SA engages in global talks on protecting the ozone layer

SA engages in global talks on protecting the ozone layer

The Deputy Minister of Forestry, Fisheries and the Environment, Bernice Swarts, will participate in the 36th Meeting of the Parties (MOP 36) to the Montreal Protocol on Substances that Deplete the Ozone Layer in Bangkok, Thailand, from Monday.

The Montreal Protocol is a global treaty established to protect the Earth's ozone layer by phasing out the production and consumption of ozone-depleting substances (ODS).

The agreement, signed on 16 September 1987 and entering into force in 1989, has become a landmark in international environmental protection.

“Despite its successes, some ODS replacements, known as hydrofluorocarbons (HFCs), have emerged as potent greenhouse gases, with some being over a thousand times more powerful than carbon dioxide in driving climate change.

“The 2016 Kigali Amendment to the Protocol introduced measures to reduce HFCs, with an anticipated avoidance of up to 0.4°C in global temperature rise by 2100, while still safeguarding the ozone layer.

"Key agenda topics for MOP 36 include life cycle refrigerant management, emissions of carbon tetrachloride, feedstock uses of controlled substances, and energy-efficient, low-global-warming-potential technologies.

“On 31 October, Swarts will deliver a statement during the high-level segment of the combined meetings of the Conference of the Parties to the Vienna Convention and the 35th Meeting of the Parties to the Montreal Protocol.

"The segment will be chaired by the Presidents of both meetings and attended by representatives from the United Nations Environment Programme,” the Department of Forestry, Fisheries and the Environment said.

Swarts will participate in the 36th Meeting of the Parties (MOP 36) to the Montreal Protocol on Substances that Deplete the Ozone Layer in Bangkok, Thailand, from 28 October to 1 November 2024.

The Deputy Minister will also engage in bilateral meetings with counterparts from other countries to strengthen collaboration on phasing out ozone-depleting substances.

She will also attend several side events on information sharing on the management of Ozone Depleting Substances and maximising the climate benefit. - SAnews.gov.za

Presidency Asserts Responsibility and Stance on South Africa’s Foreign Policy

Location: News

The Presidency of the Republic of South Africa
Download logo

On the 20th of August 2023, ahead of the South African Chaired 15th BRICS Summit, President Cyril Ramaphosa delivered an address to the nation on South Africa's foreign policy.

In the address, President Ramaphosa articulated the principles and values that shape our foreign policy and inform our international relations when he said: “Before the dawn of democracy in 1994, the apartheid South African state was a pariah in the international community, condemned for committing a crime against humanity.

The foreign policy of apartheid South Africa was defined by coercion, destabilisation and military aggression. Since the advent of democracy, South Africa's foreign policy has been based on what our forebears inscribed in the Freedom Charter in 1955, when they declared that: “South Africa shall be a fully independent state which respects the rights and the sovereignty of all nations; South Africa shall strive to maintain world peace and the settlement of all international disputes by negotiation – not war”.

The President further affirmed South Africa's foreign policy as vital element of our nation's progress. South Africa's strong relations with other countries manifested through investment and trade relations that can contribute to the growth of our economy, create more opportunities for new businesses and create jobs.

President Ramaphosa has been steadfast in maintaining South Africa's commitment to the policy of active non-alignment. South Africa has resisted pressure to align with any one of the global powers or with influential blocs of nations in their pursuit of power contestations that are unfolding in countries across the globe.

The President observed during his foreign policy address that, “during the ‘Cold War', the stability and sovereignty of many African countries was undermined because of their alignment with the major powers. This experience has convinced us of the need to seek strategic partnerships with other countries rather than be dominated by any other country.

While some of our detractors prefer overt support for their political and ideological choices, we will not be drawn into a contest between global powers. Instead, our country strives to work with all countries for global peace and development."

It is this resolute adherence to the policy of non-alignment and to the prescripts of the Freedom Charter which informed our constitution that South Africa continues to contribute towards the attainment of world peace and silencing the guns on our continent.

In declaring President Putin and the people of Russia as “valuable friends and allies”, President Ramaphosa was not projecting any particular country or block of countries as the enemy. Similarly, as a country that has no enemies, South Africa regards the members of BRICS as friends.

It is through the policy of non-alignment that South Africa has been able to constructively engage with both Russia and Ukraine.

In several engagements, President Ramaphosa has emphasised the centrality of the United Nations Charter and the need for peaceful dialogue in resolving conflict. In the process South Africa has also maintained its strong historical ties with the Russian Federation, whilst enjoying cordial diplomatic bilateral relations with Ukraine.

South Africa has also been unwavering in advocating for a peace process that includes the full participation of both countries.

On Monday, 28 October 2024, South Africa's International Relations and Cooperation Minister, Hon. Ronald Lamola, will host his Ukrainian counterpart, Minister Andrii Sybiha. Amongst the highlights of the visit will be the signing of an Agreement on Visa Waiver for Diplomatic Service or Official Passports.

This will enable South African officials to travel to Ukraine for peace formula meetings without visa logistical impediments. This development, which has been in the making since 2020, signals South Africa's commitment to growing diplomatic relations with Ukraine.

Within the first six months of 2025, the year of South Africa's G20 Presidency, our country will also host the South Africa-European Union summit. South Africa is the only partner in Africa amongst the EU's 10 bilateral strategic partnerships. The summit will further enhance the existing partnership with the European Union.

South Africa will continue working towards strengthening the strategic, trade and political bilateral relationships with key partners including the Peoples Republic of China, United States of America, Germany, Japan, India and others.

South Africa will further consolidate the full implementation of the African Continental Free Trade Area, which is set to eliminate trade barriers, boost intra African trade and achieve prosperity for all of Africa. The AFCFTA will also accelerate manufacturing and industrial capacity on our continent.

As President Cyril Ramaphosa continues to lead the 7th Administration in strengthening all key political and trade ties, working in solidarity with the oppressed peoples of the world in Palestine and Western Sahara, while advocating for peaceful resolution of conflicts around the globe, South Africa will maintain a foreign policy that is informed by solidarity, peace, equality, human rights and sustainable development for the benefit of all.

This is the responsibility that President Ramaphosa will continue to exercise without any undue pressure and in line with South Africa's national sovereign interest.

Government and industry’s efforts to control animal disease spread must be lauded

Location: News

Government and industry’s efforts to control animal disease spread must be lauded

By Wandile Sihlobo

The past three years have been challenging for South Africa's livestock and poultry industry because of the spread of animal diseases. Throughout this period, we have had various cases of foot and mouth (FMD) disease in cattle, African swine fever in pigs, and avian influenza in poultry. While animal disease outbreaks are not unique to South Africa and indeed common across the world, South Africa's challenges have intensified in the recent past.

In 2022, six of South Africa's nine provinces reported foot and mouth disease outbreaks. This was the first time in the country's history that the disease had spread this wide. The challenging place the country found itself in prompted the government and industry stakeholders to increase their focus on strengthening farm biosecurity controls and surveillance.

Other interventions that are still underway include efforts to improve South Africa's veterinary and related support services (mainly the laboratories) that deal with vaccine production needs.

The cost of diseases in the livestock industry is not only felt through loss of livestock, but also through reduced exports to the world market in times of outbreaks. For example, South Africa's beef exports volume for 2022 was down by 16% year-on-year to 26 881 tonnes, according to data from Trade Map. This decline was primarily due to the temporary closures of various export markets following the outbreak of FMD disease in South Africa.

Furthermore, the sheep industry was also affected by the 2022 outbreak. China, a significant market for South African wool, suspended imports. The impact of those temporary closures is visible on export volumes of wool. For example, in 2022, South Africa's wool exports fell by 19% year-on-year to 42 239 tonnes. The major decline in volume was in the Chinese market.

Livestock and poultry account for roughly half of agriculture's gross value added. Moreover, livestock also significantly contributes to the inclusion of black farmers in commercial agricultural production. For example, the National Agricultural Marketing Council estimates suggest that black farmers account for 18%, 13% and 34% of wool, mohair and cattle production, respectively.

Therefore, the prevalence of animal disease outbreaks in the past few years slowed South Africa's commercial agriculture, export ambition and transformation in the industry.

In 2023, as the government and industry continued with its work to control the spread of animal diseases, we saw a slight recovery in beef and wool exports. For example, South Africa's beef exports recovered slightly in 2023, up 3% year-on-year to 27 675 tonnes.

For wool, the engagements between the South African and Chinese authorities to reassure the Chinese traders of the safety measures in place to ensure that there is no spread of disease led to the resumption of exports. In 2023, South Africa's wool exports recovered 18% year-on-year to 49 715 tonnes.

On 25 October 2024, the Department of Agriculture released even more positive news, which we believe will further support the recovery path of the industry. The department announced that the "foot and mouth disease outbreak, occurred during 2021-2022, has been successfully resolved in the North West, Free State, Gauteng, and Mpumalanga provinces. These provinces, initially impacted by the outbreak, have now completed comprehensive testing of animals on quarantined farms. The results indicate that the foot and mouth disease virus is no longer present”.

The department added that "the World Organisation for Animal Health has confirmed that the outbreak in these regions has officially been closed. However, it is important to note that the KwaZulu-Natal and Eastern Cape provinces remain affected by foot and mouth disease outbreaks. Encouragingly, no new signs of the disease have been reported in these two provinces over the past month”.

This is admirable progress and further supports South Africa's ambition of being a global player in red meat exports. The successful path to the export markets involves addressing the biosecurity challenges. Continuous efforts must be made to address the remaining challenges in the Eastern Cape and KwaZulu-Natal.

In addition, the South African government must work collaboratively with the private sector to revive the efficiency of the Agricultural Research Council and the Onderstepoort Biological Products, which are key for vaccine production and various livestock disease management matters.

President Cyril Ramaphosa has appointed Dr Crispian Olver as the new Deputy Chairperson of the Presidential Climate Commission (PCC), with effect from 1 November 2024. The position of the Deputy Chairperson was previously held by Mr Valli Moosa since its inception in December 2020 until his retirement earlier this year. Dr Olver served as the Executive Director of the PCC supporting Mr Moosa since the start of the Commission.

The PCC, which is chaired by President Ramaphosa, followed recommendations from the Presidential Jobs Summit in 2018 when social partners agreed to a creation of a multi-stakeholder body to coordinate and oversee the just transition towards a low-carbon, inclusive, climate change resilient economy and society. The Commission has since been enacted as a Schedule 3 A public entity with the signing of the Climate Change Act, by President Ramaphosa in July this year.

Dr Crispian Olver brings not only his experience in the PCC, but a wealth of skills and expertise. He served in the first democratic Government in various capacities, including as Director General of the Department of Environmental Affairs and Tourism (1999 – 2005), in which position he crafted much of the climate policy and environmental legislation, as well as leading South Africa's hosting of the World Summit on Sustainable Development (2002).

The President welcomes and congratulates Dr Olver in his new role and has urged him and the entire Commission to continue working towards forging social dialogue and engagement in ensuring that South Africa's climate change response and just transition is inclusive and champions socio-economic interest in pursuit of South Africa's global targets to address the climate crisis.

On behalf of the Commission, President Ramaphosa would like to thank the outgoing Deputy Chairperson, Mr Valli Moosa, for his relentless service and dedication to the Commission and for successfully steering it since its establishment in 2020.

Girls have the potential to change the world, says Minister

Location: News

Girls have the potential to change the world, says Minister

“If effectively supported during their adolescent years, girls have the potential to change the world – both as the empowered girls of today and as tomorrow’s workers, mothers, entrepreneurs, mentors, household heads and political leaders,” says Basic Education Minister Siviwe Gwarube.

The Minister said honouring girls was acknowledging their importance, power and potential and in that way fulfilling their human rights.

She was speaking at the Commemoration of International Day of the Girl Child held at the Development Bank of Southern Africa in Midrand on Friday.

Gwarube said as the department, they were inspired to produce empowered girls who grow up to be educated and skilled women.

On 19 December 2011, the United Nations General Assembly adopted Resolution 66 of 170 to declare October 11 as the International Day of the Girl Child, to recognise girls’ rights and the unique challenges girls face around the world.

“It is a well-documented fact that an educated and skilled woman is far more effective in preventing mortality, take care of the household decisively and more sophisticatedly, and contribute better in society,” Gwarube said.

Investing in girls is not only the right thing to do, but also brings positive impact to their families, communities and societies as a whole.

“The International Day of the Girl Child focuses attention on the need to address the challenges girls face and to promote girls’ empowerment and the fulfilment of their human rights.

“Adolescent girls have the right to a safe, educated, and healthy life, not only during these critical formative years, but also as they mature into women.”

Gwarube said an investment in realising the power of adolescent girls upholds their rights today and promises a more equitable and prosperous future, one in which half of humanity is an equal partner in solving the problems of climate change, political conflict, economic growth, disease prevention and global sustainability.

“Girls are breaking boundaries and barriers posed by stereotypes and exclusion, including those directed at children with disabilities and those living in marginalised communities,” the Minister said.

She said as entrepreneurs, innovators and initiators of global movements, girls are creating a world that is relevant for them and future generations.

“Achieving gender equality and women’s empowerment is integral to each of the 17 goals. Only by ensuring the rights of women and girls across all the goals will we get to justice and inclusion, economies that work for all and sustaining our shared environment now and for future generations.

“Adolescence is a critical stage of development in every person’s life. It determines the trajectory of children’s lives, which is why caring for girls in their youth benefits all.

“If girls are empowered at a formative age, they can mature into liberated, wise women of the future. In this way, as a society, we all win.

“As we celebrate this day, we also need to be mindful of the fact that children need to be protected against their increased vulnerability to sexual violation. Young girls do not violate themselves, they do not impregnate themselves. Counterpart boys and older men perpetrate these violations,” the Minister said. – SAnews.gov.za

Department of Social Development to launch Social Security Review publication

The Department of Social Development, in collaboration with the Human Sciences Research Council (HSRC), will on Monday officially launch the Social Security Review Volume 2 publication in Cape Town under the theme: “Social Security in the time of COVID-19”.

First published at the height of the COVID-19 pandemic in 2022, the Social Security Review is a publication that presents in-depth discussions and comparative critical analysis of topical questions and studies of national social security systems and international trends in policy and administration.

The articles are authored by social security experts and peer-reviewed, making the Social Security Review a must-read and must-have publication for policy advocates, researchers, policy makers, civil society, academia and practitioners in the field of social security.

Through this publication, the department said it seeks to generate new knowledge, information and critical analysis to ensure evidence-based decision and policy making in the field of social security.

At the onset of COVID-19 which resulted in national lockdowns across the globe, governments including South Africa introduced a variety of social protection measures to save lives, protect incomes, jobs and livelihoods.

The department said the COVID-19 pandemic underlined the importance of social protection, not just as a fundamental human right, but also as a social, economic and political stabiliser in times of national and global crises.

“The Social Security Review Volume 2 provides a critical analysis of some of the social protection measures introduced as part of the national response to the COVID-19 pandemic, as well recommendations on how South Africa can build on these towards the realisation of the comprehensive social security system envisioned in the National Development Plan (Vision 2030),” said the department. – SAnews.gov.za

SA well placed to be major hub in clean tech value chain

South Africa is well placed to become a hub for components and equipment manufacturing in the clean technology value chain, including battery technologies for energy storage, electric mobility, material handling and a range of other applications.

This is according to the Deputy Minister of Trade, Industry and Competition, Andrew Whitfield, who addressed the opening of the R150 million Balancell state-of-the-art Gigafactory in Cape Town.

Balancell is a future-focused, innovative technology business that develops smart batteries designed to manage and protect themselves, and report their use and condition remotely.

“The South African government is working closely with the industry to identify opportunities to deepen the battery technology value chain and to position South Africa as a manufacturing hub on the African continent.

“A recent benchmarking study, supported by the World Bank Group, shows that South Africa is a competitive manufacturing destination, and offers a compelling value proposition for companies in this sector, as demonstrated here,” Whitfield said.

To support these ambitions, Whitfield said there was a number of policies and incentives in place that will enable the growth of this key sector. He said Cabinet has already approved the New Energy Vehicle White paper, setting out the objectives for this sector.

“Being able to witness an investment from homegrown companies in this sector is truly inspiring. Balancell’s investment of R150 million in this factory is not only directly in line with the strategic priorities of the Government of National Unity, but also a demonstration of the innovative and entrepreneurial spirit that defines many South African businesses.

“We are motivated by the company’s prospects for growth and further job creation in the coming years. The 75 existing jobs created in this [Gigafactory], supporting more than 1 500 indirect jobs, is a clear indication of the multiplier effect that can be achieved by strengthening and growing the manufacturing sector,” Whitfield said.

A Gigafactory is a huge factory that produces very large numbers of batteries for electric vehicles.

Whitfield highlighted the importance of building a strong base of skilled South Africans.

“Expanding industry partnerships with leading universities and research institutions to enhance local research, development and testing of components is critical to the industry. I am, therefore, encouraged that you are already working with the Nelson Mandela and Stellenbosch Universities, as well as the Council for Scientific and Industrial Research,” the Deputy Minister said.

He described the opening of the Gigafactory as an affirmation of the importance of building industrial capacity and working together to achieve the shared vision of South Africa being a global player in the battery value chain.

He further said the investment is an example of South African resilience, innovation and entrepreneurship. – SAnews.gov.za

Have a sip of butternut coffee

By More Matshediso

A Bloemfontein-based entrepreneur, who established a healthy alternative to coffee, is revolutionising the agro-processing industry through her thriving business.

Chantelle de Bruyn (34) is the owner of Buttercup Farmhouse, a business that she registered in 2019 with initial plans to manufacture vegetable spices.

The business is currently selling its signature Cucurbita Latte (vegetable coffee made from butternut) and has plans to expand to produce supplement shakes, snack bars, vegetable ice cream, and a tea range.

She is equipped with product development skills acquired through a food science course she completed through the United States (US) Embassy and Consulates in South Africa.

She also completed the Raymond Ackerman Academy of Entrepreneurial Development Programme at the Johannesburg Business School.

“This skill has been instrumental in creating innovation and ensuring that the taste and health benefits of our products align with what our customers need through the value chain,” she explained.

De Bruyn has also partnered with the University of the Free State, which is assisting her with research and product development for her products.

The business currently employs 11 workers, including four permanent and seven part-time employees. It hopes to create more job opportunities as it expands its product offering.

“Currently, you can buy the products at Food Lovers Market stores in the Western Cape, Centurion in Gauteng, and Ballito in KwaZulu-Natal. Online orders will be available in November,” she said.

She has plans to reach global consumers and said the business has received support from the Free State Provincial Government since its inception and received a R50 000 Grant from the National Development Agency (NYDA) to purchase its first equipment.

The Department of Economic, Small Business Development, Tourism and Environmental Affairs has also assisted the business to purchase additional equipment and allowed it to participate in various trade shows.

She added that it also receives support from global investors including interest from the African Women in Trade Group in Germany, who are exploring the opportunity to distribute the products in the United Kingdom and in the US.

Achievements
Buttercup Farmhouse already has a few accolades under its belt. In 2022, it received an award for being the Top Youth Agro Processor from the National Department of Agriculture, Land Reform and Rural Development.

In the same year, De Bruyn was crowned the best agro developer and most innovative business through the Cwena awards.
The business was also the Overall Winner in Business of the Year by Action Coach for 2021/2022.

Buttercup also won a business plan competition with the American Women Academy with its U.S. Agency for International Development and, sponsored by the US Embassy in 2021, won the Standard Bank Top Women Top 5 Award in 2022, and the Most Innovative Business Award through the South African Awards in 2023.

She was also the runner-up in the Forty over 40 Awards in 2022 and won second place in the Seeds of Change competition in 2023.

“We have also gained recognition from the Summer Fancy Food Show in New York in 2023,” she explained.

Farming background

De Bruyn is also a small-scale farmer who specialises in crop production.

“I have always loved farming, and it’s a vital part of my business. I started farming in 2015 when the Agri-Parks were established in the Free State and I served on the executive committee where I represented youth in agriculture.

“Today we grow crops like butternut that are essential to our vegetable coffee production and have partnered with external farmers to help us grow our butternuts, farming allows us to maintain high-quality ingredients for our products,” she explained.

Zimbabwe Establishes Local Laboratory for Polio Surveillance

Location: News

World Health Organzation (WHO) - Zimbabwe

In a significant step towards strengthening its public health infrastructure, Zimbabwe established a dedicated laboratory for the analysis of polio samples collected through environmental surveillance (ES). Previously, these samples were sent to South Africa for testing, resulting in a turnaround time of approximately 21 days.

With financial and technical support from the World Health Organization (WHO), the newly renovated laboratory is equipped with state-of-the-art technology testing equipment and staffed by highly trained personnel. WHO further provided training to 10 laboratory scientists to run the new laboratory and locally carry out environmental samples testing. This local capability will significantly reduce the time required to detect and respond to potential outbreaks of polio.

Three experts from the African Polio Laboratory network, proficient in WHO ES testing methods for poliovirus, were identified by WHO Regional Officer for Africa (AFRO) to provide the training needs to th University of Zimbabwe (UZ) where the laboratory is situated. The team includes Shelina Moonsamy as the Team Lead (Head of Polio Laboratory, NICD, Johannesburg, South Africa), James Peter Eliku (ES Technical Expert, Uganda Virus Research Institute, Entebbe, Uganda) and Thabo Mashupye (ES Technical Expert, NICD).

"The establishment of this laboratory is a major milestone in our efforts to safeguard the health of Zimbabweans," said Mr Paradzayi Chibukira, Technical Supervisor at the Zimbabwe National Virology Polio Laboratory at UZ.  "By reducing the turnaround time for laboratory results, we can more effectively implement prevention and control measures to prevent the reintroduction of polio into our country."

Environmental surveillance for polio is a critical component of global efforts to monitor and eradicate the polio. It involves collecting and analyzing sewage and other environmental samples to detect the presence of the poliovirus, which can indicate circulation of the virus in the community. This method complements traditional surveillance through the Acute Flaccid Paralysis (AFP) surveillance system and provides a broader view of potential outbreaks.

Polio is a highly contagious viral disease that can cause paralysis, especially in children. While Zimbabwe has been polio-free for many years, the risk of reintroduction remains, particularly due to the ongoing global efforts to eradicate the disease.

With support from WHO, Zimbabwe launched its environmental surveillance programme in 2023, beginning with sites in Harare and Chitungwiza. This initiative was part of a broader strategy to strengthen disease monitoring and improve response capabilities. The introduction of environmental surveillance in these initial sites marked a key step in the country's commitment to enhancing its public health infrastructure. Additional sites were established in other major cities, including Bulawayo, Gweru, and Victoria Falls in 2024. This expansion reflects Zimbabwe's proactive approach to disease monitoring and its determination to safeguard public health.

"We applaud and fully support Zimbabwe's decision to set up the laboratory for polio surveillance and this development not only enhances the country's capacity for timely and accurate detection of poliovirus in the environment but also strengthens the overall public health infrastructure,” said Mr Kenneth Chindedza, WHO Zimbabwe Technical Officer for Logistics and Supply Chain.

Govt lends helping hand to servicing technicians

The Deputy Minister of Forestry, Fisheries and the Environment, Bernice Swarts, has handed over tools of trade to 402 trained and certified refrigeration and air conditioning servicing technicians.

“The tools we are handing over to our refrigeration and air conditioning servicing technicians today will empower them to continue their essential work, ensuring that our cooling systems are efficient, safe and environmentally friendly,” the Deputy Minister said on Thursday in Pretoria.

The Department of Forestry, Fisheries and the Environment plans to further undertake the training of 1 600 more refrigeration and air conditioning servicing technicians in the informal servicing sector.

“This initiative aims to formalise the skills and knowledge of unregistered technicians, promote safe handling of refrigerants, and create an enabling environment for small businesses in this critical sector.

“As we move forward, it is essential that we continue to work together to achieve this objective and to address the challenges posed by ozone depletion and climate change. We must remain vigilant in our efforts to phase out ozone-depleting substances (ODS), emissions, promote sustainable technologies and support global efforts to protect the ozone layer,” the Deputy Minister said.

She was addressing the World Ozone Day commemoration, which celebrates the role of servicing technicians in promoting the protection of the ozone layer.

World Ozone Day, which was marked on 16 September 2024, commemorates the commitments made by nations in 1987 under the Montreal Protocol, a groundbreaking treaty aimed at protecting both human life and the environment by phasing out ODS.

“The ozone is a critical component of our atmosphere, and its depletion has far-reaching consequences for our health, environment and economy. Through the Montreal Protocol, we have made tremendous progress in protecting the ozone layer, shielding carbon sinks, and safeguarding public health. The protocol is a beacon of hope, showing that political will can lead to transformative global action.

“We recognise the importance of ozone protection and the efforts of our servicing technicians in maintaining the integrity of our ozone layer. We must remain vigilant in our efforts to phase out ODS emissions, promote sustainable technologies and support global efforts to protect the ozone layer,” the Deputy Minister said. - SAnews.gov.za

Enhancing polio detection with advanced sequencing technology

Location: News

WHO Regional Office for Africa

The African region, declared free of indigenous wild poliovirus in August 2020, faces an urgent threat: the intense transmission of type 2 variant poliovirus (cVDPV2). This year alone, 290 poliovirus detections have been reported in 23 African countries.

As countries ramp up vaccination efforts to protect children against the virus, one of the most critical components of the response is early and accurate detection. To enhance the effort, the World Health Organization Regional Office for Africa (WHO AFRO), together with the United States Centers for Disease Control and Prevention (US CDC) and the Gates Foundation, is focusing on equipping and training laboratories across Africa with an innovative advanced sanger sequencing technology, a crucial method in investigating new regions in the poliovirus genome.

The poliovirus has a genome that is 7.5 kilobases long (a kilobase, or kb, is a unit of measurement used to describe the length of DNA). This genome has one main part that is used to create four proteins, named VP1 to VP4. The VP1 protein is important for how the virus attaches to cells and has been used to identify and track the spread of poliovirus.

In 2024, WHO AFRO initiated targeted training on Advanced Sanger Sequencing training aimed at diversifying the diagnostic windows for polioviruses which will eventually reduce turn-around-time of poliovirus detection. These trainings are essential to equip lab personnel with the skills to operate advanced sequencing technologies and provide timely results for public health decision-makers.

Sequencing allows laboratories to pinpoint genetic changes in poliovirus strains, providing critical data for tracking transmission pathways and understanding viral evolution. The technology offers a level of precision that helps identify mutations in real-time, making it possible to detect emerging threats swiftly. This technique has hitherto been limited to VP1 region of the gene but after this training laboratories will be able to use the entire five prime untranslated region and the remaining VP4/2 of the poliovirus gene.

“Expanding our sequencing window to the other regions of the poliovirus, alongside the VP1 region, enhanced our ability to classify cases more accurately - bringing us one step closer to polio eradication”, says Irene Turyahabwe, participant from Uganda.

“Advanced sequencing will not only open different diagnostic windows for efficient and rapid diagnosis but will also provide much needed evidence for the success of specific vaccination campaigns essential for ongoing polio eradication efforts. The data gathered through this technology informs decision-making, ensuring that the right public health interventions are deployed in time to prevent further spread of the virus” says Dr Jude Kfutwah, coordinator of the Regional Polio Laboratory Network at the WHO Regional Office for Africa.

South Africa hosted the first round of the training, where laboratory personnel received hands-on experience in Advanced Sanger Sequencing techniques. The training, under the umbrella of the Global Polio Eradication Initiative (GPEI), is part of a broader initiative to ensure that countries have the necessary capacity to detect polioviruses quickly and accurately, without delays that could hinder response efforts.

Following South Africa's success, WHO plans to expand the training to key countries across the continent. Algeria, Central African Republic and Madagascar are among the next in line, where national laboratories will benefit from this knowledge transfer. This regional expansion ensures that multiple countries are better prepared to contribute to Africa's polio eradication journey.

In addition, WHO is supporting 16 polio laboratories in the African region who are providing environmental surveillance support, testing for poliovirus in stool and wastewater samples to track geographic patterns of spread.

With laboratories across Africa enhancing their capacity to process samples quickly, there is an added layer of regional cooperation that strengthens the entire surveillance network. This collaborative spirit is vital in eradicating polio once and for all.

Gender equality remains key in climate change adaptation

Gender equality remains key in climate change adaptation

Government has affirmed its commitment to addressing gender equality in relation to women being disproportionately affected by the impacts of climate change through policy, legislation and action.

Addressing the Climate Change Adaptation and Gender Mainstreaming Dialogue in Pretoria, Deputy Minister of Forestry, Fisheries and the Environment, Bernice Swarts, said the increased burden on women necessitates that government makes gender equality a central tenet of the climate change strategies.

“Our National Climate Change Response White Paper explicitly recognises the special needs and circumstances of rural women, who are among the hardest hit by climate change.

“Gender mainstreaming is not just a theoretical concept but a practical necessity. It means integrating gender considerations into all aspects of climate change adaptation strategies, policies, and programmes.

“By doing so, we ensure that the unique experiences and contributions of women are not only recognised but are also harnessed in ways that promote sustainable development,” the Deputy Minister said on Wednesday.

She said the National Environmental Management Act (NEMA) acknowledges the vital role of women in environmental management.

“However, we must do more than just acknowledge: we must act! It is through inclusive approaches that we can begin to build resilience, reduce vulnerabilities, and address the inequalities that climate change exacerbates.

“While we have made progress in establishing gender-sensitive policies, the challenge lies in effectively implementing these policies on the ground. We must continue to share best practices, success stories, and innovative approaches that have worked in different sectors and regions,” Swarts said.

The Deputy Minister noted that gender inequality has long been a global issue.

“Despite efforts to address these inequalities through international frameworks like the United Nations Charter, the Universal Declaration of Human Rights, and the Beijing Declaration and Platform for Action, the reality is that many women, especially in developing nations, remain disproportionately affected by the impacts of climate change.

“Women, particularly those in rural areas, are among the most vulnerable when climate disasters strike. They often face greater challenges accessing resources such as water and food due to droughts, floods, and other extreme weather events,” Swarts said. -SAnews.gov.za

BRICS economic potential must be realised - President Ramaphosa

By Neo Bodumela

Kazan, Russia: President Cyril Ramaphosa has called on the BRICS bloc of countries to ensure that the potential of the bloc’s economic partnership is realised for the benefit of all the members.

He was delivering South Africa’s country statement during the 16th BRICS Summit currently underway in Kazan, Russia.

The leaders of Brazil, China, Egypt, Ethiopia, India, Iran, Russia, South Africa and the United Arab Emirates are meeting for the first time since new members were invited to join BRICS during the Johannesburg II BRICS Summit of 23 August 2023.

Together, the powerful bloc of countries holds around 35% of the global Gross Domestic Product (GDP) and 20% of world exports.

“Our story is a story of solidarity, mutual respect and mutual benefit. BRICS is an inclusive formation that has the ability to change the trajectory of the Global South.

“To do this, we must realise the full potential of our economic partnership to ensure sustainable development for all. We must undertake bold steps towards a mutual, shared and equitable prosperity,” the President said on Wednesday.

The President explained that in order for the BRICS Strategy for Economic Partnership 2025 to be achieved, the bloc must “explore pathways to unlock opportunities and address challenges confronted by micro, small and medium-sized enterprises in BRICS countries”.

“We must intensify cooperation among BRICS members by launching common development programmes in the fields of exports, industrial cooperation and technology exchange. We have called for the recalibration of trade rules to enable industrialisation.

“We must enhance beneficiation of mineral endowments of BRICS countries closest to source. This is important for development and for the advancement of our decarbonisation goals,” he said.

Going further on the point of decarbonisation and its twin issue in climate change, President Ramaphosa warned that the two issues have the potential to “deepen global inequality”.

“We must acknowledge the devastating impact on lives and livelihoods of our current climate trajectory. As South Africa, we remain committed to a just transition to a low carbon economy.

“We are committed to the reduction of global emissions, guided by the principle of common but differentiated responsibilities and respective capabilities. While countries with developing economies remain severely impacted by climate change, they have contributed the least to the current climate crisis.

“It is therefore vital that industrialised nations honour their climate commitments and ensure a just and equitable transition. It is essential that climate actions do not deepen global inequality or stifle the developmental aspirations of the Global South,” President Ramaphosa said.

Policy frameworks bear fruit

Policy frameworks bear fruit

Trade, Industry and Competition Minister Parks Tau says through the Automotive Production and Development Programme (APDP), the dtic has provided critical incentives and policy frameworks to help drive investment, innovation and job creation.

Tau was speaking at the South Africa Auto-Week in Cape Town recently.

According to Tau, this has enabled South Africa to remain competitive on the global stage.

He said since its inception in 2011, the Automotive Investment Scheme (AIS) disbursed R20.7 billion to component manufacturers (CMs) and original equipment manufacturers (OEMs).

“AIS funding to over 150 projects has resulted in investment of over R76 billion from the 2016/17 financial year to September 2024, generating a simple investment multiplier of five.

“This means that for every R1 of incentive spending, R5 of investment was spent by the project. Over this period, the average grant disbursed was 20% of the total investment generated by the project,” Tau explained.

On transforming the sector, the Minister said out of the R15.2 billion disbursed from the AIS, 50% was payments to projects outside of the five main metros showing the substantial reach of AIS to generate spatial transformation.

“In terms of ownership, R227 million, which is 1% of AIS funding, was accessed by black-owned projects; 2%, amounting to R242 million, was accessed by small, medium and micro enterprises; R3 million by youth-owned, and R7.9 million by women-owned projects. This shows that a more deliberate approach to transformation is required in the sector. We are, however, aware that we can do more.”

Tau said the recent announcement of the extended APDP Phase 2 until 2035 is a clear signal of government's long-term commitment to the sector.

Resolving the logistics challenge

Speaking as a panel member on infrastructure investment at the same event, the Deputy Minister of Trade, Industry and Competition, Andrew Whitfield, said the Statement of Intent of the 2024 Government of National Unity (GNU) listed infrastructure development as a key priority.

“The fact that we have the Presidential National Logistics Crisis Committee (NLCC), established by the South African government to address the country's transport and logistics, indicates and recognises that we have a crisis of infrastructure in the country.

“South Africa has the skills and talent to resolve these challenges, but the skills and talent cannot exist in silos. We all need to work together to unlock these challenges,” Whitfield said.

Whitfield said the dtic’s core mission, through the GNU, is going to make it easier for businesses to grow so that they can create jobs and that people can keep those jobs.

“We also need to heed President Ramaphosa’s instruction to cut red tape and produce key performance indicators that will drive the plan to make it easier for businesses to do business, grow and create jobs,” he said.

Whitfield said there is nothing more urgent than the unemployment crisis that South Africa faces, and that there is an urgent need towards unlocking the infrastructure potential that the country has. – SAnews.gov.za

BRICS: A convergence of states committed to mutual respect in diversity

BRICS: A convergence of states committed to mutual respect in diversity

By Neo Bodumela

Kazan, Russia: Russian President Vladimir Putin has praised the BRICS nations, saying the bloc has the potential to possess “truly immense” power.
Putin was delivering remarks at the 16th BRICS Summit underway in Kazan, Russia.

The now expanded BRICS bloc of countries includes Brazil, Russia, China, India, South Africa, as well as newly minted Member States Egypt, Ethiopia, Iran, and the United Arab Emirates (UAE).

“We are all witnessing the dynamic growth of BRICS and the strengthening of its authority and influence in global affairs.

“The BRICS states possess truly immense potential in terms of political power, economy, science, technology, as well as human development. Furthermore, we are united by shared values and a common worldview,” he said.

The leader described the grouping as a convergence of states committed to mutual respect in diversity.

“It would be fair to say that BRICS is a group of like-minded sovereign states that represent different continents, development models, religions, and distinctive civilisations and cultures.

“All our states advocate equality, neighbourliness and mutual respect, the assertion of the noble ideals of friendship and harmony, commonwealth and well-being.

“We have assumed responsibility for the future of the world not in word but in deed. We are exerting a truly beneficial influence on global stability and security and making a substantial contribution to addressing pressing regional problems,” Putin said.

He noted that the approach of the BRICS bloc is to respond to the “aspirations of the largest part of the international community, which we refer to as the global majority”.

“This approach is especially relevant in the current conditions when truly radical changes are underway across the globe, including the shaping of a multipolar world,” Putin concluded. - SAnews.gov.za

BRICS bloc a beacon for the global south

BRICS bloc a beacon for the global south

By Neo Bodumela

Kazan, Russia: President Cyril Ramaphosa has hailed the BRICS bloc of countries as a beacon of hope for countries in the global South.

The President was delivering remarks at a plenary session of the BRICS Summit currently underway in Kazan, Russia.

The now expanded BRICS bloc of countries includes Brazil, Russia, China, India, South Africa, as well as newly minted Member States Egypt, Ethiopia, Iran, and the United Arab Emirates (UAE).

This makes it one of the most powerful blocs on the global stage, with 3% of the world’s population, 32% of the world’s land area, around 35% of global GDP and 20% of world exports.

“Fifteen years ago, South Africa attended its first BRICS Summit in Sanya, China. Today, we gather as a group of nine leading emerging countries. Our historic expansion is a beacon of hope for the global South.

“Individually, we are countries of diverse histories, values and strengths. Together, we demonstrate the benefits of cooperation instead of competition. As an increasingly influential group, we must ensure the success of this expanded group,” he said.

The President called on the influential bloc to use its voice to advance global change – particularly on the resolution of international conflicts that require “a UN Security Council that is representative and inclusive”.

“We see from many conflicts raging across the world that the UN Security Council has not fulfilled its mandate to maintain international peace and security. It does not represent the interests of the global community, and therefore does not have the means to give effect to the global desire for peace.

“Just as BRICS has a vital role in shaping a new multipolar world order, so too must it use its voice to advance change.

“We found consensus on the reform of the UN Security Council when we met in Johannesburg last year. Let us build on that foundation to develop an improved consensus that addresses the concerns and aspirations of all BRICS members,” President Ramaphosa said.

On the plight of the Palestinian people, President Ramaphosa emphasised that the South African government remains “gravely concerned at the further escalation of a conflict that has already caused so much death and destruction”.

“The International Court of Justice has made it clear that the international community has a duty to prevent genocide by Israel. The countries of the world have a responsibility not to fund or facilitate Israel’s genocidal actions.

“As the UN General Assembly has now resolved, the countries of the world have a responsibility to promote the realisation of the right of the Palestinian people to self-determination. Lasting peace and security will not be achieved until Palestinians have realised their aspirations for statehood, justice and freedom.

“Peace and security across the world requires the collective will of the community of nations. It requires a UN Security Council that is representative and inclusive,” he said – SAnews.gov.za

Kaspersky Uncovers New Grandoreiro Light Variant

Location: News
Kaspersky

Despite the arrest of important operators in early 2024, Grandoreiro continues to be used by its partners in new campaigns. Kaspersky Global Research and Analysis team (GReAT) (www.Kaspersky.co.za) has discovered a new light version focused on Mexico targeting around 30 banks. These findings are to be highlighted at the Security Analyst Summit (SAS) 2024. Remaining one of the most active threats globally and targeting users of more than 1,700 banks, Grandoreiro variants account for around five percent of banking trojan attacks this year.  Mexico is one of the most targeted countries by various Grandoreiro strains, including the new light version, seeing 51,000 recorded incidents this year.

Kaspersky data indicates Grandoreiro has been active since 2016. In 2024, the threat targets more than 1,700 financial institutions and 276 cryptocurrency wallets across 45 countries and territories, lastly adding Asia and Africa to the list of its targets, making it a truly global financial threat. Among countries affected in Africa are Algeria, Angola, Ethiopia, Ghana, Ivory Coast, Kenya, Mozambique, Nigeria, South Africa, Tanzania, Uganda.

After assisting an INTERPOL-coordinated action, which has led to Brazilian authorities arresting (http://apo-opa.co/3BUqgrb) operators behind a Grandoreiro banking trojan operation, Kaspersky discovered that the group's codebase has been split into lighter, fragmented versions of the trojan, to continue its attacks. Recent analysis has identified a specific light version focused primarily on Mexico, which has been used to target approximately 30 financial institutions. The creators likely have access to the source code and are launching new campaigns using the simplified legacy malware.

“All the recent developments underscore the evolving nature of the threat. Fragmented and lighter versions may represent a trend that could extend beyond Mexico and into other regions, including beyond Latin America. However, we believe that only some trusted affiliates have access to the malware source code to develop such lighter versions. Grandoreiro operates differently from the traditional ‘Malware-as-a-Service' model we are accustomed to. You won't find announcements on underground forums selling the Grandoreiro package; instead, access to it appears to be limited,” explains Fabio Assolini, head of the Latin American (GReAT) at Kaspersky.

Multiple variants of Grandoreiro, including the new light version and the primary malware, accounted for approximately five percent of global banking trojan attacks detected by Kaspersky in 2024, making it one of the most active threats worldwide. Kaspersky has also analysed the newer samples of the primary Grandoreiro from 2024, and observed new tactics. It records mouse activity to mimic real user patterns, aiming to evade detection by machine learning-based security systems that analyse behaviour. By replaying natural mouse movements, the malware aims to trick anti-fraud tools into seeing the activity as legitimate.

Additionally, Grandoreiro has adopted a cryptographic technique known as Ciphertext Stealing (CTS), which Kaspersky has never seen being used in malware. In this case, its aim is to encrypt the malicious code strings. “Grandoreiro has a large and complex structure, which would make it easier for security tools or analysts to detect if its strings were not encrypted. This is likely why they introduced this new technique – to complicate the detection and analysis of their attacks,” Fabio Assolini elaborated.

To protect from financial malware, Kaspersky security experts recommend organisations to:

  • Enable a Default Deny policy for critical user profiles, particularly those in financial departments; this ensures that only legitimate web resources can be accessed.
  • Provide cybersecurity awareness training (http://apo-opa.co/4e3nlKa) to staff, especially to employees responsible for accounting, that includes instructions on how to detect phishing pages.
  • Use protection solutions for mail servers with anti-phishing capabilities such as Kaspersky Security for Mail Server, to decrease the chance of infection through a phishing email.

While banks should educate its customers, individuals are advised to:

  • Never open links or documents included in unexpected or suspicious-looking messages. Be attentive to web pages – from the right web address to details of interface.
  • Use a reliable security solution, such as Kaspersky Premium (http://apo-opa.co/4dWrbEW), that protect digital assets from a wide range of financial cyberthreats.
  • Install only applications obtained from reliable sources.
  • Refrain from approving rights or permissions requested by applications without first ensuring they match the application's feature set.
  • Install the latest updates and patches for all software used.

Read more on Securelist (http://apo-opa.co/3C4N5bD). The comprehensive Grandoreiro analysis and overview is to be presented by GReAT at Kaspersky's sixteenth Security Analyst Summit (SAS) (http://apo-opa.co/3BPHtly), which takes place from October 22-25, 2024, in Bali.

South Africa, Russia set sights on expanded trade relations

By Neo Bodumela

Kazan, Russia: Russian President Vladimir Putin says there are “promising spheres of cooperation” for Russia and South Africa to expand their trade relations.

President Putin was delivering remarks during the bilateral meeting between the two countries held on the sidelines of the BRICS Summit in Kazan, Russia. The meeting was also addressed by President Cyril Ramaphosa.

The BRICS Summit, held from 22 - 24 October, is a platform for the bloc's leaders to reflect on the status of mutually beneficial BRICS cooperation, regional and global economic and political developments, as well as global governance reform.

“Trade and economic ties between Russia and the Republic of South Africa are generally positive. Following a brief dip, mutual trade volumes have started to increase, rising by 3% in January - August 2024.

“Of course, we need to work jointly on some aspects in order to expand and diversify mutual trade and investment. Promising spheres of cooperation include energy, industry, agriculture, science and innovation,” President Putin said.

He hailed the bilateral relations between South Africa and Russia as those based of “mutual respect”.

“The relevant agencies of our countries collaborated in the financial sector to expand the use of national currencies in mutual settlements and to create an independent payment system.

“Our bilateral relations are based on the principles of a comprehensive strategic partnership, equality and mutual respect. Our political dialogue is progressing, and our foreign policy departments and security councils are actively communicating. Interparliamentary cooperation has been established.

“Russia and the Republic of South Africa closely coordinate their efforts on the international stage to establish a fair multipolar world order,” he said.

On relations with the African continent, President Putin called for stronger relations between the European country and countries in Africa.

“Russia attaches special significance to strengthening relations with African countries. Collaborative work is underway to implement joint agreements approved at the Russia-Africa Summit in St Petersburg, notably a declaration and an action plan, until 2026.

“We look forward to hosting the head of your foreign policy agency in Sochi for the first ministerial conference of the Russia-Africa Partnership Forum, scheduled for November 9 – 10,” he said.

Turning to the Summit, President Putin said as host country, Russia has “built our work taking into account the results achieved at the Johannesburg summit”.

South Africa played host to the Summit in 2023.

This year, the leaders of Brazil, China, Egypt, Ethiopia, India, Iran, Russia, South Africa and the United Arab Emirates are meeting for the first time since new members were invited to join BRICS during the Johannesburg II BRICS Summit of 23 August 2023.

“Our focus has been on the seamless integration of new participants into the multi-level architecture of BRICS. In close contact with our South African friends, we have worked on coordinating the modalities for establishing the partner state status,” he said. – SAnews.gov.za
