SA to play key role at upcoming G20 Summit

South Africa is set to play a pivotal role at the upcoming G20 Summit next week in Rio de Janeiro, Brazil, as it prepares to assume the G20 presidency in December.

The G20 Leaders' Summit which will take place from 18-19 November 2024, will bring together leaders from the 19 member countries, along with representatives from the African Union and the European Union.

Representing nearly 60% of the global population, 80% of global gross domestic product (GDP), and 75% of global exports, the G20 stands as a vital platform for international economic cooperation and sustainable development.

Speaking during a media briefing on Tuesday, International Relations and Cooperation (DIRCO) Minister Ronald Lamola, said the G20 is a preeminent forum on whose stage, global economic cooperation is facilitated.

“In terms of promoting the economic interests of the Global South, South Africa considers the G20 to be an important vehicle for advancing the aspirations of developing countries, and Africa’s development priorities in particular,” Lamola said.

The Summit will conclude the work of Brazil’s rotating G20 presidency, where world leaders will review and approve agreements addressing pressing global challenges.

The Minister emphasised that supporting emerging and developing economies to achieve sustainable development is vital for global stability and security, reducing resource pressures, population movements and the risk of conflict.

“This is especially important for the African continent. We will support the President at the G20 in Brazil. The G20 Summit represents the conclusion of the work carried out by the country holding the group's rotating presidency. It is the moment when heads of state and government approve the agreements negotiated throughout the year and point out ways of dealing with global challenges,” he said.

South Africa is already playing an enhanced role as a member of the G20 Troika, together with Brazil and India, in support of one of Brazil’s foremost priorities of the reform of the Global Governance Institutions.

This is where G20 Leaders are expected to advance efforts for a reinvigorated and strengthened multilateral system, rooted in the purposes and principles of the United Nations Charter and international law, with renewed institutions and a reformed governance that is more representative, effective, transparent and accountable, reflecting the social, economic and political realities of the 21st century.

The summit also marks the lead-up to South Africa’s presidency of the G20, which it will assume on 01 December, 2024.

Chikunga launches Disability Rights Awareness Month

Location: News

Chikunga launches Disability Rights Awareness Month

Minister in the Presidency for Women, Youth, and Persons with Disabilities, Sindisiwe Chikunga, has called on all South Africans to remain actively engaged in fostering the inclusion of people with disabilities.

She emphasised the importance of collective support across every sector of society to make disability inclusion a lasting priority.

The Minister was speaking at the launch of the 2024 Disability Rights Awareness Month (DRAM) in Lenasia, on Monday.

“As we move through this month and beyond, let us all stay engaged, support these efforts, and encourage every sector of our society to make disability inclusion a permanent priority. Together, we are paving the way for a truly inclusive and accessible South Africa, where every person with a disability can thrive,” the Minister said.

This year’s DRAM which runs from 3 November to 3 December, is held under the theme “Celebrating 30 Years of Democracy: Creating a Disability-Inclusive Society for a Better Quality of Life and Protection of the Rights of Persons with Disabilities”.

Chikunga extended her gratitude to the host, the Johannesburg Council for the Disabled, for the incredible work they have been dedicated to since 1995.

She said their commitment to providing a holistic, essential, and value-added approach to transform and uplift the social, economic, and professional lives of persons with disabilities has been exemplary.

“I was truly inspired when I was briefed on the range of services you provide, from social work and skills development to learnerships and enterprise development.

“We draw direct inspiration from the incredible amount of concrete measures that your institution has undertaken to champion the social, economic, spatial, and technological advancement of persons with disabilities,” Chikunga said.

Over the past 30 years, numerous policies, legislative instruments, and government programs have earned country recognition as a respected champion of the global disability inclusion movement.

The Minister said this was evident during the recent G7 Forum on Disability and Inclusion held in Italy.

“Disability inclusion is not merely a matter of advocacy; it is a constitutional imperative enshrined in our Bill of Rights. Over the past 30 years, we have embedded disability inclusion into various laws that comprise the country's legislative framework,” she said.

These include the recently gazetted Framework on Self-Representation, which has implications for the composition of Boards of State-Owned Enterprises; the National Strategic Framework on Reasonable Accommodation; and the Universal Access and Design Framework, with norms and standards for universal accessibility in the built environment.

All persons with disabilities have access to free basic education and any young person coming from a home with an income bracket of R600 000 receives free higher education through the National Student Financial Aid Scheme.

Further, persons with disabilities receive a monthly direct cash transfer to support their basic needs.

South African Sign Language is now recognised as the 12th official language in South Africa.

More recently, the President signed the Public Procurement Act, which mandates that a portion of government procurement be sourced from businesses owned and controlled by persons with disabilities.

During the Medium-Term Budget Policy Statement, the Minister of Finance Enoch Godongwana revealed that “Public procurement accounts for about 19% of consolidated government spending, totalling R1.5 trillion over the next three years”.

“As a department that represents the interests and well-being of this community, we will ensure that as the Treasury develops the regulations, priority is given to the work of institutions like the Johannesburg Council for the Disabled and others who are engaged in facilitating income-earning and productive opportunities for the community of persons with disabilities,” the Minister said.

As government launches Disability Rights Awareness Month, the Minister called on individuals to reflect on the status of persons with disabilities globally, across the continent, and within our own borders.

“This reflection is essential to evaluate where we have been, where we are, where we still need to go, and how we should measure progress in advancing the rights of persons with disabilities. The answers to these questions are crucial for the inclusive formulation of policies and legislative instruments, as well as for the co-design of our priorities and interventions,” she said. – SAnews.gov.za

Multichoice Group Maintains Strategic Momentum Despite Macroeconomic Challenges

Location: Business

  • Unprecedented foreign exchange pressures and economic challenges in key African markets impacted earnings and dampens subscriber growth
  • On track to right-size cost base and grow new revenue streams to drive future growth as streaming gains traction at the expense of traditional pay-tv
  • Cost-cutting measures delivered R1.3bn in permanent savings, on track to reach increased full-year target of R2.5 billion
  • Showmax customer base grew 50% YoY as a leading streaming service in sub-Saharan Africa
  • Strong revenue growth in new products: DStv Steam +71%, DStv Internet +85%, DStv Insurance +31%, KingMakers +53%
  • Strong liquidity of R10 billion provides solid financial base to support growth
  • Negative equity position on track to be resolved in November 2024.

MultiChoice Group (MCG or The Group) (www.MultiChoice.com) continued to deliver exceptional video entertainment and execute on core strategic initiatives during the first six months ended 30 September 2024 (1H FY25). However, unprecedented foreign exchange volatility severely impacted the Group's interim financial results, while ongoing macroeconomic challenges weighed on customer growth and moderated overall performance.

Facing the most challenging operating conditions in almost 40 years and to generate desired returns, the Group has been proactive in its focus to ”right-size” the business for the current economic realities and industry changes. Although operating across Africa typically subjects the group to currency moves, abnormal currency weakness over the past 18 months have reduced the group's profits by close to R7 billion. Combined with the impact of a weak macro environment on consumers' disposable income and therefore on subscriber growth, it required the Group to fundamentally adjust its cost base - which is exactly what has been done. The normal cost savings program was accelerated, resulting in permanent savings of R1.3bn in over the past six months and an increased target of ZAR2.5bn for the full year.

“We are making good progress in addressing the technical insolvency that resulted from non-cash accounting entries at the end of the last financial year. We expect to return to a positive net equity position by the end of November this year, supported by a number of developments and initiatives. The Group's liquidity position remains strong, with over ZAR10bn in total available funds,” says Calvo Mawela, MultiChoice Group CEO.

The Group is also adjusting to global pay-TV challenges as streaming services, the rise of social media and changing consumer preference impact the traditional broadcast business. Showmax, which reported 50% growth YoY in its paying customer base, strategically positions the business to actively participate in the streaming revolution as it gains momentum across Africa. To create sufficient capacity and drive growth, the group stepped-up its investment in this business by an incremental ZAR1.6 billion during the interim period.

“We have successfully been implementing our strategy over the past few years, achieving key milestones such as our investment in KingMakers, returning the Rest of Africa business to profitability in FY23 and FY24, concluding the Showmax partnership with Comcast and investing in Moment. While we've made huge inroads to reduce our cost base, there's still more work to be done”.

“However, our focus extends beyond cost efficiency—we are equally committed to grow the business. We remain committed to driving new revenue streams and see significant medium to long-term opportunities in video entertainment, particularly in streaming, and in our adjacent new businesses,” says Mawela

The Group reported strong momentum in its new products and services, which all delivered robust   YoY revenue growth, i.e. DStv Stream +71%, DStv Internet +85% and DStv Insurance + 31%. KingMakers reported a healthy 27% increase in its online monthly active users in Nigeria and grew its revenue in Naira by 53%, while newly-launched SuperSportBet is showing good early traction in South Africa.

Financial Results Overview

Subscriber base: The pressure on the linear pay-TV subscriber base was lower than the previous six-months, reflecting a 5% decline (0.8m) compared to 6% reported (1.0m) in 2H FY24. This reflects an improving sequential trend. On a YoY basis, the linear subscriber base declined by 11% or 1.8m subscribers to 14.9m active subscribers, impacted by the challenging macroeconomic conditions that negatively impacted discretionary consumer spend.

Group revenues: Revenues increased by 4% YoY to ZAR25.4bn on an organic basis, due to disciplined inflationary pricing and revenue growth of new products. On a reported basis, revenues declined by 10%, impacted by foreign exchange pressures on the Rest of Africa business and a stronger Rand against the US Dollar.

Group trading profit: The Group's ongoing cost optimisation drive delivered ZAR1.3bn in savings, and together with other improvements in the business, it resulted in a 33% increase in trading profit before incorporating the Showmax costs. A ZAR1.6bn step-up in the investment behind Showmax to create capacity for growth, trimmed the organic trading profit to ZAR5.0, a decline of only 1% YoY. Foreign exchange losses in the Rest of Africa business amounting to ZAR2.3bn reduced reported trading profit to ZAR2.7bn.

Adjusted core headline earnings, the board's measure of the underlying performance of the business, amounted to ZAR7m, impacted by foreign exchange losses and the investment in Showmax.

Cash flow and liquidity: The Group free cash flow remained positive at ZAR0.6bn, with ZAR5.7bn retained in cash and cash equivalents. Despite the increase in net interest costs and a higher average debt balance, the Group remains well-positioned to navigate current challenges with access to ZAR4.4bn in undrawn facilities.

Operational update

General entertainment and sport

Delivering content that customers love remains the Group's core focus— whether it is the best of local or international general entertainment or the most exciting sport events.

In the past six months, the Group produced 2,763 hours of local content, bringing its local content library to 86,215 hours.

SuperSport reinforced its reputation as a global leader in sport broadcasting with extensive coverage of the Paris 2024 Olympic Games, EURO 2024, and the ICC T20 Men's World Cup. Over the past six months, SuperSport has broadcast 10,240 live events and provided a total of 21,540 hours of live coverage, a 22% increase YoY.

SuperSport Schools doubled its user base and crossed a milestone of one million registered users on its app, delivering over 35,000 hours of content over the past six months.

Business segments

As a mature business, MultiChoice South Africa is focused on subscriber retention and reconnections, identifying remaining growth opportunities, as well as optimising processes and systems to improve customer experience and operational efficiency.

In the Rest of Africa business, the Group is implementing several initiatives to support improved financials, including price adjustments to counter the impact of inflation, renegotiating content deals where feasible, restructuring select packages to enhance ARPU, optimising the DTT network, and intensifying anti-piracy initiatives.

In FY25, Showmax is focussed on enhancing its content line-up, bedding down distribution partnerships, expanding payment channel integrations and refining its go-to-market strategy.

Irdeto delivered encouraging revenue growth, after securing a major customer in Asian and expanding managed services with a key customer in Australasia.

KingMakers continued to gain strong momentum in Nigeria, where BetKing Nigeria has secured the second position in the online betting market. SuperSportBet, the South African business launched late last year, is showing early signs of success and reported a remarkable tenfold increase in net gaming revenue over the past nine months.

Moment, now live in 40 African countries, has shown rapid growth since its launch last year, with total payment volumes (TPV) growing to USD242m. It is already processing almost 30% of the Group's payments.

Looking Ahead

The Group continues to invest in its long-term future, focusing on the following strategic priorities:

  • Improving profitability and cash generation in the South African business.
  • Streamlining the cost base in the Rest of Africa to return this business to profitability.
  • Investing in Showmax to establish it as the leading streaming platform on the continent.
  • Supporting KingMakers, Moment and DStv Insurance to drive scale.

By executing well on these objectives, the Group will be well positioned to deliver future growth and create value as Africa's leading video entertainment platform and most-loved storyteller.

Youth could be Africa’s most valuable resource, says Minister

Youth could be Africa’s most valuable resource, says Minister

Africa’s vast youth population could be the continent’s most valuable asset, potentially transforming it into a global leader in innovation, industry and economic development.

With over 60% of Africa’s population under the age of 25, Basic Education Minister Siviwe Gwarube said the continent stood on the cusp of a youth-driven growth wave that could fuel its economies and contribute to global prosperity.

The realisation of this immense potential depends on one fundamental factor - which is education.

“If we are to transform our continent’s demographic advantage into a true growth engine, we must ensure that Africa’s young people are equipped with the skills, knowledge, and abilities they need to thrive in a rapidly evolving global economy.

“This is both our challenge and our opportunity. Africa’s youth have the potential to form the largest working-age population in the world by the year 2063, but that will benefit the continent only if they are adequately educated and skilled to meet the demands of tomorrow’s industries,” Gwarube said.

The Minister was addressing the Partnerships for Education Business Breakfast held at the Johannesburg Council for The Disabled in Lenasia on Monday.

The Partnerships for Education Business Breakfast is designed to foster meaningful dialogue and establish partnerships to alleviate budgetary constraints in the education sector.

The event convened 100 business leaders from the private sector to discuss collaborative strategies to crowd in private sector resources to improve educational outcomes in South Africa.

The breakfast included presentations, panel discussions, and networking opportunities for leaders committed to investing in education as a foundation for economic growth and social progress.

Gwarube praised the potential of Africa’s youth to be the productivity drivers and innovators of tomorrow.

The Minister added that the youth represent Africa's future, as a driver of global progress and they are already demonstrating remarkable resilience and adaptability.

She said the young Africans are technologically savvy, innovative, and highly motivated, and they bring energy, optimism, and creative problem-solving to every sector they touch.

“Even when stats show that ours is a continent with the lowest levels of connectivity, young people are leveraging digital technology, they are leading the thinking on renewable energy out of sheer necessity of energy poverty, and are leading social entrepreneurship to bridge the gap in what economists refer to as the bottom of the pyramid consumer market. Young Africans are pushing boundaries and setting trends,” the Minister said. – SAnews.gov.za

Mining industry a “sunrise industry”

Location: News

Mining industry a “sunrise industry”

Mineral and Petroleum Resources Minister Gwede Mantashe has described the mining industry as a “sunrise industry” that is diversifying from bygone eras.

The Minister said this during his address at the Mintek @90 Conference held in Sandton on Monday.

Mintek is, among other things, the national research and development entity specifically focused on mining and metallurgy.

“Mintek continues to focus on conducting research that will not only have impactful outcomes for the industry but drive technological innovations that will have a positive societal impact, stimulate economic growth, reduce unemployment and inequality, as well as eradicate poverty in South Africa.

“Thanks to the work that is being pioneered by the entity, in collaboration with the industry and various research institutions, that we can now confidently describe the South African mining industry as a sunrise industry that is diversifying from the gold mining era to a diversified industry with the world’s largest reserves of platinum group metals [PGM], manganese, chrome, coal, vanadium, and rare earth minerals,” Mantashe said.

The Minister highlighted that as the need for transition towards renewable energy sources builds up steam, so will the need for PGM rise and this is where Mintek can become a “significant player” on a national, continental and global stage.

“The need for the world to transition from high carbon emissions to low carbon emissions has increased the demand for ‘green’ minerals. As the world’s largest producer of manganese and chrome, the South African manganese and chrome sectors are equally poised to play a significant role in the global automotive and construction industries given the expected demand for green technologies and electric vehicles.

“As we continue to engage the manganese and chrome producers on mineral value-addition close to the point of production, given its existing pioneering research capabilities, Mintek can be a significant player in the global clean energy economy.

“While there is no universal consensus on the “critical minerals”, the approach by Mintek in developing South Africa’s critical minerals strategy is poised to guide not only South Africa’s, but Africa’s responsible exploration, processing, and exporting of these essential resources,” he said.

Turning to the challenge of illegal mining in the country, Mantashe revealed that Mintek is playing a role in “tackling ownerless and derelict mines by closing the holes that were left behind, thereby help in combating illegal mining and trading in ores”.

He added that the entity is also engaged in work to improving mining processes and efficiency.

“Although funding for this project is not sufficient, there is visible progress which aligns with the government's commitment to addressing environmental sustainability and fostering sustainable growth within the industry.

“Furthermore, Mintek continues to lead the way in driving technological innovations that enhance metal recovery from both conventional and emerging processes.

“Its focus on continually improving these processes and ensuring the efficient utilisation of energy and water resources by developing technologies to minimise environmental pollution, reflect government’s commitment to safe reclamation of waste, and further promotes broader environmental sustainability within the sector,” the Minister said.

Mantashe emphasised that the success of South Africa’s mining sector – which has contributed at least 6.3% to the nominal Gross Domestic Product this year – rests on not only on research and development but also on collaboration between government, the private sector and academia.

“These collaborations are essential for driving progress and fostering innovation, thereby enable us to tackle the complex challenges we face. By working together, we can leverage diverse expertise and resources, thus ensuring that our collective efforts are aligned with the industry's pressing needs.

“Such synergy not only enhances our ability to respond effectively to market demands but also promotes sustainable practices that benefit the economy and the environment.

“For the next 90 years, Mintek is poised to continue its trajectory of innovation and excellence in mineral technology. The ongoing commitment to advancing techniques in mineral extraction, refining, and processing will be pivotal in addressing both the current and emerging challenges in the industry,” Mantashe said. – SAnews.gov.za

TNPA appointed Zutari for implementation plan for the Port of Durban

Location: News

TNPA appointed Zutari for implementation plan for the Port of Durban

The Transnet National Ports Authority (TNPA) has appointed Zutari, a leading infrastructure and advisory firm, as the transaction advisor to validate the Island View Precinct Strategy and implementation plan for the Port of Durban.

This appointment is a pivotal move aimed at transforming the liquid bulk sector in South Africa while ensuring security of supply.

“The Island View Strategy, originally approved in 2019, is set to undergo a comprehensive revision to ensure it remains relevant in today’s rapidly evolving landscape.

“Zutari’s role will be to analyse current market trends, review existing strategies and develop a revised comprehensive plan aimed at enhancing the sector's sustainability and operational efficiency. This initiative aligns with TNPA's commitment to implementing global best practices,” it said in a statement.

The Port of Durban’s Island View precinct is a South African national key point, managing approximately 74% of South Africa's liquid bulk imports.

With 12 terminal operators over a 1 545 000 m² area, it handles a variety of products, including petroleum, chemicals and agricultural goods. As part of the country’s transition to sustainable energy, the port will also facilitate the handling of liquefied petroleum gas (LPG) and other cleaner energy sources.

Zutari’s role includes ensuring that the strategy benefits both TNPA and the liquid bulk industry while safeguarding supply chain integrity, especially in this major petrochemical hub.

TNPA is committed to ensuring security of supply, improved terminal operational efficiencies, operational continuity, risk management and job preservation with the precinct supporting nearly 2 000 direct and indirect jobs as of 2022.

Mpumi Dweba-Kwetana, Acting TNPA Managing Executive for the Eastern Region, said the Island View Strategy aims to accelerate transformation, ensure a reliable supply of liquid bulk commodities, and increase throughput efficiency.

“The appointment of Zutari is a significant milestone towards achieving these goals. Our collaborative engagement with stakeholders, including Fuels Industry Association of South Africa (formerly known as SAPIA), the National Energy Regulator of South Africa (NERSA), the Chemical and Allied Industries’ Association (CAIA), and terminal operators, has been crucial in building confidence and identifying areas for cooperation in safeguarding the liquid bulk sector,” said Dweba-Kwetana.

Transnet National Ports Authority is responsible for the safe, effective, and efficient economic functioning of the national port system, which it manages in a landlord capacity. It provides port infrastructure and marine services at the eight commercial seaports in South Africa – Richards Bay, Durban, Saldanha, Cape Town, Port Elizabeth, East London, Mossel Bay and Ngqura.

It operates within a legislative and regulatory environment and is governed by the National Ports Act (Act No. 12 of 2005).

COP29 expected finalise financing model for developing economies

COP29 expected finalise financing model for developing economies

With the United Nations Framework Convention on Climate Change (COP29) taking place this week, South Africa expects the COP29 Presidency to enhance efforts to finalise the New Collective Quantified Goal on Finance (NCQG), which is a matter of great importance for developing economies.

“As I have said before, the current financing mechanisms have proven insufficient in scale and effectiveness, highlighting the urgency for a new financing model,” Minister of Forestry, Fisheries and the Environment Dr Dion George said on Sunday.

The Minister expressed confidence in the South African delegation who will be participating in the COP29 as they departed to attend the conference.

COP29 kicks off on Monday, 11 November and will conclude on Friday, 22 November in Baku, in Azerbaijan.

George will join the South African team in Baku as head of the delegation this week.

COP29 is expected to focus on intensifying efforts to quantify resources for developing countries to meet ambitious climate targets under this year’s theme of “In Solidarity for a Green World.”

The climate change conference takes place at a critical moment of intensifying geopolitical tensions, heightened trade protectionist measures, and divisive approaches on issues such as carbon border adjustments.

COP29 is expected to build on strong leadership and outcomes from Dubai COP28.

The incoming COP29 Presidency has set ambitious priorities and the two-day summit at the start of the conference will get proceedings underway, by bringing together global leaders to raise awareness and accelerate climate action.

“Another key issue for South Africa and other developing economy countries is the adoption of Article 6.4 rules that will allow the immediate implementation of carbon market measures and unlocking new projects that contribute to economic growth, decarbonization of value chains and job creation.

“By establishing transparent and robust mechanisms under Article 6, we can enable countries to work together more effectively,” the Minister said.

George will be co-chairing discussions on mitigation together with his Norwegian counterpart and in their consultations, the Ministerial Pair will be engaging with parties and all negotiating groups to conduct informal consultations on concrete issues related to overcoming barriers and complexities in implementing countries’ Nationally Determined Contributions (NDC) as well as the necessary means of implementation to achieve the 1.5-degree goal and net-zero decarbonisation in 2050.

The NDC cover adaptation, mitigation as well as finance and investment requirements and is based on equity.

George, and his counterpart from Norway, Minister of Climate and Environment Tore Onshuus Sandvik, have been appointed to steer informal consultations on mitigation before and during the COP29.

The Ministerial Pair was appointed by COP29 President-designate and Minister of Ecology and Natural Resources in the Republic of Azerbaijan, Mukhtar Babayev.

“I have full confidence in our negotiating team, and I encourage all South Africans to follow proceedings on all online platforms. I look forward to joining the team shortly,” George said.
Once again, South Africa will be hosting a South African exhibition pavilion at the climate change talks in partnership with the National Business Initiative (NBI).

During the conference a number of dialogues and side events are to be hosted at the Pavilion to showcase the work being done by various South African organisations to raise awareness, adapt to, and mitigate, climate change. -SAnews.gov.za

The newly-sanctioned South African National Petroleum Company (SANPC) kicked off its global investor roadshow at African Energy Week: Invest in African Energies on Thursday, inviting investors and governments to engage with South Africa's oil and gas prospects, while showcasing strategic plans for the new entity.

Speaking on the rationale behind the creation of the SANPC, South Africa's Minister of Mineral and Petroleum Resources, Gwede Mantashe, emphasized the need to rationalize and consolidate the country's many state-owned enterprises. The aim is to maximize efficiencies, streamline the sector, reduce costs and prioritize petroleum development as a catalyst for economic growth.

“The focus is to drive economic growth and development. We want it to grow – we want to get into fossil fuels. We must do it. [We want to] improve operational efficiencies, scale of market and market share,” said Minister Mantashe.

The SANPC operates under a broad mandate to acquire, generate, manufacture, market and distribute all forms of energy, including crude oil, natural gas, coal, renewable energy and biofuels. South Africa's extensive coal bed methane and shale gas resources were highlighted, including the gas-rich Karoo Basin and the Saldanha Bay gas-to-power project. The country also benefits from deep-sea ports, robust infrastructure and a favorable regulatory framework, with the potential to create synergies with nearby oil and gas producers such as Mozambique and Angola.

“We need to start thinking as a region instead of as countries,” said Godfrey Moagi, CEO of SANPC.

South Africa's refining capabilities were also emphasized as a critical priority, with enhancing the country's liquid fuels security identified as a matter of national security and strategic interest. The SANPC stated that in 2024, South Africa is expected to import 70% of its manufactured liquid fuel needs.

“This has put the country at risk, and we are dealing with issues of security of supply. We need to prioritize commercial sustainability for the entire CEF Group to drive economic recovery,” said Moagi. “In South Africa, we import $2.5 billion of crude oil and products. The SANPC is going to change this, so that South Africa looks differently.”

“[Reviving] refining capacity reduces the risk on petroleum supply. We must cushion it with our own refining capacity,” said Minister Mantashe.

Following its formation in 2024, the SANPC will enter its second phase of operationalization in 2025, which includes forming strategic partnerships and alliances, operationalizing its assets, and optimizing its business and service model. Starting in 2026, the company plans to enter its growth phase, deploying an integrated “New Energy” growth strategy, developing and optimizing assets, expanding its portfolio, diversifying revenue streams and advancing its technology and innovation strategy.

The SANPC will host a series of upcoming roadshows spanning Africa, Europe and the Middle East, organized by Energy Capital & Power.

Local Manufacturing Key to Advancing Green Technologies

Location: News
African Energy Chamber

The African continent is developing promising green technologies to address energy access disparities and to foster economic growth. Its countries should take an active role in local sustainable energy solutions, rather than merely being consumers of these technologies.

At a dedicated panel session at African Energy Week: Invest in African Energies 2024, panelists emphasized the need for countries already producing oil and gas to utilize local energy resources for the purposes of enhancing value and meeting domestic needs, particularly for secluded and rural areas that do not have access to energy on the grid. They agreed that green technology and innovation could not be advanced without significant investments in local capacity, particularly in manufacturing and grid infrastructure.

Moderated by S&P Global Head of Energy Transition, Ashutosh Singh, panelists of the Advancing Green Technology and Innovation in Africa session further agreed that while renewable energy may not create immediate large-scale jobs, strategic planning by policymakers could lead to millions of new opportunities as the sector evolves.

James White, CEO of Comet Energy, highlighted that legislative barriers also exist in many African nations. In South Africa, for instance, larger solar installations connected to the grid need a generation license from National Energy Regulator of South Africa (NERSA). This, White believes, adds an additional layer of complexity and can deter potential investors or developers from pursuing solar projects.

Although recent amendments to policies have raised the threshold for embedded generation projects without a license to 100 MW, navigating these regulations still poses significant challenges, he noted. “We also need to look at developing local supply chains, which are needed to further drive down costs and improve accessibility to technologies,” he said.

Dennis Bauer, Senior Executive Energy Transition Advisor, Neuman & Esser discussed the potential of hydrogen as key to Africa's energy transition.

By 2035, more than 50 million tons per year of cost-competitive green hydrogen can be produced on the continent by blocks in Morocco, Egypt and South Africa. However, Bauer emphasized that localized supply chains are necessary to support these developments. “Developing local manufacturing capabilities for battery components and other technologies can significantly reduce costs and enhance sustainability,” he said.

The panel discussion also touched on advancements in solar technology, noting improvements in efficiency and flexibility that can facilitate deployment in remote areas.

CEO of South African National Energy Development Institute (SANEDI), Dr Zwanani Titus Mathe, stressed the importance of learning from successful models surrounding new green technologies, like China's investment in research and development (R&D).

“We need to establish centers of competence across Africa focused on R&D, manufacturing and skills development to position the continent as a leader in green technology. As African nations commit to investing in green innovation, collaboration among governments, businesses, and communities is also essential,” he said.

Director of International Relations at IFP Energies nouvelle (IFPEN), Dr Said Nachet, concluded that Africa has the potential to lead in green technology. “By harnessing local resources and fostering innovation, the continent can emerge as a hub for green technology and sustainable energy solutions,” he said.

Africa’s Energy Infrastructure Can Only Succeed with Enhanced Transmission

Location: News
African Energy Chamber

As the demand for electricity continues to rise across the African continent, it is imperative for countries to act swiftly to enhance transmission capabilities and develop robust infrastructure to secure new energy integration sources over the next 25 years.

A recent report by consulting firm McKinsey & Company estimates that $400 billion will be required to enhance electricity transmission and distribution capacity across Africa by 2050. This investment is critical for modernizing energy infrastructure and ensuring energy security for the continent.

During a panel discussion titled ‘Optimizing Africa's Grid Capacity' at the African Energy Week: Invest in African Energies 2024 conference, Eskom's Transmission Group Executive, Segomoco Scheppers, highlighted the potential of the Electricity Regulation Amendment Act 38 of 2024 for South Africa and its neighboring countries.

This legislation will facilitate the establishment of a market operator in South Africa, creating opportunities for diverse players in the energy sector. “This shift signifies a transformative period in our industry as we adapt to new market dynamics,” he stated.

Despite having interconnections of 400 kV with neighboring countries, Scheppers acknowledged existing challenges. “Strengthening these connections is essential for enhancing regional cooperation and ensuring a reliable energy supply across borders. The reliance on thermal generation in the south, particularly to support countries like Zambia, underscores the need for stronger interconnections,” he explained.

Eskom is further embarking on an extensive domestic expansion program aimed at rapid development – an endeavor that also presents significant challenges. “Learning from global leaders in infrastructure development, particularly from experiences in China, could provide valuable insights into scaling our efforts efficiently,” Scheppers added.

Wang Wenan, Chief Representative, African Representative Office at the State Grid of China, discussed the successful completion of major projects, including the largest long-distance transmission project on the continent — a 500 kV DC line from Ethiopia to Kenya.

However, he noted that fostering private participation in energy projects remains a primary obstacle. “Engaging in dialogues about investment barriers and sharing best practices is crucial for unlocking potential growth in Africa's energy sector,” he emphasized.

Also speaking on the panel, Willy Ireri, Executive Director of Osprey Renewables, highlighted that while East Africa has abundant renewable resources such as wind, solar, and geothermal energy, access to reliable transmission infrastructure in this region also remained a critical challenge. “We are therefore committed to collaborate with state utilities and private investors to ensure that generated electricity reaches emerging green industries in the region,” he said.

With favorable legislation for private investment in transmission expected to be operational by 2025, Osprey Renewables aims to play a vital role in facilitating access to renewable energy for consumers.

“Our mandate at Osprey extends beyond generation; we actively engage across the entire value chain and we are seeing growing interest in green manufacturing and hybrid data centers,” Ireri added, noting that the Kenyan government has initiated proposals inviting independent transmission projects, signaling a positive shift toward increased private sector participation.

Power and Grid Segment President at Schneider Electric, Gary Lawrence, highlighted that a modernization of power grids was also needed. “The traditional grid was designed over a century ago for one-directional flow; today's needs require a bidirectional grid that allows seamless interaction between producers and consumer.”

The industry is balancing supply and demand effectively through initiatives such as collaborating with Egypt's Ministry of Electricity and Renewable Energy to develop distribution control centers that enhance grid intelligence and implementing distributed energy management systems in South Africa.

Eskom, French development agency sign R125 million grant agreement

Eskom and Agence Française de Développement (AFD) have signed a R125 million grant agreement to support the development of the power utility’s Tubatse Pumped Storage System (PSS) project.

The hydro storage system project is located in the Elias Motsoaledi Local Municipality in Limpopo and has been billed as a top priority project by the Infrastructure South Africa Programme.

Eskom Group Chief Executive (GCE), Dan Marokane, said the grant will provide South Africa and the power utility with another pathway to achieve its low carbon economy goals.

“Without large-scale facilities such as Tubatse, the management of intermittent power from renewable energy–wind and PV [photovoltaic] –would be very difficult without the kind of intervention that pump storage systems offer,” he said on Thursday.

The GCE added that the power utility has “developed a pipeline of more than 20 GW of clean energy projects to diversify its energy mix and reduce its emissions related to fossil fuel generation”.

“Over the next three years we have an ambition to execute at least 2GW of these projects. The clean energy projects will consist of a diversified capacity mix of renewable energy solar PV and wind, hydro, gas, nuclear and pump storage,” Marokane said.

The power utility described the Tubatse Pumped Hydro Storage System as a “mega installation with a power generation capacity of 1.5 GW” with a storage capacity of 21 GWh.

“Large-scale storage and grid services such as these are necessary to accommodate the rapid development of renewable energy in South Africa, as planned through the Just Energy Transition (JET) Investment Plan.

“Eskom plans to develop the Tubatse PSS project as a Public-Private Partnership and will intend to procure the services of a Transaction Advisor to conduct a thorough Private Sector Participation feasibility study and business case in the first quarter of 2026.

“This Transaction Advisor, to be financed by said grant funding, will support Eskom in procuring a private developer for the project’s implementation, which is scheduled for the 2025–2033 timeframe,” Eskom said.

Ambassador of the European Union to South Africa, Sandra Kramer, said of the grant agreement: “The partnership between Team Europe and South Africa continues to deepen. We are rolling out our Global Gateway investment programme in crucial areas such as the green energy transition.

“The Global Gateway grant funding provided here today will further unlock the immense potential for renewable energy and support South Africa to realise its ambitions for a greener tomorrow”.

AFD’s Regional Director for Southern Africa and Country Director for South Africa, Audrey Rojkoff, added: “AFD’s funding to Eskom reaffirms our commitment to support Eskom’s efforts to diversify its energy mix and maintain energy security, which will ultimately strengthen its capacity to respond to the growing energy needs and economic growth of South Africa”. – SAnews.gov.za

(B)energy Relaunches Africa-Focused Clean Cooking Solution

Location: News
African Energy Chamber

Africa-focused biogas company (B)energy re-launched BiogasUnite, a digital platform designed to boost the use of biogas for clean cooking in Africa, during a technical workshop at African Energy Week: Invest in African Energies 2024 on Tuesday.

Katrin Puetz, Founder and Managing Director of (B)energy, said the company is seeking £780,000 from African and global investors to fund the adoption of BiogasUnite across the continent. Currently under trial in Uganda, the platform will provide a streamlined approach to connecting biogas consumers, technicians and energy stakeholders, according to Puetz.

The initiative targets the repair of approximately 175,000 biogas cooking systems currently out of service due to maintenance challenges.

(B)energy established partnerships for the platform with fifteen organizations in countries such as Nigeria, Sierra Leone, Benin, Ghana, Mali, South Africa, Zimbabwe, Kenya and Mozambique

“Around 200,000 biogas cooking systems were installed in Africa since 2012, yet nearly 60% are now non-functional due to inadequate maintenance,” Puetz explained.

The platform, enabled with a smart meter and app, provides users with direct access to technicians for stove maintenance, while enabling business owners to rent and monetize their cooking stoves, reducing the previously high upfront costs that hindered biogas adoption and scalability, according to Puetz.

“Fifteen years ago, about 700 million people lacked access to clean cooking, and this number has since grown to nearly a billion,” stated Puetz, adding “The African Energy Chamber, with its extensive data and connections across the African energy sector, would be an ideal partner.”

She said having governments as partners will help with job creation and drive sustainability of the oil and gas industry.

AEW 2024 Hydrogen Summit Highlights Collaboration as Key to Investments

Location: News
African Energy Chamber

Africa's abundant energy potential, coupled with Europe's ambitious production and import goals, have resulted in the development of a burgeoning global green hydrogen economy. Africa currently has 125 GW of hydrogen capacity with major contributors including Egypt, Mauritania, South Africa, Morocco, Namibia and Kenya – a group of nations that form part of the Africa Green Hydrogen Alliance group.

A dedicated panel session titled, Hydrogen Summit: Unleashing the African Green Hydrogen Revolution, at this year's African Energy Week: Invest in African Energies 2024 conference explored the significant role that hydrogen plays in the future of African energy. The panel noted that the EU market represents the largest commercial opportunity for hydrogen projects on the continent, with international collaboration being highlighted as a key strategy towards driving the sector forward.

“We need to see more countries establish key terms to create a platform for knowledge sharing,” stated Africa Green Hydrogen Alliance liaison Joyce Kabui, adding, “The support here depends on the scale of collaboration in the green hydrogen space.”

Mauritania has emerged as one of the world's top green hydrogen investment destinations. The country has effectively captured 1.5% of the global hydrogen market with 3 of its major hydrogen developments – the 30 GW AMAN development, 35 GW Megaton Moon project and 10 GW Project Nour development by renewable energy developer Chariot Energy Group, which collectively contribute to the country's objective of producing 12.5 million tons of green hydrogen annually by 2035.

“In Mauritania, we've managed to prove renewable resources and understand energy profiles available from natural resources to supply the value chain,” stated CWP Global Vice President of Project Development Africa, Margaret Mutschler, adding, “We've conducted environmental studies and baseline studies in countries like Mauritania that is relevant in other countries as well.”

Meanwhile, South Africa's government has recognized green hydrogen as a key aspect of the country's just energy transition. It has introduced the Hydrogen Society Roadmap to serve as the industry's framework to facilitate large-scale investments in the sector.

“If you look at hydrogen as a source, it's underpinned by the hydrogen roadmap that the government has begun to drive,” stated General Manager of Energy Projects at South Africa's state-owned Central Energy Fund, Sifiso Msabala. “There is a focus on hydrogen in this country and we understand the issues that are inhibiting progress. We know that South Africa is a great country to contribute to the global hydrogen industry.”

Louis Andzouono, Head of Database Department at the Republic of the Congo's state-owned Société National des Pétroles du Congo (SNPC), expressed his country's commitment to driving a sustainable green hydrogen sector. The parastatal company received authorization from the government last year to explore the development of a green hydrogen market in the country.

“The SNPC is confident that its promotion of green hydrogen will succeed and thrive,” Andzouono stated, adding, “We assume the missions and projects of the state will guarantee a serene future for the Congolese people through structure and eco-friendly projects.”

The panelists noted that supportive policies and international collaboration will bolster Africa's green hydrogen economy, potentially attracting investments and improving resource capacity.

AEW Highlights Critical Minerals Role in African Renewables Growth

Location: News
African Energy Chamber

Africa must expand its renewable energy manufacturing capabilities and leverage its critical minerals to foster growth in its renewables sector, according to James Mackay, Managing Director at the Energy Council of South Africa.

Speaking on a panel discussion during African Energy Week: Invest in African Energies' Pre-Event Technical Workshops, Mackay said the high cost of renewables in Africa could be lowered by enhancing local manufacturing capacity, making vital technologies more accessible for project developers.

“Egypt is currently leading in solar manufacturing, but other African governments should work to attract investments and implement policies that incentivize manufacturers to establish operations on the continent,” stated Mackay.

Carlos Torres Diaz, Senior Vice President & Head of Gas and Power Markets Research, Rystad Energy highlighted Africa's youthful workforce as a strategic advantage in developing innovative solutions required to harness the continent's 30% share of global critical minerals. According to Diaz, the focus is no longer solely on replacing fossil fuels but on integrating all energy resources and using digital tools to stabilize the power grid.

“Gas-to-power solutions remain essential for stability alongside renewables,” he noted.

Despite holding 40% of the world's total solar potential, Africa currently utilizes only 35% of its capacity, according to Nivedh Das Thaikoottathil, Senior Analyst – Renewables & Power at Rystad Energy. Thaikoottathil pointed out that Africa's ability to add value to its critical minerals will shape its potential to produce over 100,000 TWh of solar energy annually, potentially increasing the share of solar and wind from 8% today to 60% by 2040.

Commenting on high-growth renewable energy markets in Africa, Thaikoottathil said South Africa, Morocco, Egypt, Tunisia, Mauritania and Mozambique are the key players.

“We are seeing growing financing for renewable projects and new interconnectors between North Africa and Europe, with 24 GW of proposed capacity aimed at linking the regions,” he said.

AEW: Invest in African Energy 2024 is held alongside the Critical Minerals Africa Summit which will run from November 6 – 7 November in Cape Town, offering delegates access to the full scope of energy, mining and finance leaders.

AEW 2024 Opens in Cape Town with Clarion Calls to Drill, Invest and Drive Projects Forward

Location: News
African Energy Chamber

The African Energy Week (AEW): Invest in African Energies 2024 conference officially opened with calls from the industry to ‘drill baby drill.' Citing the need to enhance climate justice through the development of domestic energy resources, industry leaders from across the continent underscored the need to sign deals, foster partnerships and drive projects forward.

With over 600 million people living without access to electricity and 900 million people without access to clean cooking solutions, the AEW: Invest in African Energies opening ceremony – sponsored by Kosmos Energy – positioned the oil and gas industry as the catalyst for making energy poverty history.

“Our priority must continue to be to end energy poverty for all Africans as well as to create an enabling environment where the oil and gas industry can thrive,” stated Diamantino Pedro Azevedo, Minister of Mineral Resources, Petroleum and Gas, Angola. “That is also our priority in Angola. The oil and gas industry will be a fuel for socioeconomic development.”

For the African Petroleum Producers Organization (APPO), prioritizing the development of domestic markets will be integral for eliminating energy poverty. APPO Secretary General Dr. Omar Farouk Ibrahim stated that “Today, APPO is focused on creating an integrated, regional and continental energy market. To create markets, we need to create cross-border, regional and inter-regional infrastructure. One of our projects we are working on is the Central African Pipeline System, which aims to link countries through crude oil and gas pipelines.”

Adding to these remarks, Kgosientsho Ramokgopa, Minister in the Presidency, Energy and Electricity, South Africa, said that “Today, Africa's path forward lies in seizing control of our energy destiny. Our resources make us capable of not just powering our homes and industries but a new Africa. This will require unity of purpose and a collective resolve.”

Despite project progress, financing remains a central challenge to oil and gas development in Africa. According to Mary Bruce Warlick, Deputy Executive Director of the International Energy Agency, “African countries account for 20% of the world's population but only 4% of global investment. Energy investment has been falling across the continent over the past decade. Africa needs $200 billion to achieve its climate and energy goals by 2030.”

To address these challenges, the African Export-Import Bank (Afreximbank), in collaboration with APPO, established the Africa Energy Bank, an institution which offers financing for African oil and gas projects. According to Benedict Oramah, President & Chairman of the Board, Afreximbank, “The Africa Energy Bank is the first multilateral sector bank in Africa. We expect the bank to significantly contribute towards bridging the funding gap in the African energy sector. It will be open for business to have access to funding by February in 2025. We invite you to send in your applications to be the first transaction by the Africa Energy Bank, which will be ready in a few months' time.”

The Africa Energy Bank supports energy companies drive projects forward. For independents such as Oando, this presents a strategic opportunity to expand their oil and gas portfolios in Africa. Wale Tinubu CON, Group Chief Executive Officer, Oando PLC, said that “The oil and gas landscape is changing. Between 2015 and 2023, there have been more than $7 billion of divested assets in Africa. In terms of M&A activity, there have been a focus on onshore and shallow water acquisitions and we have seen a rise of indigenous joint ventures and collaborations.”

Stepping into this picture, the AEW: Invest in African Energies conference convenes under a goal to make energy poverty history. By uniting the industry in Cape Town, the event fosters partnerships, promotes deal-signing while creating a collaborative environment for companies to do business in Africa's energy sector.

“It is the time for us to tell the African story, written from Cape to Cairo and Kampala to Dakar. We will forge a path that shapes the future. We have work to do in Africa. We sign baby sign so that we can drill baby drill. Let's not stop getting projects signed,” stated NJ Ayuk, Executive Chairman, African Energy Chamber.
