President Ramaphosa stresses Job Creation, Inclusive Growth in Mpumalanga

President Cyril Ramaphosa has underscored the importance of inclusive economic growth and job creation as the central focus of government and its social partners. 

The President was speaking at the meeting between the National Executive and the Mpumalanga Provincial Executive Council at the Nkangala District Council Chambers, Mpumalanga. 

President Ramaphosa reiterated that cooperative governance is a constitutional mandate, urging all spheres of government to collaborate more effectively to address common challenges. 

Highlighting Mpumalanga’s potential, President Ramaphosa noted the province's dual role as South Africa’s energy powerhouse, fuelled by its abundant coal reserves, and a hub for agriculture and tourism. 

However, he also acknowledged the significant challenges the province faces, including an unemployment rate above the national average and widespread poverty. 

“For Mpumalanga, inclusive economic growth and job creation must therefore be at the forefront of the efforts of government and all social partners. Like other provinces, Mpumalanga needs to grow faster, and the benefits of growth need to reach more of its people.

“Fortunately, this province has many advantages that it can use to drive growth and development. Mpumalanga is literally South Africa’s powerhouse,” the President said. 

This is the National Executive’s third engagement with a provincial executive council. The Executive has previously met with the provincial leadership of Limpopo and KwaZulu-Natal.

Over the next year, the National Executive is planning to meet with the leadership of all other provinces. 

The President pointed to the province's critical role in the country’s just transition to a low-carbon economy, stressing the need to balance environmental objectives with protecting livelihoods.

“Mpumalanga is literally South Africa’s powerhouse. Most of the country’s electricity comes from here, fuelled by the abundant coal reserves in this province.

“Mpumalanga will therefore continue to be vital to the social and economic development of the country for many years to come. For this reason, the province will also be at the centre of the just transition to a low-carbon economy,” the President said. 

He called for investment in new technologies, industries, and skills to drive growth and create opportunities for communities.

President Ramaphosa lauded Mpumalanga's commitment to infrastructure development, which he described as essential for economic growth and improving the quality of life for residents. 

“This is a fertile province, which has the ability to sustain a wide variety of agricultural activities. Mpumalanga is a province of natural splendour. It has long been a destination for visitors from across South Africa and across the world. We are encouraged by the determination of the province to invest in infrastructure,” the President said. 

He encouraged provincial leaders to strengthen partnerships with national entities such as Infrastructure South Africa and the Infrastructure Fund.

The meeting, attended by Minister of Cooperative Governance and Traditional Affairs Velenkosini Hlabisa, Mpumalanga Premier Mandla Ndlovu, and several Ministers and Deputy Ministers, aimed to align national and provincial priorities.

As engagements with other provinces continue, President Ramaphosa emphasised the importance of leveraging regional strengths to complement national development goals.

“Different provinces have different resources and capabilities. As a country, we must ensure that these are developed and work to complement each other,” the President said.

The gathering is part of the President’s ongoing efforts to enhance cooperation between national and provincial governments to address pressing socio-economic challenges and promote sustainable development. – SAnews.gov.za

Deputy President Paul Mashatile will on Wednesday, 11 December 2024, attend and address the launch ceremony of the corporate social responsibility report of Chinese-funded enterprises in South Africa. 

The Deputy President will be attending the event at China Construction Bank in Sandton, Gauteng, at the invitation of the South Africa-China Economic Trade and Association (SACETA).  

SACETA was established in April 2011 and serves as a vital platform for fostering economic and trade collaboration between China and South Africa.

It represents 200 Chinese-funded enterprises in South Africa and is guided by the principles of a shared future and joint pursuit. 

“Through their collective efforts, SACETA members have made significant contributions to South Africa’s economic growth and social development.

Over 300 Africa-focused delegates converged at the 11th edition of the Africa Early Stage Investor Summit, and filled up the room for the AESIS Deal Morning ready to engage with Africa's most promising founders. Next to another 15 highly promising startups, VC4A (www.VC4A.com) hosted eight female entrepreneurs from IFC's She Wins Africa program, who took the AESIS2024 stage to pitch their solutions after completing an intensive technical residency in Cape Town. The energy was palpable, reflecting the increasing investor appetite for ventures that not only deliver commercial success but also drive meaningful impact across the continent.

In the opening remarks of AESIS - which took place from the 28th to the 29th of November with the theme “Pioneering Pathways: Innovating Investment Mobilization in Africa” - VC4A CEO Vincent Hoogduijn set the tone for the two-day event. “Why does VC4A organize AESIS every year? The answer is simple - we are here to unite the African early stage investment ecosystem".

Summing up what was a momentous event, here are the key highlights:

A key takeaway was the need for cross-border collaborations and the role of tech-driven platforms in streamlining the investment process. Investor Experiences: An exclusive series of partner-hosted events to close Day 1 of AESIS2024, provided unique and casual style networking opportunities, to promote connections between investors, entrepreneurs, and leaders of industry. Partners include IFC, GIZ-SAIS, FMO Ventures, Lofty Inc Capital, TLCom Capital, Crypto Asset Investment Fund (CAIF), Digital Africa, ENZA Capital, Disraptors and Breega. The relaxed atmosphere facilitated meaningful conversations, affording the opportunity for long-term partnerships and friendships to be built.

Day 2:

  1. Taking an apt quote from closing remarks by Thomas van Halen, Director of Investor Services at VC4A “The evolution of the African startup ecosystem reflects the growing maturity of the market, but also highlights the need for innovative and flexible exit mechanisms to meet the diverse needs of founders, investors, and funds.”

“Entrepreneurs are the architects of Africa's success” said Phuti Mahanyele-Dabengwa, the South Africa CEO, Naspers, and the AESIS2024 Guest of Honour who delivered the moving keynote on Day 1.

Anne Kabugi, Regional Gender Lead at IFC, opening the Venture Showcase - She Wins Africa pitches, tasked the delegates with a question, a food for thought: "What if I told you that Africa's food crisis is going to be solved by women?”

Nicola Tyler of The Thinking Company delivered a welcome on Day 2's Deal Morning, charging the audience with a stand out statement: “Africa is not the biggest problem in the world, it is the biggest opportunity”.

Submit applications to JET funding platform today

Energy and Electricity Deputy Minister Samantha Graham-Maré has urged community project owners to submit applications to the Just Energy Transition (JET) funding platform before the 13 December 2024 deadline.

The Deputy Minister explained that the funding platform was developed by the JET Office within the Presidency “in response to the low rate of take-up for the funding committed by the International Partners Group (IPG), which have committed over $11 billion to South Africa’s goal of decarbonising our energy sector". 

“However, there has been difficulty matching projects to funders, and many potential projects are not always at a stage where funders can commit.

“The purpose of the JET Funding Platform is to be a matchmaker between grant funders and potential JET beneficiaries by providing project preparation and application support, while offering complete transparency to the public on the grant spending and projects. 

“Eligible projects must aim to drive renewable energy innovation, economic growth, and community development, and through the platform, will be able to move through project preparation gates and submit feasible applications that meet the expectations and requirements of funders. The platform also allows multiple funders to support one project, which allows for greater funding and support from a variety of sources,” Graham-Maré said.

Focus areas on the platform include:

  • Supporting communities and workers impacted by the shift from coal to renewable energy.
  • Economic diversification planning to create resilient, renewable-energy-driven economies, particularly in Mpumalanga.
  • Community ownership models for renewable energy projects, ensuring inclusive participation.
  • Technical assistance and business development support for renewable energy initiatives.
  • Capacity building for institutions and community organizations active in renewable energy.
  • Start-up capital, debt, and equity for enterprises championing renewable energy in transitioning regions.
  • Reskilling and upskilling programs to help workers thrive in renewable energy careers.
  • Research and innovation to advance renewable energy technologies and community-led solutions.
  • Credit support for SMMEs driving renewable energy advancements.

“The JET Funding Platform is a beacon of South Africa’s commitment to a cleaner, greener energy future. By enabling innovative renewable energy projects, we are not just stabilising the grid but creating jobs, fostering economic resilience, and placing communities at the heart of our energy transformation. The platform's goal for the first year is to match 20 projects with R600 million of funding.

As we approach the end of 2024, reflecting on our nation's challenges and opportunities is important. The recent history of South Africa has shown us that traditional modes of governance are no longer sufficient to address the complex issues our society grapples with. From the lingering impacts of the COVID-19 pandemic to the escalating cost of living, the time has come for a renewed focus on how we govern and implement our policies.

At the heart of this transformation lies the cluster system of governance, a framework designed to improve coordination and integration across all levels of government. While this system has been established for some time, we must critically assess its efficacy in facing persistent service delivery challenges and ensuring that the government provides high-quality services to its citizens. The 7th Administration has articulated three key priorities: driving inclusive growth and job creation, reducing poverty, and building a capable, ethical, and developmental state. These goals cannot be achieved in silos; they require a collaborative approach that leverages the strengths of various sectors and stakeholders. 

Our challenges are multifaceted and interconnected, rendering a fragmented approach ineffective. Our citizens are looking for solutions that are not only effective but also equitable. The cluster system must evolve to ensure that we address critical delivery issues adequately and hold ourselves accountable for the implementation of decisions made. 

To maximize the effectiveness of the cluster system, we must embrace strategic guidance and agenda-setting that promotes integration. The role of the Minister in the Presidency is fundamental in this regard. By coordinating with Ministerial Cluster Chairpersons and providing clear direction, we can ensure our priorities are aligned and that we work towards a common goal. Centralizing the Secretariat for the cluster governance system would streamline processes and enhance communication, enabling clusters to engage meaningfully and make informed decisions. Reducing the frequency of Cabinet meetings will also allow for deeper discussions and strategic analysis, advancing a culture of robust conversation.

Ultimately, the success of the 7th Administration hinges on our ability to create shared public value. This means increasing the worth of our population, territory, institutions, and competitive advantage. All government departments and agencies must align with this vision, as their contributions are imperative to establishing a cohesive and effective governance framework. Activating the Five National Security Quintets—national identity, values, interests, power, and will—will be key in rallying our citizens behind our collective goals. A collaborative approach is vital as we navigate both domestic and international landscapes.

As we move forward, let us reaffirm our commitment to a cluster system that is more than just a structural framework; it must be a dynamic and responsive mechanism reflecting the needs of our society. We can restore trust in our government and improve the lives of all South Africans by promoting partnerships, enhancing coordination, and building a culture of accountability. 

The challenges are significant, but so are the opportunities. Together, we can build a capable, ethical, and developmental state that not only meets today's needs but also paves the way for a prosperous future.

South Africa’s progress in 2024 sets the stage for hope in the New Year

As the year draws to a close, President Cyril Ramaphosa has reflected on South Africa’s achievements and challenges, expressing optimism for the year ahead in his weekly newsletter.

This year marked three decades since the advent of democracy, with the country commemorating its progress in building a constitutional order rooted in freedom, equality and human rights. 

Among the highlights was South Africa’s seventh successful General Election, with 70 political parties contesting. The Electoral Commission was lauded for its efficient management of the polls, reflecting a maturing democracy.

“Our democracy has evolved and matured. We have a Government of National Unity comprising 10 political parties from across the political spectrum. They have agreed on three strategic priorities for this administration. The first strategic priority is to grow our economy and create jobs.

“The structural reforms initiated under the sixth administration are continuing to create conditions for our economy to grow and to create jobs,” the President said. 

Economic growth and energy stability

Efforts to grow the economy and create jobs have borne fruit, with over 250 days of uninterrupted power supply this year. This achievement was credited to improved maintenance by Eskom, increased renewable energy capacity, and widespread adoption of solar solutions. 

“The work of the National Energy Crisis Committee continues. It is working to get more power onto the grid, expand our electricity infrastructure, diversify the market for the benefit of consumers, and lay the groundwork for an energy-secure future,” the President said.

President Ramaphosa said the recovery of commuter and freight rail services also marked a turning point. Passenger rail saw a surge in usage, with 31 of 40 corridors operational and passenger numbers climbing to 40 million from 15 million in the previous year.

Ports in Durban and Cape Town also experienced operational improvements, further boosting economic activity.

“We are making progress in the recovery of freight rail and dealing with longstanding operational challenges in our ports. We are seeing improvements at the container terminals in Durban and Cape Town, as well as with infrastructure upgrades,” the President said. 

Tackling poverty and the cost of living

Turning to poverty and the cost of living, the President noted a significant drop in consumer inflation, bringing down prices of essential goods, including food and fuel.

While unemployment levels remain extremely high, the President said more South Africans are finding jobs.

Government continued to sustain a substantial social wage, dedicating 60% of the national budget to social grants, subsidized housing, free basic services, and no-fee schools.

“These are the measures that reduce poverty and directly improve people’s lives. In addition to the provision of grants to vulnerable groups and unemployed people, this social wage includes subsidised housing, free basic services, no-fee schools and school nutrition. Government has been able to sustain these measures, even as public finances are under severe pressure,” President Ramaphosa said. 

Strengthening State capacity

The President said the administration has worked to enhance government’s ability to deliver basic services, despite the challenges of poor governance and financial constraints in many municipalities.

“The third strategic priority of this administration is to strengthen the capacity of the State to deliver on its mandate. Our efforts to improve the capacity and capability of the state to deliver on basic services continue,” the President said. 

The President cited disruptions in the supply of electricity and clean water as a major problem in many municipalities. He added that many local councils are plagued by poor governance, limited capacity and severe financial constraints which affect service delivery. 

“These are the challenges we are grappling with. We have identified local government as a major focus in this administration. Through initiatives like the Presidential eThekwini Working Group, we are bringing all stakeholders together to solve local problems,” the President said. 

Challenges and Future Plans

While progress has been made, the President acknowledged persistent challenges.

Unemployment remains high, crime and violence are widespread, and service delivery disruptions are a major concern. However, he emphasised the importance of collaboration among government, business, labour, and civil society to address these issues.

“The progress we have made this past year and during the course of the previous administration shows that we can overcome the difficulties our country faces.

“As government, business, labour and civil society, we are able to achieve a great deal when work in unison to overcome our common challenges,” the President said. 

G20 Summit in 2025

Looking ahead, South Africa will host the G20 Summit in 2025, further positioning itself as a key player in addressing global challenges. 

The administration also plans to launch a National Dialogue to unite citizens in crafting a shared vision for the country.

“In the new year, we will embark on a National Dialogue that will draw together all South Africans in crafting a common vision for the country,” the President said. 

Concluding his message, the President expressed hope for 2025, vowing to build on the momentum of 2024. 

“Overcoming poverty and underdevelopment, creating more jobs, and addressing societal ills like gender-based violence, requires that we must all play our part, where we can.

"On many fronts, this year has been better than the last. We will build on these achievements in 2025.

Lamola advocates for the evolution of multilateral institutions

With the world facing complex issues such as climate change, economic inequality, global health crises, and geopolitical tensions, International Relations and Cooperation Minister Ronald Lamola says multilateral institutions must evolve to meet the global challenges of today.

“While international cooperation and multilateralism are currently confronted with divisive geopolitics and unprecedented challenges such as climate change, slow economic growth and deepening poverty, the G20 must make strides in forging practical, mutually beneficial cooperation that champions an international order that is fairer, just, inclusive and representative,” the Minister said on Monday in Johannesburg.

He was addressing the first G20 Sherpas Meeting, as South Africa commenced with the first engagement of the more than 130 meetings that will precede the G20 Summit in 2025.

The Sherpa Track is led by the personal representatives of G20 leaders, and oversees negotiations and discusses the points that form the summit’s agenda, and coordinates most of the work.

On 1 December 2024, South Africa assumed the Presidency of the G20 group of countries, which comprises many of the world's largest developing and developed economies.

It was established to tackle pressing global economic and financial issues. Together, G20 members account for around 85% of global GDP and 75% of international trade. 

The G20 comprises 19 countries including: Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Türkiye, United Kingdom, and United States and two regional bodies, namely the European Union and the African Union.

The grouping therefore plays a critical role in influencing global policy making and fostering global economic stability.

“The multilateral institutions with economic and developmental mandates must be strengthened, as the need for their intervention is even much bigger now. We all know that many countries, especially the developing world, are still recovering from the economic shock of COVID-19. 

“Poverty and weak economic growth remain a challenge for many countries, especially in Africa and the developing world; thus, the themes of our temporary Task Forces focus on these matters,” Lamola said.

According to studies from the International Monetary Fund, trade has been a major contributor to global growth over the past decades, helping to promote economic development, increase economic opportunity and lift millions out of poverty.

“It is for this reason that South Africa supports international cooperation and multilateralism. We also know of the benefit this would bring us, as we seek to grow our economy and support the development of the African continent.

“As the premier forum for international economic cooperation, South Africa seeks to amplify the continued value of the G20 as a forum of the world’s largest developing and developed economies; a forum that provides leadership and momentum towards greater global economic growth and sustainable development; a forum whose work serves to complement and foster the broader processes of the various multilateral spheres,” Lamola said.

He said the global community must remain committed to multilateralism and upholding international law and ensure that the United Nations (UN) remains the centrepiece of this multilateralism. 

“Its central role in the international system ensures that sovereign States cooperate to maintain international peace and security, advance sustainable development, and ensure the promotion and protection of democracy, human rights, and fundamental freedoms for all.

“Whereas G20 leaders set the agenda for our partnership, we rely on the immense efforts of our Sherpas to translate these commitments into practical cooperation,” the Minister said.

South Africa’s G20 Presidency is being held under the theme: "Solidarity, Equality, Sustainability" - a theme that seeks to harness global will and capabilities to confront the enormous challenges the world is facing.

“In the spirit of Ubuntu, our shared humanity, we will address these challenges through our high-level deliverables and priorities, which lie at the core of the original G20 mandate of promoting strong, sustainable, balanced and inclusive growth, and by building partnerships across all sectors of society to find collective solutions.

Companies are planning to increase their investments in information security against the background of growing financial losses from cyber incidents. This trend was revealed in the recent Kaspersky's (www.Kaspersky.co.za) IT Security Economics report.

Kaspersky IT Security Economics is an annual report that unpicks the changes in budgets, breaches and business challenges affecting IT Security decision makers. It is based on interviews with IT and IT security professionals working in organisations of various sizes and industries. The survey was conducted across 27 countries in Europe, the Asia-Pacific region, the Middle East, Turkiye and Africa (META) region, Latin and North America.

According to the research, companies plan to increase their IT security budgets by up to 9%. The median cybersecurity budgets for large enterprises were $5.7M with $41.8M allocated for IT generally, while SMBs invested $0.2M in IT security from a median IT budget of $1.6M.

Possible reasons for the increased investment can be found in the analysis of financial losses from cyber incidents. Large enterprises experienced an average of 12 incidents this year, spending $6.2M to recover from them — 1.1 times higher than the budget allocated for IT security overall. Despite the greater resources and advanced security infrastructures, the sheer scale and complexity of large enterprise organisations make them more susceptible to costly breaches. While these enterprises are often better equipped to detect incidents quickly, the time required to fully respond and mitigate these threats can span for hours, underscoring the challenge of managing widespread, complex IT environments.

As for SMBs, these organisations experienced an average of 16 incidents this year, while spending $0.3M for remediation, which is 1.5 times higher than their overall IT Security budget. SMBs are the most disproportionately affected group in terms of budgetary impact. They often lack robust cybersecurity policies and procedures, which leaves them vulnerable to incidents involving employees, public cloud misconfigurations, and high-level permissions.

In the META region, organisations of all sizes reported to have experienced on average 13 incidents within a year. In South Africa, organisations of all sizes reported to have experienced on average 19 incidents within a year.

“This data illustrates the continuation of the current trend of increasing cybersecurity spending across all market segments. This growth is driven by at least three key factors. Firstly, and obviously, the constant growth in the complexity of cybersecurity threats forces companies to adopt more advanced solutions to enhance the detection of attack traces and automate responses. Secondly, increasing concerns from governments regarding digital sovereignty leads to the emergence of new regulations and regulatory requirements and, as a result, increased expenses. The third factor influencing the growth of cybersecurity budgets and costs is the constant increase in salary expectations for professionals in various cybersecurity fields,” comments Veniamin Levtsov, Vice President, Center of Corporate Business Expertise at Kaspersky.

South Africa has set the agenda for its Group of Twenty (G20) Presidency with the commencement of the fist engagement of the more than 130 meetings that will precede the G20 Summit in 2025.

The Minister of International Relations and Cooperation, Ronald Lamola, officially opened the first G20 Sherpas Meeting in Johannesburg, on Monday.

The Sherpa Track is led by the personal representatives of G20 leaders. The Sherpa Track oversees negotiations and discusses the points that form the summit’s agenda, and coordinates most of the work.

“The first Sherpa Meeting of the G20 is important traditionally, as it sets the stage for the upcoming Presidency and the critical conversations on some of the most vital issues of our time.

“In the spirit of Ubuntu, our shared humanity, we will address these challenges through our high-level deliverables and priorities, which lie at the core of the original G20 mandate of promoting strong, sustainable, balanced and inclusive growth and by building partnerships across all sectors of society to find collective solutions,” Lamola said on Monday.

South Africa’s G20 Presidency is being held under the theme: "Solidarity, Equality, Sustainability", a theme that seeks to harness global will and capabilities to confront the enormous challenges the world is facing.

South Africa will use its G20 Presidency to secure urgent progress on shared goals through several priority actions, which include strengthening disaster resilience and response; ensuring debt sustainability for low-income countries; mobilising finance for a just energy transition and harnessing critical minerals for inclusive growth and development.

As part of its efforts to bring the Sherpa and the Finance tracks closer together, three temporary Task Forces, an Initiative and a Commission will be established during South Africa’s G20 Presidency.

South Africa’s priorities include Inclusive Economic Growth, Industrialisation, Employment and Reduced Inequality; Food Security and Artificial Intelligence, Data Governance and Innovation for Sustainable Development.

“A review of the work of the G20 -- The G20 at 20 years: A Reflection on Key Achievements and the Way Forward -- will also feature as one of South Africa’s deliverables through a Sherpa Track Initiative. South Africa also proposes the establishment of a Cost of Capital Commission during its G20 Presidency,” Lamola said.

The three Task Forces, the Initiative and Commission will be established to deliver tangible results during South Africa's G20 Presidency. All of the priorities, as well as the overall theme, will influence Working Groups’ priorities and work plans.

South Africa assumed its G20 Presidency on 1 December 2024, following the astute and successful leadership of Brazil.

“The South African government also recognises the significant strides made by the Brazilian G20 Presidency in enhancing the G20 as a site of democratic global engagement. The South African Presidency will continue this trajectory. 

“A comprehensive dialogue with civil society and other State and non-State institutions will be conducted through the existing Engagement Groups.

“Following the approach of the Brazilian Presidency, a G20 Social Forum will be convened, which will precede the Leaders’ Summit in November 2025, to bring together representatives of the existing engagement groups and other segments of civil society that may offer meaningful contributions to the G20,” Lamola said.

The G20 group comprises many of the world's largest developing and developed economies. It was established to tackle pressing global economic and financial issues. Together, G20 members account for around 85 percent of global GDP and 75 percent of international trade. 

The G20 comprises 19 countries including Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Türkiye, United Kingdom, and United States and two regional bodies, namely the European Union and the African Union.

The grouping therefore plays a critical role in influencing global policy making and fostering global economic stability.

“I trust that this meeting will set the trend for our subsequent meetings and that, as much as we celebrate the landmark achievements of the G20, we will also, during the course of the year ahead, begin to look ahead toward the strategic imperatives for the next cycle of G20 cooperation,” Lamola said. -SAnews.gov.za

“This STEM Lab represents hope, progress, and opportunity. For the youth in Mamotintane, Ga-Motholo, Mankweng, and surrounding communities, it is a gateway to skills in artificial intelligence, robotics, and data analytics,” Malatsi said on Saturday.

The facility, made possible through strategic partnerships with the National Electronic Media Institute of South Africa (NEMISA), STEMpower, DHL and other key stakeholders, will empower students and the surrounding community with critical digital and STEM-related skills, equipping them for a future driven by technology and innovation.

“For educators, it is a chance to inspire the next generation of innovators. And for the unemployed, it is an opportunity to gain meaningful skills for employment or entrepreneurship.

“This lab is not just a resource for the university but for the entire community. It is proof of what we can achieve when government, academia, and industry work together to create sustainable, scalable solutions for digital inclusion,” the Minister said.

He said STEM forms the backbone of the modern economy, driving technological advancements, innovation, and economic growth. 

“By equipping young people with STEM skills, we are preparing them to excel in high-demand fields like artificial intelligence, robotics and data analytics. Let us harness the power of STEM education to build a South Africa where technology serves as a bridge to inclusion and opportunity, ensuring that no one is left behind,” the Minister said.

The lab is part of a broader initiative by the Department of Communications and Digital Technologies to expand access to affordable internet and devices, foster skills development, promote the productive use of technology, and position South Africa as a leading Information and Communications Technology (ICT) investment destination.

African Development Bank Accelerates Private Sector Support With Initial Disbursement of $1 Billion Loan to Transnet

The African Development Bank (www.AfDB.org) has released the first tranche of its $1 billion loan to Transnet, the South African state-owned conglomerate managing the country's ports, railways and pipelines. This disbursement is the first in a series of four tranches planned for an unparalleled financing arrangement to support Transnet's business's recovery plan.  

Approved by the Bank's Board of Directors five months ago, this funding underpins a recovery plan to address pressing operational challenges of the company, while bolstering South Africa's critical infrastructure. 

The funding will allow Transnet to commence the first phase of its ambitious ZAR 152.8 billion (USD 8.1 billion) five-year investment plan to upgrade existing infrastructure while enhancing key logistic chain segments.  

“This swift disbursement shows the Bank's commitment to the private sector in Africa, which is essential for supporting sustainable economic growth,” said Solomon Quaynor, Vice President for Private Sector, Infrastructure and Industrialization at the African Development Bank Group, speaking on the sidelines of the Africa Investment Forum 2024 Market Days in Rabat, Morocco.  

The efficiency of the disbursement reflects Transnet's fulfilment of the Bank's rigorous requirements for governance, the environmental stewardship, and social responsibility. Following the September 2023 signing of the loan agreement between Transnet and the African Development Bank in Johannesburg, the Bank committed to supporting Transnet's recovery plan with targeted financing. 

Transnet has faced significant operational hurdles for several years, including under-investment, equipment theft, vandalism, flooding and the long-lasting impacts of  the Covid-19 pandemic. In response, the company has restructured and embarked on internal reforms to improve efficiency and management while committing to decarbonization and carbon footprint reduction initiatives. 

The African Development Bank commended the South African government's dedication to restructuring Transnet and enhancing governance in the transport sector. Transnet has notably improved governance practices, particularly in tendering procedures and financial management, as part of its broader reform efforts. 

With over 30,000 kilometres of railway infrastructure -- the largest in any emerging economy -- Transnet plays a vital role in regional. Its railway network links South Africa's ports with key regional partners, including Botswana, Zambia, Zimbabwe and the Democratic Republic of Congo, and supports operations at Durban, the fourth-largest container terminal in the southern hemisphere. 

The African Development Bank's support for Transnet is therefore crucial for improving South Africa's competitiveness and strengthening the continent's economic integration, while responding to the challenges of the logistics sector, which is vital for Africa's development.  

With this disbursement, the African Development Bank has once again demonstrated its agility in the financial support it provides to the African private sector.

International communities commended for supporting SA’s water sector

Water and Sanitation Deputy Minister David Mahlobo has acknowledged international communities for supporting South Africa’s water and sanitation sector since the dawn of democracy 30 years ago.

Mahlobo was speaking at a session with Ambassadors accredited to South African Missions in Centurion on Friday.

The meeting was hosted by the Department of Water and Sanitation under the theme: “Celebrating 30 years of sustainable partnership, strengthening partnerships with international partners and forging a shared future”.

The meeting aimed to brief the Ambassadors on the state of South Africa’s water sector and water reforms, and to fortify international collaboration and capacity-building endeavours in the water sector.

Countries represented at the meeting included China, Japan, Cuba, Egypt, the Kingdom of Eswatini and the Kingdom of Lesotho, Namibia, Zimbabwe, Mozambique, Botswana, Senegal, the Kingdom of the Netherlands, the Kingdom of Sweden, the Kingdom of Denmark and Finland.

Mahlobo acknowledged the international community’s support, which helped South Africa to achieve the democracy it enjoys today.

He commended the international community for their contribution to the country’s water and sanitation sector, which has guaranteed a sustainable and equitable water supply to all South Africans.

He said all the countries played a big part in various degrees to assist South Africa in its struggle for democracy.

“Your unwavering support did not go unnoticed, and your partnership continued to ensure that South Africa provided equitable and sustainable water supply, and dignified sanitation to all its citizens. We therefore would like to thank you for the notable contributions you have made,” Mahlobo said.

He encouraged partnerships between South Africa and the countries to continue to grow to ensure water security in the Southern African Development Community (SADC) region and the rest of the continent.

“When you engage with us here as the Department of Water and Sanitation, we should strive to maintain our partnership and forge ahead for the next 30 years, also taking into account the advances we have made.  

“As our partners, do not be polite with us, but engage with us if there are matters of policy that make it difficult for your participation. You need to raise matters that you don’t understand because we are an open-minded water sector,” the Deputy Minister said. 

The Ambassadors assured South Africa of their continued partnership in the water sector.

The Dean of the Diplomatic Corps in South Africa and the Eritrean Ambassador to South Africa, Salih Omar Abdu, said the partnerships have guaranteed water security and have ensured access to clean water by most of the countries in the continent. 
   
“As we deliberate on the partnership with South Africa, it is important to adapt to a new perspective on the role that water plays in our regional and international agendas. Water is not only a resource to be consumed, but it is also a catalyst in economic growth, social equality and environmental sustainability in the region,” Abdu said. – SAnews.gov.za

South Africa and Algeria have concluded a successful 7th session of the Bi-National Commission, marking a significant milestone in strengthening cooperation between the two nations.

President Cyril Ramaphosa recently led a delegation comprising Ministers, senior officials and business leaders in Algeria for a State visit at the invitation of President Abdelmadjid Tebboune. 

South Africa and Algeria enjoy strong political, economic, and social relations following the establishment of diplomatic relations in May 1994.

Speaking during a media briefing on Friday, President Ramaphosa said the outcomes of this session have paved the way for further cooperation, demonstrating the strong commitment of South Africa and Algeria to advancing the African continent's collective goals. 

“From our discussions, we are certain that this Bi-National Commission will continue to deepen collaboration, trade, investment and people-to-people exchange between South Africa and Algeria.

“President Tebboune and I were extremely satisfied with the detailed report that was presented on progress in the key areas of cooperation between Algeria and South Africa,” President Ramaphosa said. 

President Ramaphosa said the Bi-National Commission is seen as a mechanism to expand trade and investment ties between the two countries.

While there is currently a healthy volume of bilateral trade, the two Heads of State agreed that this should be far higher. 

“With preferential trading now having commenced under the African Continental Free Trade Area, there is even greater opportunity to deepen intra-African trade and strengthen economic linkages between major African economies.

“We have a shared conviction that deepening our bilateral relationship should serve the cause of African economic integration, shared prosperity, stability and peace,” he said. 

With the Algeria-South Africa Business Forum having taken place on Thursday, President Ramaphosa said it was an important opportunity for Algerian and South African businesses to explore synergies and plan projects.

South Africa had a sizeable business delegation spanning a range of economic sectors such as agriculture, manufacturing, automotive, construction and mining.

“We also have representatives from our Industrial Development Corporation, who are here to pursue investment leads the corporation could potentially fund.

“President Tebboune and I agreed that potential exists for cooperation on low-carbon economic growth in areas such as renewable energy and electric vehicle manufacturing. South Africa and Algeria have respective comparative advantages that can be harnessed for mutual benefit,” he said. 

Addressing Geopolitical Challenges

Against the backdrop of rising global geopolitical tensions, President Ramaphosa briefed President Tebboune on South Africa’s case before the International Court of Justice to hold Israel accountable for its actions in Gaza. Both leaders reiterated their call for an end to hostilities, the release of hostages, and the provision of humanitarian aid to the people of Gaza.

“South Africa and Algeria agree that the only lasting solution to this conflict is the realisation of the Palestinian people’s right to self-determination.

“As countries that have known the pain of occupation and dispossession, we stand in solidarity with the oppressed everywhere, including in Palestine and Western Sahara,” President Ramaphosa said. 

As South Africa marks 30 years of democracy, President Ramaphosa extended his gratitude to the noble people of Algeria for standing with the country in its struggle for liberation. – SAnews.gov.za

Eskom has now reached more than 250 days without implementing load shedding – resulting in year-on-year diesel cost savings of nearly R17 billion.

“The investment in the Generation Recovery Plan continues to yield consistent results, with load shedding suspended for 254 consecutive days since 26 March 2024. 

“This achievement reflects the ongoing success of comprehensive structural improvements within the coal-fired fleet, reinforcing Eskom’s commitment to providing a reliable energy supply, enabling economic growth, and promoting long-term sustainability,” Eskom said.

The power utility said as industry begins to shutdown for the December holidays, it will be gradually increasing its maintenance activities to “further improve the reliability of its generation fleet”.

“Over the past week, the average total unplanned outages have been at 11 038MW, a significant improvement from the 14 475MW recorded during the same period last year, representing a reduction of 3 437MW. [Friday’s] unplanned outages [were] at 11 834MW, which is 1 166MW lower than the summer 2024 base case, indicating consistently improved operational efficiency week after week.

“Eskom’s EAF [Energy Availability Factor] was at an average of 59.4% over the past week and 62.8% year-to-date, with top-performing stations — including Majuba, Medupi, and peaking stations — achieving an average EAF of 70% and above. Four other power stations recorded EAFs above 60%,” Eskom said.

Furthermore, the power utility said it expects an additional 2 600MW to return online by Monday (tomorrow) evening.

“In August, Eskom shared its Summer Outlook for the period from 1 September 2024 to 31 March 2025, predicting a likely scenario of a loadshedding-free summer due to structural generation improvements. This outlook remains unchanged,” Eskom said. – SAnews.gov.za

Work underway to resolve SA’s challenges

Collaboration between businesses and government is essential to overcoming the country’s challenges and ensuring a sustainable future for South Africa, Deputy President Paul Mashatile has said.

He told Members of Parliament (MPs) that economic growth remains government’s number one priority. 

“We have always appreciated the role of the private sector in the growth and development of our economy,” he said on Thursday.  

In attracting investments, and stimulating economic growth, the Deputy President stated that the previous administration adopted reforms aimed at improving energy and logistical constraints reducing barriers to private sector investment. 

Meanwhile, he said the sixth administration worked hard to address structural rigidities in the labour market as well as to tackle crime and corruption. 

The Deputy President was responding to questions in the National Council of Provinces (NCOP) on a range of national and international issues of public importance. 

He also touched on Phase 2 of the Business and Government Partnership launched by President Cyril Ramaphosa in October this year.

This partnership is aimed at supporting government efforts to accelerate the country’s path towards sustainable inclusive economic growth and job creation, through increased investment.

Since then, about 140 CEOs from leading South African businesses pledged to work with government in increasing gross domestic product (GDP) growth, creating jobs, and promoting investor confidence. 

“The collaboration between businesses and the government is essential in overcoming the current crisis and ensuring a sustainable future for South Africa.” 

He stated that Phase 2 will also strengthen the acceleration of the market reform needed for long-term energy security and infrastructure development for inclusive economic growth. 

Over the medium term, the Deputy President said the State was transforming its approach to public sector infrastructure by creating the conditions to attract private sector participation.

“Private sector resources were mobilised to address the energy crisis. As we are all aware we have not had an uninterrupted power supply since 26 March 2024, which is over 250 days. Together with the private sector, we are now focusing on augmenting public sector capability and to provide new channels for financing.” 

Meanwhile, he said the focus has now shifted to addressing water and infrastructure-related challenges, including freight and logistics. 

“We will continue to mobilise private sector resources to augment the capability of the public sector to fast track the provision of sustainable energy and critical infrastructure to support inclusive economic growth.”  

Intergovernmental debt

On the question of the growing intergovernmental debt, the Deputy President admitted it was a challenge that hampers government efforts to deliver services, particularly at local government level.   

He announced that the National Treasury will also consider “top slicing” budgets of departments that owe municipalities to settle the debt. 

He assured MPs that the State was implementing several measures to address debt. 

According to the Deputy President, Accounting Officers are required to settle all contractual obligations and pay all monies owed, including inter-governmental claims, within 30 days of the submission of an invoice, or on a specific period agreed upon with creditors or suppliers. 

In addition, he said the Treasury is enforcing the implementation of section 216 (1) of the Constitution by withholding the Local Government Equitable Share and other conditional grants for persistent municipal failure, including non-payment of bulk suppliers and third parties. 

The National Government Debt Forum, chaired by the Department of Public Works and Infrastructure, is aimed at resolving the current challenges of non-payment of municipal accounts by organs of State. 

The forum deals with challenges such as those relating to property ownership, incorrect tariff charges, unjustified huge interest charges as well as budget constraints. 

“We will continue to implement these and other measures to eliminate the challenge of intergovernmental debt, and to improve the delivery of services to our communities,” he added. – SAnews.gov.za

Minister condemns illegal harvesting of the West Coast Rock Lobster

The Minister of Forestry, Fisheries and the Environment, Dr Dion George, has condemned the illegal harvesting of the West Coast Rock Lobster and the indiscriminate targeting of its egg-bearing females. 

These illegal activities destroy millions of potential lobsters that could contribute to a sustainable marine ecosystem and could also provide much-needed economic opportunities to local communities. 

The Department of Forestry, Fisheries and the Environment in cooperation with the South African Police Service, the Overberg Law Enforcement unit, Cape Nature and the South African National Parks conducted an enforcement operation in the Overberg region on Tuesday.

“A vessel was apprehended carrying 2,679 West Coast Rock Lobster tails, including 125 tails from egg-bearing females. Investigations are ongoing, with authorities suspecting additional suspects and vessels involved in this illicit trade. 

“In an earlier incident, following the recent opening of the commercial West Coast Rock Lobster season, on 13 November 2024, a suspect was arrested also in the Overberg area with 1,147 rock lobster tails, of which 819 were from egg-bearing females,” the department said. 

In this incident, egg-bearing female lobsters were targeted, and the impact of this illicit activity is devastating to the status of the resource as millions of potential lobsters are destroyed. 

The department said it remains resolute in its commitment to protect this vital resource and ensure sustainable practices. 

West Coast Rock Lobster, also known as Jasus lalandii, has suffered from historical overfishing, decrease in growth and environmental changes. 

“The illegal and indiscriminate harvesting of the West Coast Rock Lobster resource is threatening the sustainability of the resource and the communities who depend on it. The West Coast Rock Lobster is a resource that is now considered severely overexploited with current resource estimates of adult males above 75mm carapace length at less than 1.5% of its 1,910 pristine biomass,” the Minister said. 

The public has been urged to report any suspicious activities related to the illegal harvesting of marine resources. 

Additionally, the public should avoid purchasing West Coast Rock Lobster unless its source can be verified, and it is accompanied by a valid invoice. 

It is illegal to possess or transport West Coast Rock Lobster without a valid permit, especially if the lobster is undersized, not in its whole state, carrying eggs ("in berry"), or if the eggs have been removed.

Cabinet hopeful G20 hosting will boost local tourism

South Africa is looking forward to a boost in its hospitality sector, as support staff and families of the Group of 20 (G20) member countries are expected to attend over 130 meetings in the Leaders’ Summit next year.

This is according to Minister in the Presidency, Khumbudzo Ntshavheni, who briefed the media on the outcomes of the Cabinet meeting on Wednesday, 4 December 2024.

On 1 December 2024, South Africa officially assumed the G20 Presidency from Brazil, becoming the first African country to lead the premier forum with the theme of ‘Solidarity, Equality, Sustainability’.

“Hosting the G20 offers our nation an unprecedented opportunity to position South Africa as a global force for driving inclusive economic growth, employment, and reduced inequality in a sustainable manner,” Ntshavheni said.

The members of the G20 are Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, the Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Türkiye, the United Kingdom, the United States, the African Union and the European Union.

Ntshavheni said all provinces will benefit from hosting either the Ministerial or Working Group Meetings.

Following Brazil's example, Ntshavheni said South Africa will host the G20 Social Summit to encourage broader involvement of civil society and will introduce a new engagement group called, Township20 (TS20).

The Minister stated that the TS20 will showcase South Africa's township economies' creative, cultural, financial, and innovative strengths.

The initial meetings for South Africa's Presidency will include the first Sherpa and Finance Track meetings, scheduled from 9 to 12 December 2024 in Sandton.

The official website for South Africa's G20 Presidency was launched on Tuesday, featuring the King Protea as its logo. This national flower symbolises the country's identity, landscape, and cultural significance.

The Department of International Relations and Cooperation (DIRCO said the King Protea embodies resilience, cultural pride, hope, and natural beauty.

“The King Protea’s ability to regenerate after fires mirrors the country’s spirit of renewal and hope.

“The flower serves as a reminder that even in the darkest times, there is always a chance for new beginnings. Just like the people of South Africa, who have faced historical struggles and triumphs, King Protea stands tall even in adversity,” the department said.

Cabinet has invited potential sponsors to partner with government in supporting the G20 in South Africa.

Cabinet approves policy for women in sport

Cabinet has approved the National Policy on Women in Sport Policy Framework for implementation.

The policy addresses multiple areas of gender disparity, including participation, leadership, governance and visibility.

Briefing the media on the outcomes of Cabinet meeting held on 4 December 2024, Minister in The Presidency, Khumbudzo Ntshavheni said the policy aims to promote increased active participation of women in sport and in leadership roles.

“The policy recognises that increased participation of women in sport and in leadership positions will drastically reduce and ultimately contribute to eradicating gender inequality and various forms of discrimination against women. 

“It also promotes equity by ensuring that women receive respect and recognition on the professional front, including equal remuneration as their male counterparts,” Ntshavheni said on Thursday.

The policy outlines a set of measures that will promote and support women in sport and ensure that programmes are in place to address gender disparities in sporting codes and structures.  

It also addresses barriers to entry by women in sport, including lack of funding, sponsorship, and inadequate remuneration.

Strategy for Reducing Food Losses and Waste

Cabinet also approved the Strategy for Reducing Food Losses and Waste for implementation.

Ntshavheni noted that the strategy aims to minimise food loss and waste along the food supply chain, reducing undesirable food wastage through applying tools and technologies, improving food security and mitigating negative environmental impacts.

This is aligned to the government interventions to reduce high cost of living.

“The strategy provides regulatory measures and interventions, norms and standards, appropriate financial support and incentives to promote reduction in food loss and waste, amongst others.

“This strategy will enable the keep on edible and food with value to be kept as long as possible in the value chain and will enable implementation of funding incentives on reducing food waste and food losses for all South Africans,” Ntshavheni said.

Tourism Route Development Plan  

Cabinet has further approved the Tourism Route Development Plan - which intends to use tourism as a vehicle to drive inclusive growth, job creation and poverty reduction - for implementation.

This follows the approval of the Tourism Sector Master Plan in October 2023 to create opportunities for inclusive participation of all sectors of society, including women, youth and people with disabilities.

Ntshavheni explained that the Tourism Route Development Plan is anchored on collaborative public-private sector partnerships and aims to support route development and sustenance.

“The plan will also strengthen the position of South Africa’s domestic airline services. Priority route market retention will focus on Asia (China, India and Japan), the African continent and domestic connectivity.

“Furthermore, the plan will be implemented to maximise the impact of South Africa as a domestic and international tourist destination. It seeks to drive the achievement of the national tourism minimum arrival target of 15 million arrivals by 2030 with support of routes from 25 prioritised markets,” the Minister explained. – SAnews.gov.za

SAYeTECH Wins the MEST Africa Challenge 2024, Securing $50,000 in Funding

The MAC 2024 grand finale marked the culmination of the competition, which celebrated innovative AgriTech solutions driving change in West Africa. Hosted in partnership with the Norwegian Embassy in Accra, this year's theme, ‘Find Your Soil,' focused on AgriTech innovation in the region.

MAC 2024 attracted applicants from key markets in the West African Region including Benin, Cape Verde, Côte D'Ivoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mauritania, Nigeria, Senegal, Sierra Leone, Mali, and Togo. Six standout finalists were selected to pitch their groundbreaking agricultural technology solutions, all aimed at enhancing productivity and sustainability in the region.

SAYeTECH, a Ghanaian startup led by Theodore Ohene-Botchway, won the grand prize for its innovative agricultural machinery tailored to African conditions, securing $50,000 in equity funding to scale its operations.

“The funding will enable us to scale production and reduce delivery lead times, providing smallholder farmers with the equipment they need to increase productivity,” said Ohene-Botchway.

As MEST continues to deepen its influence on Africa's tech startup landscape, the MEST Africa Challenge remains the continent's premier pitch competition for emerging tech entrepreneurs. The competition is designed to provide the ideal environment for tech innovators and startups to grow and succeed.

SA- Nigeria conclude successful Bi-National Commission

President Cyril Ramaphosa and his Nigerian counterpart, Bola Ahmed Tinubu, have paid tribute to the existing deep fraternal relations between the two nations. 

In a joint communique on the 11th session of the South Africa - Nigeria Bi-National Commission on Tuesday, the two Heads of State and Government once more acknowledged the strong support that Nigeria provided to the liberation movements in South Africa during South Africa’s struggle for freedom and democracy.  

President Tinubu was in South Africa for a working visit at the invitation of President Ramaphosa to co-chair the 11th Session of the Bi-National Commission (BNC) between the two countries.

The BNC was preceded by a meeting of Senior Officials on 28 and 29 November 2024 and the Ministers Meeting on 02 December 2024.

The 11th Session of the BNC also marked the 30th anniversary of formal establishment of diplomatic relations between the two countries.

“The two Heads of State and Government renewed their commitment to work closely to broaden and sustain the two nations’ bilateral relationship in a manner that enhances strategic cooperation and partnership for mutual benefit. In this regard, the Heads of State and Government directed the various Ministries, Departments and Agencies to deepen their cooperation in the context of the BNC,” the joint communique read. 

The Heads of State and Government acknowledged the more than 34 Agreements covering various sectors which have been signed since the establishment of diplomatic relations between the two countries in 1994. 

“The two leaders underscored the need to urgently finalise the MoU [Memorandum of Understanding] on the Early Warning Mechanism. To this end, it was agreed that the MoU will be signed, no later than March 2025, during the visit of the South African Minister of International Relations and Cooperation to Nigeria, for Political Consultations. 

“The two leaders also welcomed the ongoing negotiations to conclude other new agreements,” the communique said. 

Investment 

The Heads of State also welcomed the high levels of economic cooperation between the two countries. In this regard, they welcomed the significant investments of South African companies in Nigeria and encouraged corresponding Nigerian investments in the South African economy. 

The leaders recognised the need for the two countries to create an enabling business environment in both countries. 
“The two leaders agreed to encourage cooperation and partnership between private and public entities for investment in mining, infrastructure development in rail, road, ports, amongst others. In this regard Nigeria invited South Africa’s Development Finance Institutions to partner with Nigeria in co-financing infrastructure projects,” the communique read. 

The leaders further made a commitment to work towards increased and balanced trade between the two countries by utilising the opportunities provided by the African Continental Free Trade Area (AfCFTA). Both South Africa and Nigeria have ratified the AfCFTA. 

Addressing mutual challenges 

The two countries also agree to collaborate on programmes that address mutual challenges in food and nutrition security, strengthening meaningful digital connectivity, taking leadership in the development of artificial intelligence, expanding digital literacy initiatives, as well as prioritising data protection and online safety for all citizens. 

The two leaders welcomed the convening of the South Africa-Nigeria business roundtable held on the margins of the 11th session of the BNC during which they had an opportunity to address and engage with Chief Executives of companies from both countries.

“The Heads of State and Government also exchanged views on regional, continental and global issues of mutual concern. Nigeria highlighted its efforts and those of ECOWAS [Economic Community of West African States] in fostering and promoting peace and security in West Africa. South Africa also outlined efforts undertaken by the Southern African Development Community [SADC] in supporting peace initiatives in both the eastern Democratic Republic of the Congo and northern Mozambique”. 

The delegations also underscored the need to redouble efforts to realise the African Union (AU) Agenda 2063 Aspiration to “Silence the Guns”.

In this regard, the Heads of State and Government expressed concern at the devastating conflict in Sudan, which has resulted in the loss of lives, destruction of infrastructure and property and a humanitarian crisis. 

The Heads of State and Government also reflected on the upcoming elections for the leadership of the African Union Commission and underscored the need for the election of the leadership that would be responsive to the challenges facing the African continent. 

International developments

“The two countries further exchanged views on international developments, particularly the ongoing conflict in the Middle East and called for a ceasefire in Gaza and increased access to humanitarian aid. 

“The Heads of State and Government reiterated their principled position that the only long-lasting solution to the resolution of the conflict, is to advance a two-State solution where Israel will exist side by side in peace and harmony with a viable and fully independent Palestinian State. Nigeria commended South Africa for taking the case of Israel and Palestine to the International Court of Justice,” the communique read. 

Similarly, the Heads of State and Government agreed to intensify support for the cause of Western Sahara for self-determination, freedom, and justice.
 

Reforms

“The two Heads of State and Government further renewed their call for a responsive international system of governance through a reformed United Nations Security Council, respect for and promotion of universal human rights in a just and equitable world,” the communique said. 

South Africa congratulated Nigeria on the re-appointment of Ngozi Okonjo-Iweala as the Director General of the World Trade Organisation. South Africa and Nigeria agreed to work closely together in international organizations. 
 

G20

Meanwhile, Nigeria congratulated South Africa on its assumption of the G20 Presidency from 01 December 2024 and commended South Africa on its priorities which address inclusive economic growth, industrialisation and the reduction of inequality, food security and artificial intelligence, data governance and innovation. 

Agenda 2063

The Heads of State and Government further committed to working closely with the African Union and each other to advance the African Agenda in pursuit of the implementation of Agenda 2063. 

According to the AU, Agenda 2063 is Africa's development blueprint to achieve inclusive and sustainable socio-economic development over a 50-year period.

Law enforcement commended for R80m cocaine bust

KwaZulu-Natal Premier Thamsanqa Ntuli has commended members of various law enforcement agencies in the province for intercepting pure cocaine worth R80 million, packed inside a shipping container at the Durban Harbour.

According to a police report, information was received by the police about a vessel which left Brazil at the beginning of November carrying pure cocaine that was disguised as kidney beans.

The vessel, which came to South Africa via another country, was monitored until Saturday when it docked at the Durban Harbour. The identified container was taken to a warehouse on South Coast Road in the Bluff area for a proper search.

During the search, eight bags of crushed pure cocaine were found and according to the documentation, the shipment was destined for Johannesburg.

Ntuli said increased police surveillance at targeted crime hot spot areas is yielding positive results, as law enforcement intelligence operations continue to thwart criminal activity in all the corners of the province.

“We commend the excellent work being done by members of various law enforcement agencies to ensure that we close ranks. We are sending a strong message to all criminal syndicates that we are on high alert, we have adopted a zero-tolerance stance against all criminal activity,” Ntuli said.

Ntuli also acknowledged the Border Management Authority (BMA) effort, who are working around the clock to tighten security measures at all ports of entry and borders of the province.

He said the provincial government and law enforcement agencies under the banner of the Justice Crime Prevention and Security (JCPS) cluster has developed an integrated multi-disciplinary crime prevention plan during the festive season to ensure that the province remains the destination of choice for holiday makers and tourists to create a safe environment conducive for the growth of business, and to boost investor confidence.

The Premier has reassured the people of KwaZulu-Natal that targeted intelligence driven operations will be affected throughout the festive season and beyond.

“Our provincial government has called for augmented numbers of police deployed during this period especially at identified crime hot spots like the Durban harbour. We are going to clamp down on all crime elements in our province,” the Premier said.

AI becomes an everyday reality

AI is predicted to fully integrate into daily life in 2025, becoming a standard tool rather than a novel technology. With prominent operating systems like iOS and Android rolling out AI-enhanced features, people will increasingly rely on AI for communication, workflows, and creative tasks. However, this normalisation also brings challenges, particularly as personalised deepfakes become increasingly sophisticated in the absence of reliable detection tools.

Privacy regulations will expand user data ownership

Fraudsters will continue to exploit premieres and releases

Cybercriminals are expected to target prominent gaming, console, and film launches in 2025. Titles like Mafia: The Old Country, Civilization VII, and Death Stranding 2, as well as the anticipated Nintendo Switch 2, are likely to attract scams involving fake pre-orders, counterfeit rootkits, and malicious downloads. Similarly, blockbuster films like Superman and Jurassic World Rebirth may trigger phishing campaigns and counterfeit merchandise fraud aimed at enthusiastic fanbases.

Political polarisation will fuel cyberbullying

Increasing political polarisation is expected to exacerbate cyberbullying in 2025. Social media algorithms that amplify divisive content, combined with the widespread availability of AI tools for creating deepfakes and doctored posts, are likely to intensify online harassment. Cross-border cyberbullying could also escalate as global platforms facilitate the targeting of individuals based on their political beliefs.

Rising number of subscription services will fuel fraud risks

As the global economy shifts further towards subscription-based models, a rise in fraud related to fake subscription promotions is expected. Cybercriminals are expected to create counterfeit services that mimic legitimate platforms, aiming to deceive users into providing personal and financial information, resulting in identity theft and financial losses. Additionally, the growth of unofficial resources that provide discounted or free access to subscription services is expected to become a significant threat vector, exposing users to phishing attacks, malware, and data breaches.

Prohibition of social media for children may lead to broader user restrictions

Australia's proposed legislation to ban social media access for children under 16 could set a global precedent. If implemented successfully, the restriction could pave the way for broader limitations on access for other demographics. Platforms like Instagram have already begun adopting AI-powered age-verification systems, signaling a shift toward stricter governance of online spaces.
