The Freedom Front Plus (VF Plus) submitted a PAIA application to the Tshwane Metro to obtain documents to assess the fairness and legality of the Metro’s property valuation roll for 2025-2029.

Transparency and accountability are essential to ensure that the valuation process was lawful, fair and accessible to the public.

The PAIA application requests information regarding the following:

  • Appointment process of the municipal valuer: public verification of appointment letters, independence declarations and professional registration.
  • Tender and contracting process: insight into the evaluation and award process to ensure legal compliance.
  • Affiliations and conflicts of interest: probing potential relationships between contractors and valuers.
  • Valuation methodology: full disclosure of all methods, data and sources used.
  • Public participation and communication: evidence that community engagement was properly conducted.
  • Objections and appeal process: access to all procedures and regulations regarding objections and re-evaluations.
  • Variations in property valuations: statistical analysis of valuation variations by area.
  • Market trends and data correlation: reports on market values, price trends and economic factors.
  • Procurement policy and municipal supply chain management regulations: documentation on tender and joint procurement practices.
  • Legal and policy framework: public access to relevant policies in accordance with legislation applicable to property rates.

The Tshwane Metro should urgently comply with the party’s request and provide the requested documentation.

The Freedom Front Plus will consider further action once the information has been received. Should the Municipality fail to respond within the legally prescribed timeframe of 30 days, legal action and other remedies will be considered to protect Tshwane residents’ rights.

Tshwane residents deserve honest and transparent local governance. The Freedom Front Plus will keep asking tough questions and taking action to address confirmed unfairness or legal violations.
