The United States’ announced 30% trade tariffs, likely driven by underlying geopolitical motives, are, by implication, a direct attack on the economic benefits South Africa derives from the African Growth and Opportunity Act (AGOA).
These tariffs are also a response to South Africa’s growing diplomatic and economic ties with countries such as those in BRICS, which the US considers “pariah states” or adversaries, and could be seen as an attempt to pressure South Africa regarding its foreign policy choices.
The impact on key sectors, such as the automotive industry, agriculture (particularly citrus and wine), textiles and manufacturing, will be devastating and could lead to significant job losses, reduced export revenue and further decline of South Africa’s already struggling economy.
When a general tariff of 30% is imposed above and beyond the sector-specific tariffs, such as 25% on vehicles, on all South African exports, the duty-free status granted by AGOA basically becomes negligible.
These tariffs create significant diplomatic and trade tensions between the US and South Africa, which could complicate cooperation in other areas.
The South African government, particularly the Department of Trade, Industry, and Competition, as well as the Presidency should immediately and urgently negotiate with their American counterparts to reach a resolution before the deadline of 1 August.
South Africa faces the enormous challenge of adopting a multidimensional approach focusing on both economic and diplomatic strategies.
The latter, however, appears problematic due to the ANC’s pre-2024 record of poor economic policy directions, mismanagement, corruption, inept foreign policy, support for Russia in its conflict with Ukraine, and its ongoing case against Israel in the International Court of Justice, which are unlikely to garner sympathy from the US.
The Government of National Unity (GNU) needs to revise the country’s foreign policy, currently still dominated by the ANC, and abandon the ANC’s inviable economic policies, including Black Economic Empowerment (BEE).
The recent visit to the US by the Freedom Front Plus (VF Plus) leader, Dr Corné Mulder, and a delegation of Afrikaner leaders revealed that President Cyril Ramaphosa and his delegation’s engagement with the White House yielded no results.
The Freedom Front Plus will continue to play a constructive role, through its participation in the GNU and parliamentary processes, in getting South Africa back on the right track.
