Social grants set to increase in April

Location: News

Social grants set to increase in April

All social grants, barring the Social Relief of Distress (SRD) grant, are expected to increase from April this year.

Delivering the 2025 Budget Speech in Parliament on Wednesday, Finance Minister Enoch Godongwana said the number of social grant beneficiaries – excluding those receiving the SRD grant – is expected to rise to some 19 million in 2025/26 and 19.3 million in 2027/28 due to a growing population of older persons.

Godongwana said for 2025/26, social grants will be allocated some RR284.7 billion.

“As announced by the President in the State of the Nation Address, the SRD will be used as a basis for the introduction of a sustainable form of income support for unemployed people.

“The future form and nature of the SRD will be informed by the outcome of the review of active labour market programmes. This is expected to be completed by September 2025.

“The truth is that ours is one of the most comprehensive social safety nets among emerging economies. This reflects our commitment to addressing poverty and inequality, while keeping our spending sustainable,” he said.

The grant increases this year include:

  • Old age grant will increase from R2185 to R2315
  • War veterans grant will increase from R2205 to R2335
  • Disability grant will go up from R2185 to R2315
  • Foster care grant rises from R1180 to R1250
  • Care dependency grant will increase from R2185 to R2315
  • Child support grant will go up from R530 to R560
  • The grant-in-aid will increase from R530 to R560

In the Budget Review, National Treasury said the budget for social grants is “increased by R8.2 billion over the medium term to account for higher costs of living”.

“An amount of R35.2 billion is allocated to extend the payment at the current [SRD] R370 per month per beneficiary, including administration costs,” the department said.

The Department of Social Development, which administers social grants, has been allocated R422.3 billion in 2025/26, which is expected to increase to R452.7 billion in 2027/28, at an average annual growth rate of 4.5%.

“This funding supports poverty reduction through social grants, the provision of risk benefits through social insurance and the delivery of welfare services, development initiatives, empowerment programmes, gender equality initiatives and advocacy for children, women, youth, the elderly and individuals with disabilities.

“Social grant spending makes up 81 percent of the allocation for this function. At an average annual growth rate of 5.3 percent, social protection spending increases above inflation over the medium term; however, social grant reform and efficiency savings will be necessary to ensure the sustainability of the social security system.

“[The] sector’s operational budget will be subject to conditions, including the need to improve biometric verification of recipients to achieve savings,” the National Treasury said. – SAnews.gov.za

Five Years of Advancing Investment, Collaboration in Africa’s Energy Sector

Location: Business
African Energy Chamber

African Energy Week (AEW): Invest in African Energies, the premier platform for Africa's energy sector, marks its fifth anniversary in 2025, celebrating a legacy of driving investment, fostering partnerships and advancing the continent's energy future. Since its inception, AEW has established itself as the continent's leading energy event, bringing together industry leaders, policymakers, investors and global stakeholders to catalyze development across Africa's oil, gas and renewable sectors.

Over the past five years, AEW has facilitated multi-billion-dollar deals, shaped policy discussions and strengthened regional cooperation. Its inaugural edition in 2021 set a strong foundation, attracting 1,700 delegates, including ministers, global energy executives and financial institutions. The event reinforced Africa's appeal to investors while establishing AEW's strategic goal of eradicating energy poverty by 2030. The event introduced key features such as the African Energy Awards, panel discussions and forums covering the entire energy sector across four venues. Country spotlight sessions provided market insights, while the African Energy Chamber, alongside African energy ministers and a representative from the German government, launched the African Green Energy Dialogue Initiative to accelerate investment in Africa's green energy space.

The 2022 edition of AEW kicked off with opening remarks from esteemed African leaders including the presidents of Uganda and Mozambique, Minister of Hydrocarbons from the Republic of Congo, as well as prominent industry figures from APPO, the European Commission, the International Energy Forum and the private sector. AEW 2022 provided a platform for high-level discussions on investment opportunities, energy policy and strategies for driving Africa's energy transition. In addition to insightful discussions and networking opportunities, AEW 2022 introduced the Just Energy Transition Concert, blending music and culture with energy dialogue to promote investment, development and wider participation across the energy industry.

AEW 2023 saw an unprecedented level of participation, with opening remarks from the presidents of Namibia, Senegal and Uganda, alongside energy ministers from South Africa, South Sudan, Uganda, Equatorial Guinea, the Republic of Congo, Ghana and Mozambique. Representatives from OPEC, APPO, GECF, and key global partners from Russia, the U.S., Europe, and Saudi Arabia further reinforced the event's strategic importance. Afreximbank played a central role, hosting a dedicated deal room and supporting Africa's growing M&A activity. Key agreements signed included Afreximbank's $75 million financing deal with Torxen Energy Resources for Nigeria's PPL 241, a hydrogen exploration agreement between The Gambia and H2 Gambia Limited, and a $60 million term loan for Alphaden Energy & Oilfield Limited to develop a gas facility in Nigeria. Additionally, the African Energy Chamber partnered with the Black Impact Foundation to promote global opportunities for the Black community. The African Farmout Forum connected investors with available blocks, accelerating exploration and partnerships across Africa's oil and gas sector.

In 2024, AEW underscored its role as a catalyst for deal-making and sectoral development. Afreximbank committed over $120 million in financial facilities to support Africa's oil and gas sector, while the Republic of Congo's Société nationale des pétroles du Congo partnered with the State Oil Company of Azerbaijan to modernize the CORAF refinery and the African Farmout Forum returned to highlight available block opportunities for partnership and investment. The event featured a distinguished lineup of speakers and delegations, including energy ministers from South Africa, Namibia, the Republic of Congo, Gabon, Nigeria, Equatorial Guinea and Angola; OPEC and APPO secretary generals; and top executives from Eni, bp, Chevron, TotalEnergies and other leading energy companies.

The fifth edition of AEW promises an even greater focus on investment opportunities and project developments, including 2025/2026 licensing rounds, multi-phase LNG facilities, new refining capacity, drilling and appraisal programs and cross-border pipeline infrastructure. All flagship features will return, including the Big Five Stages of Premium Industry Content, the African Farmout Forum, the Deal Room, the OPEC-Africa Roundtable and more. With capital-intensive projects requiring global financing, AEW 2025 will serve as the premier platform to connect investors with Africa's most promising energy opportunities.

By bringing together key stakeholders, AEW has enhanced Africa's global competitiveness, enabled cross-border partnerships and fostered policy dialogue that advances sustainable energy development. As the conference celebrates five years of impact, its role in shaping the future of Africa's energy sector remains stronger than ever, ensuring that the continent's vast energy resources continue to drive sustainable development and economic transformation.

“The five-year milestone is a testament to AEW's commitment to shaping the future of Africa's energy sector. As the continent continues to navigate the complexities of energy development, AEW remains a vital platform for stakeholders to engage and drive progress across the continent,” says NJ Ayuk, Executive Chairman of the African Energy Chamber, adding “As AEW celebrates five years of impact, its influence on the continent's energy landscape remains unparalleled. The conference has consistently demonstrated its ability to drive sustainable energy development, ensuring that Africa's vast energy resources are harnessed to drive economic transformation and sustainable development.”

AEW: Invest in African Energies is the platform of choice for project operators, financiers, technology providers and government, and has emerged as the official place to sign deals in African energy. Visit www.AECweek.com for more information about this exciting event.

Summit to boost small enterprise development in KZN

Summit to boost small enterprise development in KZN

Business leaders, entrepreneurs and government officials in KwaZulu-Natal are currently engaging on critical issues impacting small enterprises across the province.

These role players are gathered at the 2025 Umyezane Summit, Conference and Awards, which is taking place at the Inkosi Albert Luthuli International Convention Centre and hosted by the Department of Economic Development, Tourism and Environmental Affairs (EDTEA).

Addressing the opening of the summit on Monday, KwaZulu-Natal Premier Thamsanqa Ntuli emphasised the pivotal role played by small, medium and micro enterprises (SMMEs) in driving economic transformation and creating jobs within the province.

“The growth of SMMEs is central to building a resilient and inclusive economy. Through initiatives like the Umyezane Summit, we aim to empower small businesses, strengthen township and rural economies, and ensure that historically disadvantaged entrepreneurs are given meaningful opportunities to thrive,” Ntuli said.

He highlighted the provincial government’s commitment to fostering an enabling environment for entrepreneurs by addressing barriers including crime, access to funding, and market opportunities.

The summit and accompanying awards reflect the provincial government’s vision of fostering a thriving, inclusive economy driven by small enterprises.

Ntuli assured entrepreneurs that KwaZulu-Natal remains committed to policy reforms, financial support, and capacity-building programmes that will position SMMEs as key drivers of economic growth.

EDTEA MEC Musa Zondi noted the importance of public-private partnerships in unlocking economic opportunities for SMMEs.

“We must remove red tape, foster innovation and create sustainable pathways for small businesses to succeed in both local and global markets,” Zondi said.

The summit features panel discussions, policy dialogues, and networking sessions, where stakeholders engaged on topics including:

•    Crime and business security – Addressing the impact of crime on small businesses and strategies to enhance security.
•    Regulatory and policy compliance – Simplifying business registration and licensing processes.
•    Revitalising township and rural economies – Exploring innovative approaches to support businesses in historically underserved areas.
•    Access to funding and market opportunities – Strengthening financial support mechanisms for SMMEs.
•    The Black Industrialists Programme – Accelerating transformation by expanding support for Black-owned enterprises in key sectors.

Recognising excellence in entrepreneurship

During the award ceremony on Monday, Ntuli commended the recipients for their dedication and contribution to economic development, reaffirming government’s ongoing support for the province’s entrepreneurial ecosystem.

The awards celebrated outstanding entrepreneurs, who have demonstrated resilience, innovation, and business excellence in KwaZulu-Natal, including youth and women-owned businesses, rural enterprises, and emerging industrialists.

Nelson Mandela Bay shines in global business services sector

Location: News

Nelson Mandela Bay shines in global business services sector

Nelson Mandela Bay Municipality (NMBM) has emerged as the fastest growing region in South Africa for the global business services sector, following Johannesburg, Cape Town and Durban.

This is according to data from the municipality's Economic Development, Tourism and Agriculture (EDTA) Directorate.

NMBM Member of the Mayoral Committee for the EDTA, Bassie Kamana, on Monday said she was encouraged by the rapid growth of the global business services sector (call centre services) within the city.

In collaboration with Business Process Enabling South Africa (BPESA), NMBM recently hosted a stakeholder engagement session in Newton Park, Gqeberha.

BPESA is a leading association that represents global business services and business process outsourcing companies in South Africa. The association’s key objectives include positioning South Africa as a prime destination for offshoring, driving local job creation, and promoting excellence in service delivery within the global business services sector.

BPESA partners with the private sector, the Department of Trade, Industry and Competition (the dtic), and municipalities to promote South Africa's capabilities, empower youth through training and job creation, and strengthen the industry’s ability to deliver high quality services.

The purpose of the engagement session was to create a collaborative platform for sector stakeholders to share experiences, review their growth since establishing operations in Nelson Mandela Bay, and explore future opportunities for expanding the industry within the region.

The session also highlighted the support available from government and its entities to further develop the sector.

Participants included representatives from the Coega Special Economic Zone, the Eastern Cape Development Corporation, the dtic, Harambe Youth Accelerator, and various global business services companies.

Prominent players in the industry that have already established operations in Nelson Mandela Bay include Discovery Health, ISON, Startek, Dastile Wealth Insure, Outworks and Teleperformance. Teleperformance, which opened its office in late 2024, has already created over 500 jobs for young people in the city.

Addressing the session, Kamana highlighted the growing investments in the sector, noting that over 3 000 jobs have been created for youth with secondary and tertiary education.

"Working with our partners to mobilise resources and create a conducive environment for Nelson Mandela Bay to be a destination of choice is starting to pay off. We can already see ourselves being a major player among the major three cities that are leading in this sector, [and] that alone is encouraging news.

“What encourages [me the] most is the fact that this sector is able to offer jobs to youth, an area that we as the metro we are working around the clock to come up with solutions to,” Kamana said.

Teleperformance Vice President, Leanne Felix, expressed optimism about the future growth of the industry in Nelson Mandela Bay, and even greater expansion in the next five years.

Felix acknowledged the partnership the company has with NMBM.

“This partnership makes it easier for us to mobilise resources and market the city and its talent. The international industry is beginning to show interest in the talent, commitment and skills base we have here in Nelson Mandela Bay.

“We just need to do more in to showcase our capabilities as the Eastern Cape and open up about the support and incentives that are available to support the industry. When the demand came last year for the company to expand our operations from Cape Town, Nelson Mandela Bay became an obvious choice. The support we have received from the metro has been amazing,” Felix said. – SAnews.gov.za

Consumer rights to come under the spotlight

Location: News

Consumer rights to come under the spotlight

With World Consumer Rights Day to be commemorated this week, the need for educating consumers about their rights has come to the fore.

“The promotion of corporate responsibility and fair-trade principles will also take place. The outcomes of these discussions will help regulators to remain agile to protect consumers in this changing landscape,” said Deputy Commissioner at the National Consumer Commission (NCC), Thezi Mabuza.

Speaking at a media briefing in Pretoria on Monday, Mabuza averred the need for all stakeholders within the consumer protection landscape to cooperate in the quest for the effective protection of consumers.

“The promotion of corporate responsibility and fair-trade principles will also take place. The outcomes of these discussions will help regulators to remain agile to protect consumers in this changing landscape,” she said.

The briefing came as the NCC in partnership with the Competition Commission of South Africa, Mpumalanga Department of Economic Development and Tourism and various regulatory bodies under the umbrella of the Consumer Protection Forum (CPF) are set to commemorate World Consumer Rights Day (WCRD 2025). The day is commemorated annually on 15 March globally.

However, this year it will be celebrated on 14 March 2025.

To bring the message closer to home, in South Africa, the day is observed with the theme “Empowering Consumers, Balancing Rights with Ethical Business Practices."

Head of Education and Advocacy at the NCC, Poppy Kweyama, said the global event aims to boost awareness about consumer rights and push for fair trade practices in the marketplace.

“World Consumer Rights Day, first observed in 1983, has become a key event for promoting consumer awareness,” Kweyama said.

Kweyama said many consumers still fall victim to fraud, misinformation, unsafe products, and unethical business practices.
“In today's digital world, issues such as data privacy, online scams, misleading digital advertisements, and unfair pricing have added new dimensions to consumer protection. Each year brings different challenges in the consumer protection space. It has always been our view, as it is our mandate that no consumer should be subjected to unfair and unconscionable practices from unscrupulous suppliers.

“It is also our view that for a harmonised marketplace, we need to empower consumers while nudging suppliers into complying with various consumer laws,” she explained.

This year’s activities will include consumer education and business compliance inspections conducted by various regulators in the consumer space to enforce compliance.

In addition, a business breakfast will be held on Thursday,13 March, where various regulators will unpack topics such as competition concerns and safety in the food value chain.

“The breakfast is an opportunity for the Competition Commission to engage with business leaders in the area to gain insight into the concerns small-scale farmers, retailers, wholesalers, and large agri-businesses have including the barriers to entry and trade they may face,” head of Advocacy at the Competition Commission Andile Gwabeni said.

He said that the breakfast will also raise awareness of the findings of the Commission’s Fresh Produce Market Inquiry (FPMI).

Released in January, the inquiry began on 31 March 2023 and assessed the fresh produce value chain across three main themes, including the efficiency of the value chain, concentrating on fresh produce market facilities; market dynamics of key inputs and their impact on producers, and barriers to entry, expansion and participation.

The inquiry, in the main, focused on five fruits, namely: apples, citrus (notably oranges and soft citrus), bananas, pears and table grapes, along with six vegetables, including potatoes, onions, carrots, cabbage, tomatoes and spinach. These products are staples in South African households.

Mpumalanga Consumer Court and other activities

Also, as part of the activities leading to the commemoration, the Mpumalanga Consumer Protection Office will relaunch its provincial consumer court on 13 March 2025, the eighth in the country. This court will provide access to effective redress for consumers in the province.

This as the Mpumalanga Department of Economic Development and Tourism has expressed delight at the relaunch the Mpumalanga Consumer Court.

“This court will be essential in ensuring a quick resolution to consumer complaints and the enforcement of consumer rights,” said Bonani Dube who is the Acting Director: Business Regulations and Governance at the provincial department.

Activities to commemorate the day on 14 March will include a breakfast with business leaders in Mbombela, site visits to automotive dealerships in the Mbombela area and the surrounding areas, as well as a seminar with students to raise awareness of consumer rights.

The day dedicated to raising awareness about consumer rights and promoting fair practices in the marketplace.

The NCC is a regulatory body in South Africa established under the Consumer Protection Act No. 68 of 2008. Its main function is to enforce consumer protection laws and provide redressal for consumer disputes.

The Consumer Protection Act (CPA) seeks to promote a fair, accessible, and sustainable marketplace for consumer products and services and for that purpose, establishes the national norms and standards relating to consumer protection.

The Act further seeks to provide for improved standards of consumer information, prohibit certain unfair marketing and business practices, promote responsible consumer behaviour and a consistent legislative and enforcement framework relating to consumer transactions and agreements.

The Competition Commission is one of three independent statutory bodies established in terms of the Competition Act to regulate competition between firms in the market.

AMW to Showcase Angola’s Critical Mineral Prospects

Location: Business
Energy Capital & Power

Angola has set a target to become a key exporter of value-added critical minerals in the next 10 to 15 years. As the country pursues this goal, the upcoming African Mining Week (AMW) - Africa's premier mining event - will spotlight Angola's growing potential as global critical minerals exporter.

Angola has identified 34 of the 54 critical minerals recognized by the European Union across its mineral-rich basins and is ramping up exploration, production and downstream projects to unlock its industry potential. The government is promoting investment across the critical mineral value chain as a strategy to advance economic diversification while unlocking greater revenue generation from the mining industry.

AMW serves as a premier platform for exploring the full spectrum of mining opportunities across Africa. The event is held alongside the African Energy Week: Invest in African Energy 2025 conference from October 1 -3 in Cape Town. Sponsors, exhibitors and delegates can learn more by contacting  sales@energycapitalpower.com.

Across the country, various mining developments are taking off. In January 2025, UK-based Pensana secured funding from South Africa's Absa Bank to accelerate the development of the Longonjo Rare Earth Project. The $325 million project is expected to supply 5% of the world's high-grade rare earth carbonate, generate $6 billion in export revenue and contribute $1 billion in tax revenue to regional treasuries, helping Angola diversify its revenue generation.

Meanwhile, Chinese mining firm Shining Star is set to commence production this year at the 40-million-ton Mavoio-Tetelo copper project in northern Angola. The project is expected to produce 300,000 tons of copper per annum, significantly boosting Angola's mining revenue. Australian firm Tyranna Resources - in partnership with China's Sinomine - is advancing multiple lithium projects in Angola, with ongoing drilling activities identifying additional reserves and expediting mine development. These projects include the Namibe and Muvero lithium mines. Canada's Ivanhoe Mines has also initiated a series of copper exploration projects in Angola's Moxico and Cuando Cubango provinces, contributing to efforts to diversify the nation's mining sector and revenue streams.

To increase value addition across the manganese sector, Angola is developing a $250 million manganese-to-silica processing facility in partnership with Chinese firm ST New Materials. The project is expected to be operational in 2025. The country is also spearheading projects to produce steel from iron mined in the Kasinga region.

As Angola seeks to attract new investors across the critical mineral value chain, AMW 2025 will bring together Angolan stakeholders and global investors to discuss partnerships and industry growth opportunities. AMW will host panel discussions, project showcases and exclusive networking opportunities, connecting international investors with Angola's rapidly expanding critical minerals market.

However, access to financing remains a significant challenge for women entrepreneurs in West Africa, where less than 20% of women-led SMEs have access to adequate funding. Globally, Gender Bonds represented only USD 14.5 billion, accounting for just 1.5% of the sustainable bond market in 2023, underscoring the need to expand such initiatives.

According to Paul-Harry Aithnard, Managing Director of Ecobank Côte d'Ivoire, women's financial inclusion is a major economic priority. "This Gender Bond provides a tangible solution to the challenges faced by women entrepreneurs in West Africa. Today, women-led businesses are recognized for their resilience and performance, yet they remain significantly underfunded. Through this issuance, we reaffirm our commitment to building an ecosystem where women have full access to the financial resources they need to grow and succeed. This is a powerful tool to transform access to financing and sustainably accelerate the growth of women-led businesses."

The "Ellever Gender Bond 6.5% 2024-2029" offers investors and the public a unique opportunity to combine profitability with social impact. This five-year bond provides an attractive annual interest rate of 6.5% with a two-year capital repayment grace period. The total issuance of XOF 10 billion consists of one million securities with a nominal value of XOF 10,000 each.

All funds raised will be fully allocated to strengthening the ELLEVER program, financing initiatives led by women, and providing them with tailored financial and technical support. Roseline Abé, Chief Executive Officer of EDC Investissement Corporation, highlights the significance of this initiative: "We have structured this bond to be attractive to investors while delivering a strong impact on women's empowerment in Côte d'Ivoire. This is a unique opportunity to combine financial performance with social inclusion."

With this Gender Bond, Ecobank Côte d'Ivoire cements its leadership in sustainable finance and paves the way for greater economic inclusion. The bank's ambition goes beyond this issuance, as it envisions a long-term strategy to promote innovative and inclusive financial instruments.

Paul-Harry Aithnard concludes: "This issuance is just the beginning. We will continue to develop tailored solutions to enhance women's participation in the economy and encourage other financial institutions to follow this path."

Through this initiative, Ecobank Côte d'Ivoire is transforming access to finance and reaffirming its commitment to inclusive and sustainable development.

Committee Questions NERSA on Impact of Tariff Increases for Consumers

Location: News

Republic of South Africa: The Parliament
Download logo

The Portfolio Committee on Electricity and Energy was briefed by the National Energy Regulator of South Africa (NERSA) on the reasons for its decision on Eskom's Multi-Year Price Determination 6 (MYPD6) Revenue Application.

Briefing the committee, NERSA outlined the rationale behind its decisions, emphasising the need to balance Eskom's financial sustainability with the economic pressures facing consumers. The presentation highlighted that Eskom originally requested a staggering 57% increase in tariffs over three years. However, after thorough evaluations and consultations, NERSA approved a significantly reduced increase of 24.3%.

NERSA said it considered its decision within the broader context of ensuring affordability for consumers while enabling Eskom to address its operational challenges effectively.

The committee expressed significant concerns about the implications of tariff increases on consumers and the broader economy. Members highlighted the historical pattern of tariff hikes and their adverse effects on economic activity, seeking clarification on how NERSA plans to ensure that future increases do not unduly burden vulnerable households and small businesses.

Additionally, there were worries that the tariff increases might stem from mismanagement at Eskom. Some committee members voiced scepticism about Eskom's ability to effectively utilise the funds generated from these increases, pointing to past inefficiencies and corruption. In response, NERSA explained that the approved increases are contingent upon Eskom meeting specific performance targets and operational efficiency benchmarks. The regulator assured the committee that it would closely monitor Eskom's financial management and operational practices to ensure that any additional revenue is directed towards improving service delivery and reducing load shedding.

The energy regulator emphasised its commitment to conducting thorough economic impact assessments prior to approving any tariff adjustments. NERSA noted that the approved increases were based on careful consideration of operational costs, maintenance needs and performance targets for Eskom. Additionally, NERSA recognised the necessity for enhanced accountability and oversight, reaffirming its intention to monitor Eskom's compliance with established performance standards diligently.

Another significant question raised by the committee involved the integration of independent power producers (IPPs) into the energy landscape and how this would affect future pricing. Members expressed concerns about the potential costs associated with integrating renewable energy sources and whether these costs would be passed on to consumers. NERSA assured the committee that while IPPs will contribute to diversifying the energy mix, careful planning and regulation will be essential to manage costs effectively.

Committee members inquired whether NERSA is considering any changes to the existing regulatory framework to better address Eskom's challenges and those of the energy sector as a whole. In response, NERSA said the evolving landscape of the energy market, continuous policy review will be required. Furthermore, NERSA stressed that any amendments would only be made after careful consideration of the long-term implications for both Eskom and consumers.

The discussion also touched on the issue of the gas/coal problem, particularly with regard to the integration of gas as a transitional fuel in South Africa's energy mix. Committee members raised questions about the implications of relying on gas while also managing coal dependencies. NERSA recognised the complexity of this issue, highlighting the need for a balanced approach to energy generation that considers both environmental sustainability and economic viability.

Regarding the negotiated pricing agreements between Eskom and large industrial users, committee members questioned the fairness of these agreements in the context of rising tariffs for ordinary consumers. The energy regulator reiterated that such agreements are governed by the electricity pricing policy and said that it will continue to review these contracts to ensure they align with South Africa's broader economic goals.

Dept seeks declaratory order for irregular tender for Driving Licence Card Machine

Dept seeks declaratory order for irregular tender for Driving Licence Card Machine

Transport Minister Barbara Creecy has instructed her department to lodge a high court application for a declaratory order regarding the Driving Licence Card Machine (DLCM) tender found to have been irregular by the Auditor-General South Africa (AGSA).

The department on Wednesday said the declaratory order is being sought to get guidance on how to proceed, given the findings of the AGSA audit report.

In September last year, the Minister requested the AGSA, who at the time was undertaking an audit of the procurement process for the new DLCM, to widen the scope of the audit process to include whether Supply Chain Management (SCM) prescripts were followed to the letter, and if the specs of the project included adequate measure to protect the safety of personal data, given the sensitivity of information and security features involved in this project.

The AGSA identified instances of non-compliance with the required procurement processes.

“The non-compliances emanated from transgressions of SCM prescripts (Public Finance Management Act (PFMA), Treasury Regulations and Driving Licence Card Account (DLCA) SCM policies, rendering the procurement process irregular,” the Department of Transport said on Wednesday.

The AGSA audit of the DLCA SCM processes revealed irregularities in the tender evaluation.

IDEMIA, the winning bidder, failed to meet key bid technical requirements. Additionally, the AGSA review confirmed that the other bidders were not unfairly disqualified, as they also did not meet the bid technical specifications.

All bids submitted exceeded the R486 385 million budget set by the DLCA, indicating inadequate market analysis and budgeting.

The AGSA found that the DLCA used outdated pre-COVID-19 prices, and the budget they submitted to Cabinet for approval did not include all the costs for the contract, leading to Cabinet approving a memo that was not a true reflection of the cost of the contract.

"This poses the risk of the project being delayed or cancelled due to insufficient funds," the AGSA said in its report.

The AGSA also noted that the bid specifications included an adequate assessment of the ability of the system to protect personal data. All bidders were evaluated on this criterion, and some were responsive.

According to the AGSA, the Bid Evaluation Committee (BEC) deviated from assessing the bids using the exact criteria set out in the bid specifications when evaluating documents provided by bidders.

“The BEC members had to use their judgement and make executive decisions on how to assess the bids due to ambiguous bid specifications, which did not clearly address the DLCA requirements. This ambiguity led to discrepancies identified by the AGSA, resulting in an unfair and non-transparent procurement process.

“The inconsistencies extended beyond technical evaluation to site visits conducted by the DLCA. During these visits, the DLCA was supposed to confirm that the MX8100 machine proposed by the bidder, IDEMIA, had the required capacity and capability to deliver on the requirements. The DLCA chose to inspect an unrelated machine”.

The AGSA said the deviation from the bid specifications and the use of ambiguous criteria undermined the fairness and transparency of the procurement process.

“It is on the basis of the above that the department is in no position to turn a blind eye on the findings of the AGSA that points to irregularities in the tender process and the transgressions of the Public Finance Management Act (PFMA).

“In terms of section 81 (1) of the PFMA, an accounting officer for a department or a constitutional institution commits an act of financial misconduct if that accounting officer wilfully or negligently... makes or permits an unauthorised expenditure, an irregular expenditure, or a fruitless and wasteful expenditure.

“Consequently, Minister Creecy has instructed the department to lodge a high court application for a declaratory order for guidance on how to proceed, given the AGSA audit report,” the department said. - SAnews.gov.za

SA needs R440 billion for transmission development

Location: News

SA needs R440 billion for transmission development

South Africa requires upwards of R440 billion in the next 10 years to expand its transmission infrastructure, says Minister of Electricity and Energy, Dr Kgosientsho Ramokgopa.

Addressing the Africa Energy Indaba in Cape Town on Tuesday, the Minister said the country’s transmission development plans have identified the need to modernise and expand the grid for 14 000 kilometres in the next 10 years.

“This is going to require an enormous amount of investment. The fiscus won’t be able to carry that. The Eskom balance sheet is not sufficient, so it is important to find bespoke financing instruments to make this possible,” the Minister said.

He called on financial actors to actively take steps to significantly lower the cost of borrowing for the investment of the continent’s development, climate resilience and clean energy transition initiatives.

“We expect the increase in electricity trade volumes to grow by about 300% by 2040 and by that time, the projection is that Africa’s population will be at about two billion people from the current 1.5 billion. For us to be able to achieve this level of ambition, there are huge investments that are required.

“One of the studies done by some of the... organisations suggests that Africa will need upwards of R2.6 trillion in investments in the energy sector by 2040. The pool of financing is enormous. Even if you had to consolidate the balance sheet of the continent, I don’t think we are going to get anywhere near raising this money.

“That is why it is important that we are able to design a financing instrument for us to be able to achieve this level of ambition,” Ramokgopa said.

He expressed support for a single electricity market on the continent, as advocated for by the the African Union's Agenda 2063.

“We think that the ambitions of achieving a single electricity market on the continent is not far-fetched .For us to have universal access by 2063, as advocated for in Agenda 2063, which makes a point that we can achieve that through regional integration… there has to be significant investment on interconnectivity,” the Minister said.

With South Africa hosting the Group of Twenty (G20) Presidency, Ramokgopa outlined the G20 technical energy group priorities, which include energy security and forging reliable and affordable access; achieving just, affordable and inclusive energy transitions, as well as African connectivity and energy pools.

These priorities were canvassed through the platform of the African Union.

According to Ramokgopa, 43% of the total population in Africa does not have access to electricity.

“This is a big issue. Before you can talk about transitioning, people need to have access to whatever form of electricity, irrespective of the fuel sources.

“As a country and the continent, we bear the responsibility to ensure that we are able to provide this access in a manner that doesn’t degrade the environment and keep to our obligations to ensure that we reduce the greenhouse gas emissions, although we contribute less than 2.5% of the CO2 emissions. Going into the future, gas will still be part of the mix on the continent,” the Minister said.

Focus on just transition

South Africa’s G20 Presidency will elevate the issue of just, affordable and inclusive energy transitions.

“That is important because we are of the opinion that there is no single transition. Any transition should take into account the unique circumstances of individual countries, and the pace and scale that they can afford.

“We will be meeting with the National Economic Development and Labour Council (Nedlac) and are hoping that the Integrated Resource Plan (IRP) will be release to the public soon. The plan will explain how we see the transitions unfold in the country,” Ramokgopa said.

South Africa's G20 Presidency is the fourth consecutive emerging market Presidency, and it is also the first African Presidency.

It commenced on 1 December 2024 and all engagements are being held under the theme: “Solidarity, Equality, Sustainability”.

The year-long deliberations will culminate in a G20 Leaders’ Summit in November 2025.

The G20 was established to tackle pressing global economic and financial issues. Together, G20 members account for around 85% of global GDP and 75% of international trade.

It comprises 19 countries and two regional bodies, namely the European Union and the African Union.

The grouping plays a critical role in influencing global policy making and fostering global economic stability. - SAnews.gov.za

Ruberto Scholtz, Sindiso Nyoni, Rowan Sakarombe and Botswana Metalheads From Southern Africa Join KFC Streetwise to Celebrate the Power of Influence and Inspiration

Location: News
KFC Africa

Cultural Creators from three of South Africa's neighbouring countries feature in KFC Streetwise's (https://Global.KFC.com/) new Original Feeds Original campaign, which celebrates the inspiration that feeds creativity.

Windhoek fashion designer Ruberto Scholtz, Harare visual director Rowan Sakarombe and the Botswana Metalheads feature in the campaign's epic TV commercial (https://apo-opa.co/43najWe), which stars Khuli Chana, Blxckie and 25K. The commercial's soundtrack (https://apo-opa.co/4irtnad) is a new song, the Originals Anthem, written and recorded by the rappers.

“Just as KFC's Streetwise brand takes its inspiration from the iconic taste of KFC's Original Recipe – while adding bucketloads of value for a new generation – the film depicts Khuli, Blxckie and 25K inspiring each other and those who will follow them,” says KFC Africa Chief Marketing Officer Grant Macpherson. “The Cultural Creators are part of the same powerful narrative.”

Scholtz, who made the suits Blxckie and 25K wear in the photoshoot scene in the TV commercial, is inspired by collaborations. “If you see someone who can do something well, why not work with them?” he says.

Sakarombe appears in the film shooting the Originals Anthem music video in the street with Khuli Chana, Blxckie and 25K. He says he's inspired by the “raw experiences of life around me” and the vibrant energy, constant motion and diverse cultures of cities.

The Originals Anthem inspires the Botswana Metalheads – whose music often contains local influences and whose style reflects cowboy culture - to infuse their originality and give it a heavy metal angle.

The campaign, which launches on 04 March 2025 across SADC regions, also features a packaging collaboration between KFC Streetwise and Cultural Creator Sindiso Nyoni, a Bulawayo-born illustrator who has built a stellar career after being inspired by an “original” – his high school art teacher, a retired graphic designer.

Making a mark

Macpherson says it's a time when young people are hungry to share their unique signature with the world. “Who better to feed their hunger than the originals who came before them?” he says.

“We want the Originals Anthem and all the activity around it to inspire all the young Africans trying to make their mark through their creativity and individuality.”

Khuli Chana says that as one of the legends of South African hip-hop, he's passionate about inspiring new artists. “The reason I started Maftown Heights in 2009 was to help rappers from Mahikeng find their footing in Joburg with a sound and language that wasn't mainstream at the time,” he says. “It led to great things and it's still giving new artists a platform. I love inspiring musicians to find their original sound.”

Blxckie says his career and development has been built on collaborations, and every one of them keeps him original. “Musicians lift each other up,” he says. “They support each other and make each other better at what they do.”

25K was introduced to rap by artists such as DJ Mojava, Ghetto Squad, and old school hip-hop groups Dead Prez and Outcast, and became an original by rapping in S'Pitori, a mixed language spoken in Pretoria.

“I want to be remembered for that and I want to inspire kids,” he says. “When I'm no longer here, I want to feel like I left something that will make it easier for another kid to come out of Pretoria.”

Other Cultural Creators who appear in the Original Feeds Original TV commercial include Kind Kid toymaker Sanele Qwabe, “Nail Pimp” Nailed Ntswembu, the Island Gals skateboarders and custom car pimper Ofentse Mphatsoe.

Passing the torch

The commercial begins with Khuli starting to write the Originals Anthem and ends with him as the OG, welcoming Blxckie and 25K on stage and handing the mic to them.

“It's the story of my life and it's the story of KFC Streetwise,” says Khuli. “Passing the mic is like passing the torch, and that's how Original Feeds Original.”

Director Sam Coleman says the 90-second video portrays the endless cycle of inspiration, in which each creator is galvanised by the ones before and motivates those who follow. “It's an explosive mix of visual eye candy, entertainment, musical reward, style, and unique brand integration that instantly hijacks your attention and eyeballs,” he says. “Everything about it is engaging, surprising and fresh.”

And there's an extra twist to the campaign, says Macpherson. “Every time someone streams the Originals Anthem, the money it earns will go to KFC Add Hope. It will be used to feed malnourished children throughout South Africa.

“Among the kids who benefit from Add Hope are the next generation of Khulis, Blxckies and 25Ks and the Cultural Creators of the future. So, anyone who listens to the anthem will be helping them on their way.”

The Originals Anthem is available on all major streaming platforms, including Spotify (https://apo-opa.co/4irtnad), YouTube Music (https://apo-opa.co/4if2LsS) and Apple Music (https://apo-opa.co/43srwgO).

KFC Celebrates Inspirational African Women Accelerating Action Towards Equality

Location: Business
KFC Africa

Progress in closing the gender gap in South Africa and Sub-Saharan Africa has almost halted, leaving millions of women at a disadvantage to men. But female role models across the continent are refusing to admit defeat, dedicating themselves to accelerating progress towards gender equality.

To mark International Women's Day on 8 March and honour its theme of “Accelerate Action”, KFC Africa has collected the stories of dozens of women who are taking bold steps to advance equality on the continent by educating, empowering and supporting women to achieve more, together, faster.

KFC Africa's list contains the names of 54 women – one for each year the company has been in Africa – and follows its successful International Women's Day campaign in 2024 which introduced an inaugural list (https://apo-opa.co/4h5xiID) of 53 “female firsts”. Each of those women had overcome educational, social and financial obstacles to achieve something no woman in their country had done before.

The 2025 list (https://apo-opa.co/4h5xiID), drawn from each of the 22 Sub-Saharan Africa countries where KFC has restaurants, also has its share of female firsts – people such as Dior Fall Sow, Senegal's first female prosecutor; Nelly Mutti, the Zambian parliament's first female speaker; and Adelaide Retselisitsoe Matlanyane, the first woman to lead Lesotho's central bank.

The list is dominated, however, by younger women who are breaking the mould – particularly in the technology sector – and showing they can do anything they set their mind to, regardless of age or gender.

They include the likes of Christine Ogo, a Cote d'Ivoire physicist who has encouraged thousands of schoolgirls to pursue science, technology, engineering and mathematics; Rachel Sibande, who set up Malawi's first technology incubator for emerging entrepreneurs and has gone on to teach coding to 92,000 women and children; and Regina Honu, whose Tech Needs Girls movement in Ghana has trained more than 20,000 women and girls to code.

Gender gap

“It's a powerful list that gives us hope after  the World Economic Forum's Global Gender Gap Report (https://apo-opa.co/4i2QKXB) in 2024 showed that progress seems to have ground to a halt,” says Akhona Qengqe, General Manager of KFC Africa.

The report showed that 68.4% of Sub-Saharan Africa's gender gap had been closed, only marginally higher than 68.2% in 2023 (https://apo-opa.co/3QEYGm5). South Africa, while being Africa's highest scorer and ranking 18th out of 146 nations, went backwards, from 78.7% in 2023 to 78.5% a year later.

“The report says that at the current rate of progress, it will be 2158 until the world reaches full gender parity,” says Qengqe. “That's why we need to accelerate action, particularly in Africa, and why the efforts of the women on the KFC list are worthy of recognition and support.”

In her seven years at KFC – she was as director of Africa franchise development, director of transformation and diversity and chief people officer before taking over as general manager in April 2023 – Qengqe has prioritised female empowerment.

Her initiatives include spearheading KFC Add Hope, a women-led programme that serves free meals to tens of thousands of children at more than 3,000 feeding centres across South Africa.

In 2021, she launched the Women on the Move leadership development programme, which prepares 22 women at KFC for future leadership positions every year, cultivating a pipeline of talent. Within two years, the number of female leaders in the business grew by 14%.

Transforming franchising

Last November she turned her attention to the wider quick service restaurant sector, launching Women in Franchising Africa (Wifa), the first network for current and aspiring female franchisees and franchisors across the continent.

“To say I am passionate about the inclusion of women in growing our economies is an understatement. It is in fact one of my life's purposes,” she says. “My partners in Wifa intend to transform the participation of women in the franchising sector across African economies.

“We want to educate women on how to run successful franchise businesses, provide networking opportunities for like-minded women, transform the sector by making funding accessible to women, and create mentorship opportunities for all the women in the network.”

KFC Africa Chief People Officer Nolo Thobejane says “Accelerate Action” is a call to look at what has a positive impact on women's advancement and replicate it.

“This is a journey we need to embark on together as we learn from each other. I cannot stress enough the importance of forming alliances and partnerships to amplify impact. By working together, organisations and individuals can share resources, knowledge, and support to create a more inclusive and equitable environment for women.”

“At KFC, we have implemented some programmes which have yielded great results – such as the Women on the Move Leadership programme to ensure the pipeline of leaders, developing them with quality education and training through initiatives like our Streetwise Academy and then providing career support into positions of leadership.”

“Other successful initiatives organisations can implement include designing and building infrastructure that meets the needs of women and girls, involving them in sustainable agriculture, and elevating their participation and achievement in sport, as we do with KFC Mini Cricket.”

“There's a lot we can do as individuals, too – we can call out stereotypes, challenge discrimination, question bias and celebrate women's success. Everyone everywhere can Accelerate Action.”

Qengqe says the new list of 54 names brings to 107 the number of inspirational African women KFC has honoured and recognised in the past two years. “We know this is the tip of a wonderful iceberg, and we welcome nominations of other women who are Accelerating Action in Africa.”

Today, KFC is the world's most popular chicken restaurant, still preparing our chicken with the Colonel's secret recipe to his exact standards. Every KFC restaurant follows the same global processes and procedures to ensure that our customers get great-tasting food, every time.

SANPC to Showcase Strategic Vision at IAE 2025

Location: Business
Energy Capital & Power

South Africa's newly established South African National Petroleum Company (SANPC) will host an investor roadshow at the Invest in African Energy (IAE) Forum in Paris this May, highlighting its strategic vision and the more than R95 billion in untapped market and investment opportunities in South Africa's oil and gas sector. Under the theme "South Africa's Energy Future: A New Age State Entity," the presentation will be led by SANPC CEO Godfrey Moagi, following the company's official launch, scheduled for April 2025.

With a clear mandate to promote energy independence and diversification, SANPC is set to drive large-scale investments in the oil, gas and clean energy sectors. SANPC's strategy includes ring-fencing all non-functioning assets, identifying assets that can be moved to the NOC and ensuring these assets can be traded and utilized effectively. At the IAE 2025, delegates will gain an exclusive look into SANPC's far-reaching goals, including the creation of a state-backed energy company that will enhance the country's energy security, facilitate the transition to cleaner energy sources and create employment opportunities for the nation's youth.

IAE 2025 (https://apo-opa.co/4h81CCe) is an exclusive forum designed to facilitate investment between African energy markets and global investors. Taking place May 13-14, 2025 in Paris, the event offers delegates two days of intensive engagement with industry experts, project developers, investors and policymakers. For more information, please visit www.Invest-Africa-energy.com. To sponsor or participate as a delegate, please contact sales@energycapitalpower.com.

SANPC's strategic vision aligns with South Africa's National Development Plan, which outlines the country's goals to expand access to affordable, reliable energy while navigating the energy transition. The creation of SANPC marks a bold step toward achieving these objectives, acting as a catalyst for new ventures, partnerships and large-scale infrastructure projects. As South Africa's energy landscape undergoes reform, SANPC aims to drive the rapid deployment of new projects while adhering to the highest sustainability standards and fostering regional integration in oil and gas.

SANPC's participation at IAE 2025 is part of the company's series of investor roadshows, first launched at the African Energy Week: Invest in African Energies 2024 conference in Cape Town. These roadshows support the company's commitment to attracting foreign investment and offer stakeholders the opportunity to engage with SANPC leadership, while gaining insight into the company's vision for an energy future that fosters both economic and environmental sustainability.

Minister announces fund to support spaza shops

Small Business Development Minister Stella Ndabeni has announced the creation of a R500 million Spaza Shop Support Fund that aims to enhance market competitiveness to help spaza shops and food handling outlets compete with larger retailers.

Addressing media in Pretoria on Sunday, the Minister said the fund will be launched soon and will support township convenience shops, including spaza stores.

“The fund will be launched in the next two weeks and a date will be communicated,” she said adding that the fund will comprise of funds from the Department of Small Business Development (R150 million) and the Department of Trade, Industry and Competition (R350 million).

The Minister made the announcement at the briefing that followed the close of the registration period for spaza shops and food-handling businesses to register their businesses with their local municipalities on 28 February.

She said other businesses will still benefit from existing departmental funds and programmes including financial assistance by the Small Enterprise Development and Finance Agency (SEDFA) and other development finance institutions (DFIs).

The fund aims to achieve economies of scale by linking spaza shops and food handling outlets to buying groups for bulk purchasing; build business capacity through training and support to improve shop operations; enhance market competitiveness to help spaza shops and food- handling outlets compete with larger retailers.

“We are planning a to roll out a multi-disciplinary outreach programme. The purpose of the outreach program is to bring government services closer to the people through disseminating information on community convenience shops and support offerings.

“We will continue to do these things with provincial and local government and will facilitate awareness campaigns in all 52 districts and metros across the country. The awareness campaigns are scheduled to take place from 03 March 2025 to 30 March 2025.”

The awareness campaigns will continue beyond the month of March and the awareness workshops will be facilitated by district champions, SEDFA and business regulation officers.

She said that the Department of Small Business Development has recruited 61 business regulation officers on six -month contracts, each assigned to a District or Metro across the country.

“These officers will be responsible for conducting awareness campaigns, research, and geo-mapping of spaza shops and food-handling facilities among other functions.”

Regulation

The Minister further added that the country’s regulatory environment needs to be streamlined, and the department has embarked on a Red Tape Reduction Program to include practical solutions.

“As a key strategic intervention to support the red tape reduction efforts, the department will ensure that municipalities are assisted with E-registration systems. We remain committed as government to streamline business licensing in South Africa, reduce regulatory burdens, and foster an environment conducive to entrepreneurship, innovation, and job creation.

“Our amended National Business Licensing Bill, once approved and implemented, will provide clarity, consistency, and transparency in business licensing, enabling businesses to thrive and contribute to the country's economic growth and development,” she explained. -SAnews.gov.za

Minister Creecy outlines plans to reinvigorate logistics sector

Minister Creecy outlines plans to reinvigorate logistics sector

The South African government is committed to reinvigorating the country’s logistics sector as an enabler of economic prosperity.

This is according to Transport Minister Barbara Creecy who delivered remarks at the launch of a new World Bank report titled: “Driving Inclusive Growth in South Africa: Quick Wins with Competitive Markets and Efficient Institutions".

“[Government has] established the National Logistics Crisis Committee [NLCC]…comprised of representatives from the Presidency, various government departments and the private sector.

“Its work includes securing strategic logistics corridors handling commodities that are essential to the export market and economic growth; addressing backlogs and congestion at strategic border crossings; combatting congestion in key national highway corridors such as the N1 and N3, as well as interventions to combat cable theft and maintenance backlogs at Transnet.

“This collaboration has seen modest improvements in our logistics performance,” she said on Friday.

The department and Transnet have set a target of moving at least 250 million tonnes of freight on the Transnet network by the year 2030 up from 150 million tonnes in the 2023/24 financial year.

Investment

Creecy highlighted that to achieve this, the rejuvenation of the rail sector is a key objective, which began with the Cabinet’s approval of the White Paper on National Rail Policy in March 2022.

“The Rail Policy introduces structural reforms in the sectors that are intended to enable private sector investment, optimal utilisation of the rail network, and effective economic regulation of rail that will facilitate equitable access to the rail network and ensure that it is properly managed.

“As part of this process a Private Sector Participation [PSP] Unit is being established by the department in collaboration with the Development Bank of Southern Africa. Once established, this unit will help direct and coordinate private sector investments in priority rail projects requiring capital investment.”

The Minister revealed that the department is currently in the process of issuing Requests for Information “regarding potential investment in the rail and port sector”.

“This serves to share information with the public regarding possible PSP projects, but also to allow the department, and by extension Transnet, to gather information on projects with the potential for third party involvement.

“I want to emphasise again that throughout this process all rail and port infrastructure will remain under the government’s ownership. We are also in the process of consulting with organised labour regarding the details of our freight logistics roadmap.

“We cannot continue with the status quo, where derailments and port blockages cost our economy billions of rands, and thousands of jobs in all sectors of our economy are at risk,” Creecy said.

Port efficiency

Turning to inefficiencies at South African ports, the Minister said Transnet has launched a recovery plan aimed at “increasing and stabilising port and rail volumes”.

“The establishment of various war rooms for specific corridors and commodities has allowed Transnet and the private sector to collaborate and share expertise and address challenges such as derailments and unplanned maintenance.

“As part of Transnet’s Recovery Plan, replacement and refurbishment of crucial ports infrastructure such as cranes, gantries and straddles is planned in the short, medium and long term, and continued collaboration with original equipment manufacturers (OEMs) has ensured that spare parts for essential machinery can be secured when necessary.

“This has resulted in improvements we are seeing in our ports which have cut down on ship waiting times and queuing times for trucks,” she said.

Creecy told stakeholders at the launch that collaborations have also assisted to address bottlenecks and inefficiencies.

She insisted that all the measures set out by government will “enable us to meet the targets that we set for the logistics sector, based on pre-pandemic figures”.

“Transnet and the department have set the goal of 250 million tonnes of freight per year, moving on the Transnet network by 2030. Transnet achieved 150 million tonnes of freight per year during the 2023/ 2024 financial year. At our ports, the target is to improve gross crane moves per hour from the 2024 average of 16 to 30 by 2030.

“These ambitious targets cannot be achieved within the existing Transnet system and will require significant private and public investments in infrastructure, rolling stock and digital systems.

“This can only be achieved through a partnership between government and the private sector, where technical knowledge, experience, [the] world’s best practice and funding can be shared,” Creecy concluded. – SAnews.gov.za
