angola well positioned to capitalise on trade and investment opportunities

The Deputy Director General: Trade Branch at the Department of Trade, Industry and Competition (the dtic), Ambassador Xolelwa Mlumbi-Peter, says South Africa and Angola are well positioned to capitalise on trade and investment opportunities that exist in both countries.

Mlumbi-Peter was speaking at a Business Forum hosted by South Africa and Angola in Pretoria on Thursday.

“Boosting intra-Africa trade has to be a core objective for both our countries. We need to identify what is produced in our countries, but also what we are importing from elsewhere, so that we can identify obvious products that can be traded among ourselves.

“Many economies globally are adopting strategic autonomy policies and are reconfiguring supply chains to bring them closer to home to promote economic resilience and address strategic vulnerabilities. Promoting intra-Africa trade has to be a strategic objective,” said Mlumbi-Peter.

She encouraged the private sector to identify opportunities for sourcing key inputs and products from each other to boost bilateral trade.

Speaking at the Forum, Chief Executive Officer of Business Unity South Africa, Khulekani Mathe, said as the South African business community, they recognised Angola as a vital market for their products.

He said the African Continental Free Trade Agreement (AfCFTA), provides significant potential for expansion of trade between the two markets.

“The presence of South African companies in sectors such as mining, banking, retail, logistics, and food services underscores Angola's importance as an investment destination for South Africa to facilitate trade, we need to develop appropriate infrastructure.

“In addition to physical infrastructure, establishing and strengthening business organisations, such as chambers of commerce, is critical,” he said.

He added that the South Africa-Angola Chamber of Commerce was an important building block of trade infrastructure. He encouraged businesses from both countries to join and strengthen this organisation.

“Currently, both economies face challenges with weak growth, registering less than one percent of the Gross Domestic Product (GDP) growth in 2023.

“Another shared characteristic is our dependence on raw natural resources in our exports, which means that while we export our commodities, we are also exporting jobs to countries that transform these resources into finished products."

The President of the Angola-South Africa Chamber of Commerce, Paula Xavier, said as a chamber they once again called upon businesses from South Africa and Angola to create, strengthen and deepen businesses, partnerships and investments in favour of the multi-sectoral sustainability.

She said for this to be possible, a few essential elements were needed, namely; the alignment of the heads of state, the involvement of entrepreneurs in business partnerships and the cultural dream of people from both countries.

The Chief Executive Officer of Black Business Council, Kganki Matabane said the role of the two economies in the Southern African Development Community (SADC) region were critical as the two countries have a strong partnership that includes trade and investment.

“Our role as partners is crucial in the implementation of the AfCFTA as we are poised to exploit the opportunities as key players within the region.

“At the crux of our respective economies is the need to improve livelihoods. Our bilateral interaction provides an opportunity to contribute not only to regional growth but growth of the global economy,” said Matabane.

He added that the most important opportunities that can be explored by businesspeople from both countries were the beneficiation of mineral resources and localisation, as they are important for job creation, and to promote sustainable development. – SAnews.gov.za

SA, Angola deepen ties

President Cyril Ramaphosa has reaffirmed South Africa's commitment to strengthening its partnership with Angola, focusing on shared economic growth, continental integration and sustainable development.

Addressing a media briefing during the Angola State Visit on Thursday, President Ramaphosa said South Africa is keen to see more Angolan investors enter the South African economy.

“South Africa looks forward to deepening its ties with Angola in the cause of mutually beneficial growth, continental economic integration and sustainable development,” the President said.

President João Manuel Gonçalves Lourenço of the Republic of Angola is in South Africa for a State Visit at the Union Buildings in Tshwane.

President Ramaphosa conferred the Order of South Africa on President Lourenço, meaning he shall henceforth be honored as an esteemed member of the country’s National Orders.

“The people of South Africa collectively salute President Lourenço on being conferred with this very high honor of the order of South Africa. I congratulate you for being honored in this manner by South Africa,” President Ramaphosa said.

The two Heads of State will address a Business Forum later today. President Ramaphosa said this serves as a chance to connect Angolan and South African businesses and they look forward to participating.

“For our part as governments, we will be expanding on the structural economic reforms underway in both countries to improve the investment climate and business operating environment,” President Ramaphosa said.

With respect to bilateral cooperation, President Ramaphosa said the two countries agreed on an audit of existing agreements and Memoranda of Understanding.

“Since formal diplomatic relations were established between Angola and South Africa, we have signed more than 44 agreements. They are at varying stages of implementation. This stock-take is necessary in the interests of strengthening the strategic partnership going forward,” the President said.

With respect to collaboration on peace and security in the region and across Africa, President Ramaphosa commended President Lourenço for his efforts in mediating between the Democratic Republic of Congo and Rwanda, as President of the International Conference on the Great Lakes, and as Facilitator of the Luanda Process.

The President said that South Africa and Angola are deeply troubled by the deteriorating situation in Sudan and the ensuing humanitarian crisis.

President Lourenço serves on the AU Presidential Ad-Hoc Committee for the Republic of Sudan.

“South Africa pledges its full support for all efforts to bring about an end to the conflict in Sudan. We are equally concerned at the post-electoral crisis in Mozambique and have agreed to work together to enable our region to better respond to peace and security challenges in Africa,” the President said.

President Ramaphosa further congratulated President Lourenço on his re-election, highlighting that this has been a year of major elections across the continent, including in Angola and South Africa.

“We have a shared sense of optimism regarding the state of multiparty democracy in Africa, which has proven to be robust and in good health.

“We have commended SADC for supporting these democratic processes through election observer missions, as well as for providing valuable recommendations on electoral processes going forward,” he said. – SAnews.gov.za

Five to appear in East London court for kidnapping

Five to appear in East London court for kidnapping

Five suspects are to appear before the East London Magistrates court on Friday, on allegations of kidnapping, the Hawks said on Thursday.

The quintet was arrested in a joint effort by the East London Serious Organised Crime Investigation team of the Hawks, East London Flying Squad, Mdantsane Flying Squad and Crime Intelligence on Wednesday.

The arrest came after it was alleged that on 9 December 2024, at about 15:30, the victim was at his construction site conducting an inspection.

The victim and his business colleague were in the guard room, when an unknown suspect wearing a face mask carrying a firearm entered the guard room and instructed both to lie down.

Further reports indicated that whilst lying on the floor, his colleague noticed two more suspects also wearing face masks armed with firearms, who snatched the victim from the floor and took him to a white SUV that was parked outside which then drove off with him to an unknown location.

Later on in the day, the suspects reportedly contacted the victim’s family demanding a ransom.

Through intensive investigation by the joint team, the suspects were traced and arrested at Scenary Park in East London.

Further investigations led the team to Litha Township in King Williamstown, where the victim was allegedly kept.

On their arrival, the team searched the house and the victim was found inside where he was rescued unharmed on Monday.

“One suspect was inside the house and was apprehended on the spot.  Search continued and a white Chevrolet Captiva SUV was confiscated as it was allegedly used to transport the victim. The victim was taken to hospital for medical treatment,” said the Hawks.

The Provincial Head of the Hawks in the Eastern Cape, Major General Mboiki Obed Ngwenya expressed his delight for the exceptional teamwork shown by officers. – SAnews.gov.za

BRICS Antitrust Authorities Turned against Covantis

Location: News
BRICS Competition Law and Policy Centre

At the 3rd BRICS + (Brazil, Russia, India, China, South Africa, Egypt, Iran, Arab Emirates, Ethiopia + partners) Digital Competition Forum, the BRICS Competition Law and Policy Centre (www.BRICSCompetition.org) presented a new methodological approach to analyzing and regulating food markets that takes into account their accelerating digitalization. Specific tools that are being developed within the BRICS framework were also announced. One of the targeted tools will be the food market and restrictions on the activities of monopolists like Covantis.

Alexey Ivanov, Director of the BRICS Competition Law and Policy Centre, highlighted that digitalization strengthens the global power of large corporations, which, as a result, poses a threat of market monopolization. He urged BRICS antitrust regulators to pay close attention to a similar example of increasing market power through digitalization — the blockchain platform Covantis. The platform aims to digitize the entire agribusiness trade process, from contract management to final shipping. Founded by the largest agro-traders of the ABCCD group (ADM, Bunge, Cargill and Louis Dreyfus and COFCO) and Viterra, Covantis avoids antitrust scrutiny due to its structure. At the same time, the platform collects valuable commercial information about production from farmers and agricultural traders. The platform has already become a dominant player in grain trade. For example, in Brazil, 76% of grain exports go through the platform. In 2023, 53% of grain exports from the US, 34% from Canada and 51% from Argentina went through the Covantis platform. At the same time, the owners of the platform do not allow most of the local big players to enter. In essence, it is an exclusive platform, a quasi-cartel.

“Global food prices have reached the highest level in the last year and a half. Virtually all BRICS countries are currently undergoing antitrust investigations into the egg and chicken meat markets. Competitive agencies must take a new approach to regulating the food industry, not just by jointly analysing global food chains, but by analysing them taking into account all the implications of digitalization. This is the only way we will be able to tackle food security, which is particularly acute for the BRICS and partner countries. For example, the Covantis platform can be used by traders to share confidential information and vertical pressure on farmers. And of course the exclusionary behaviour of Covantis towards local players is of utmost importance. This should be the focus of attention of our countries' competition authorities” – Ivanov explained.

Based on the developed fair organized (exchange) trade in commodities and commodity derivatives within the BRICS framework, it is proposed to solve the problems related to market concentration and, as a consequence, insufficient consideration of the interests of small, medium and large enterprises, which will help to resolve issues related to the violation of the balance of interests of financial market players and producers and consumers of the real sector.

It is proposed to create within the BRICS framework representative indicators of exchange quotations and price indices for OTC transactions based on representative samples of actual transactions, reflecting the competitive composition of sellers and buyers and ensuring the use of universal means of delivery of traded goods. New approaches will contribute to the elimination of unproductive intermediation and increase stability in global commodity markets.

The development of a derivatives market based on reliable exchange and OTC cash commodity prices will create opportunities for BRICS economies to manage risks and pool resources, lead to positive consequences for business and society, strengthen cooperation and stimulate economic growth. Targeted subsidies and exchange mechanism will improve fiscal policy and infrastructure development.

Earlier this year, BRICS Competition Law and Policy Centre (BRICS Center) with the leadership of the Competition Policy and Assessment Center of the State Administration of Market signed a memorandum on long-term cooperation announced the launch and development of the Russian-Chinese exchange and trade platform in consumer goods and commodities which will become a basis for the further development of the universal exchange platform for all BRICS member-countries.

“If entrepreneurs of Russia and China work directly, through modern exchange mechanisms, which will not only allow to establish direct long-term ties, but also reduce prices for goods for end consumers, as it will eliminate the use of intermediary schemes. The task of experts and researchers in this regard is to develop a system of organizational, legal and economic measures and analyze the necessary conditions for the creation of exchange platforms and the development of exchange trade, including in the BRICS format” – Fu Hongwei, Director, Competition Policy and Assessment Center, SAMR; explained.

Mashatile calls on Chinese-funded businesses to increase investments to create jobs in SA

Location: News

Mashatile calls on Chinese-funded businesses to increase investments to create jobs in SA

Deputy President Paul Mashatile has encouraged Chinese-funded enterprises in South Africa to increase their investments in crucial sectors of the economy, particularly the automotive industry and infrastructure development.

“Your participation and investment in our country is critical for creating jobs and promoting economic growth and development,” the Deputy President said on Wednesday.

The country’s second-in-command was speaking at the launch of the corporate social responsibility report of Chinese-funded enterprises in South Africa.

At the South Africa-China Economic Trade and Association (SACETA) event, Mashatile cknowledged the organisation’s substantial contributions to the country’s economic and social development.

SACETA was established in April 2011 and serves as a vital platform for fostering economic and trade collaboration between China and South Africa.

Mashatile told attendees that the 200 Chinese-funded enterprises locally serve as role models for businesses, demonstrating that profitability should be balanced with social good.

As the global landscape continues to evolve rapidly, he believes it is essential for nations to cultivate strong partnerships to thrive and navigate the challenges of the modern world.

“We should leverage our expertise to navigate towards a more sustainable path, guided by the principles of joint pursuit and a shared future. Our countries have complementary strengths and resources, making us ideal economic partners.”

The Deputy President described China as one of the world’s greatest economies, providing a massive market for South African goods and services.

“In return, South Africa provides rich resources, such as minerals, agricultural products, and skilled labour, to support China’s rising economy.”

Mashatile is of the view that improving trade connections between South Africa and China benefits both countries directly and has a positive ripple effect throughout the region.

“Increased trade creates jobs, stimulates economic growth, and improves living standards for the people of both countries.”

However, the Deputy President acknowledged that the trade structure has been imbalanced, noting that last year’s value of China’s imports far exceeded its exports.

According to Mashatile, total bilateral trade increased from R614 billion in 2022 to R692 billion in 2023, while China’s R146 billion deficits remained the highest among any of the country’s trading partners.

He announced that government intends to work with China in addressing the trade deficit and structure of bilateral trade by broadening its export basket, especially to export more value-added products.

“South Africa mostly exports minerals and agricultural products to China while importing mostly manufactured goods from China. At a time when African economies are becoming more integrated, China’s technological prowess may help Africa industrialise and export more than just raw materials.

“Instead of exporting raw agricultural items, South Africa may export processed foods that are more valuable.”

Mashatile stressed that China could lend a helping hand by streamlining import procedures and lowering regulatory hurdles, which could make China a larger market for local products, benefiting both South African producers and Chinese customers.

He said Chinese-funded enterprises must seize opportunities in emerging fields such as artificial intelligence, the digital economy and green energy.

Last year, Chinese businesses pledged to invest up to R15 billion at South Africa’s fifth Investment Conference.

“In that same year, we witnessed the signing of significant purchase agreements totalling US$2.2 billion with companies in both nations. Therefore, our positive trade relations continue to be crucial in combating unemployment, inequality, and poverty,” Mashatile said.

He said South Africa and China share a strong and longstanding relationship, and that the bond between the nations has deepened, revealing the potential for collaboration to promote inclusive and equitable growth.

The Deputy President also touched on President Cyril Ramaphosa’s recent State Visit to China and told attendees that both Heads of State committed to providing a stable, fair, and enabling business environment for companies.

He welcomed the report that highlights the contributions of Chinese-funded enterprises to environmental conservation, community development, education, and healthcare.

“As we move forward, let us reaffirm our commitment to expanding South African-Chinese trade and investment cooperation. Together, we can build a more successful and sustainable future for our countries.” – SAnews.gov.za

Atlanta Mayor Andre Dickens concluded a landmark official visit to South Africa, accompanied by a delegation of 35 Atlantan political, business, and community leaders.  The December 4-11 visit marked a significant milestone in Atlanta Phambili—a subnational diplomacy initiative centered on deepening U.S.-South Africa partnership through the City of Atlanta– and reaffirmed the shared commitment to advancing economic, cultural, and educational collaboration between the two nations.

“This trip was a celebration of the enduring bonds between Atlanta and South Africa, built on shared histories and common goals,” said Mayor Dickens.  “Atlanta Phambili embodies our joint vision for progress and collaboration, creating opportunities for both our citizens and economies.”

The visit followed the launch of Atlanta Phambili in March 2024 with a trade and investment roadshow hosted in Atlanta, featuring senior South African business executives and government officials.

South Africa and Atlanta United in Progress

The South African government, in partnership with Standard Bank, BrandSA, Amazon, and the American Chamber of Commerce in South Africa, hosted a robust program focused on trade and investment, science and innovation, and the creative economy.  This was led by the Department of International Relations and Cooperation (DIRCO), the Department of Trade, Industry, and Competition (DTIC), the Department of Sports, Arts and Culture (DSAC), the Department of Science and Innovation (DSI), the Gauteng and Western Cape provincial governments, and the cities of Johannesburg and Cape Town.

“The South African government's partnership on the Atlanta Phambili initiative is a testament to the strength of our bilateral ties and the shared potential of our cities to drive innovation, inclusion, and prosperity,” said U.S. Ambassador to South Africa Reuben Brigety, II.

Visit Milestones

Atlanta Phambili Pledge

The visit kicked off with the unveiling of the Atlanta Phambili Pledge on December 5 at the Standard Bank Trade and Investment Seminar in Johannesburg.  This open call to action seeks to mobilize stakeholders across both nations to deepen collaboration in trade, investment, and entrepreneurship.  The pledge reflects Atlanta's and South Africa's shared commitment to fostering inclusive economic growth and creating opportunities for small and medium-sized enterprises (SMEs).

Go Global Trade Expo: Strengthening Black-Owned Business Connections
On December 5, Ambassador Brigety announced a collaboration between the U.S. Agency for International Development (USAID) and the Atlanta Black Chambers to support the Chambers' Go Global Trade Expo.  The program will bring a delegation of Black-owned South African businesses to Atlanta in 2025, connecting them with the Chamber's extensive network and U.S. buyers.

Through this agreement, export-ready businesses will build connections with Atlanta-based platforms to foster trade and investment between South Africa and the United States.

FAME Week Africa 2025: Atlanta Announced as the Feature Destination
On December 9 in Cape Town, Mayor Dickens announced Atlanta will be the Feature Destination for FAME Week Africa 2025, the continent's premier gathering for professionals in film, television, music, fashion, and animation.  This recognition highlights Atlanta's emergence as a global creative hub and its strong historic and Diaspora ties to Africa.

“Atlanta being recognized as the Feature Destination for FAME Week 2025 is an excellent fit,” said Mayor Dickens.  “Our city is uniquely poised to satisfy the growing demand in the United States for African content and support production innovations.”

This honor also grants Atlanta a dedicated pavilion and events at FAME Week 2025, scheduled to take place in Cape Town from September 1-6, 2025.

Business-to-Business Engagements in Johannesburg and Cape Town

  • Standard Bank Trade and Investment Seminar:  This December 5 event convened leading South African and Atlanta-based companies, government officials, and entrepreneurs to explore opportunities for investment and trade.
  • Wesgro Business Briefing: In Cape Town on December 9, the official tourism, trade and investment promotion agency for Cape Town and the Western Cape, Wesgro, hosted a vibrant networking event where Atlanta delegates met with South African exporters and investors, fostering connections that will drive future partnerships.

Empowering Entrepreneurs and Celebrating Culture

  • A tour of the Mamelodi Business Hub on December 6 showcased collaboration with Georgia State University students supporting township entrepreneurs.
  • Discussions with South African leaders and creatives at Freedom Park on December 6 emphasized the shared cultural and historical connections between South Africa and Atlanta.
  • Visits to Amazon's African headquarters and The Wine Arc on December 9 and 10, respectively, highlighted e-commerce opportunities and Black-owned wine brands breaking into international markets.
  • A tour of Nike's Shapa Center in Soweto on December 4 modeled how private investments in sports support community growth and development.

Strengthening Historic Ties

Atlanta Phambili builds on a historic relationship between South Africa and Atlanta, from collaboration between U.S. civil rights activists and members of the South African anti-Apartheid movement to Nelson Mandela's historic 1990 speech at Georgia Tech.  This trip further cements Atlanta as a gateway for South African businesses to access U.S. markets and strengthens South Africa's position as a premier investment destination for Atlanta's private sector.

“Our visit reflects a robust partnership that will continue to grow as we move forward together,” said Mayor Dickens. “The commitment of the South African government and its people has been vital in shaping this initiative.  I look forward to building on these foundations for years to come.”

Ambassador Brigety added “From trade and investment to culture, sports, and education, Atlanta and South Africa are charting a future defined by innovation, inclusion, and opportunity.  The future economic partnership between Atlanta and South Africa is built to last and poised for growth.”

A Shared Vision for the Future

The U.S. Embassy in South Africa and the City of Atlanta extend their gratitude to the South African government and all participating partners for making this visit a success.  Together, Atlanta and South Africa are moving forward—Phambili—toward an even brighter, shared future.

Over 13 000 spaza shops registration forms issued in Gauteng

Over 13 000 spaza shops registration forms issued in Gauteng

As the spaza shop registration deadline looms, a total of 13 616 registration forms have been issued to local and foreign owners across Gauteng since registration started on 15 November 2024.

This follows a directive issued by President Cyril Ramaphosa that all spaza shops and food-handling facilities must be registered with their respective municipalities within 21 days.

Giving an update on the progress made on spaza shop registrations at a media briefing in Johannesburg on Wednesday, Gauteng Finance and Economic Development MEC, Lebogang Maile, reported that as of 10 December, 13 616 spaza shops were issued with registration forms and of these, 1 916 have been returned.

Maile said some of the applications returned were incomplete and missing critical supporting documents.

“At present, 2 605 applications have been submitted by non-South African spaza shop owners based on data from the City of Tshwane, Ekurhuleni, West Rand District Municipality (comprising Merafong, Rand West City and Mogale City Local Municipalities), and the Sedibeng District Municipality (comprising Emfuleni, Midvaal and Lesedi Local Municipalities),” Maile said.

The current engagements with township commercial property owners have helped to improve the number of registrations.

“The registration process has been simplified to ensure that business owners are not consumed in red tape, while simultaneously ensuring that compliance is achieved. Additionally, three municipalities, including the City of Johannesburg, City of Tshwane and City of Ekurhuleni, have digitised their application process, while other municipalities are in various stages of digitising the process.

“This is happening alongside the process of municipalities establishing by-laws on spaza shop ownership. Presently, municipalities are adopting a draft model standard by-law,” Maile said.

He noted that since the call to register spaza shops within 21 days, the Gauteng Provincial Government has identified and established registration centres across all five regions.

“A total of 85 registration centres were established, with their locations and required documentation for registration communicated using various media platforms including social media, commercial media, community media, as well as government communications platforms.

“Outreach programmes have also been put in place to accelerate registrations and information dissemination. All regions have initiated outreach programmes, with over 15 000 spaza shops reached by the programme,” Maile said.

Over 500 spaza shops closed for non-compliance

On spaza shops compliance, Maile reported that a total of 541 spaza shops have been closed due to non-compliance.

Non-compliant businesses include those without Companies and Intellectual Property Commission (CICP) registration, which is a legal requirement for operating a business in South Africa.

“Other issues of non-compliance include a lack of certificates of acceptability or comment from Environmental Health and non-payment of operating licences that are obtained from municipalities. Businesses operating from unsafe premises and within a hazardous environment have also been closed for non-compliance,” Maile explained.

The MEC said due to incomplete documentation being provided by spaza shop owners, as of 8 December 2024, there has not been a reconciled figure on the total number of compliant and non-compliant spaza shops.

“Most of the outstanding documents from applicants include unapproved internal floor layout plans, approved building plans, consent use, as well as certificates of acceptance and fire safety. Business owners have been advised to acquire this documentation for further processing of their applications.

“Additionally, there are businesses operating from informal dwellings in areas that are not proclaimed. These must first await a directive from the Department of Human Settlements,” the MEC said.

Spaza shops owners have been urged to hand in their applications for registration before the deadline on Friday, 13 December 2024. – SAnews.gov.za
