SA a good place for investment, says Zikalala

Public Works and Infrastructure Minister, Sihle Zikalala, has assured investors that South Africa has put in place systems, structures and policies that are investor-friendly and is easing ways of doing business.

“As South Africa, we are a story of economic growth, hope and resilience to investors and social partners,” he told investors.

The Minister is on an official working visit in the United Kingdom, where he and a delegation are on a mission to promote South Africa as a preferred infrastructure investment destination. 

“We are open for business and we guarantee your return on investments in a country that is continuously eliminating red tape, has economic stability, improving the ease of doing business and where the rule of law is jealously guarded by our democratic institutions and our courts,” Zikalala said in his address to over 500 global investors in London.

The Minister presented to investors a plethora of infrastructure investment opportunities in areas such as energy, water, transport and digital infrastructure.

He assured investors that President Cyril Ramaphosa is leading the charge for a corruption-free government which honours agreements and contracts with investors.

“The investor environment is one characterised by a commitment to ethics and running a corruption-free administration. An ethical state is essential to assuring investors that their investment is safe from abuse. In addition, we are very clear about the rules of engagement with no other hidden agendas.

“Despite our recent challenges which we are working hard to overcome, such as load-shedding, our economy remains resilient and has enhanced reforms, especially on financing large infrastructure projects where we have opened up space for public –private partnerships.  We are mobilising private sector financing and skills to work with the government of South Africa to fast track delivery and improve contract and project management,” he said.

Policies

At Wednesday’s session, the Minister faced gruelling questions around some of the country’s transformation policies such as Broad-Based Black Economic Empowerment (BBBEE), localisation and the Public Finance Management Act (PFMA), which some perceive to be too bureaucratic and impacts on investor confidence.

The Minister responded by saying that the policies are critical in redressing South Africa’s economic disparities induced by the pain of its history which left many languishing on the fringes of the economy. 

“The South African government is creating a new economic landscape and architecture which is premised on economic inclusion of most of the population.

“Our quest to address the socio-economic imbalances of the past should be no threat to investors but should be part of building a united and democratic South Africa that benefits all its citizens.

“This is a consensus that we have built as a country what we want to be non-racial, non-sexist and democratic with a prosperous population,” said the Minister.

Meanwhile, investors expressed excitement about the vast opportunities available in infrastructure investments.

The Minister invited the investors to visit South Africa and share the country’s major investment platforms such as the Presidential Infrastructure Investment Summit 2024 and the South Africa Construction Week and conference to be announced soon.

He believes the Global Africa Trade Conference is a lucrative opportunity to rebuild South Africa’s economy in the wake of a disruptive pandemic of COVID-19. 

Zikalala is confident that the new frontiers of economic partnerships have been cemented. The Minister will be in the UK until Friday. – SAnews.gov.za

Court freezes R29m in assets of alleged Eskom electricity voucher syndicate

The Pretoria Asset Forfeiture Unit (AFU) of the National Prosecuting Authority (NPA) has been granted an order to freeze properties and cash worth R29 million belonging to a syndicate that allegedly stole from Eskom.

NPA Regional Spokesperson, Lumka Mahanjana, explained that a former employee of Eskom, Mothelli Theletsane, allegedly stole a Master Vending Unit from the company, which dispenses electricity coupons for consumers.

“Theletsane, who has since passed on, was employed at Eskom on a contract basis and worked in the pre-paid environment, supporting Eskom’s pre-paid vending system. He operated as a supervisor in his role and therefore obtained intimate knowledge of the operations of machines, and he also acquired technical expertise on the ins and outs of the Credit Dispensing Units (CDU).

“[He] also acquired, unknowingly to Eskom, a Master Vending Unit (MVU), that can generate limitless prepaid electricity vouchers and a few CDUs which he concealed after his exit from Eskom. It was discovered that Theletsane was allegedly running a ghost vending operation, whereby he illegally generated electricity vouchers to the value of over R36 million and sold them to the public for his benefit,” Mahanjana said.

She said following Theletsane’s death, the illegal “business” was allegedly taken over by Theletsane’s wife, Thandi Theletsane and her three sons, Papi and Tebello Theletsane and Sibusiso Migal.

“The business became so lucrative that it was expanded throughout all the nine provinces. Through the syndicate, the Theletsane family and the company, Mothelli Theletsane Holdings and Investment (PTY) Ltd, managed to acquire 27 movable and 39 immovable properties worth over R23 million from the proceeds of crime,” Mahanjana said.

The family members are standing trial together with 10 other suspects, namely: Petrus Mohapi, Donald Rammusi, Victor Mdlalose, Joseph Mdlalose, Florence Mdlalose, Daniel Moleko, Xolani Dube, Lebohang Thabanyana, Raymond Mohapi and Sebabatso Mbele.

“This matter does not only highlight the effective cooperation and collaboration between various crime-fighting agencies within the NPA, as well as the Directorate for Priority Crime Investigation (DPCI), but shows determination and commitment by the NPA to ensure that money stolen from the state is returned,” Mahanjana said.

The criminal case is expected back in court on 15 November. – SAnews.gov.za

Cabinet notes progress in addressing Vaal water, sanitation woes

Cabinet has noted interventions by government in addressing water and sanitation infrastructure challenges, which had resulted in the collapse of the Vaal waste water system.

Cabinet made the remarks after the recent Presidential Oversight Visit to Emfuleni Municipality.

The oversight visit was a follow-up on engagements with the community during the District Development Model (DDM) visit to Emfuleni in 2022, where issues of poor infrastructure maintenance by municipalities were identified.

Addressing media during post Cabinet briefing on Monday, Minister in The Presidency Khumbudzo Ntshavheni said work has been undertaken to improve water supply, including proper functioning of the waste water infrastructure, thus “eliminating the problem of the sewer effluent running on the streets and people’s yards". 

“Progress noted during the visit includes improvements in critical bulk pipelines and water pump stations, resurfacing and resealing of roads, and a massive rollout of streetlights to improve lighting and safety,” Ntshavheni said.

Progress in infrastructure development and maintenance 

Cabinet also commended progress being made with infrastructure development and maintenance, which has seen the completion of 36 rural bridges under the Welisizwe Rural Bridges programme, and the construction of 20 projects in human settlements, roads and water, which are currently underway. 

The Welisizwe bridges project is a government initiative aimed at addressing the backlog of bridges in rural and disadvantaged communities. 

The bridges will improve community access to health facilities, schools and economic amenities.

The project involves the Public Works and Infrastructure Department, the South African National Defence Force (SANDF) and provincial Transport Departments.

Speaking at the recent launch of the project, Public Works and Infrastructure Minister Sihle Zikalala said an amount of R1.1 billion will be spent per year in the Eastern Cape - which is the pilot for Welisizwe Bridges; KwaZulu-Natal; Free State; Mpumalanga; Limpopo and the North West.

The programme targets rural provinces where there is a backlog in the construction of bridges and a threat to life during rainy seasons. – SAnews.gov.za

African Risk is not Fairly Priced

Yield-chasing investors have poured money into the continent but an emerging, recent challenge for Africa is that in a now higher interest rate environment, investors don't need to come to Africa to find higher returns.

Even US treasuries are now yielding far more attractive yields than just a month ago: 3-month government bonds offer 5.32% and while 2-year bonds offer a yield above 5%. Yields have risen in part in response to Fitch's recent downgrade of the US from AAA to AA+, echoing S&P's move in 2011.

African bond issuers, spooked by the high-interest rate environment and refusing to issue bonds above the psychological barrier of double-digit yields for Sub-Saharan African bonds, continue to wait it out on the sidelines.

But with interest rates continuing to climb, the wait-and-see strategy is no longer looking like a sensible approach. Issuers are running out of cash and the more stable and resilient syndicated loan market – with its heavily relationship-driven pricing, is increasingly proving to be an alluring alternative to the bond market.

African governments should therefore bring forward planned borrowing before the capital shifts away, as it is already starting to do, and the cost of borrowing rises further still.

The syndicated loan market is dominated by relationship banks, who will consciously and willingly price a loan at very low yields, in order to secure a lead mandate and lock in the ancillary opportunities and revenues that come with being a core relationship bank. 

Banks do this knowing that they will also be able to persuade other relationship banks to join the deal as well. This is why syndicated loans always tend to price at a subsidized level when compared to bonds – where investors are more agnostic and definitely less loyal – focusing instead on the relative value of opportunities across the market.

However, while bond prices have skyrocketed, the loan market has hardly moved in terms of pricing. Yes, base rates are higher, resulting in higher all-in costs for borrowers, but on an all-in basis, when compared to bonds, issuing a syndicated loan is definitely the cheaper option for borrowers.

But why have African issuers managed to price debt at such attractive levels for so long?

There are three main reasons:

  • Finite supply: There is a limited supply of investable assets in Africa and those banks with an African focus are eager to support their key clients and to get exposure to the African market, which is seen as having strong growth potential. 
  • Difficulties in assessing risk: It can be difficult to assess the credit risk of African borrowers. This is because there is less historical data available, and the political, legal and regulatory environment is often complex. Joining a syndicated loan or bond that has been oversubscribed and so carries the stamp of endorsement from the market can be an attractive solution to this challenge.
  • Those issuers that are active in the loan market tend to bring with them an array of other ancillary opportunities (e.g. IPO, Eurobond, and Advisory mandates), in a region where businesses that are succeeding are usually experiencing high growth.

So finite supply leads to fierce competition for these prestigious African clients and the fact that these credits are complex and difficult to understand exacerbates the problem. 

As a result of these factors, African risk is often not being priced fairly. South Africa is a good example of how African risk can be underpriced. Despite losing its investment grade rating in 2017, South African corporates and State-Owned Enterprises (SOEs) continue to price their debt like they are in Western Europe. This is because there is a limited pool of opportunities for those banks that prefer to lend in ZAR to invest in.  

Relationship pricing works for the banks because they are able to use the revenues from ancillary business to subsidize their commitment to the loan, but for regular investors (who are typically looking on an asset play basis) they can end up being short-changed. This means that investors may be taking on more risk than they realise, for a relatively low return.

However, instead of adjusting pricing upwards, the imbalance is being addressed another way - by adjusting risk.

Reducing the risk keeps pricing low and so address issuers concerns around paying double-digit yields.

Risk mitigation tools (in the form of ECA wraps, DFI guarantees or insurance wraps) are being embedded into loans and so while pricing remains low, investors improve their returns through adjusting the risk.

These type of credit risk mitigated deals, result in investment grade ratings, but with a substantial African premium. In the EUR 1bn Bank of Industry deal, BOI/AFC pays a yield of about 200bps versus an average yield of 75ps for an A3 rated credit in Europe. It is the only way for many international and European banks – who typically shy away from low BB or single B African risk - to fill their African buckets. 

These investors have a whole world of investment opportunities available to them, from AAA through to single B risk, usually across the globe, so they can pick and choose their deals.  Consequently, in order to attract their investment into Africa, pricing on these credit enhanced deals has to be highly attractive relative to other similarly opportunities globally.

However for those emerging market investors or African banks focused on Africa, their return hurdle requirements mean that the credit enhanced deals do not work for them. 

Instead, they are obliged to find African opportunities that represent real, uncovered African risk.  However, the market paralysis created by a difficult credit environment, combined with the fact that a large proportion of those deals that do come to market include some form of credit enhancement, means that the pool of deals offering pure, uncovered African risk is now much smaller.

And this is where supply and demand dynamics take over. 

African banks and investors are desperate for assets and are very comfortable assessing and understanding sub investment grade African risk. However this dynamic of fewer deals but strong investor demand has led to plentiful pent up liquidity down the credit curve.

Ironically, once African investors get over the hurdle of higher return requirements (often driven by higher cost of funding) there is such relief that pricing works from a returns perspective, that they can then end up effectively under-pricing the actual credit risk. So we end up with BB- loans paying only 450bps versus BB average bond yields of 12%.

Investors in Africa are a finite pool who know and understand African risk. They deserve to be fairly compensated for the risk they take.
