Mjwara's departure bittersweet, says Minister Nzimande

Minister of Higher Education, Science and Innovation, Professor Blade Nzimande, has described Dr Phil Mjwara’s farewell as bittersweet for both the department and the country’s science community.
 
The Department of Science and Technology (DSI) hosted a farewell for Mjwara, the longest-serving DG in the country, recently.
 
After serving for 18 years as DG, Mjwara has been praised for his significant contributions to the department and the country.
 
Mjwara, whose last day in office was on 28 March, was praised for his visionary leadership and dedication to a broader perspective.
 
“That’s one thing I enjoyed about you is you always contextualise and look at the bigger picture. But at the same time being specific about what needs to be done,” Nzimande told the attendees at the farewell. 
 
According to the Minister, Mjwara has played a crucial role in implementing key policies and institutional interventions with his strategic insights.
 
“I want to thank you for teaching me to be a science policy person. You know those who come from what is called a Marxist intellectual tradition. They usually are very arrogant about science. But thank you very much for teaching me many aspects of science that I didn’t know about,” he told Mjwara. 
 
Mjwara holds a BSc, MSc, and PhD from the University of the Witwatersrand. His academic career includes serving as a Professor of Science and Technology Policy at the University of Pretoria, and physics lectureships at the Universities of the Witwatersrand, South Africa, and Fort Hare.
 
Nzimande also saluted Mjwara for the outstanding work and the role he played in the management of the COVID-19 pandemic under the leadership of President Cyril Ramaphosa. 
 
He was also lauded for outstanding projects he was involved in such as hydrogen strategy, vaccine manufacturing innovations, indigenous knowledge systems projects and the National Policy Data Observatory. 
 
“Being in the department has been a learning curve for me and your presence has truly anchored me as a science policy person,” Nzimande added. 
 
The Minister also congratulated Mjwara because, for the first time in South Africa, the country has developed the capacity for the local production of vaccines. 
 
He gifted the retiree with a shield and a spear as a symbol for the fights he fought and conquered as a civil servant. 
 
“I want to say something to the staff of DSI that indeed we have very big shoes to fill.” 
 
Mjwara also took the podium to thank the guests for honouring him with their presence. He paid tribute to the Ministers and Special Advisors who have worked with him and his team over the years. 
 
“I appreciate that Ministers provided us with roles and gave us the space to do what needed to be done. The role was very clear.”
 
When he began his journey at DSI, he expressed his desire to create a machine that would make everyone proud.
 
“I am proud that we built this machinery. It will take somebody very skilful to [try to] dismantle this. I want to say here that I wish them all the best in trying to do it. Because it's been designed with all the checks and balances to make sure that those who have the ambitions to destroy this will not get into the entire DSI family I'm very proud of,” he said, an utterance which was met with cheers. 
 
He expressed his sincere gratitude to his staff from the Pretoria and Cape Town offices for all the support they provided to him and his family. 
 
Mjwara gave a special dedication to his assistants. “I am grateful that they all stayed with me because I can be very difficult.” 
 
He paid tribute to his wife, his three adult children, and his newly wedded daughter-in-law. “I know that I haven’t always been present and I apologise for not being there all the time but I hope now you know where I was,” he quipped. 
 
He said that he has not taken their support and sacrifice for granted.
  
During the event, Bongiwe, Mjwara’s daughter, shared some personal anecdotes and paid tribute to her father's character and achievements.
 
“With everything, he ran the household very systematically and had great organisational skills with everything. It is amazing to see everything that our father has done and how he has remained as a person. He's been to all these places, met all these people but continues to remain humble.” 
 
She described her dad as a humorous man with a charming smile.
 
“I just hope that in your projects going forward you’ll continue to use him but also let him enjoy life, enjoy his legacy and his family. You have set such a beautiful standard for excellence, respect, and humility and we are proud of you.” – SAnews.gov.za

SA commemorates World Malaria Day

The National Institute for Communicable Diseases (NICD) said it was forging ahead with supporting the national Department of Health to eliminate locally acquired malaria in South Africa through several activities.

According to the NICD, Africa bears more than 90% of the global malaria burden, with one child dying every minute from malaria – a preventable and treatable disease. 

Each year on April 25, the NICD joins the global community in recognising World Malaria Day. 

This year’s theme will focus on ‘Accelerating the fight against malaria for a more equitable world’.

The NICD said that in South Africa, cases of malaria are associated either with local transmission of the malaria parasite in areas of the Limpopo, Mpumalanga and KwaZulu-Natal provinces, or exposure to malaria parasites in travellers to other endemic regions returning to South Africa.

According to a report on malaria case trends based on notifications captured through the Notifiable Medical Conditions Surveillance System (NMC-SS) from September 2022 to August 2023, the majority of malaria cases in South Africa came from the malaria-endemic province of Limpopo. 

Data reveals that 5 813 cases were recorded of which 2 845 were logged in Limpopo. 

Meanwhile, Gauteng reported the second-highest number of cases, all of which were associated with imported malaria. 

In contrast, the national public health institute said KwaZulu-Natal reported the lowest number of infections sitting at 424 among the endemic provinces. 

“In KwaZulu-Natal, nearly all of the cases reported were imported cases, supporting claims that the province is edging closer to halting local transmission of malaria,” the NICD explained.

As per the NICD, peaks in malaria notifications typically follow periods of increased national and international travel to malaria-endemic regions. 

Data also shows that economically active young males, especially those aged between 20 and 39 years, appeared to be the most at risk population group, a trend observed in other low transmission areas. 

“These findings emphasise the importance of targeting young males with messaging during major holidays and strengthening malaria test-and-treat activities along shared international borders.” 

The NICD’s Centre for Emerging Zoonotic and Parasitic Diseases supports the National Department of Health in eradicating locally acquired malaria through several activities. 

These include contributing to malaria surveillance for accurate monitoring of the occurrence of malaria in South Africa and providing technical support to provincial malaria control programmes.

The centre monitors insecticide resistance in malaria mosquitoes, screens for antimalarial drug and diagnostic resistance, teaches and trains on various aspects of malaria, and supports improved quality control for laboratory testing for malaria. 

The team also leads innovative research, including investigating novel ways to control malaria mosquitoes and assessing the impact of environmental pollutants on malaria mosquitoes lifecycles and their ability to transmit malaria parasites.

National Treasury has welcomed South Africa’s ranking by the International Monetary Fund’s Fiscal Transparency Evaluation Report of being among the top three countries worldwide for fiscal transparency.

According to the International Budget Partnership, South Africa has a strong record of fiscal transparency and consistently ranks among the top three countries worldwide for transparency.

“A predictable and transparent fiscal policy underpins macroeconomic stability. The IMF’s Fiscal Transparency Evaluation Report notes a strong performance in fiscal reporting and budget transparency,” National Treasury said on Tuesday.

The report also suggested improvements in three areas, which include:

  • Fiscal reporting: Expand and align fiscal reporting to international best practice by including other spheres of the public sector, strengthening tax expenditure disclosure, and improving adherence to audit timelines for published financial statements;
  • Forecasting and budgeting: Implement precise, time-bound and stable fiscal rules, and
  • Fiscal risk analysis: Enhance analysis of risks in the fiscal risk statement, publish public-private partnership financial data regularly, consolidate transfers to state owned companies to show fiscal impact and set limits on government guarantees.

“Work is underway on all these areas. Government is committed to addressing these areas to enhance fiscal credibility and ensure continued transparency and accountability in the management of public finances,” National Treasury said.

All around the world businesses are pulling out the stops to achieve growth in what can best be described as challenging economic conditions. Africa is no exception. The continent has long been recognised for its immense potential, and as such businesses across sectors are investing heavily into the continent. Advancements in technology make serving the unbanked and underserved populations in Africa more viable than ever before. However, that does not mean growth comes easily. It is a hyper competitive and complex environment where genuinely understanding your customer is key to growth.

Even with this textbook understanding, there is a strong urge to take the “build it and they will come” approach because we can get caught up in our own technology and view problems from our frame of reference while ignoring the customer. This is typified in the African market where we see multiple shiny apps being dropped across markets with massive investments behind them only to be followed by a scaling down of operations as customer uptake and usage have not met expectations.

Instead, leading fintechs that show consistent growth have a deep understanding of their customers' needs and then constantly listen to their customers. Having a deep understanding of customer needs results in innovative solutions. But that is only half of what you need. Listening to customers as you build those solutions is what guarantees market adoption and success. It also allows you to discover further unmet needs. Without listening you fall into the trap of building it and hoping customers will come.

The point here is that you need to listen to customers that are already talking to you. Yes, A fintech can listen directly to its customers in the form of focus groups or formal surveys where customers can engage and tell it directly and clearly what they don't like, what they do, and what they want. But in a fast-paced environment it is not always possible to engage in traditional research to uncover what your customers are saying. More importantly, businesses need to develop the capacity to use existing touch points where customers are already talking to them to gather the insights needed for successful product development.

Social media is a massively useful tool for this. If a business is using its social media only as a marketing or customer service tool it is missing the boat. By mining the comments coming through social media channels, including positive and negative feedback, businesses have a treasure trove of data on their customers' voice.

Internal support tickets are another avenue. Whether customers are emailing, submitting comments through various platforms or calling into a contact centre, they are telling you about their problems. Often, this information starts and stops with frontline staff. Fintechs, or any businesses, need to have the right processes to gather that information effectively and feed it up to the product development team.

Of course, it is great when customers explicitly tell you what they want or need through these channels but regardless of what they say, every interaction can implicitly give you direction. For example, if customers continue to complain about something, they may not be telling you what to do or what to change, but they are telling you that your current solution is not working. An effective business must address those problems because that's how to genuinely serve customers.

Of course, listening is only worth anything if you do something about it. The amount of data and insights being mined can become overwhelming and so businesses need a quick way of scoring opportunities. It is impossible to have all possible information to calculate the most accurate return on investment. Rather, the business needs a quick, effectively designed scoring system or process that can help decision-makers weigh up revenue opportunities and customer service opportunities.

The team needs to balance these opportunities based on the business's long-term strategy and on what the most pressing need is for customers. This is important because in a highly competitive world, customer retention is golden. Beyond this, an effective scoring system keeps the development roadmap full.

Beyond scoring, prioritising opportunities is also influenced by where a business is in its development cycle, which development teams have immediate capacity, and which of the top opportunities can fit into the development roadmap immediately. Certainly, from an innovative fintech's perspective, the goal should be to get a Minimum Viable Product (MVP) out of the gates as quickly as possible as opposed to chasing the Rolls Royce solution at the outset. This is critical if the fintech wishes to be agile and relevant as opposed to producing one shiny, state-of-the-art product a year with no real knowledge of how customers will react to it.

One of the most important ways a fintech can listen to its customers is to gauge how they engage with its products. By using agile methods and principles, and building iteratively — from getting an MVP into testing and then exposed to the market, all the way through phase two and three development — a successful fintech is able to use its tight feedback loops to continually listen to customers. This way the product's development is influenced by the needs of the customer all through its development, meaning the product is effectively serving needs and not just being pushed into the market.

A customer may not understand or use a product the way it was designed — this is incredibly useful information during development phases. Mukuru develops with a finger on the pulse of feedback loops because developing products for the unbanked is not the same as developing products out of Silicon Valley: Solutions don't yet exist and they need to be built from scratch.

Of course, not all resources can go into new features and a portion of development should go into maintenance and support for live products — after all, the brand promise must be kept. It's a balancing act that each company must manage.

This is how fintechs such as Mukuru evolve into next-generation digital financial services providers. The brand promise is pinned on growing diverse products on the same platform, using the same payment rails and methods that customers have used and grown to trust.

This is, at its core, financial inclusion because it takes the unbanked and underserved on a journey from remittances, to wallets, to the ability to purchase online goods and services, to credit, funeral cover and more. None of this is possible without developing products based on the exact needs of your customer base.

The Minister of Higher Education and Innovation, Professor Blade Nzimande has announced the appointment of Sithembiso Freeman Nomvalo, as the administrator of the National Student Fund Financial Aid Scheme while also explaining the reasons for dissolving the scheme’s previous board.

At a media briefing held in Pretoria on Sunday, the Minister said Nomvalo possesses extensive knowledge and an impeccable record of accomplishment in public finance and government processes.

He has been tasked to take over the governance, management, and administration of NSFAS for 12 months depending on  progress made. 

His task also involves resolving the data integration challenges as a matter of urgency, finalising all the necessary funding decisions and outstanding payments including student accommodation, and overseeing the opening of the 2025 online applications process.

Nomvalo has over 25 years of working experience, 17 of which were at senior level both in the public and private sector.

He was the first African and longest-serving Accountant-General of a democratic South Africa.

Responsibilities

In explaining the reasons for dissolving of the board of the National Student Fund Financial Aid Scheme (NSFAS), the Minister said the board had failed in carrying out its “basic” responsibilities.

“Through various formal engagements, as Minister, I have consistently raised my concerns and unhappiness with the outgone NSFAS Board, about the inability of NSFAS to carry out and implement some of the most basic responsibilities allocated to it,” he said.

He said the board has faced several challenges. One of the critical issues pointed out by him was the termination of the contracts of direct payment service providers, who were appointed without following due process. The board was dissolved on 11 April 2024 and the scheme was placed under administration the next day.

The decision was also made due to the board’s failure to oversee the timely payment of student allowances by the management.

“This has resulted in unnecessary stress for students and their parents, and also continues to threaten the very stability of some of our TVET [Technical Vocational Education and Training] colleges and universities.” 

He pointed out that the Board has been unable to resubmit an accurate annual report to Parliament, manage and finalise the close-out report, and address significant capacity deficiencies within the organisation, including the non-functional call centre, which is still not functional. 

According to Nzimande, the Board also failed to respond to student queries in a timely and efficient manner and consult on the guidelines for the missing middle funding. 

“In an attempt to resolve these challenges or mitigate their impact, as Minister, I engaged the board on several occasions on various solutions, including a turnaround strategy, which has not been achieved within agreed timelines.

“Despite several engagements with myself, NSFAS continues to face serious challenges in its business processes, IT [information and technology] systems, capacity, and policies and controls,” he explained.

The Minister is of the view that this has impacted the well-being of students negatively but has also brought serious reputational damage to NSFAS, the department and government.

NSFAS achievements

Nzimande said the institution has supported more than five million beneficiaries since its inception, producing hundreds of thousands of skilled professionals and the middle class, especially from within the poor and working-class sections of society.

“This is definitely one of the most important achievements of this government over the past 30 years of our democracy and this must be celebrated as such.

“Flowing from this, I am also sensitive to the public expectation on NSFAS, as it relates to its role in enabling poor and working-class families to give their sons and daughters the gift of education.”

Continuity

The Minister said the dissolution of the board will not affect the normal functioning of NSFAS, including all payments that have to be made.

“The decision to dissolve the NSFAS board was not a light one and I wish to assure the public that, in taking this decision, I have considered all possible implications, including the impact that it might have on NSFAS employees and the students.”

However, he said he aimed to ensure that deserving students receive the necessary financial support and that NSFAS remains focused on its mandate, which is to provide financial assistance to students from poor and working-class backgrounds. -SAnews.gov.za
